The evolution of container port group in Bohai Rim of China (중국 보하이만 컨테이너 항만의 진화에 관한 연구)

  • Since China's economic reform in 1978, international trade has enormously flourished and the port industry is reckoned as a key factor contributing to this growth. This study examines the Bohai Rim port group in the scope of top three largest ports Qingdao, Dalian and Tianjin. By utilizing indicators including concentration ratio (CR), Herfindahl-Hirschman index (HHI), the Gini coefficient and the Lorenz curve as well as shift-share analysis (SSA), the concentration level of this port group in the period 2004-2016 is discussed. As a results, CR demonstrates a decrease during the studied period with a minor fluctuation, and HHI index shows a trend of deconcentration with Bohai Rim port group. In addition, SSA indicates that during the period 2004-2016, the overall shift index of Qingdao port was -1.371 meanwhile with Tianjin and Dalian port were 0.118 and 1.252 in turn. These results suggest that the growth in regional influence of Tianjin and Dalian ports would motivate to the deconcentration pattern in Bohai Rim region. The findings assist decision makers and scholars to obtain knowledge about the port development this region. Considering the geographic position of these three ports as the gate of northeast China, it is suggested that these three ports could explore their advantages and cooperate with the small ports in the surrounding area to enhance their influences in the future study.

Study on Preference of Shippers in Pan Yellow Sea Region (항만을 이용하는 화주 선호도에 관한 연구(환황해권 항만을 중심으로))

  • To analyze the port choice hierarchy, factorial and AHP analysis were conducted based on the survey for shippers using west coastal ports. As the result of analysis with 17 factors, 6 main factors; port service, port operation and geographical condition, connectivity to hinterland, port cost, accessibility and facilities were chosen. Based on this, AHP and correlation analysis of each factor were conducted. And the results were shown as cost, service, facility, connectivity, accessibility and operation in order. In addition, several ways for incentive program, the most important factor based on AHP analysis, to influence shippers around west coastal port were reviewed. As the result of review for the incentive program of domestic container ports, it was shown that three ports, Gun-san, Dae-san and Mok-po, offer incentive to shipper while two ports, Pyeong-tak and Dang-jin, do not. Therefore, the former three ports need to reinforce the existing incentive program while the latter ones introduce it.

Evaluating the Efficiency of Chinese Ports from the Perspective of Maritime Silk Road (중국 일대일로 항만의 효율성 평가)

  • The 21st Century Maritime Silk Road (MSR) is an important part of Belt and Road Initiative(BRI). As an economic and trade corridor for dozens of countries in Asia, Europe and Africa, and the port as an important link node, the efficiency of port operation directly affects the implementation of BRI's strategy. On the basis of combining BRI and related evaluation methods of port efficiency, this paper uses DEA-BCC model to select port production berth number and production berth length as input index container throughput and cargo throughput as output index to analyze the port efficiency of 14 ports in China. The results show that: (1) The overall efficiency level of the ports along the MSR is relatively low. Most of the ports have not reached the DEA efficiency and there are different degrees of problems in scale investment and technological improvement. However, this situation is accompanied by the implementation of China's maritime cooperation strategy and becoming better year by year. (2) The low operating efficiency of ports along China's MSR is mainly due to the lack of coordination between scale efficiency and technical efficiency, which is caused by insufficient scale investment in the port itself, weak economic linkage between the hinterland and the port, (3) Whether a port has a strong comprehensive strength does not entirely depend on the cargo throughput or scale but also includes the port's operating efficiency.

A Brief Efficiency Measurement Way for the Korean Container Terminals Using Stochastic Frontier Analysis (확률프론티어분석을 통한 국내컨테이너 터미널의 효율성 측정방법 소고)

  • The purpose of this paper is to measure the efficiency of Korean container terminals by using SFA(Stochastic Frontier Analysis). Inputs[Number of Employee, Quay Length, Container Terminal Area, Number of Gantry Crane], and output[TEU] are used for 3 years(2002,2003, and 2004) for 8 Korean container terminals by applying both SFA and DEA models. Empirical main results are as follows: First, Null hypothesis that technical inefficiency is not existed is rejected and in the trasnslog model, the estimate is significant. Second, time-series models show the significant results. Third, average technical efficiency of Korean container terminals are 73.49% in Cobb-Douglas model, and 79.04% in translog model. Fourth, to enhance the technical efficiency, Korean container terminals should increase the handling amount of TEUs. Fifth, both SFA and DEA models have the high Spearman ranking of correlation coefficients(84.45%). The main policy implication based on the findings of this study is that the manager of port investment and management of Ministry of Land, Transport and Maritime Affairs in Korea should introduce the SFA with DEA models for measuring the efficiency of Korean ports and terminals.

An Estimation of the Change in Transshipment Traffic in Northeast Asia using the System Dynamics (SD기법에 의한 한.중.일 환적물동량 변화량 추정에 관한 연구)

  • Transshipment traffic has significant meanings because it gives positive effects on increasing the container handling volumes in seaports, and revitalizes the regional and national development. Korean container port's transshipment traffic volumes, however, will slowly decrease due to the direct ships' calling into Chinese ports, which recently has a huge development plan. There are a lot of stress on forecasting the transshipment traffic volumes because the Korean container port development plans are designed based on this container traffic which consists of import and export traffic, and transshipment traffic. The transshipment traffic volumes are assumed to occupy 40% of total container traffic volumes. Despite of the importance of forecasting the transshipment traffic, a little studies are suggested using the concepts of the port competitiveness. In this respect, this study aims to estimate the Port Competitiveness Index and Transshipment traffic Volumes using the System Dynamics methodology. As a result, transshipment traffic volumes are predicted as: 20 million TEUs in Korea under the 4% annual increasing rates, 90 million TEUs in China under the 6% annual increasing rates, and 2.5 million TEUs in Japan under the 1% annual increasing rates respectively. The suggested results can be used to enhance the container port competitiveness and produce more transshipment traffic volumes.

A study on strategies to attract container cargoes in Incheon - with the case of container O/D analysis ­ (인천항 컨테이너 화물 유치방안에 대한 연구 -컨테이너 OD분석을 중심으로-)

  • This paper aims to provide strategies to attract container cargoes for the Incheon port by analysing O/D of the container cargoes with the year-2004 export and import data from. The Korean customs service. O/D analysis was carried out with establishing optimal zones, which are defined as City, Gun, Gu(Korean administrative districts) to which the export-import service can be provided from a certain port with minimized freight(or transport) cost and stevedoring fee. For the Incheon port, 35 administrative districts including Seoul and Incheon in Kyunggi-Do and Kangwon-Do are recognized as the optimal zones, and approximately 25.50% of around 2.02-million-TEU per year of the cargoes from the woes are exported and imported through the pan. The strategies to attract container cargoes was suggested by comparing the Incheon port to supposed-competitive pons. The Busan portn(64.89%), Guangyang port(4.46%) and Pyeongtaeck port(3.35%) are supposed as the competitive pons which have a large proportion of handling the cargoes from the optimal zones. When comparing the Incheon port to these ports, The Incheon pan requires a distinctive cost strategy, providing incentives to attract shipping companies and cargoes, improving efficiency related to loading-unloading at the port, and reinforcing Feeder-Network and advertisements about cost-saving to the shippers(the owners of goods) in the national capital region. Consequently, the mentioned requirements are suggested as the strategies to attract cargoes for the Incheon port.

  • Interest in high productivity and streamlined operation is growing amid a heated competition between ports and mega size vessel oriented operation. It becomes clear that terminals that operate YT(Yard Tractor) for transportation in container yard have less efficiency in operation and cost comparing terminals functioning AGV(Automated Guided Vehicle) system. To offset disadvantages arising out of YT operations, continual efforts (e,g YT pooling operation) were taken place for the last decade, but the result has not been fruitful; YT pooling operation still has a problem in that it cannot read individual YT's actual location. This study suggests 'YT dynamic operation model'- a practical application of RTLS(Real Time Location System) technology which will solve YT pooling operation problems.

  • Many changes lie ahead for Korea both domestically and internationally including opening of Busan New Port, more active Gwangyang Port as well as rapid growth of Shanghai Port and enhanced services and productivity at Shenzen Port. Compared to newer ports, container terminals in Busan Port possesses old equipment and facilities. Therefore, in order for Busan Port to maintain its service level and remain competitive, it needs to undergo remodeling to enhance productivity. Remodeling activities should be implemented on a continual basis by developing and applying new technologies such as those for gate system, berth system, yard system, and IT system In order to review the alternatives, we performed questionnaire survey and interview. From the result of analysis, we designed the application plan based on priority in remodeling, period of technology application, and direction for application.

  • Nowadays, the vessel size is tending to be bigger and bigger, so port facilities are following this trend, which has been shown inthe competition of Hub-Port among the main ports such as Port of Busan and Port of Shanghai. But there are limited numbers of large container vessels and $70\%$ of the call ships at Busan port are middle and small sized ships which are less than 20,000ton. So we need to consider the handling facilities for these sized ships, but it has disregarded. In this paper, we estimate the optimum level of crane and labor according to vessel's size by container handling cost value reflecting size of vessel; size and number of crane and labor structure.

  • This paper deals with High Stacking System(HSS) development to develop a next generation port handling system for accommodating mega-sized container ships. It aims to develop the HSS that maximizes handling capacity within the limited space of the port. The system is expected to resolve the problem of yard space shortage as well as utilize innovative technology to ensure high-performance and automation at the terminal so as to enhance stevedoring productivity. The main objectives of this paper is suggesting the design concept drawing the HSS terminal and simulation analysis was undertaken taking into consideration performance of handling equipment, and port handling system Design concept drawing of the HSS terminal and will be used as base data for basic design and detailed design in actual operations of the terminal in the future. The HSS, to be applied to both conventional and new terminals, is expected to act as a catalyst for enhancing the value-added at ports.
