A Study on the Policy for Supporting Child Care and Education in Korea (육아지원)

  • The purpose of this study is to review the characteristics of the policy for supporting child care and education in Korea. In order to suggest the theoretical and practical issues for child care and education policy, it is necessary to evaluate the existing policies. Based on the review of the literature, the legal system, and the policy, the child care support system in Korea is evaluated to be fragmentary and inconsistent. And Korean child care policy is a mixture of the conservative and the liberal one. In order to meet the needs of the family and children of Korea, more progress approach to child care policy is needed. The suggestions of this study are to have Korean government give more weight on societal care of children, introduce children's allowance, integrating child care and education system and developing policy monitoring systems in Korea.

  • As tourist are becoming increasingly environmentally conscious, government and related companies need to establish policies or strategies that encourage ecotourism. The aim of this study is to analyze individual preferences and estimate shadow prices, namely, willingness to pay for coastal wetland ecotourism. This study applies a contingent choice method to measuring marginal WTP for each attribute (tour duration, number of visitors, guide, program) of coastal wetland ecotourism. The finding herein contribute to complementing the valuation methods by estimating various attributes of coastal wetland ecotourism and providing policy-makers with useful methodological framework and quantitative information in the decision-making process related to ecotourism.

A Comparative Cohort Study on the Experiences of Job Loss and Job Seeking in Korea (생애주기에 따른 실직경험 및 구직활동에 관한 비교연구)

  • The purpose of this study was to compare the job loss and job seeking experiences between middle-aged men and their younger cohort. Participants included 11 middle-aged unemployed men and nine younger unemployed men. The study adopted a phenomenological approach. In-depth individual interviews were carried out and the theme analysis was used to analyze the interview data. The results showed that the two cohorts experienced the macroeconomic crises, the foreign exchange crisis in 1997 and the global financial crisis in 2008, differently. Their experiences affected their attribution of the unemployment and job seeking process. They expressed ambivalence toward their family while dealing with social isolation from extrafamilial support. Most of the participants criticized government employment support policies and services.

  • The purpose of this study is to evaluate the present workfamily balance policy and suggest a vision for moving forward. First, this study identified the scope of the workfamily balance policy and assessed the importance of this policy in relation to other family-related policies. Second, we evaluated the workfamily balance policy from the perspective of family resource management. Third, we suggested orientations and strategies for better policymaking from this same viewpoint.

Childrearing Expenditure and the Intension to Have the Second Childbirth (자녀 양육비와 둘째 자녀 출산의도)

  • This study investigated the association between the expenditures for childrearing and the intention to have the second childbirth applying the recursive equation models. The major results were as follows. First, more than half of the households with one child did not have an intention to have the second childbirth. Second, about 40% of the household expenditure was spent for childrearing. About 36% of the childrearing expenditure was spent on the childcare and education, and about 64% on purchase of goods and services for child. Third, the variables which had a significant effect on the intention to have the second childbirth were child's age, mother's education, father's income, the private educational expenditure, and consumption expenditure for child. The intention to have the second childbirth did not have a significant effect on the level of childrearing expenditure. The implications for the family policies were suggested.

Gender Gap in Globalization of Korea (세계화 속의 성의 격차)

  • The Purpose or this research is to examine the trend or sender gap within a globalization context from 1993 to 2003 on the perspective of feminists who contend that globalization has negative effects on women on account of its masculine nature against neo-liberal viewpoint emphasizing economic efficiency and rationality. As the result of review of statistical and qualitative resources in workforce, it was found that the gender gap has trended toward increasing in some sectors such as flexible labor and high wage jobs, which shows that gender segregation by irrational culture exists in workforce. The evidence to support the neo-liberal viewpoint supposing that the gender discrimination will disappear was also found in sector of wage. The gender gap in wage has decreased during the period of globalization. The dispute of feminists was partly supported, so it was suggested that the policies for gender empowerment should be enforced to diminish gender gap that would be able to increase in the process of globalization.

A Study of Sense of Balance in Work-Family and the Availability/Demand of Support of Married Working Women (기혼취업여성의 일 -가족 균형감과 지원용이도/요구도에 관한 연구)

  • Much research has focused on the conflict and balance between work and family. Yet few studies examine how women feel in balancing these two roles. In that regard, this study examines how married working women feel balanced between work and family as well as the levels of support availability/demand that exists. The level of sense of balance regarding work-family is average. Sense of balance is related to age, income, work hours, size of workplace, numbers of family friendly policies, the family's attitude to woman's work, and the level of balancing strategies used. The demand for support is higher than the availability of support. Both factors are related to working hours and balancing strategies, etc.

Changes in Household Saving Rate and the Influencing Factors (가계 저축율의 변화 추이와 영향요인 분석)

  • Using the 1987-2008 quarterly aggregated data of the Household Income and Expenditure Survey, this study investigated the factors influencing household saving rate. The independent variables in the AR regression model were the GDP growth rate, shares of the total household expenditure allocated to tax & social insurance, and education, the variables reflecting the conditions of the asset market including interest rate, stock market index, and real estate price index, and the variables representing the social economic conditions including the index of aging and income inequality. Among the independent variables interest rate, stock market index, and income inequality were found to be significantly associated with the household saving rate. These results suggested that the redistribution and financial market policies favorable to savers may be effective for raising the household saving rate.

The Effects of a University Cooperation Project on Urban Regeneration for Recovery of Commercial Supremacy

  • Purpose - This research examines the effects of local universities on urban regeneration to recover commercial supremacy in the original urban area and provides clear information on the "University Cooperation Project for Traditional Market." Research design, data, and methodology - The "University Cooperation Project for Traditional Market" started in 2015. This study was conducted focusing on 22 places selected in 2015 and the project content in those locations. Results - This study analyzes the link to urban regeneration and spreads the concept along with theoretical consideration of university cooperation for traditional markets. Additionally, it promotes policies to help propel the project based on characteristics of the region. Conclusions - A differentiated project should be created, with characteristics of the region reflected, and detailed programs developed and implemented resulting in meaningful achievement from the perspective of members of the local community, who may have deviated from existing perspectives. Additionally, opportunities should be established for the direct application of young consumer ideas through experimental business to regenerate the traditional market (commercial supremacy), the center of the local economic society.

A Study on Policies and Practices for Family Value (가족가치확산을 위한 정책과제와 대안)

  • This study is to review the policy objective of the spread of family value in 2nd Family Policy 2011-2015. The spread of family value is newly adapted sphere in 2nd Family Policy. But this policy objective is not clear, diverse or comprehensive. So, this study attempts to examine two questions: what is the family value in healthy family policy? How this objective is reflected to policy services. Because families are shaped by changes in social norm or trend, this study examined the changing demographics of family affect to family value. And the meaning of family value and the viewpoints are clarified. Last, for the extend of this policy objective, this study suggests to reach consensus on future family in Korean society, to emphasize function of family as social safety net.
