Barriers of Last Planner System: A Survey in Vietnam Construction Industry

  • Construction industry is overwhelmed by delay and often has suffered cost and time overrun. In this context, Last Planner System (LPS) has been considered as a very useful tool for the management of the construction process. Many previous studies have reported its effectiveness in construction performance. This study aims to evaluate the level of importance of the Last Planner processes in the Vietnam construction industry (VCI), and analyze the existing barriers when implementing these processes in construction management. These barriers were collected based on previous studies from International Group for Lean Construction (IGLC). A survey was carried out through questionnaire. The respondents are been experienced people in construction project management. There are four processes of LPS that were investigated including master schedule, phase schedule, lookahead plan, and weekly work plan. The results showed that master schedule is the most important item when performing a construction project in the VCI. The highest degree of agreement belongs to 'owner - contractor' pair with 77.1% importance indices; whereas the lowest belongs to 'consultants - contractors' pair with 63.8% importance indices. Eventually, three barrier factors were extracted from factor analysis technique with 62.2% of variance explained.

현장여건상이로 인한 클레임의 예방에 관한 연구 -공공부문의 설계$\cdot$시공일괄공사를 중심으로- (A Study on the Prevention for Differing Site Conditions Claims - Focused on Design-Build Project in Public Sector -)

  • 정부의 지속적인 사회간접시설의 건설로 많은 대형공공공사가 발주되고 있으며, 이에 따라 많은 건설 클레임이 발생되고 있으며, 그 .중에서도 현장여건상이 클레임은 발생가능성이 높은 부분이다. 특히 현장여건상이 클레임은 여타 클레임과 달리 공사 초기에 발생하여 여타의 클레임보다 큰 손실을 초래할 수 있으므로 이에 대한 예방방안의 필요성이 증대되고 있다. 본 연구는 국내의 대형공공공사 중 일괄공사계약으로 발주된 공사에서 발생한 현장여건상이 클레임의 원인을 분석하고, 향후 이러한 클레임을 예방할 수 있는 예방방안을 제시하였다. 본 연구에서 제시하고 있는 예방방안으로는 첫째 수급자의 입찰관행 개선, 둘째 수급자의 현장조사 책임한계 정립, 셋째 발주자의 면책조항 재검토 그리고 마지막으로 계약금액 조정의 유연성을 확보하기 위한 방안 등을 제시하고 있다. 또한 상기의 예방방안에 대한 단·장기적 대안도 제시했다. 이러한 예방방안들은 발주자와 수급자 사이에서 현장여건상이 클레임의 해결에 사용될 수 있을 것으로 판단된다.

소규모 건설 프로젝트에서의 공사예비비 산정방법에 관한 연구 (A Study on Estimating the Contingency Cost of Small Construct Project)

  • We need the contingency cost in order to deal with the uncertainty to be accompanied inevitably at the construction and an every kind risk not to forecast in advance. And also the contingency colt needed for the change order and we need it for reduction of the delay and reduce the trouble between owner and constructor. This study, through checking and analyzing the risk factor, in the step of domestic construction, suggests optimal management reserve to specific business about the contract type and the scale. The main results of this research are summarized as follow. First, I investigated the recognition about the contingency cost, grasped the risk to be happened at the construction step and found out the frequency occurrence, through making up question to engineer are carrying out their job in the domestic construction. Second, I computed optimal contingency cost rate by the statistics investigation, and proposed an improvement plan and problem when compute a contingency cost.

민자사업의 사업관리 사례분석

  • 민자사업의 사업관리주체는 몇몇 사업을 제외하고는 해당 사업의 시행을 위해서 별도로 설립된 사업시행법인인 경우가 대부분이다. 본 연구에서는 민자사업의 사업관리사례로서 사업시행법인 자체의 조직과 인력을 활용한 발주자CM의 형태로 사업관리를 수행한 서울외곽순환(일산$\~$퇴계원)고속도로 민자사업의 사례를 분석, 제시하고자 하였다. 시간관리의 측면에서 사업시행법인은 시공단계의 단순한 공정관리 틀에서 벗어나 사업의 계획. 설계, 인허가, 시공, 그리고 운영 및 유지관리까지 사업 전단계에 걸친 사업관리주체라는 관전으로 접근하였으며, 비용관리의 측면에서 시공단계의 사업비 증파에 대한 risk의 부담주체는 민간이라는 기본 전제하에 설계VE 등을 통한 사업비 절감요인 도출 등 보다 적극적인 사업비 관리가 요구되었다.

전환 정액일괄도급 계약방식 프로젝트의 리스크 분석 (Risk Assessment for the Converted Lump-sum Turnkey Project)

  • Due to the recent uncertainty of market situations such as the escalation of petroleum prices, increased production capacities of plants, limitations of the available EPC (Engineering, Procurement, Construction) contractors, and the increase of raw material prices, EPC contractors have had a tendency to include a higher reserve contingency in the lump-sum turnkey contract price. In order to overcome the changes in the market, the plant project construction industry has started to apply the converted lump-sum turnkey contract in plant construction market. This study was focused to find the associated risks and to analyse the identified risks on recent trend of application of the new contract type, which is the converted lump-sum turnkey contract. It was recognized from the analysis that quality and cost have more high priority risks than other project objectives. This paper also suggests the mitigation plan for identified risks to achieve project objectives appropriate to the converted lump-sum turnkey project from the viewpoint of an EPC contractor keeping transparency with owner.

  • The urban renewal type redevelopment project is a project to improve the urban environment for the recovery of urban functions and revitalization of commercial districts in commercial and industrial areas. Urban regeneration projects are not progressing smoothly. The urban renewal type is not so for landowners, who require a high level of professional knowledge and experience to carry out smooth projects. In addition, the core part of business conflicts can be seen as the problem of management and disposal methods. Therefore, as landowners, etc. become the actual subjects, the public will take charge of project execution, but all development gains and losses will be attributed to the owner of the land, etc.

Critical Factors Affecting No-dispute Performance: A Case of Ethiopian Public Construction Projects

  • Disputes seem to be synonymous with large-scale construction projects in Ethiopia. The purpose of this study is to determine the factors responsible for impacting the performance of Ethiopian public construction projects. To this end, 35 success and failure attributes responsible for impacting the performance of the projects were identified and presented to Ethiopian construction professionals in the form of a structured questionnaire, and responses were collected. The factor analysis conducted on the success and failure attributes influencing no-dispute performance separately resulted in six success factors and five failure factors. Further analysis using stepwise multiple regression indicates that owner competence and interaction among project participants have a positive impact on no-dispute performance. However, conflict among project participants has a negative impact on the no-dispute performance of Ethiopian public construction projects. Although Ethiopia-specific, the results reflect construction management problems common to both developed and developing countries. The findings are expected to help researchers and practitioners gain a better understanding of critical success and failure factors and to help them take proactive measures to avoid disputes in public construction projects.

Investigation of Key Factors to measure on-site Performance of a Construction firm

  • The performance of projects has always been an area of interest in the construction industry. Roles of all construction supply chain partners are necessary; however the role of a contractor firm in the construction project is pivotal. So, this research intended to explore a Construction Firm's performance criteria which could measure the level of performance of that firm in an ongoing project. Data was collected from construction professionals working in three principal project participant organizations, namely Owner, Consultant and Contractor. A total of 113 nos. of performance measuring items were sorted from literature review and used to collect data. Statistical tools processed by SPSS program was employed to analyze the data. Out of total 113 items, only 65 nos. of variables were found to be acceptable to every population group of this study. Factor analysis revealed 12 key performance predicting factors (KPPF) with 53 predictive indicators. 12 KPPFS with index weight are: work progress and smoothening (9.3%), change order management and work accuracy (9.1%), business relationship building (8.1%), adequacy of construction work procedure (8.6%), quality performance (8.0%), health and site safety adequacy (8.8%), Innovative contractor (8.0%), adequacy of construction site information (6.8%), compliance with contract plan/specification requirements (8.9%), creditworthiness and financial capability (8.3%), intra-agency relationship and responsiveness (7.0%) and resource management (9.2%). These results could be useful to project management body to evaluate performance of its contractor firm on site as well as the contractor itself to assess own performance and its subcontractors on-site.

가락시장현대화사업 1단계 물량내역수정입찰 적용 사례 (Application of Modifiable Bid of BOQ in Garak Market Modernization Project Phase 1)

  • Garak Market Modernization Project Phase 1, which is the public projects worth 1,75 billion won, was delivered by adopting modifiable bid of BOQ on the lowest price award system. The modifiable bid of BOQ system allows bidders to modify quantities based on their own drawings and construction specifications and requirements. It was initiated by the government for minimizing design error and for inducing technical competition between tenders by checking errors. At that time the bidding, it allowed modifying the BOQ all the works. In the construction phase, the responsibility for the design changes, due to mistakes and omissions on design documents and BOQ were disputed between the owner and the contractors. This study analyzed the problem of the system and addressed a need of improvement.

  • The construction cost estimates during the design phase becomes the standard to judge profitability and validity, and is very important in various decision-makings by project owner. However, since approximate costs are quoted when many parts are undecided in the early stage of project, differences are bound to occur between the construction cost calculated through approximate quotation and that put into construction actually. Also, since in existing quotation works, quantity calculations have been dependent on the staff's manual work, involving error potential, and thus differences are likely in quantity calculation depending on the quotation staff's method of calculation. In this study, the process of creating space model to deduce 3D geometry information for approximate quotation in association with knowledge information and the expression for calculation of finishing area were proposed.
