The construction industry has the most safety accidents among domestic industries. Special care must be taken because disasters in the construction industry lead to social problems caused by huge property losses and casualties. As a result of this, there is a growing awareness of disasters occurring in the construction industry, and government departments are tightening regulations on safety management. In particular, the OSHA(Occupational Safety and Health Agency) focuses on the expansion of protection targets and the clarification of responsibility in the full amendment OSHA. As a result, a study that focuses on safety management by client's responsibility is needed. In this study, the project performance capability assessment of construction project management contractors, which is being carried out with uniform assessment criteria without considering the characteristics of the construction project, is considered and all the amendments to the OSHA are considered, and the factors were derived for improvement measures.

After the 2008 global financial crisis, the construction environment in South Korea continued change in the construction environment. Construction orders in 2011 have shown a downward trend compared with the previous year. Along with these changes in the construction market, the professional capabilities of construction project managers that are perceived as important also changed after the global financial crisis. Accordingly, this study was conducted to identify the major business capabilities of the current construction project managers and to determine which of these capabilities have undergone changes in terms of the importance accorded to them after the global financial crisis, and ultimately, to derive the construction project manager capability areas that need to be strengthened according to the changes in the construction environment. The capabilities of construction project managers were surveyed at two different time points: in 2007 and in 2010. The results show that the year 2010, after the global financial crisis, an increase in the perceived important capabilities of construction project managers compared with 2007. This results the impact of the changes in the construction environment on the importance of construction project managers. This study derived the ramifications of the early identification of systems and prospects according to the changes in the construction circumstances on more efficient onsite and human resources management, by considering the appropriate capabilities of the construction project managers.

Engineering is a value-adding process applying knowledge and skills in the construction industry that includes the planning, feasibility study, project management (PM), front end engineering and design (FEED), detail design, procurement, construction, supervision, and operation. Among these engineering activities, FEED is defined as a comprehensive design practice in the early design phase focused on conceptual design and basic design. It is a particularly influencing area that determines the competitiveness of procurement and construction capability of construction firms (KNIN 2013). Nevertheless, previous studies in FEED have been limited to the design process, deliverable, or particular management technique (e.g. system engineering, collaboration, information etc.). In this context, the purpose of this study is to propose a comprehensive FEED business process structure for project management of thermal power plant construction projects encompassing the entire project life cycle. And an assessment methodology for FEED functions was developed. It is expected that the proposed structure of FEED functions and FEED evaluation methodology will contribute to improvement of competitive capability of engineering, procurement, and construction (EPC) companies.

글로벌 금융위기 이후 건설시장의 변화와 함께 건설기업과 프로젝트를 대표하는 건설현장소장의 직업적 역량 또한 변화하고 있다. 특히 현장소장은 건설공사의 설계부터 시공까지의 프로젝트 전 생애주기에 이르는 단계에 관여하기 때문에 현장소장이 느끼는 사업 역량의 중요도는 건설경기 변화에 중요한 요소로 치부되고 있다. 따라서 본 연구는 현장소장들의 업무 수행과정에 있어서 필요할 것으로 판단되는 역량 항목들에 대한 중요도와 현재 역량 수준의 분석(IPA)과 향후 개선이 필요한 역량 항목을 도출하고자 한다. 도출된 분석결과는 (1)대외관리역량에서는 수주영업능력과 정보력, (2)현장관리역량에서는 관리자적 경영마인드와 적극적 돌파력, (3)자기관리역량에서는 사전문제예측능력과 자기계발이 필요한 것으로 나타났다. 본 연구의 결과는 국내 기업들이 현장소장교육과 지식공유 등의 기초자료로 활용할 수 있을 것으로 기대된다.

건설산업에서 활용되는 정보가 증가함에 따라, 건설사업관리를 위한 신속하고 체계적인 분석 및 계획수립을 위하여 PMIS(Project Management Information System)를 구축하기 위한 노력 및 연구가 꾸준히 진행되어 왔다. PMIS에 관한 연구는 크게 3가지 관점으로 정리될 수 있다. 첫째, 시스템 정보 분류를 통한 시스템 기능 분석, 둘째, 정보화전략에 따른 현황을 반영한 PMIS구축방향 제시, 셋째, 사업관리 업무 프로세스 분석을 통한 PMIS평가 연구가 그것이다. 본 연구는 사업관리 업무 프로세스 분석을 통한 PMIS평가 연구로서, 기존 PMIS평가의 문제점을 도출하고 이를 해결하기 위한 방안으로서 PMBOK의 프로젝트 관리업무 중 정보전달을 통한 의사전달관리업무(Project Communication Management)를 대상으로 CMM(Capability Maturity Model)을 활용하여 건설PMIS 사업관리기능 평가 모델을 개발하였다. 본 연구를 통해 의사전달관리의 핵심업무들에 대하여 실제 PMIS기능을 수행하는 시공사의 end-user의 관점에서 바라보는 건설PMIS의 새로운 평가방법을 모색하고자 한다.

세계 금융위기 이후 국내 건설 시장은 주택, 토목 분야의 침체가 지속되어 국내 건설시장의 규모가 축소되고, 수익성 등이 악화되는 등 어려움이 지속 되고 있다. 이에 국내 건설기업들은 해외시장 진출을 가속화하고 있으며 주요 사업 영역은 대부분 시공분야에 편중되어 왔다. 하지만 시공분야의 부가가치는 시공 이전 단계에 비해 낮을 뿐 아니라, 저가 수주 등의 영향으로 많은 어려움을 겪고 있다. 따라서 해외 건설 프로젝트의 특성에 부합하는 사업 수행 전 단계에 걸친 프로젝트 관리역량의 향상에 대한 필요성이 대두되고 있다. 기존의 프로젝트 관리역량 평가 도구들은 전 산업에 적용 가능한 범용적인 모델로 특정한 분야의 프로젝트관리 역량을 평가하기엔 광범위하여 국내 건설 현황에 적합한 평가 시스템의 개발이 시급하다. 본 연구를 통해 국내 CM기업의 국제 경쟁력 향상 및 프로젝트 관리역량 분석을 위해 국내 CM사에 적용 가능한 프로젝트 관리 역량 평가 시스템을 개발하였다. 개발된 평가시스템은 프로젝트, 프로그램 레벨의 9가지 관리영역과 CM인프라에 대한 자가평가체계로 각 CM기업이 자발적인 관리역량평가와 그에 따른 영역별 역량향상의 도구로 개발되었다. 또한 기업규모에 따른 그룹별 비교분석과 프로젝트, 프로그램 두 레벨의 관리역량과 CM인프라와의 상관관계를 분석하였으며, 프로젝트, 프로그램 두 레벨에서의 관리영역을 비교 분석하였다. 기업별 분석 결과는 9개 국내 CM사에 대해 전문가 설문을 통해 산출물 기반의 개선방안 및 요구되는 산출물을 제시하였다. 그룹별 분석결과는 9개 기업의 규모에 따라 두 그룹으로 나누어 프로젝트, 프로그램 레벨의 9가지 관리영역에 대해 평가하였다. 개발된 CM사 프로젝트 관리역량 평가 시스템을 통해 CM기업은 자가역량 평가를 수행 할 수 있으며 기업별 프로젝트, 프로그램 레벨의 관리영역별 역량평가 및 강점과 약점을 파악하고, 동시에 산출물 기반의 개선 및 보완점을 파악하여 관리역량을 향상 시킬 수 있는 개선방안을 제시하였다.

국내 시공책임형 건설사업관리(CMAR) 시장은 2019년 12월 현재 국토교통부 주도하에 수행된 시범사업을 종료하고 본 사업으로 전환되는 시점에 있으며, 발주방식의 다각화와 건설기술의 고도화를 위해 지속적으로 성장할 것으로 예측된다. 본 연구는 건설사의 CMAR 수행을 위한 자가 역량평가 도구를 개발하여 역량 수준을 평가함으로써, 수행역량을 향상하기 위해 수행되었다. CMAR 시범사업에 참여한 기업을 대상으로 수행단계와 관리영역에 따라 표준 핵심역량과 요소 기술역량을 규정하여 평가한 결과, 설계전단계 및 계약구매단계의 사업관리일반 역량이 시공단계에 비해, 설계이전 단계의 품질관리 영역이 타 영역에 비해 낮게 평가되었다. 또한 GMP를 기초로 한 시공단계의 사업비 관리영역은 높은 중요도에 비해 역량수준이 낮게 평가되었으며, 요소기술 역량에 해당하는 의사조정, 수행절차 최적화, 목표가치 달성역량 등도 초기 기술 적용수준으로 평가되어, 지속적인 역량향상이 요구된다.

2000년대 이후 많은 한국의 건설 및 엔지니어링 기업들은 급속하게 변화하는 동적환경에서 경쟁 심화, 높은 리스크, 경기 침체, 실적 부진, 이윤 감소 등의 어려움에 직면해 있다. 이러한 도전을 극복하기 위해서는 패러다임 변화에 적극적으로 대응할 수 있는 특별한 역량의 확보가 요구된다. 그 중 하나가 프로젝트 포트폴리오 기반에서 기업 내 조직자원을 적극적이고 통합적으로 관리할 수 있는 프로젝트관리 역량이라고 할 수 있다. 본 연구의 목적은 기업 내 프로젝트 조직자원의 동적역량이 기업의 경쟁우위와 성과에 어떤 영향을 미치는 지를 조사하는 데 있다. 국내 건설 및 엔지니어링 기업의 프로젝트 조직에서 근무하는 직원을 대상으로 설문 자료를 분석하고 구조방정식 모형과 경로분석 등의 통계분석을 통해서 이를 실증하였다. VRIN 조직자원과 조직 동적역량간의 영향을 분석한 결과, VRIN 특성의 프로젝트 조직자원을 보유하고 있다면 프로젝트 조직의 동적역량에 유의한 영향을 미치는 것으로 나타났고, 프로젝트 조직의 동적역량도 기업의 경영성과를 개선하고 경쟁우위를 창출하는데 긍정적인 영향을 미치는 것으로 나타났다. 또한 조직자원은 기업의 경쟁우위와 성과에 직접적인 영향을 끼치며 조직 동적역량이 VRIN 속성의 조직자원과 경쟁우위 사이에서 매개효과의 영향이 있는 것으로 확인되었다. 본 연구가 학문적으로는 자원기반관점과 동적역량관점을 통합하는 입장에서 프로젝트 조직자원이 기업의 경쟁우위에 미치는 영향을 실증하고 프로젝트관리의 학문적 영역을 확장하는데 기여하였다. 실무적으로는, 건설 및 엔지니어링 산업에서 경쟁우위를 확보하기 위하여 기업들이 전략적으로 어떻게 프로젝트 조직자원을 활용해야 하는지에 대한 구체적인 방안을 제시하였다.

건설산업은 수주산업으로서 사업기간 전반(Project Life Cycle)에 걸쳐서 발주자의 관여도가 크기 때문에 발주자의 역할과 기능이 사업의 성패에 미치는 영향이 매우 크다고 할 수 있다. 그러나 국내외 여러 연구에서 이미 발주자의 기능과 역할에 대한 중요성이 강조되고 있음에도 불구하고, 아직까지 발주자 조직이 수행하여야 할 역할과 기능에 대한 정의를 바탕으로 건설사업의 발주자 조직에 대한 조직 수준의 역량을 평가할 수 있는 포괄적이고 체계적인 연구는 미흡한 실정이다. 본 연구에서는 발주자 조직 역량요소를 이용한 발주역량 평가지표를 개발함으로써 발주역량평가의 기본체계(Framework)를 제시하고, 개발된 발주역량평가체계를 실제 발주자 조직에 적용하여 평가를 수행하고 그 결과를 제시함으로써 그 적용성을 검증한다. 건설공사 발주기관의 역량에 대한 정량화 가능한 측정 지표를 활용하여 객관적인 평가를 수행하고, 이를 통해 발주자 조직 역량의 현재 수준 진단과 부족한 역량에 대한 정확한 판단을 할 수 있다면, 미래지향적인 전략 수립 및 발주자 조직 관리의 효율성 향상을 기대할 수 있을 것이다.

For the sustainable development of the domestic construction project management field, each CM company should try to diversify in terms of service contract types and scope of work while having internationally competitive technical and service capabilities as follows. First, from the initiation of the service to the completion, the CMr should be able to establish and execute a plan to create specific outcomes. Second, CMr must have the capability to produce weekly or monthly cost, schedule, risk, and scope management reports. In addition, it should be possible to apply the cost plus sliding fee method or to systematically and continuously accumulate and process data generated during the construction process.
