I have investigated questionaire concerning to the view of worth and construction of consciousness as to boarding system collegian who will employed in fisheries and maritime industries. The results were as follows; It appeared 38.9% that most collegian had a firm subjectivity about enrolled motive, selection of department, they had selected department according to the neighborhood recommendation, own squired score rather than the adaption and prospection, also it was appeared 55% that they had not satisfied with attending to their college, accordingly, the effectiveness of education were demolished in such aspects. It was appeared 74.3% that the education of fisheries and maritime college were divided into theory and practice pertinently also, 77.1% that modulate both technical education and human like education but as a general rule, the education of ocean going liscensed officer was appeared 7.1% only so that, the reformation of the curriculum and contents of education would be needed. As to the relation between professors and collegian, it was appeared 38.4% that well understanding professor, 18.1% that well teaching professor, 13.3% that they having humanlish relation with professor, 30.6% that they will benefit to vocational selection. consequently, the professor have to brings up the harmony on dint of education and industries. The things which collegian think to be worth were 43.6%, intercourse of friend 30.3%, circle activity. 6.6% listening lecture, also, the leisure activity after school were 74.7% with friends. 16.4% alone. consequently, the professor has to guide of leisure activity after lesson. most collegian has a good relationship with their parent(91.6%) but the respond with bad relationship was 8.4%. The most serious agony which collegian think about is vocational problems (48.9%), the other sex problem(22.5%). The objects consult with agony was aquaintance(54.9%). The parent(5.1%), professors(2.3%), the collegian who did not consult with agony was 20.9%. The parents and the professor is not object consult with their agony. so that, the professors has to strengthen the education according to the human nature. As to job after graduation of such college, collegian who wish to be taken job on the fisheries and maritime industry were 50.5%, on the contrary, the collegian who wish to be taken a job no relation with his major subjects was 29.1% especially, the collegian who want to be embarked was 26.3% (fisheries 23.3%, maritime 30.5%). so that, we must adopt the counter plan for the globalization and effective investment on the fisheries and maritime college.

Induced polarization (IP) method is based on the measurement of a polarization effect known as overvoltage of the ground. IP techniques have been usually used to find mineral deposits, however, nowadays widely applied to hydrogeological investigations, surveys of groundwater pollution and foundation studies on construction sites. IP surveys can be classified by its source type, i.e., time-domain IP estimating chargeability, frequency-domain IP measuring frequency effect (FE), and complex resistivity (CR) and spectral IP (SIP) measuring complex resistivity. Recently, electromagnetic-based IP has been studied to avoid the requirement for spike electrodes to be placed in the ground. In order to understand IP methods in this study, we: 1) classify IP surveys by source type and measured data and illustrate their basic theories, 2) describe historical development of each IP forward modeling and inversion algorithm, and finally 3) introduce various case studies of IP measurements.
In this study, a mid-size RC test apparatus equipped with analyzing program is developed that can test samples up to D=10cm diameter and H=20cm height which is larger than usual samples of D=5cm and H=10cm used mostly in practice. Thus, crushed stones with larger grains up to 38mm in diameter used mostly in Korea as reinforced trackbed materials in track construction could be considered effectively than conventionally used RC apparatus for evaluation of the dynamic properties of the materials by using the newly developed RC apparatus. The RC test apparatus was designed and assembled based on the concept of fixed-free fixity conditions and driving mechanism proposed by Stokoe. Using the developed RC test apparatus, three types of representative crushed reinforced trackbed materials were tested in order to get the dynamic properties of the materials such as $G/G_{max}$ reduction curves and damping ratio D. For comparison purpose, a small RC test apparatus has been used to test the same materials.

The aims of this study is to find the facts of regional inequality and to suggest the desirable location of educational facilities and its related policies through the analysis of the distributional characteristics of high schools in Daegu viewing from public service facilities. The results are as follows. As of 2000 year, there are 76 high schools in operation in Daegu. The number of private high schools is more than that of national public ones in terms of their founders, and the number of general high schools outnumbers that of vocational high schools by their operational types. As a whole, the distribution of schools in Daegu is closely related to the population distribution(redistribution). In case of high schools, it shows that there is severe unevenness between demand and supply of educational facilities per district. The regional inequality of school facilities is getting worse by transfer and new establishment; inter-district transfer is mainly caused by the redistribution of population while intra-district transfer is accelerated by the pressure on better use of land. Recently there is a tendency that schools are newly established by public sector(national public schools) rather than by private sector(private schools). And the predilection or avoidance of a certain area in the process of choosing the site for transfer or new establishment of schools lead to inequality of education opportunities per district. In conclusion, the educational facilities should firstly be placed in the practice of public service facilities in terms of public welfare as well as the convenience of residents and regional inequality. Consequently, both construction of new high schools and the relocation of existing high schools have to be further activated. To achieve them, the role of public actions is particularly more important than that of private ones.
Present-day rules and regulations for the design and construction of ships are almost without exemption of a prescriptive and deterministic nature. Often it is argued that this situation is far from ideal; it does no right to the advances, which have been made during the past decades in engineering tools in marine technology, both in methodology and in computational power. Within IMO this has been realized for some time and has resulted in proposals to use Formal Safety Assessment(FSA) as a tool to improve and to modernize the rule making process. The present paper makes use of elements of the FSA methodology, but instead of working towards generic regulations or requirements, a Risk Assessment Approach, not unlike a 'safety case'; valid for a certain ship or type of ship is worked out. Delft University of Technology investigated the application of safely assessment procedures in ship design, in co-operation with Anthony Veder Shipowners and safety experts from Safely Service Center BV. The ship considered is a semi-pressurized-fully refrigerated LPG carrier. On the basis of the assumption that a major accident occurs, various accident, scenarios were considered and assessed, which would impair the safety of the carrier. In a so-called Risk Matrix, in which accident frequencies versus the consequence of the scenarios are depicted, the calculated risks all appeared lo be in the ALARP('as low as reasonable practicable') region. A number of design alternatives were compared, both on safety merits and cost-effectiveness. The experience gained with this scenario-based approach will be used to establish a set of general requirements for safety assessment techniques in ship design. In the view that assessment results will be most probably presented in a quasi-quantified manner, the requirements are concerned with uniformity of both the safety assessment. These requirements make it possible that valid comparison between various assessment studies can be made. Safety assessment, founded on these requirements, provides a validated and helpful source of data during the coming years, and provides naval architects and engineers with tools experience and data for safety assessment procedures in ship design. However a lot of effort has to be spent in order to make the methods applicable in day-to-day practice.
It has been said that there were many problems in a social welfare institution. Community welfare in Japan is being presented as an alternative solving these problems and underlying theories are deinstitutionalization, normalization, and community care. Recently, in Korea, these alternatives are connected with the logic that social welfare institutions are useless. But if we think the inborn duty of the social welfare institution, we can know the logic problem of these theories. Also, 'the socialization theory of social welfare institutions' has been presented as a solving method. But studies in Korea are having a partiality only to opening to community and are researched separately from community welfare. Under these problem perceptions, this study examined the construction contents of the community welfare in Japan, the relation of community welfare and social welfare institutions, the relation of the community welfare and the socialization theory of social welfare institutions, and the concept and content of the socialization theory of social welfare institutions. This study investigated the discussions in Japan, for studies in Korea are generally based on those of Japan and the domestic community welfare policy has been influenced immensely by Japan. The result of this study is as follows. Firstly, not the social welfare institution in a category of community welfare is excluded, but is prescribed as an essential post, a premise condition, and a composition post of the community welfare. Secondly, the socialization theory of social welfare institutions is also discussed in a category of the community welfare and in the side of community welfare development. Thirdly, the socialization theory of social welfare institutions is presented in the side of not only opening to community, but also a basic practice theory of the social welfare institution reformation including that.

For shallow tunnel constructions, settlement of the ground surface is a main issue. Recent technical developments in shield TBM tunneling technique have enabled a decrease in such settlements based on tunneling with ground deformation controls. For this objective, the tail void grouting is a common practice. Generally surface settlements in a soil of low permeability occur during a tunnel construction but also during a long period after completion of the tunnel. The long-term settlements occur mainly due to consolidation around the tunnel. The consolidation process is caused and determined by the tail void grouting which leads to an excess pore water pressure in the vicinity of the tunnel. Because of this, the grouting pressure has a strong effect on the long-term settlements in the shield tunneling. In order to investigate this effect, a series of coupled hydro-mechanical 3D finite element simulations have been performed. The results show that an increase in grouting pressure reduces the short-term settlements, but in many cases, it doesn't lead to a reduction of the final settlements after the completion of consolidation. Thereby, the existence of a critical grouting pressure is identified, at which the minimal settlements are expected.
The study shows the possible use of the index flood frequency curves for an estimation of flood quantiles at ungauged locations. Flood frequency analysis were made for the annual maximum flood data series at 9 available stations in the Han river basin. From the flood frquency curve at each station the mean annual flood of 2.33-year return period was determined and the ratios of the flood magnitude of various return period to the mean annual flood at each station were averaged throughout the Han river basin, resulting mean flood ratios of different return periods. A correlation analysis was made between the mean annual flood and physiographic parameters of the watersheds i.e, the watershed area and mean river channel slope, resulting an empirical multiple linear regression equation over the whole Han river basin. For unguaged watershed the flood of a specified return period could be estimated by multiplying the mead flood ratio corresponding the return period with the mean annual flood computed by the empirical formula developed in terms of the watershed area and river channel slope. To verify the applicability of the methodology developed in the present study the floods of various return periods determined for the watershed in the river channel improvement plan formulation by the Ministry of Construction and Transportation(MOCT) were compared with those estimated by the present method. The result proved a resonable agreement up to the watershed area of approximately 2,000k $m^2$. It is suggested that the practice of design flood estimation based on the rainfall-runoff analysis might have to be reevaluated because it involves too much uncertainties in the hydrologic data and rainfall-runoff model calibration.

This study developed teaching-learning materials for 10 class periods that applies design thinking process for the units of 'sustainable consumption' of home economic subject, and examined the learning experience of students in the class. After the classes, reflection journals and in-depth interviews from 276 male and female students in ten classes were analyzed. The main results are as follows: The five steps of the design thinking process of the Stanford University d-School were applied to develop teaching-learning materials for the 'Sustainable Consumption Practice Book Creation Project'. Students' positive learning experience was evidenced through sustainable consumption classes that applied design thinking. The students were able to reflect through the experience of sympathizing with the real problem, and experienced an improvement in problem-solving ability through the process of idea construction and prototyping. Students expressed difficulties in reaching consensus among the members, and in devising ideas and implementing prototypes. Based on the learning experience of students this study, it is suggested that home economic teachers further develop and implement classes of various topics to which design thinking process is applied. A future study may need to verify the effectiveness of home economic classes to which design thinking is applied.

Currently, due to global warming, occurrences of extreme climate phenomena such as heat wave, heavy snow, heavy rain, super typhoon are continuously increasing all over the world. Due to these extreme climate phenomena, concrete structures and infrastructures are exposed to serious deterioration and damage. However, researches on construction technologies and standards to confront the climate change generated problems are needed presently. In order to better handle these problems, the validity of the present concrete mixture proportions are evaluated considering wind speed and sunlight exposure time based on climate change record in Seoul, Korea. The specimens cured at various wind speed and sunlight exposure time conditions were tested to obtain their compressive and split tensile strengths at various curing ages. Moreover, performance based evaluation (PBE) method was used to analyze the target strength satisfaction percentage of the concrete cured for the curing conditions. From the probabilistic method of performance evaluation of concrete performance, feasibility and usability of current concrete mix design practice for climate change conditions can be evaluated.
