DEVELOPMENT OF STATE-LEVEL APPRAISAL INDICATORS OF SUSTAINABLE CONSTRUCTION IN TAIWAN

  • In this study we examine Taiwan's overall performance in accordance with sustainable construction by developing an appraisal indicator framework. The framework consists of five layers, from bottom to top: the indicator; the indicator category; the core cluster; the theme; and the overall performance. The procedure for the development of a sustainable construction indicator system is outlined. Finally, a framework consists of 3 themes, 10 core clusters, and 33 indicator categories are established. Following the established framework, 67 proper indicators are selected for each category in the framework, and data of the 53 indicators are collected respectively from a nation's statistical databank in Taiwan. Sustainable construction index aggregated step-by-step from the indicators, the indicator categories, the core clusters and the themes is computed to assess Taiwan's progress in sustainable construction. The preliminary results and the discussion are reported.

Critical financial variation of ratios between healthy and workout construction firms

  • As domestic recession has had an adverse impact on many Korean companies in Korea, financial soundness has become a critical issues. It is essential to identify financial risk factors to prevent workout as well as to improve the financial condition of domestic construction companies. Therefore, this study derived important management indicators and the financial ratios that belong to each indicator through a comparative analysis between healthy companies and workout companies with financial statement. As a consequence, key financial ratios are derived into 3 of 25 ratios; Equity Ratio in stability indicator, Total Asset Turnover Ratio in activity indicator, and Labor Equipment Ratio in productivity indicator. So, Korean construction firms are required close monitoring these critical financial ratios indicating variation between construction companies which have opposing statuses in finance in order to keep sound financial condition and increase productivity.

  • KPI, an indicator that measures the performance of factors that contribute to achieving strategies of individuals or organizations, is used a lot to analyze the performance of construction work. Construction work consists of individual construction types with different characteristics such as progress method, scale, and input resources, but currently, KPIs for performance analysis of individual construction types are lacking. Therefore, this study aims to obtain and analyze data for establishing construction performance analysis KPIs during construction work to prepare the basis for the creation of future construction KPIs. Preliminary KPIs for earthwork performance analysis selected through this study are expected to be the basis for deriving preliminary KPIs for other individual construction types.

  • Ministry of Land, Transportation and Maritime Affairs has implemented Construction CALS project for improving informationization level of construction industry and for making construction production system efficient. Although an importance of evaluation on level and performance of construction informationziation projects has been emerged, Construction CALS hasn't been evaluated so far. In this study, the performance indicators of construction CALS as the most important base in creating a performance management system were deduced. For this aim, this study reviewed the former researches on system construction for managing performance, analyzed current status of Construction CALS, arranged the relationship between upper strategies and ISP, developed pools of performance indicators, and this study followed IT BSC methodology. As a result, this study developed performance indicators of Construction CALS through four strategies such as globalization and activation of Construction CALS standards, research & development for reaching to international level in construction informationization technology, stabilization of system operation and distribution by publicizing Construction CALS and improving its functions, and policy implementation for managing and coordinating Construction CALS projects. These indicators will be applied to build a system of performance management.

  • Social infrastructure is the basis of public welfare and should be recognized and managed as important assets. Bridge is one of the most important infrastructures to be managed systematically because the impact of the failure is critical. It is essential to monitor the performance of bridges in order to manage them as an asset. But current analytical methods such as predictive modeling and structural analysis are very complicated and difficult to use in practice. To apply these methods, structural and material condition data collection should be performed in each element of bridge. But it is difficult to collect these detailed data in large numbers and various kinds of bridges. Therefore, it is necessary to collect data of major measurement items and predict the life of bridges roughly with advanced information technologies. When certain measurement items reach predefined limits in the monitoring bridges, precise performance measurement will be done by detailed site measurement. This paper describes the selection of major measurement items that can represent the tendency of bridge life and introduces automated bridge data collection test-bed using wireless sensor network technology. The following will be major parts of this paper: 1) Examining the features of conventional bridge management system and data collection method 2) Mileage concept as a bridge life indicator and measuring method of the indicator 3) Test-bed of automated and real-time based bridge life indicator monitoring system using wireless sensor network

  • The frost depth is one of important factors in the design of structures such as roadways, buried pipeline, and foundations. A frost indicator with methylene blue solution has several advantages with respect to installation cost, maintenance, and simple measurement. However, as a geotechnical engineering aspect, the accuracy of the frost indicator has not been proved yet. This paper presents experimental and field investigations of the accuracy of the frost indicator and contour maps of maximum frost depth. The contour maps of maximum frost depth can be applied to design geo-infrastructure in South Korea.

Construction of an Economic Sentiment Indicator for the Korean Economy

  • An Economic Sentiment Indicator(ESI) is a composite indicator of business survey indices(BSI) and consumer survey indices(CSI). The ESI designed to reflect economic agents' (this includes producers and consumers) overall perceptions of economic activity in a one-dimensional index. The European Commission has published an ESI since 1985. This paper demonstrates the construction of an ESI for the Korean economy. The BSI and CSI components (having a high correlation and a leading feature with respect to GDP) are selected to construct the ESI and they are aggregated using a weighted average and then scaled to have a long-term average of 100 and a standard deviation of 10. Thus values greater than 100 indicate an above-average economic sentiment and vice versa. The newly constructed Korean ESI that extends to January 2003 shows a good tracking performance of GDP and adequately reflects the overall perception of economic activity.

A Study on Compilation of Monthly Benchmarked Construction Indicators (벤치마킹 기법을 활용한 월별 건설지표 작성)

  • It is desirable to use a monthly benchmarked construction indicator which contains the characteristics of statistical data in an annual survey in order to analyze the cyclical phenomenon of the construction activity. The benchmarked indicator is expected to improve the data quality in terms of accuracy, consistency, comparability, and completeness. In this paper, benchmarking methodologies of compiling monthly construction indicators arc researched by using a monthly prompt data holding short - term fluctuations and an annual survey data regarded as more accurate statistics than monthly data. The benchmarking is the methodology by which a high frequency data should he adjusted in order to hold the short-term and cyclical phenomena, and the long - term trend of two data groups with ensuring the consistency of an annual summation between a high frequency data and a low frequency data. This paper considered the numerical approach like pro rata distribution method, proportional Denton method, EFL or HP filter Benchmark - to - Indicator ratio method, and the model - based approach such as Chow and Lin method, $Fem{\acute{a}}ndez$ method. Also, the benchmarked construction indicators were estimated by early mentioned benchmarking methods with practical data, and these methods were empirically reviewed and compared. In case of construction indicators with severe seasonal fluctuations and irregulars, the numerical approach seemed to be performed more correctly than the model- based approach. Among numerical methods, the proportional Denton method used in general was a little nice. The HP filter Benchmark - to - Indicator ratio method may be considered with survey errors or measurement errors in an annual survey data.

A Method of River Environmental Impact Assessment using LCA (LCA를 적용한 하천환경영향평가 방법)

  • In this research LCA methodology was adapted and analyzed in quantifying estimation of estuarine environment. The analysed objects of estuarine environment were construction methods, facility, and input material into water, and estuarine ecosystem. In this research the function of LCA of estuarine environment was river with the view of controling water, utilizing water, and hydrophilic function. According to the result of research, environmental damage indicator of facility was decreased 346 Pt from 453 Pt at pre-maintenance to 107 pt at post-maintenance. Among raw and subsidiary materials, remicon, stone-netting bag, and pebbles were showing heavy environmental load in the order. Evironmental impact of input material into water system was analyzed from 1,827 Pt environmental load before construction to 1,080 Pt of post-maintenance, and damage indicator was improved at 747 Pt. Water quality was improved from 1,827 Pt (before construction) to 1,080 Pt(after construction), and ecosystem was improved after maintenance. Environmental indicator in ecosystem was analyzed 427 Pt(before construction) to 348 Pt(after construction), and damage indicator of Sumnjingang riverine system was improved as much as 79 Pt. In the conclusion, estuarine environmental monitoring through LCA in the area of facility, input material into water and ecosystem showed that close-to-nature stream was 1,172 Pt better than artificial stream in environmental aspects.

  • In Korea, the construction industry has been growing quantitatively because of its aggressive advances into overseas construction market and the Korean government's housing policy. Moreover, visions and goals such as 'construction industry promotion build up plan' have recently been promoted by the government while new strategic growth focused on competitiveness is gaining interests among the industry. However, there are a few problems in the construction performance. First, the specific performance measurement indicator or skills for the construction industry are hardly found in Korea. Currently, the finance or overall management system in the construction business are used as indicators to measure performances in not only the construction industry but all industries including the manufacturing industry. The government, the industry and universities recognized the need for the performance measurement indicator and skill and have developed and actively studied on them.
