A Study on Current Status of University Health Care Programs (대학 보건프로그램의 실태 및 분석)

  • Purpose: To identify current status of university health care program. Methods: Data and information from homepages of 309 colleges or universities in South Korea were collected. The data was analyzed by frequencies, t-test, ${\chi}^2$ test with SPSS Ver. 18.0. Results: 117(37.9%) universities had organization of health care. Whether university had health care program or not had shown significantly depended on number of students, types of school (university or college), region, and existence of medical and nursing course. Medical course was shown as a strong predictor for facilitating university health care program limitedly focusing on diseases treatment. Health promotion programs have been operated in 15 universities, vaccination programs in 10 universities, and health screening in 20 universities. Conclusion: It is strongly recommended to revise the School Health Law for constructing a comprehensive university health care program consolidating health counseling and physical training.

  • This study was performed to propose a development guide for the periphery of local industrial park in the region of Hongseng-gun located at the mid-west of Chungnam province., which is a representative agrarian society, has been approached to a super-aged society where the region shows a continuous decrease in population, and the composition ratio of old ages is about 17.1%. Also, the region is a period of a low ebb due to the traditional agriculture based industrial structure in producing mainly simple productions. Many local governments in agrarian and fishing regions have been efforted for luring some businesses in their regions by constructing industrial complex competitively in order to solve such structural problems in such local regions. However, in some cases, these efforts cause certain destructions in the local original natural environment due to such development of industrial complex and the decrease in the settlement environment of residents. The objective of this study is to establish a local development plan for building the sustainable and comfortable settlement environments based on the settlement of the residents and the labors in such industrial complex by preventing sprawl developments in the construction of general industrial complex. This study was processed as following procedures. First, this study drew the trend in the change of the local society of H-gun through collecting literatures and analyzing it. Second, this study proposed a proper level of settlement environments required to the development of surroundings in such industrial complex based on the survey of the consciousness of residents using a statistical method. Finally, this study proposed a development guide for the surroundings based on the proposed level of settlement environments.

The Burial Type and Wooden Coffin of Iksan(益山) Ssangneung(雙陵) (묘제(墓制)와 목관(木棺)을 통해 본 익산 쌍릉(益山 雙陵)의 의미)

  • This article examined the burial type, wooden coffin and its historical significance of Iksan Ssangneung, the royal tombs of Baekje. Ssangneung was found to be the royal tombs of King Mu(武王) and queen through the burial type, wooden coffin, articles such as chinese jade ornaments and the deep relationship between King Mu and Iksan region. The reason of constructing Baekje royal tombs in Iksan region can be examined at many aspects. First, Iksan was a very important place for King Mu. Because Iksan was the basis of his political growth. Also, Iksan was a important geopolitical location in relation with Silla(新羅). For this reason, Iksan was developed in earnest. The construction of major facilities such as royal palace and temples in Iksan suggest the transfer of the capital from Sabi(泗?) or the preparation and partial execution at least. However, the transfer of the capital was not completed. It can be seen as the incomplete city. However, even after King Mu Iksan was maintained as the important region by King Euja(義慈王). It can be seen through the maintenance of great temples such as Jeseoksa(帝釋寺) and Mireuksa(彌勒寺) built at later period of King Mu and royal palace area, even though royal palace had turned into the temple. These inherited consciousness may have been embodied in the act of building royal tombs of King Mu and queen.

Policy Recommendation for New Regional Industrial Policy in the Fourth Industrial Revolution Era (4차 산업혁명시대의 새로운 지역산업정책방향에 대한 정책제언)

  • This study analyzes the current status and performance of regional industrial policy in the face of the weakening industrial competitiveness under the global trend of the 4th industrial revolution and suggests the policy direction that regional industrial policy as a new national growth strategy. This study focuses on the suggestion of new regional industrial policy framework under new policy environment based on literature review. We propose a new industrial policy framework that simultaneously pursues equality between regions and efficiency within the region at the same time. As a core policy recommendation, we suggest first, establishing the region-centered industrial policy governance, second, strengthening planning function of local government through human resource development and institutionalized national government consulting, and the third, constructing lifestyle industry-ecosystem based on cultural asset and identity of region, fourth, utilizing Smart City, as a platform for participatory innovation, entrepreneurial and capital attraction, and cultivating new industry based on public procurement and data. Main suggestions of this study would be a new guideline coping with the declining industrial competitiveness and the Fouth Industrial Revolution. Details would be necessary.

A Study on Economic Evaluation and Conceptual Design of Compressor Station for Transmission Pipeline in Artic Area (극한지 배관망 승압기지 개념설계 및 경제성평가에 관한 연구)

  • In the case of arctic area long-distance natural gas transmission pipeline, it is necessary to construct capable facilities to maintain the gas pressure because the gas pressure is reduced according to the pipeline characteristics and route conditions. In order to maintain the proper NG pressure, it is necessary to secure economy considering the cost of main equipments of the compressor station, construction and operation cost when the compression ratio is shortened or increased by constructing the distance of the compressor station. Therefore, In this study, preliminary study on construction of arctic area long-distance transmission pipeline was reviewed and conduct conceptual design by constructing main equipments process that can reduce the construction cost of the compressor station in arctic area. In particular, in order to evaluate economic feasibility of the long-distance transmission pipeline in arctic area, the virtual area for Yakutsk~Aldan region(Russia) was supposed. The total pipeline length of the virtual is 533km, The scenarios for the location of the compressor station presented. The capacity estimated about the main equipments of the compressor station. As a result, the economic evaluation method reviewed which can minimize the construction cost of the compressor station.

A Method and Application of Constructing an Aggregating Indicator : Regional Descent Work Index in Korea (종합지표 작성 방법 및 적용: 우리나라 지역별 좋은 일자리 지수)

  • Job creation is the most important issue in the labor market these days, and the quality of jobs is also very important in order to resolve the mismatches that are taking place in the labor market. Kim Young-min (2014) developed the "2012 Quality of Employment Index" with twenty indicators in seven categories, including employment opportunities, to objectively assess the local labor market. This method presents the concept of the aggregate indicator, 'Quality of Work Index', and has the advantage of being easy to produce. However, it is difficult to statistically verify the adequacy of the constitutive indicators and, based on this, make them a single aggregate index through statistical techniques. Therefore, we developed an alternative '2012 Descent Work Index' and a confidence interval using Principal Component Analysis(PCA) and Unobserved Component Model(UCM) presented by Gi-Choon Kang & Myung-jig Kim (2014) and also calculated an alternative '2017 Descent Work Index' using the first half of 2017 local area labour force survey and compared its changes by region. The results of the empirical analysis show that the rank correlation coefficient between two methods of aggregating indicators, simple weight used in Young-min Kim's research, PCA method and UCM used in this study, were found to be statistically significant under 5% significance level. This implies that all methods are found to be useful. However, the PCA and UCM which determine scientific and objective weights based on data are preferred to Young-min Kim's approach. Since it provides us not only the level of aggregate indicator but also its confidence intervals, it is possible to compare ranking with the consideration of statistical significance. Therefore, it is expected that the method of constructing an aggregating indicator using UCM will be widely used in many areas in the future.

Outlier Detection By Clustering-Based Ensemble Model Construction (클러스터링 기반 앙상블 모델 구성을 이용한 이상치 탐지)

  • Outlier detection means to detect data samples that deviate significantly from the distribution of normal data. Most outlier detection methods calculate an outlier score that indicates the extent to which a data sample is out of normal state and determine it to be an outlier when its outlier score is above a given threshold. However, since the range of an outlier score is different for each data and the outliers exist at a smaller ratio than the normal data, it is very difficult to determine the threshold value for an outlier score. Further, in an actual situation, it is not easy to acquire data including a sufficient amount of outliers available for learning. In this paper, we propose a clustering-based outlier detection method by constructing a model representing a normal data region using only normal data and performing binary classification of outliers and normal data for new data samples. Then, by dividing the given normal data into chunks, and constructing a clustering model for each chunk, we expand it to the ensemble method combining the decision by the models and apply it to the streaming data with dynamic changes. Experimental results using real data and artificial data show high performance of the proposed method.

Re-examination of the Latest Dates of the Brick Chamber Tombs in the Western Region of North Korea: A Focus on Dated Inscribed Bricks (서북한 지역 전축분(塼築墳) 연대의 하한 재검토 -기년명전(紀年銘塼)을 중심으로)

  • Some inscribed bricks excavated from the western region of North Korea have been found bearing an era name used after 314 when the Nangnang and Daebang Commanderies had been completely ousted from the region. Others have been found with an era name used in the early fifth century. This indicates that the tradition of constructing brick chamber tombs was sustained for a century after the disappearance of the two commanderies. However, brick chamber tombs were never adopted as a burial system for the ruling class of the Goguryeo Kingdom. The Tomb of Jang Mui built in 348 and the Tomb of Dongni built in 353 both departed from the typical brick chamber tomb style of the region, and elements associated with stone chamber tombs were added to them. The Tomb of Dongsu (Anak Tomb No. 3), which is similar to the other two tombs in that its occupant is of Chinese descent, was constructed in 357 not as a brick chamber tomb, but as an earthen mound tomb with a stone chamber. Still, the continuation of brick chamber tomb tradition in the next half century has been somewhat puzzling. Although dated inscribed bricks have served as important evidence for understanding the continuation of the brick chamber tomb tradition, there has been a problem of continually repeating previous studies. It has also been pointed out that there was an error in the interpretation of era names in some of the dated inscribed bricks that had been believed to have been produced in or after 357. For example, "second year of Taean" (Taian in Chinese), which had been understood to correspond to 386 (during the Former Qin Dynasty), in fact refers to 303 (during the reign of Emperor Hui of the Western Jin Dynasty). In the case of "first year of Geonsi" (Jianshi in Chinese), which had been believed to indicate 407 (during the Later Yan Dynasty), it actually refers to 301. "Geonsi" is the era name used during the period when Sima Yun ousted Emperor Hui of the Western Jin Dynasty and briefly occupied imperial throne. Outside these two cases, the remaining dated inscribed bricks thought to have been produced in or after 357 are those dated to the "third year of Wonheung" (Yuanxing in Chinese). However, a reexamination of these bricks reveals that what is really "Yeongheung" (Yongxing in Chinese) has been misread as "Wonheung." The third year of Yeongheung corresponds to either 306 during the Western Jin Dynasty or 352 during the Later Zhao Dynasty, but it is highly probable that it refers to 306. This means that there is no conclusive evidence to support the hypothesis that brick chamber tombs were built in the area until the late fourth century and even into the early fifth. Accordingly, the Tombs of Jang Mui and Dongni should be viewed as the latest known brick chamber tombs to be constructed in the western region of North Korea. Moreover, brick chamber tombs appear to have been no longer built in the area around the time when the Tomb of Dongsu was constructed. These speculations accord with the historical circumstances of the time.

The Relationships between Dry Matter Yield and Days of Summer Depression in different Regions with Mixed Pasture (혼파초지에서 지역별 건물수량과 하고일수 간 관계)

  • Yield prediction model for mixed pasture was developed with a shortage that the relationship between dry matter yield (DMY) and days of summer depression (DSD) was not properly reflected in the model in the previous research. Therefore, this study was designed to eliminate the data of the regions with distinctly different climatic conditions and then investigate their relationships DMY and DSD using the data in each region separately of regions with distinct climatic characteristics and classify the data based on regions for further analysis based on the previous mixed pasture prediction model. The data set used in the research kept 582 data points from 11 regions and 41 mixed pasture types. The relationship between DMY and DSD in each region were analyzed through scatter plot, correlation analysis and multiple regression analysis in each region separately. In the statistical analysis, DMY was taken as the response variable and 5 climatic variables including DSD were taken as explanatory variables. The results of scatter plot showed that negative correlations between DMY and DSD were observed in 7 out of 9 regions. Therefore, it was confirmed that analyzing the relationship between DMY and DSD based on each region is necessary and 5 regions were selected (Hwaseong, Suwon, Daejeon, Siheung and Gwangju) since the data size in these regions is large enough to perform the further statistical analysis based on large sample approximation theory. Correlation analysis showed that negative correlations were found between DMY and DSD in 3 (Hwaseong, Suwon and Siheung) out of the 5 regions, meanwhile the negative relationship in Hwaseong was confirmed through multiple regression analysis. Therefore, it was concluded that the interpretability of the yield prediction model for mixed pasture could be improved based on constructing the models using the data from each region separately instead of using the pooled data from different regions.

Physically Compatible Characteristic Length of Cutting Edge Geometry (공구날 특이길이의 물리적 적합성 고찰)

  • The material removal mechanism in machining is significantly affected by the cutting edge geometry. Its effect becomes even more substantial when the depth of cut is relatively small as compared to the characteristic length which represents the shape and size of the cutting edge. Conventionally, radius or focal length has been employed as the characteristic length with the assumption that the shape of cutting edge is round or parabolic. However, in reality, there could be various ways to determine the radius or focal length even for the same tool edge profile, depending on the region to be considered as cutting edge in the measured profile and the constraints to be set in constructing the best fitted circle or parabola. In this regard, the present study proposes various models to determine the characteristic length in terms of radius or focal length. Their physical compatibility are validated by carrying out 2D orthogonal cutting experiments using inserts with a wide range of characteristic length ($30{\sim}180\;{\mu}m$ in terms of radius) and then by investigating the correlation between the characteristic length and the cutting forces. Such validation is based on the common belief that the larger the characteristic length is, the blunter the cutting edge is and the higher the cutting forces are. Interestingly, the results showed that the correlation is higher for the radius or focal length obtained with a constraint that the center of best fitted circle or the focus of the best fitted parabola should be on the bisectional line of the wedge angle of tool.
