This survey was conducted to know the post-harvest bulk treatment system for barley, The tendency of barley-bulk treatment in 4 RPC was gradually increased up to 4,458 ton in 2001, but after that time, the amounts was decreased 1,0731on in 2003. There was the big difference on the circulated and the continued systems that was the kinds of drying system they use. The barleys, the harvest and the conveyance method was different on RPCs. Naked barley was only treated, and $90\%$ barley was harvested by the consignment in J RPC, otherwise unhulled barley was treated, and there did not used the consignment in S RPC. Small and mulit combine was used to harvest, and the ratio of bulk was up to $90\%$ in J RPC, but small combine was only used and ratio of bulk was at most $5\%$ in S RPC. It was sell by 1kg in polished and 40kg unpolished barley around year in J RPC, but it was sell by bulk to september in S RPC.
The automated teller machine (ATM) is developed as a system to provide customers with an easy deposit and withdrawal of their money without time restriction and be served for 24 hours. Today, ATM is come up to the level of an unmanned branch. The automatic financing system is developed as an essential one for dealing with the rationalization of management and the globalization of financing in order to improve the efficiency of financial management work and increase the customer service quality. With reducing the operational cost of financial organizations through the efficient maintenance operation of ATM and increasing the service quality through the maximization of its processing efficiency, this study is to draw the scheme to ensure the competitiveness among the finance companies. The importance of ATM is highly recognized as the utilization of ATM is increased and the processing function is extended, but ATM is quite vulnerable to the malfunction occurred during the nighttime after banking hours. The ATM maintenance is done through consignment to the specialized maintenance company. The efficient operation of ATM maintenance work is important to the satisfaction of customer using ATM in the nighttime.

The purpose of this paper is to improve efficiency in the construction and operation of a total management system for the national technical qualification through the design and development of a real-time data sharing system which is connected with the management system of external consignment. The current a total management system for the national technical qualification precesses the work depend on information and results which pass over by external IT company. But this method of processing has some unstable elements with regards to information reprocessing, functional supplement, system stability, etc. The proposed system's technological concepts have been tested through a basic simulation pilot program. The pilot program will be expanded to include the local Chamber of Commerce and Industry because the stability of the system was proved through its application to the real-time national technical qualification examination of KCCI(Korea Chamber of Commerce and Industry). The real-time data sharing system has shown great efficiency in terms of system management, and has solved problems of developmental period for information reprocessing and functional supplement. The real-time data sharing system has been given good evaluations with regard to the convenience of their use and the management system for operators and supervisors.
FTA(Free Trade Agreement) of South Korea and European Union(EU) took effect from July 1, 2011. Korea signed a contract FTA with the European Union by first among Asian country, and Korea EU FTA is evaluated that it is wide, comprehensive and high level FTA. Therefore, Korea EU FTA will become FTA that dimension is high, and FTA fermentation with the European Union may activate the Korean economy through extension of export. By the way, in Korea EU FTA, the stipulations on import and export clearance system is different compared with other FTA. Therefore, exporter and importers should compare thoroughly on essential factor of origin standard and preferential tariff which is set in FTA Agreement. In this study, I analyzed 'conditions of direct transport' that is prescribed in article 13 of Korea EU FTA. Particular, I analyzed recently example of appeal for review that decision is made in the Korea Customs Service(KCS). Laying stress on counter measure of business, conclusion in this study is as following. First, companies must understand correctly a single consignment and a single transport document under Korea EU FTA. Second, companies must not analyze wrong 'conditions of direct transport'. Third, when simplicity transshipment or temporary custody is consisted, companies must secure documentary evidence as soon as possible. Fourth, in case goods pass third country, companies must understand uprightly 'a single consignment'. Finally, companies should keep in mind to truth that European Union and EFTA are different FTA.
The purpose of this study was to explore the regulations and operational problems of on-board training, and to investigate and analyze the satisfaction level of consignment on-board training among students who completed their training at Korea Maritime & Ocean University. In terms of satisfaction differences by gender, female students generally had a higher relative satisfaction level than male students. The different types of satisfaction in the navigation and engineering categories, the overall practical effect and satisfaction level of the training records shows that the satisfaction level of the trainee is much lower than that of the trainee, so relevant educational institutions and shipping companies need to take measures to improve the satisfaction level of this part. The most important part of the comprehensive company evaluation completed by trainees asked whether they thought the training was equivalent in labor to the employees. Results suggest shipping companies must make a clear distinction between employees and trainees, while establishing relevant internal procedures so that the on-board training process can be carried out in accordance with the purpose of the on-board training consignment.

In the former aviation law, only the Ministry of Land, Infrastructure and Transport has to provide air traffic services, In the case of providing aviation transportation service from civilian, such as aviation special education institution, private airfield installer, it was possible to carry out only by receiving a private contract from the government. But at the time of private consignment, the fact that the government has to bear the cost through the contract act. It is pointed out that it is a factor that hinders efficiency in the operation sector. Accordingly, in Article 85 of the Aviation Safety Act, which was enforced in March 2017, legal grounds were established to provide air traffic services excluding the Ministry of Land, Infrastructure and Transport. At the same time, we have introduced the air traffic services operating certification system, which enables the air traffic services to meet the requirements set by the Ministry of Land, Infrastructure and Transport in order to secure the safety of air traffic. In this study, we examine the major issues and problems of the small private control tower operated by the private institute in Korea. The effect of introduction of the air traffic services operating certification system which can introduce all the institutions which do not belong to the control agency in the former aviation law into the institutional system and the operation plan were examined.

Korean logistics industry have been focused on transportation business. However, with the expansion of the electronic commerce and on-line shopping, delivery service is now dramatically growing. Despite the expansion of logistics market, the domestic logistics industry have significant structural problems such as low productivity comparing with the advanced countries, relatively high cost and shortage of human resources and lack of professionalism of people in the industry. Logistics companies reallocate employees, use subcontractors, expand consignment and training the employees to overcome the labor shortages but it has some limits. In recognition of the importance of labor in the logistics industry, financial support and investment have increased. Logistics companies tend to hire consultants, set up logistics department or R&D center in order to establish highly productive logistics process and system so it is viewed that there will be considerable demands of human resources in the logistics industry. This study indicates implications and development direction of human resources in the logistics industry by looking into prospect and characteristic of the industry, employment status, training programs and qualification requirements.

One of the most fundamental jobs of contemporary government is to look into various ways of providing its citizens with the best service work. This study aims to establish a procedure through which to consign the management of city parks to private companies, thus inviting participation and satisfaction on the part of citizens. In particular, this procedure includes creating a system of selecting private managing companies, for instance, specifying standards of selection and assembling selection committees. The results of this study can be summarized as follows. First, city parks can be managed better by private companies than by local governments in terms of cost cuts, personnel training, business efficiency, and know-how accumulation. The legal background for this is found in central and local legal articles. Second, it is recommended that the selection committee be composed of 6 to 9 members, both insiders and outsiders. In addition to selecting private managing companies for contracting-out, the committee should under take the role of consulting on how to perform and revise selecting standards, so that they can continue to improve these procedures. Third, the decision on private management should be noticed in advance and be made based on standards considering each local government's condition. These standards should consider the aspects of the public good, cost saving, quality of service, managing supervision, and citizen participation. The committee's assessment takes into account both the quality and the quantity of the standards. Fourth, the contracting-out for city park management should follow the order of: announcing consignment and receiving applicants, organizing selection committees and assessing applications, selecting and contracting, midterm evaluation, and re-announcement and re-consignment. To run city parks through the contracting-out is expected to increase the number of park visitors. Additionally, private consignment will involve a participation of diverse citizenship, thus playing an important role in city parks' building of a green-culture community.
In May 2019, the Ministry of Food and Drug Safety revised the "Pharmaceutical Determination and Adjustment Criteria" with the content of differentially calculating the price of generic drugs according to the registration of the drug substance and meeting the requirements for their own bioequivalence test. According to this revised rule, if their own bioequivalence test is not conducted, even the generic drugs that have already been approved would be lowered in price. I wondered whether this system was introduced with sufficient public legal considerations regarding its legislative purposes and means. Therefore, I reviewed the contents of the revised notice based on whether or not it is valid to determine and adjust the price of generic drugs in terms of the legitimacy of legislative purposes and the proportionality principle after introducing the history and background of the rule. First, I raised a question as to whether the purpose of preventing the overrun of generic drugs is indeed legitimate in terms of the legitimacy of the purpose. In order for the revised notice of "reduction of drug prices when the test requirements are not met," to meet the conformity principle, the premise that it is difficult to recognize safety and effectiveness through consignment (joint) bioequivalence test or that these tests are insufficient in safety and efficacy verification than their own test must be established. Nevertheless, it seems that suffficient review has not been carried out. In order to achieve the purpose of securing safety and effectiveness, the focus should be on 'reinforcement of the standards for bioequivalence test and the management of the bioequivalence test itself' rather than whether it is a their own test or a consignment (joint) test. Third, it is contrary to the necessity and substantiality principle that strict standards are uniformly applied to the products that can be considered to have been sufficiently verified for safety and effectiveness after a considerable period of time has passed after the product approval. In many cases, revised administrative legislations quickly enacted and amended in the state of lack of legal review or consensus, while the regulatory effects resulting from it are quite direct and specific to the regulated person. In this respect, I emphasized that the administrative legislative process also requires substantial review and prior control of the regulatory purposes and means, and that the participation of stakeholders in the legislative procedure is to be strengthened.

This paper proposes an e-logistics system supporting efficient vehicle moving trajectory management. Recent advances in wireless communications have given rise to a number of location-based services including logistics vehicle tracking, cellular phone user's location finding, and location-based commerce. Logistics systems typically entail tracking vehicles for purposes of the logistics center knowing the whereabouts of the vehicles and/or consignments. Moreover, storing and managing location trajectory of continuously moving vehicles and consignments is necessary for supporting efficient logistics plan and consignment. The proposed system is able to manage spatial objects in GIS as well as logistic information in the mobile environment. And for the efficiently managing and retrieving of transporting trajectory of logistics, we extend previous moving object indexing method, TB-Tree, to use multi-version framework and evaluate data updating performance. It is able to apply the proposed method to develop mobile contents services based on continuously changing location of moving object in the mobile environment.
