사회복지조직의 집단화(체인화) 현상에 대한 연구 : 사회복지관의 집단화가 조직성과에 미치는 영향분석을 중심으로 (A Study of Multi-Units (Chain-affiliated) Organizations in Social Welfare Service Settings : Focused on the Impact of Chain-affiliated Social Service Centers on their Performance)

  • The purpose of this study is to empirically analyze whether or not, if a community social service center was affiliated with a governing body running other community social service centers, the center would have better organizational performance in comparing to an independently running center. Data was collected from a nationwide mailed and self-administered survey, which 237 centers out of 343 community social service centers responded. Even if, the response rate was 72%, 218 centers were finally analyzed due to the weakness of reliability and incompleteness. By the way, measurement of organizational performance as the dependent variable has been substituted of the results of nationwide organizational evaluation project as the secondary data. One of findings is that 68% of 218 responding centers appeared to be affiliated with a governing body which running more than three other centers, while 41% being affiliated with a body which running more than five other centers. However, a logistic regression analysis which using organizational performance as the dependent variable, has failed to verify the hypothesis that a center which affiliated with a governing body running other centers has better organizational performance when comparing to an independent center. The researcher assumes that a part of governing bodies has better performance and improves competitiveness while the other larger part of them pursues simple organizational growth. Thus, this situation made that the overall evaluation of being affiliated with a large governing body was not positive.

  • The construction of settlement house in a permanent rental housing development area started between 1989 and 1992, planning of supplying two hundred fifty thousand residences, settlement house became compulsory as a welfare facilities. As a part of Welfare program for low income families, number of settlement housing increased dramatically, also domiciliary welfare center was beginning to set up as a branch of settlement housing to strengthen its service towards families and local communities, thus numerous social welfare organizations play a crucial part in resolving a welfare problem for low income families while satisfying local community's needs. However, despite of these efforts, the number if institutions cannot handle demand of local community's needs and number of welfare institution programs. as a solution, the alternation of space is being used, however, it did not solve basic problem, even worsen in terms of space efficiency.

보건소 중심의 방문보건.재가복지 통합시범사업 성과 (Outcome Assessment of a Demonstration Project on Integration of Home Visiting Health Care and Social Welfare Services)

  • Purpose: The objectives of this study was to measure the outcomes of interventions on the health and social welfare of the elderly in a rural community in Korea. The project involved integrating services of one public health center with that of one social welfare agency, which were under different administrative structures. Method: A single group pretest-posttest design was used for this research. Seventy-five elderly residents living alone in a rural community participated in the study. All of them had coverage of free basic medical care and social welfare services by the government. Major activities for the intervention included: developing partnerships among community leaders/institutes; forming committees of community residents; educating care providers and volunteers; developing 8 integrated service programs and instruments; and organizing the networks. The 20-month intervention was care-managed by a public health nurse whom collaborated with social worker, and was assisted by volunteers. The t-test was utilized to analyze the outcome variables including the elder's health, social welfare and quality of life. A major limitation of this study was the lack of a control group. Results: The outcome of the intervention was shown by improved elder's health, social welfare needs, and quality of life. Integrating the services of public health centers with those of social welfare agencies is an effective way to improve the health of the elderly in the community. Conclusion: Developing community capacity with such integrated services will pay an important role in improving the health of the elderly who live alone.

Effect of Organizational Culture on Corporate Social Welfare Activities

  • Purpose - Stakeholders play a vital part in the company's CSR activities and they are part of the company's achievement and affect the company's achievement or business objectives. This study aims to add insight into the already existing knowledge how the organizational culture can promote corporate social welfare activities. Research design, Data, and methodology - The current authors obtained text data for the possible practical suggestions which might be used for the creation of coding method. That implies that the present author investigated only trustable textual sources to provide for the possible solutions such as peer-revied sources and published book. Result - Research results indicated that organizational culture promotes corporate social welfare activities by making people know their values and understand how they come about. Not every community knows what its members want and how to achieve its needs. Sometimes, a community can obtain the values and principles of an organization and incorporate them into community values. Conclusion - Executive leadership and customers are part of society. Any strategy that influences their operation and works ethic influences the contact of the community. This research found methods vital in setting up an excellent culture that enhances profitability and the corporate social welfare activities through motivation and communication.

지역사회복지관 한부모 자조집단 실천에 대한 사회복지사의 성찰 연구 -참여실행연구 자료를 중심으로 (A Study of Social Workers' Reflections on the Supportive Practice for Community Welfare Center Single Parent Self-Help Groups based on Participatory Action Research)

  • 본 연구는 지역사회복지관 한부모 자조집단 실천방안 모색을 위한 참여실행연구 자료를 활용하여, 연구를 수행한 사회복지사들이 참여실행연구과정에서 성찰한 내용이 무엇인지를 구체적으로 탐색하는 데 목적을 두고 있다. 참여실행연구에는 지역사회복지관 한부모 자조집단 실천의 어려움을 공유한 사회복지사와 교수자 9명이 참여했고, 10회기의 연구모임을 통해 동료 수퍼비전을 비롯한 다양한 활동을 하면서 사회복지사들이 소속된 기관의 4개 자조집단 실천에대한 계획-실행-성찰-재계획을 반복하는 순환적 연구를 수행하였다. 그 결과 현장에 밀착된 다양한 실천방안이 도출되었는데, 그 중 핵심은 사회복지사의 인식이 변화해야 한다는 것이다. 본 연구에서는 참여실행연구에서의 성찰을 통해 사회복지사의 인식이 변화된 것에 주목하고, 연구모임 녹취록 등 참여실행연구에서 생성된 자료를 활용하여 성찰의 구체적 내용을 질적으로 분석하였다. 그 결과, '자조집단에 적합한 실천이 미흡했음을 깨닫고 고민함', '회원-사회복지사 관계에 대한 변화된 관점을 바탕으로 사회복지사 역할을 다시 알아감', '당사자 주도 실천의 가능성을 확인함', '지역사회복지관 한부모 자조집단을 더 세밀하게 이해함', '지역사회복지관 한부모 자조집단의 발전을 새롭게 인식함' 등 5개 주제가 도출되었다. 이러한 결과를 토대로 지역사회복지관 한부모 자조집단을 중심으로 역량강화 실천과 성찰?반성적 실천에 대해논의하였다.

지역사회결속력(Community Solidarity)에 대한 탐색적 연구 (A Study of Community Solidarity-An Exploration for Effective Community Practice)

  • This paper examines the level of community solidarity in an administrative district in Seoul, Korea. This paper focuses on the following questions: what is the level of community solidarity in the district? and what are the major predictors of community solidarity?. Using the data from the 2000 community survey about residents' needs conducted by the welfare administration office of the district, this paper attempts to answer the above research questions. In analyzing the effect of community solidarity, this paper focuses on the following four predictor categories: individual characteristics; community related characteristics such as degree of marginalization; community participation, and community problems. Results are as follows: (1) the average of community solidarity is 3.1, using 5 points scale; and (2) the variables such as marginalization and community problem have a negative effect on the level of community solidarity; and (3) community participation has a positive effect on the level of community solidarity. Through the empirical analysis. this paper provides valuable knowledge about the level of community solidarity and effects of community participation, marginalization, and community problem on community solidarity. Finally, this paper discusses implications for effective community practice on the basis of the exploratory findings about community solidarity in Korea.

사회복지서비스 기관의 조직성과에 관한 연구 : 서울시 지역사회복지관의 질 산출(quality output)을 중심으로 (A Study on the Performance of the Human Service Organizations : An Analysis from the Perspective of Quality of Output)

  • This study examines the organizational performance of human service organizations from the quality output perspective. Using the 2001 evaluation data about 89 community welfare centers in Seoul, this study attempts to identify the levels of the performance of human service organizations in Korea. This study also attempts to identify the factors that predict performance of human service organizations measured in terms of client satisfaction and experts' evaluation about the functioning of each center. Results are as follows: (1) when pooling 866 clients' satisfaction level into satisfaction score about each center, the average of client satisfaction about the centers is 3.42 at 4 points scale. (2) 41.6% of the community welfare centers is evaluated as "highly qualified" in its overall operation and functioning by the professional evaluation team, (3) the employee reward system(+), practice based on the program guideline manual(+), the portion of the government support grant in its budget(-), the overall employee salary level(-), the level of acquirement of program grants from external sources (-) are the predictors in explaining clients' satisfaction level, and (4) the level of professional expertise of the executive director(+), the level of professional supervision of middle managers(+), the employee reward system(+), the program need assessment(+), the level of client information system(+), the portion of government support grant(-), the overall employee salary level(-) are the predictors for "being highly qualified" in its overall operation and function of each center. Through the empirical analysis, this study provides valuable knowledge about organizational performance of community welfare centers from the quality output perspective. Finally, this study discusses implications for more effective and efficient organizational performance of community welfare centers in Korea.

요양보호 대상노인의 서비스 요구도 평가 (Needs Assessment of Elderly for Community-based Long-Term Care)

  • Purpose: Needs of health-welfare-medical service for the elderly is rapidly increasing in Korea. The purpose of this study was to evaluate the needs of health-welfare-medical service for the long-term care elderly in the community and to compare differences by their characteristics. Method: Needs assessment was completed in the homes of 598 persons over 65 years by using the tool of needs assessment, between November and December, 2003. We examined all the health-welfare-medical service of elderly in the community. Data were analyzed using SAS program. Result: The needs of the long-term care elderly in community was largest 'home visiting service of visiting nurse(87.5%)', and then 'religious, psychological and emotional support(73.9%)', 'home visiting therapy of physician(58.5%)', 'social support service(55.7%)', 'health improvement program of public health center and social welfare center(51.8%)', 'health examination(48.8%)' followed. The difference of health-welfare-medical service needs among characteristics(age, medical security, caregiver existence, and regions) was statistically significant by service contents(p<0.05 or p<0.01). Conclusion: We can apply it in the distribution of community resource and the development of service providing programs by figure out the needs assessment for the long-term care elderly in the community, and consequently, through this, realizing the health maintenance and promotion of the long-term care elderly.

지역아동센터의 지역사회연계에 관한 탐색적 연구 (The Exploratory Study on Community Link of Community Childcare Center)

  • 지역아동센터는 아동의 지역사회 내 건강하고 안전한 보호와 적응으로의 종합적 복지서비스를 담당하는 사회복지서비스기관으로, 한정된 자원을 가지고 서비스의 효과성을 높이기 위해서는 지역사회연계가 필수불가결하다. 그러나 지금까지의 지역사회연계는 매우 협의적이며 제한적인 의미로만 사용되었으므로 지역사회 내에서 성장하고 지역사회를 배움의 터로 활용해야하는 아동에게는 그 어느 영역보다 넓은 의미에서의 지역사회연계에 대한 새로운 해석이 요구되어진다. 이에 본 연구는 생태체계론적 관점에서 보다 "확장된 개념"의 지역사회연계에 대한 탐색적인 고찰을 통해 아동, 그 중 더욱 사회적 관심과 지원이 촉구되는 빈곤 등의 취약상황에 놓인 아동들의 지역사회 적응과 자기성장을 돕는 기초적 자료로 활용코자 하는 목적을 가지고 있다.

농촌 마을회관의 노인 복지서비스 공간으로의 활용 방안 - 평면과 이용행태 분석을 중심으로 - (Conceptual Directions of Village Community Center into a Rural Elderly's Welfare Service Space in Chonbuk Province)

  • This purpose was to explore various directions of elderly service welfare space in village community center. Data were collected 3 types that floor plans of village community centers from 24 villages, interview data of these centers use and needs from 24 aged leaders or 96 elderly. The results were as followed: 1) The floor plans of more than 50% was type IV that was composed a basic spaces(entrance, living room, two rooms, kitchen), a toilet space, a heating system space and a storage space. This type was a current basis of the rural village community centers for elderlies. 2) Elderlies used the centers at winter or out of agricultural season, and visited these to pass the time and to promote friendship among them. 3) Also they went these to take a meal together and to save down personal heating expenses. Their needs for centers were a temporary share dwelling space at winter, a maintain social relationship throughout a health, a education and a side work activity, supplying health or sports facilities, and setting up toilet space. Therefore the current centers were needed to add functions of a temporary share dwelling, a energy saving heat system and a social promoting relationship, and so these could be represented to a elderly welfare service center in rural villages.
