Information security reports four types of basic attacks on information. One of the attacks is named as fabrication. Even though mobile devices and applications are showing its maturity in terms of performance, security and ubiquity, location-based applications still faces challenges of quality of service, privacy, integrity, authentication among mobile devices and hence mobile users associated with the devices. There is always a continued fear as how location information of users or IoT appliances is used by third party LB Service providers. Even adversary or malicious attackers get hold of location information in transit or fraudulently hold this information. In this paper, location information fabrication scenarios are presented after knowing basic model of information attacks. Peer-to-Peer broadcast model of location privacy is proposed. This document contains introduction to fabrication, solutions to such threats, management of fabrication mitigation in collaborative or peer to peer location privacy and its cost analysis. There are various infrastructure components in Location Based Services such as Governance Server, Point of interest POI repository, POI service, End users, Intruders etc. Various algorithms are presented and analyzed for fabrication management, integrity, and authentication. Moreover, anti-fabrication mechanism is devised in the presence of trust. Over cost analysis is done for anti-fabrication management due to nature of various cryptographic combinations.
Recently, in terms of the future education, the need of the software education according to the 4th industrial revolution and the need of the ESG(environmental, social and governance) education according to social requests for sustainability are increasing at the same time. There may be a number of ways to satisfy the needs at the same time. In this paper, as an effort for meaningful implementation of the future education, a case study on the ESG engineering education based on the software education for community youth was analyzed and a future development direction was suggested. This ESG engineering education deals with the development and application of the program considering terms of target, method and implementation in order to enhance its systematicity and using physical computing and upcycling methods and a collaborative education support system. To verify the education program, a survey is performed and analyzed. Through this, the basis of an software education-based ESG engineering education model was established.
This study analyzed the research trends and methodologies through meta analysis method on the issues of ICT policy and e-government in Korean major journals and proceedings including Korean Association of Public Administration (KAPA), Korean Association of Policy Studies (KAPS), and Korean Journal of Information Policy of NIA (National Information Agency). The results showed that methodology has changed from explorative study with conceptualization to experimental study with theoretical model and cases. Qualitative approaches including case studies and description with policy implications were employed more as analyses tools. In terms of contents, system effectiveness and e-governance issues prevailed in the early 2000s, and since then, it has changed into ICT-based social changes and looking for generalization of theories including e-democracy, e-service, e-participation, digital divide, and post-information society. Now we are facing another ICT revolution of social network via web3.0 and gov3.0 and it is time to open a new theoretical debate, deconstruction of discourse, and collaborative perspective among different disciplines.

Urban campus, one of the main urban facilities, is the representative place that is struggling with 'gridlock'. Due to privatization of space among different departments and space shortages, gridlock has been occurring as a result. The urban campus trying to solve this problem by changing the quality of space, especially the structure of the shared space, which is expected to be the solution to the grid lock problem. The main purpose of this study is to investigate the structural change in the university's shared space based on paradigm transition. The theoretical consideration is to analyze the spatial characteristics of university shared space that appear at different stages through a new perspective that compares the gridlock phenomenon and the shared paradigm. The framework of the analysis of the shared space, which has recently been restructured, is classified into the spatial characteristics of collaborative space, the creative space, and the common/complex space. In addition, these spatial characteristics are again analyzed through the division of legislative facility classification, management governance subject, area, building location and layout, exposure to the outside as well as the analysis of student and staff entry and exit, sharing structure of site and space, and the classification of program characteristics. The results are as follows: The restructured space is systemized so that the management governance of each space would be connected to each other to share information and space. Furthermore, the spatial boundary between colleges or between campus spaces are not only physically, but categorically clear. The restructured space has semi (or in-between)-spatial characteristics such as the intersection in inside and outside of the pedestrian's circulation and the mixture of programs. This study could serve as principal references in presenting the systematic analysis of directions of the shared spatial structure for the urban campus where new educational space is required due to the changes in the university system.

To prevent corruption, waste, and abuse in national governance, audit agencies are established and granted significant authority and responsibilities, including ensuring their independence. However, questions have been raised about who oversees these agencies and addresses issues or misconduct that may arise within them. In the United States, to address this oversight concern, the Inspector General Act was enacted, creating an audit community called the Inspector General Community. This community comprises various audit agencies and promotes compliance with standards and investigates potential wrongdoing by audit personnel. It fosters a culture of independence and collaboration among diverse stakeholders, such as Congress, the President, the Government Accountability Office, and agency leadership. In light of this successful approach in the United States, this research seeks to study and apply similar oversight mechanisms to audit agencies in South Korea. There is a need to develop the relationship between oversight bodies and parliament in terms of improving the efficiency and effectiveness of government operations. Accordingly, this paper studies this American case and presents efficient policy measures for the supervisory system to be applied to Korea's audit organizations. It aims to identify policy insights for effective supervision, ensuring independence, and fostering a collaborative culture within our audit institutions. Therefore, domestic interest and research on this matter are essential to enhance our audit mechanisms and achieve efficient governance.

Objectives: The purpose of this field case report is 1) to analyze the community's strategy and performance in responding to infectious diseases through the case of COVID-19 infectious disease crisis response of Daegu Metropolitan City, and 2) to interpret this case using governance theory and infectious disease response governance framework. and 3) to propose a strategic model to prepare for future infectious disease outbreaks of the community. Methods: Cases of Daegu Metropolitan City's infectious disease crisis response were analyzed through researchers' participatory observations. And review of OVID-19 White Paper of Daegu Metropolitan City, Daegu Medical Association's COVID-19 White Paper, and literature review of domestic and international governance, and administrative documents. Results: Through the researcher's participatory observation and literature review, 1) establishment of leadership and response system to respond to the infectious disease crisis in Daegu Metropolitan City, 2) citizen's participation and communication strategy through the pan-citizen response committee, 3) cooperation between Daegu Metropolitan City and governance of public-private medical facilities, 4) decision-making and crisis response through participation and communication between the Daegu Metropolitan City Medical Association, Medi-City Daegu Council, and medical experts of private sector, 5) symptom monitoring and patient triage strategies and treatment response for confirmed infectious disease patients by member of Daegu Medical Association, 6) strategies and implications for establishing and utilizing a local infectious disease crisis response information system were derived. Conclusions: The results of the study empirically demonstrate that collaborative governance of the community through the participation of citizens, private sector experts, and community medical facilities is a key element for effective response to infectious disease crises.

The Cambridge Technopole has been recognised as one of the leading clusters in the world, and as such it has been benchmarked by other countries and other regions within the UK. This paper aims to analyse the governance of regional policies in the UK, with particular reference to the relationships between stakeholders operating within the Cambridge Technopole. Major findings of the research are as follows: The central government in the UK has been playing important roles as a customer, regulator and supporter of knowledge sources; Regional innovation policies across central departments have been co-ordinated by the DTI, so that overlapping of policies can be prevented; The policies of individual departments relating to regional innovation are co-ordinated by Government Offices for the Region(GOs) in each region, so that departmental sectionalism can be avoided. At the regional level, the EEDA established in the eastern region of England to which the Cambridge Technopole belongs is in charge of implementing all innovation policies within the region in a consolidated way. Networking organisations such as Cambridge Networks (CN) facilitate knowledge exchange between stakeholders, contributing to the building of mutual trust and creating a high level of social capital essential for regional innovation; The system for commercialising university technology and knowledge has been well institutionalised.

Getting evidence in to practice tends to focus on strategies, theories and studies that aim to close the gap between research knowledge and clinical practice. The evidence to practice gap is more about systems than individual clinician decision making. The absence of evidence for administration and management in the organization of healthcare is persistent. Teaching nurses and providing evidence as the solution to evidence-based healthcare is no longer axiomatic. Previous studies have concluded that unit level strategies integrate multi-professional teams with organizational needs and priorities. This 'best fit' approach that characterizes how healthcare is structured and delivered. The published literature shows that increased readiness for change is aligned with integrated approaches informed by conceptual models. The Joanna Briggs Collaboration is the largest global collaboration to integrate evidence within a theory informed model that brings together academic centres, hospitals and health systems for evidence synthesis, transfer and implementation. The best approaches to implementation are tailored to local culture and context, benchmark against international evidence, combine a theory informed model and stakeholder perspectives to improve the structure and processes of health care policy and practice.
Objectives: This paper discusses the current contexts of the collaboration between public health centers(PHCs) and community partners for health promotion. Then it suggests directions for the development and enhancement of the collaboration. Methods: The discussion in this paper is based on key literature on community health promotion, including literature reviews and case reports. Results: PHCs are mostly engaged in networking and cooperation rather than collaboration with the community. A typical pattern of cooperation is where PHCs provide healthy-setting types of programs to the community in single-partnered relationships. Current cooperation rarely involves co-planning by a multi-partnered partnership, and is greatly influenced by the interest of PHC directors and PHC performance evaluation indicators. Systems change is recommended to foster collaboration for community health promotion. Such change involves: shared understanding of health promotion and collaboration, inclusion of collaboration mechanism in public health governance, leadership development, capacity enhancement of all partners. role definition of PHCs for community collaboration, and development of collaborative system, at the least. Conclusions: At this point where collaboration should be more than rhetoric, multi-faceted, intersectoral, and concurrent approaches are required to create discourses, to develop cases, and to share experience for actual realization of collaboration for community health promotion.
The recent Middle East respiratory syndrome coronavirus (MERS-CoV) outbreak has originated from a failure in the national quarantine system in the Republic of Korea as most basic role of protecting the safety and lives of its citizens. Furthermore, a number of the Korean healthcare system's weaknesses seem to have been completely exposed. The MERS-CoV outbreak can be considered a typical public health crisis in that the public was not only greatly terrorized by the actual fear of the disease, but also experienced a great impact to their daily lives, all in a short period of time. Preparedness for and an appropriate response to a public health crisis require comprehensive systematic public healthcare measures to address risks comprehensively with an all-hazards approach. Consequently, discussion regarding establishment of post-MERS-CoV improvement measures must focus on the total reform of the national quarantine system and strengthening of the public health infrastructure. In addition, the Korea Centers for Disease Control and Prevention must implement specific strategies of action including taking on the role of "control tower" in a public health emergency, training of Field Epidemic Intelligence Service officers, establishment of collaborative governance between central and local governments for infection prevention and control, strengthening the roles and capabilities of community-based public hospitals, and development of nationwide crisis communication methods.
