  • This study was performed to investigate the effect of humic acid on the adsorption of arsenic onto hematite and its binding mechanism through the chemical speciation modeling in the binary system and the adsorption modeling in the ternary system. The complexation modeling of arsenic and humic acid was suitable for the binding model with the basis of the electrostatic repulsion and the effect of bridging metal. In comparison with the experimental adsorption data in the ternary system, the competitive adsorption model from the binary intrinsic equilibrium constants was consistent with the amount of arsenic adsorption. However, the additive rule showed the deviation of model in the opposite way of cationic heavy metals, because the reduced organic complexation of arsenic and the enhanced oxyanionic competition diminished the adsorption of arsenic. In terms of the reaction mechanism, the organic complex of arsenic, neutral As(III) and oxyanionic As(V) species were transported and adsorbed competitively to the hematite surface forming the inner-sphere complex in the presence of humic acid.

  • Civil complaints and lawsuits filed in the process of providing emergency medical service include fall accident on the way of carrying the patient, transfer consent, refusal and rejection of rescue request, range and behavior restriction of emergency medical technicians, false registry of logbook, neglect of duty and emergency patient, and violation of traffic laws on the way of dispatch to the scene of accident. This study suggested the measures by cases as follows. 1. The accidents on the way of carrying a patient could be divided into fall of patient and fall by paramedic's mistake. In the former case, damages caused by the ambulance's shaking must be notified to the patient and guardian and recommended to fasten seat belt, in the latter case, the plan of patient's posture, route of transport, rescue and equipments should be comfirmed before fixing the patient. 2. Transfer consent must be made as implied when the patient is unconscious under delusion and was not able to consent physically, and paramedic must take an action by his judgment and record details of services on logbook. 3. When a patient refused to transfer, get 'confirmation of transfer refusal' and inform him of refusal. Paramedic should receive the signature. In addition, in case of refusal, transfer request should be made after hearing doctor's opinion and it should be notified to transfer request and superintendent of fire station after making 'confirmation of transfer refusal'. 4. Emergency medical technicians should perform their duties within the range of services prescribed by Article 41 of Law of Emergency Medical Service and Article 33 of Its Enforcement Regulations and shall not make announcement of death. In case of reporting the death to guardian, it is desirable to use record data like ECG results. 5. The best way to have protection from legal problems is making and keeping the exact records of accident and patient. Paramedic should not mention his subjective opinion about the accident-related matter. He must record correctly and keep the original medical records. 6. As emergency medical technicians are responsible for taking care of emergency patients, they must contact a briefing room when they meet a difficult situation suddenly due to vehicle stop or treatment of other patients and then must have support from neighboring hospital and other safety centers. 7. Since the ambulance operator is responsible for safety and careful driving of ambulance, he must be careful when he violates traffic regulations unavoidably. The operator should drive slowly below 10km/h at an intersection and pass it after getting way from general vehicles driving from all directions.

  • Recently, society's relationship with science is in a critical phase. There was never a time when the issues involving science were more exciting. Many people are deeply uneasy about the safety and ethics of bio-technology. On the other hand, this could be interpreted as a dynamic process in which a new relationship between science and public is reshaping. And in this new relationship citizen participation in science is not a option but a necessity. This article is a case study of 1970's re-combinant DNA debate. Early 1970's bio-technology saw the emergence of an enormously powerful new methodology, recombinant DNA technology. But, at the outset, this technology posed many potential dangers. Concern over possible hazards prompted hot debates and conflict between leading scientists and community, In this process Cambridge Laboratory Experiment Lion Review Board (CERB) is organized by Cambridge City Coun il for assessing the possible risk of recombinant DAN technique. This is one of the first citizen-initiated participation movement in bio-technology. And the debates has come to be a principal focus for many of the most important questions concerning citizen participation in science. This study make a attempt to analyze CERB case. In conclusion, we can confirm the possibility of civil participation in science policy making and decision making from CERB case study. Still, we also realize the limit of CERB case.

  • Living Lab is being introduced and applied as an innovation model driven by social entities (residents, users, etc.) and as an innovation place based on local and field. This study analyzed three living lab cases of Bukchon IoT living lab, Seong-Daegol energy transition living lab, and Daejeon Geonneoyu project, which were designated as 'Living Lab' to solve local problems. We analyzed the local problem, the problem solving goal, the role of each participant and the subject, the living lab promotion system, the significance in each case. In addition, the types and characteristics of living labs were elucidated and future development plans were discussed. The result is as follow. First, each case has a tendency to link science technology and ICT with local problem solving though there is a difference between the technologies used. Second, local residents played a leading role in the whole living lab process from problem identification to technical experimentation, diffusion and application. Third, the role of the intermediaries commonly played an important role in the operation of the living lab. Last but not least, each case has different types of living lab. Bukchon IoT living lab being operated as a project by the government / municipality to create a living lab activity-base or to support actors' activities. On the other hand, the Seong-Daegol energy transition living lab and Daejeon Geonneoyu project were conducted by the civil society itself to define problems and explore technologies in order to solve local problems.

  • Functionalized graphene/epoxy composites were prepared to miprove thermal conductivities of epoxy composites and to maintain electrical insulating property. Graphene oxide (GO) was prepared using Hummers method, and then GO was reacted with aluminum isopropoxide to functionalize $Al(OH)_3$ layer onto GO surface by a simple sol-gel method (Al-GO). GO and Al-GO were characterized by X-ray photoelectron spectroscopy, field emission scanning electron microscopy and transmission electron microscopy. The analyses confirm that GO was coated with a large and dense coverage of $Al(OH)_3$. GO and Al-GO (1 and 3 wt%) were embedded in bisphenol A (DGEBA) to investigate the effects of electrical insulating property. Electrical resistivity showed that Al-GO had better insulating property than GO. Further, the thermal conductivity of GO and Al-GO/epoxy composites was higher than that of neat epoxy resins. In particular, the thermal conductivity of Al-GO/bisphenol F (DGEBF) improved by 23.3% and Al-GO/DGEBA enhanced by 21.8% compared with pure epoxy resins.

  • A synthetic aperture radar (SAR) system is of great interest in many fields of civil and military applications because of all-weather and luminance free imaging capability. SAR image quality parameters such as spatial resolution, peak to sidelobe ratio (PSLR), and integrated sidelobe ratio (ISLR) can be normally estimated by modeling of impulse response function (IRF) which is obtained from various system design parameters such as altitude, operational frequency, PRF, etc. In modeling of IRF, however, background clutter environment surrounding the IRF is generally neglected. In this paper, analysis method for SAR mage quality is proposed in the real background clutter environment. First of all, SAR raw data of a point scatterer is generated based on various system parameters. Secondly, the generated raw data can be focused to ideal IRF by range Doppler algorithm (RDA). Finally, background clutter obtained from image of currently operating SAR system is applied to IRF. In addition, image quality is precisely analyzed by zooming and interpolation method for effective extraction of IRF, and then the effect of proposed methodology is presented with several simulation results under the assumption of estimation error of Doppler rate.

  • Limestone joint surfaces with smooth roughness were experimented by means of both the individual direct shear tests based on the KSRM standard test method and the multi-stage direct shear test to apply the stepwise vertical stresses. Changes in the roughness of the joint surfaces before and after the shear tests were examined and the difference between the two kinds of tests mentioned above was analyzed. In both tests, the shear resistance increased as the joint roughness increased and the maximum shear stress required for shearing the joint surface increased as the vertical stress increased. The peak friction angle obtained by the multi-stage direct shear tests was only 63% of that obtained by the individual direct shear tests. In the multi-stage direct shear test, the initial engagement of the concave-convex parts changes frequently during stepwise shearing process, which deforms the original roughness of a joint surface. Accordingly, the individual direct shear test is thought to be more effective when obtaining the friction angle of the rock joint surfaces. Limestone joint surfaces with smooth roughness of JRC value 4~8 were found to have peak friction angle of $47^{\circ}$, residual friction angle of $38^{\circ}$ and cohesion of 37 kPa.

  • Recently, the span length of long-span bridges is getting longer. As a result, it has been suggested that a new concept called 'super long-span bridge'. In case of super long span bridges, the structure is being complicated and the importance of structural stability is being emphasized. However, until recently, the most commonly used sensors (dual axis clinometer, anemometer, strain gauge, etc.) have got limit about the bridge monitoring. Consequently, we researched the application of a Global Navigation Satellite System (GNSS) to improve the limit of the existing sensors. In this study, the dual axis clinometer, the anemometer and the strain gauge together with the GNSS were used to analyze the behavior of a super-long suspension bridge. Also, we propose the detailed method of bridge monitoring using the GNSS. This study consisted of three steps. First step calculated the absolute coordinates of the towers and the longitudinal axis direction of the study bridge using the GNSS. In second step, through the analysis of the long-term behavior in shortly after construction, we calculated the permanent displacement and evaluated the stability of main towers. Third step analyzed the behavior of bridge by the wind direction and was numerically indicated. Consequently, the bridge measurement using the GNSS appeared that the acquired data is able to easy processing according to the analysis purpose. If we will use together the existing measurement sensors with the GNSS on the maintenance of the super long-span bridge, we figure each error of measurement data and improve the monitoring system through calibration. As a result, we acquire the accurate displacement of bridge and figure the behavior of bridge. Consequently, we identified that it is able to construct the effective monitoring system.
