A Study on the Direction of Cultural City Designation Project in the Case of European Capitals of Culture (유럽문화수도 사례로 본 문화도시 지정사업의 방향성 고찰)

  • The purpose of this study is to derive more practical and concrete policy implications for the successful implementation of the Cultural City Designation Project, which is emerging as a main topic of cultural policy. To this end, the background and implementation system of the European Capitals of Culture(ECOC), which is the subject of benchmarking in various aspects, were examined. As a result, it was confirmed that there is a possibility that the Cultural City Designation Project can reveal its limitations in the background and process, and the improvement is as follows. First, rather than creating an ideal cultural city model to achieve its goals in a short period of time, efforts should be made to secure diversity and expand insufficient infrastructure in accordance with local autonomous decisions. Second, in order to secure the continuity of the business, it is necessary to secure and educate professional manpower for organizational operation in the form of independent or direct agency of each local government. Finally, careful policy consideration should be made at the national level to balance regional interests. Therefore, there is a need for an organized 'government-level organization' that can take on the role of the city selection process, support system, and ex post evaluation. In short, successful cultural city projects require critical acceptance and efforts to remedy fundamental problems rather than benchmarking unconditional overseas cases in terms of cultural policy.

A Study on Mercury Exposure Levels among Schoolchildren and Related Factors in High Mercury Exposure Areas in Korea (수은 고노출 지역 초등학생의 수은노출수준과 노출요인 연구)

  • Objectives: Blood mercury levels among adults living in certain areas of the Gyeongsang Provinces have been shown to be very high (Kunwee County $29.6{\mu}g/L$, Yeongcheon-city $26.7{\mu}g/L$). The purpose of this project was to determine mercury exposure levels in schoolchildren and factors related with their mercury levels in high mercury exposure areas identifyed by the 2007 Korea National Environmental Health Survey. Methods: From June to September 2010, 1,097 students from grades 3 to 6 at 19 elementary schools participated in this study, including 294 students from 10 elementary schools in Kunwee County, 529 students from Yeongcheon City, 122 students from two elementary schools in Pohang City, North Gyeongsang Province, and 152 students from two elementary schools in Ulsan Metropolitan City. Biological samples from schoolchildren, including whole blood, urine and hair, were collected to measure total mercury at the time of a health check up. Information about children was collected by questionnaire. Total mercury concentrations in blood were measured using the Direct Mercury Analyzer 80 with the gold-amalgam collection method. Results: The mean mercury levels were $2.70{\mu}g/L$ in 1,091 blood samples, $2.25{\mu}g/g-creat.$ in 820 urine samples and $1.03{\mu}g/g$ in 1,064 hair samples. Blood mercury levels in the schoolchildren was slightly higher than the result of $2.4{\mu}g/L$ from a 2006 survey of elementary school children on exposure and health effects of mercury by the National Institute of Environmental Research. However, 0.3% and 4.5% of participants exceeded the reference level of blood mercury by CHBMII ($15{\mu}g/L$) and the US EPA ($5.8{\mu}g/L$), respectively. The reference level of urine by CHBMII ($20{\mu}g/L$) was exceeded by 0.4% of participants. As factors, residence period in the study areas, residence type, father's education level and income all showed significant associations with mercury level in the biological samples. The number of dental amalgam sides showed an association with urine mercury. Fish intake preference and fish intake frequency were important factors in mercury levels. In particular, intake of shark meat and recent intake of shark meat were associated with higher mercury levels. In this regard, participation in the performance of an ancestral rite showed a relation with higher mercury levels. Conclusion: The intake of shark meat was very important factor to high mercury exposure level. It is recommended to monitor and manage students with high mercury exposures who exceeded CHBM II and EPA guidelines, and include blood mercury testing in the Children's Health check up for this province.

  • This research paper investigates the overall level of the consumer's satisfaction and complaint with medical services, relationships of them and the relationships of socio-demographic variables to them. Data were collected from 523 clients in Ulsan city. Results show that socio-demographic variables appear to have a little predictive power and consumer satisfaction variables are related to private consumer complaint.

  • Urban air pollution has been gradually increasing by the increase of population and vehicles recently. There are shown larger effects of air pollution in Incheon city which has more than 2 million people and has heavy holding amounts ratio of transportation vehicles as compared with other cities. However, it is very difficult to predict the air quality condition of their moving pollutants. Therefore, in this study air pollution measuring model was designed to estimate the air pollution level by line sources(transprtation vehicles ) of air pollutants and to detect the $NO_x$ emission amounts in ordinary times, and it became clear that it is functionally operative.

  • The u-City construction project has become a hot topic In the construction market because it seems economic value-added field for construction firms. However, construction firms don't willingly participate in the u-City construction market because the future business environments for the u-City are very uncertain. Scenario planning is a very powerful method in managing this complex planning situation and is based on scenarios that help each enterprise appropriately adapt itself to its own business environments. Therefore it Is based on the main principles of systems thinking and multiple futures. For the purpose of dealing with such uncertainties, this paper attempts to develop the possible market scenarios of the u-City construction market through a scenario planning approach. From this perspective, we considered various aspects of the u-City construction such as market demands, technology development, policy level and management environment. After considering the relevant issues, we identified the main trends and key uncertainties. Then, we developed three coherent u-City construction market scenarios. On the basis of the proposed scenarios, the business strategies of potential construction firms in the u-City construction market has been formulated. Therefore, construction firms can use these scenarios as a basic data for market analysis and business strategy. Therefore, this paper is able to enhance the participation of construction firms in the u-City construction market.

Developing Cognition and Preference Contours of a City Image - A Case Study of Seongnam City - (도시이미지 인지와 선호등위선 개발 - 성남시를 대상으로 -)

  • Areas with negative images in cities can degrade the image of the city as a whole and slow the city's efforts to improve its image. The identification of such areas and the development of a city contour that charts the images of various areas in advance can help urban planners establish relevant strategies to ameliorate detrimental images of the city. This study intends to draw a contour of Seongnam City according to citizen's cognition levels of and preference for city area images and aim to shift the strategy of urban image planning from being results-oriented to being process-oriented. The results of this study are as follows: First, an analysis of the level of cognition of and preferences for Seongnam City's landmarks shows that the degree of cognition varies in different areas, whereas that of preferences remains similar; Second, the cognition and preference contour makes it easy to assess and diagnose city images; Third, the image management map, which merges the cognition contour with the preference contour, divides the city into four different areas. In order to manage city images, it follows that those areas with a high degree of cognition but low preference need to be classified and dealt with first. Further, this study shows that those areas with high cognition are the most populated and visited. Areas with high preference can become a strong candidate for being a landscape control point of a city, which adds to the usefulness of this study. The contour of Seongnam will contribute to networking sightseeing areas for visitors centered upon those places of high preference. It would appear that this type of networking will inspire a better image for the city.

  • Smart City for establishing mutual communication for next-generation digital signage technology attracting attention in the tele screen service is being spread. In recent years, the state of the surrounding circumstances of the user-to-user information such as situation-based, bi-directional communication by collecting and analyzing the possible interactive tele-screen services. This study suggests the value of smart city services platform, standardization trends, domestic, and international marketability analysis information. Tele-screen service technology is able to be a high-level administrative services, and further domestic e-government technology can be spread all over the world.

Lead Effects among Secondary Lead Smelter Workers with Blood Lead Levels below $80{\mu}g/100\;ml$

  • A subgroup or workers from a secondary lead smelter was defined to include those with blood lead levels not exceeding $80{\mu}g/100\;ml$ and with no pest history of elevated blood lead. Central nervous system symptoms (tiredness, sleeplessness, irritability, headache) were reported by 55% of the group and muscle and joint pain by 39%. Zinc proteporphyrin (ZPP) levels were elevated in 71% or cases. Low hemoglobin levels (less than 14 gm/l00 ml) were round in more than a third of the workers. While BUN and creatinine were mostly in the normal range, there - nevertheless n correlation between ZPP and both BUN and creatinine. Reduced nerve-conduction velocities were present in 25% or the group; this was not significantly different from findings in Ii control group. The data indicate that n blood level of $80{\mu}g/100\;ml$ is an inappropriate biological guide in the prevention or lead disease.

A Study on Soil Pollution of Elementary School Grounds in Ulsan City (울산시 초등학교 운동장의 토양오염실태에 관한 연구)

  • Purpose: The purpose of this study is to investigate the heavy metal pollution of playgrounds of elementary schools in the Ulsan Metropolitan City. Soil pollution is one of the most dangerous problems of the utmost concern to both children and teachers. The result of this study would be an educational datum for improving children's health and establishing educational policy. Methods: For the analysis, fifteen representative schools were selected from five sample areas such as Dong-gu, Nam-gu, Jung-gu, Buk-gu and Ulju-gun of the Ulsan city. And from each school playground, soil was extracted from five spots and mingled into one sample. These fifteen samples were pretreated by the microwave extraction method, and the extracted heavy metals(As, Cd, Cu, Pb, Cr⁶⁺, Zn and Hg) were quantified by the ICP(Inductively Coupled Plasma) system. Results: The results of the analysis shows that the level of heavy metal pollution of elementary school playgrounds in Ulsan city did not exceed the permitted limit of each heavy metal. This means that the soil pollution of playgrounds in the Ulsan Metropolitan City is not so serious as it is expected. But it should be added that the soil is not too safe to be ignored.

A Study on the Problematic Issues and Residents Preference of Administrative Boundary Integration for Rurban Development : A Case Study on the WanJu County (도시주변 행정구역통합대상 농촌지역의 쟁점과 주민의사에 관한 연구)

  • This studys concerns with a critical issues of urban and rural integration for rurban development. Todays, many of urban-rural integrated cities are confronted with the negative effects of administrative boundary integration. The first problem is induced from the developmental gaps and different residential demands between the core-city and peripheral-county. The second problem is social-economic and administrative unification costs neglected. The third problem is the environmental pollutions and degradations in peripheral-county by rapid urbanization. The forth problem is the inequality of the public services and regional investments in the urban-rural Integrated cities. The fifth problem is the administrative relation and financial distribution between core-city and residual province when the urban-rural integrated core-city becomes large urban city. The results of the questionnaire analysis as follows. The first point, the preference of administrative boundary integration is different in intra-areas of urban-rural integrated county by it's location. The second point, the diversity of preference of residents depends on theirs job, age, resdential period, education and income level. So, administrative boundary integration must consider the many important factors which affect the socio-economic situations between the core-city and peripheral-county. In conclusion, residents' preference for the admistrative boundary integration depends on their situation without rational approach for macro regional development. In this contexts, comprehensive approach for the urban-rural administrative boundary integration is needed in consistent with rapid change of local government's functions.
