  • This study aims at analyzing 6 OECD countries' (Australia, New Zealand, Sweden, Norway, England, South Korea) national early childhood care and education curriculum (framework) based on the perspectives of its implementation. Its design and development always focus on how the national early childhood education and care curriculum will be applied in the early childhood settings in a correct and faithful way. As a result, teachers are considered the user or deliverer of the national curriculum rather than the one who interprets it and construct their own curriculum in accordance with their students. Five OECD countries which have achieved an integrated system between early education and care systems, take the constructive view of designing and applying the national curriculum. Accordingly, a national early childhood education and care curriculum within an integrated system should be developed in Korea, in order to accept the constructive view of curriculum development and application.

In particular, the purpose of the policy is to establish a policy plan for up-to-down early childhood education and child care that can be reflected in the policy by members related to early childhood education, breaking away from the existing one for top-down child education and child care. To this end, the research was conducted using Delphi technique and 20 experts in the field of early childhood education and child care were organized into expert panels. In this study, seven policies were proposed for opportunity compliance, eleven policies for service compliance, eight policies for compliance with goods/gift certificates/tax reduction, seven policies for compliance with cash benefits, and five policies for compliance with power. We hope that the bottom-up education and childcare policy measures proposed in this study will provide specific implications and suggestions for resolving the low birth rate.

Methods: The researchers conducted a pilot study, and then did survey research for 5 weeks. The participants of this study included 523 teachers of early childhood education institutions in Gwangju metropolitan city and Jeollanam-do Province. Results: The results of this study were as follows. First, early childhood teachers perceived the necessity of STEAM differently according to their age, experience, and academic background.
