Probabilistic Forecasting of Seasonal Inflow to Reservoir (계절별 저수지 유입량의 확률예측)

  • Reliable long-term streamflow forecasting is invaluable for water resource planning and management which allocates water supply according to the demand of water users. It is necessary to get probabilistic forecasts to establish risk-based reservoir operation policies. Probabilistic forecasts may be useful for the users who assess and manage risks according to decision-making responding forecasting results. Probabilistic forecasting of seasonal inflow to Andong dam is performed and assessed using selected predictors from sea surface temperature and 500 hPa geopotential height data. Categorical probability forecast by Piechota's method and logistic regression analysis, and probability forecast by conditional probability density function are used to forecast seasonal inflow. Kernel density function is used in categorical probability forecast by Piechota's method and probability forecast by conditional probability density function. The results of categorical probability forecasts are assessed by Brier skill score. The assessment reveals that the categorical probability forecasts are better than the reference forecasts. The results of forecasts using conditional probability density function are assessed by qualitative approach and transformed categorical probability forecasts. The assessment of the forecasts which are transformed to categorical probability forecasts shows that the results of the forecasts by conditional probability density function are much better than those of the forecasts by Piechota's method and logistic regression analysis except for winter season data.

  • Currently, fine dust forecast models are operated by dividing the country into 19 regions. Therefore, it is important to reduce the learning time and the number of models as well as accurate forecast performance to operate lots of forecast models. In this paper, we develop a categorical wide area model that outputs forecast results categorically and integrates the regions with similar regional characteristics. The proposed model improved the convergence rate by 223 times compared to the existing model, which outputs at a single concentration value, and reduced the number of forecast models by a third.

The Precipitation Climate of South Korea and the Dichotomous Categorical Verification Indices (남한 강수 기후와 이분 범주 예보 검증 지수)

  • To find any effects of precipitation climate on the forecast verification methods, we processed the hourly records of precipitation over South Korea. We examined their relationship between the climate and the methods of verification. Precipitation is an intermittent process in South Korea, generally less than an hour or so. Percentile ratio of precipitation period against the entire period of the records is only 14% in the hourly amounts of precipitation. The value of the forecast verification indices heavily depends on the climate of rainfall. The direct comparison of the index values might force us to have a mistaken appraisal on the level of the forecast capability of a weather forecast center. The size of the samples for verification is not crucial as long as it is large enough to satisfy statistical stability. Our conclusion is still temporal rather than conclusive. We may need the amount of precipitation per minute for the confirmation of the present results.

The Connectedness between Categorical Policy Uncertainty Indexes and Volatility Index in Korea, Japan and the US (한국, 일본, 미국의 정책별 불확실성 지수와 변동성지수 간의 연계성)

  • Purpose - The purpose of this paper is to examine the connectedness between categorical economic policy uncertainty (monetary, fiscal, trade and foreign exchange policy uncertainty) indexes and option-implied volatility index in Korea, Japan and the US. Design/methodology/approach - This paper employs the Diebold-Ylmaz (2012) model based on a VAR and generalized forecast error variance decomposition. This paper also conducts regression analyses to investigate whether the volatility indexes are explained by categorical policy uncertainty indexes. Findings - First, we find the total connectedness is stronger in Korea and Japan relative to the US. Second, monetary, fiscal, and foreign exchange policy uncertainty indexes are connected to each other but trade policy uncertainty index is not. Third, the volatility index in Japan and the US is mainly associated with monetary policy uncertainty while the volatility index in Korea is explained by fiscal policy uncertainty index. Research implications or Originality - To our knowledge, this is the first study to investigate the connectedness among categorical policy uncertainty indexes and the volatility index in Korea, Japan, and the US. The empirical results on the connectedness suggest that transparent policy and communication with the market in one type of policy would reduce the uncertainty in other policies.

Evaluation of PNU CGCM Ensemble Forecast System for Boreal Winter Temperature over South Korea (PNU CGCM 앙상블 예보 시스템의 겨울철 남한 기온 예측 성능 평가)

  • The performance of the newly designed Pusan National University Coupled General Circulation Model (PNU CGCM) Ensemble Forecast System which produce 40 ensemble members for 12-month lead prediction is evaluated and analyzed in terms of boreal winter temperature over South Korea (S. Korea). The influence of ensemble size on prediction skill is examined with 40 ensemble members and the result shows that spreads of predictability are larger when the size of ensemble member is smaller. Moreover, it is suggested that more than 20 ensemble members are required for better prediction of statistically significant inter-annual variability of wintertime temperature over S. Korea. As for the ensemble average (ENS), it shows superior forecast skill compared to each ensemble member and has significant temporal correlation with Automated Surface Observing System (ASOS) temperature at 99% confidence level. In addition to forecast skill for inter-annual variability of wintertime temperature over S. Korea, winter climatology around East Asia and synoptic characteristics of warm (above normal) and cold (below normal) winters are reasonably captured by PNU CGCM. For the categorical forecast with $3{\times}3$ contingency table, the deterministic forecast generally shows better performance than probabilistic forecast except for warm winter (hit rate of probabilistic forecast: 71%). It is also found that, in case of concentrated distribution of 40 ensemble members to one category out of the three, the probabilistic forecast tends to have relatively high predictability. Meanwhile, in the case when the ensemble members distribute evenly throughout the categories, the predictability becomes lower in the probabilistic forecast.

Prediction Skill of Intraseasonal Monthly Temperature and Precipitation Variations for APCC Multi-Models (APCC 다중 모형 자료 기반 계절 내 월 기온 및 강수 변동 예측성)

  • In this study, we investigate the predictability of intraseasonal monthly temperature and precipitation variations using hindcast datasets from eight global circulation models participating in the operational multi-model ensemble (MME) seasonal prediction system of the Asia-Pacific Economic Cooperation Climate Center for the 1983~2010 period. These intraseasonal monthly variations are defined by categorical deterministic analysis. The monthly temperature and precipitation are categorized into above normal (AN), near normal (NN), and below normal (BN) based on the σ-value ± 0.43 after standardization. The nine patterns of intraseasonal monthly variation are defined by considering the changing pattern of the monthly categories for the three consecutive months. A deterministic and a probabilistic analysis are used to define intraseasonal monthly variation for the multi-model consisting of numerous ensemble members. The results show that a pattern (pattern 7), which has the same monthly categories in three consecutive months, is the most frequently occurring pattern in observation regardless of the seasons and variables. Meanwhile, the patterns (e.g., patterns 8 and 9) that have consistently increasing or decreasing trends in three consecutive months, such as BN-NN-AN or AN-NN-BN, occur rarely in observation. The MME and eight individual models generally capture pattern 7 well but rarely capture patterns 8 and 9.

Long-term Forecast of Seasonal Precipitation in Korea using the Large-scale Predictors (광역규모 예측인자를 이용한 한반도 계절 강수량의 장기 예측)

  • A super ensemble model was developed for the seasonal prediction of regional precipitation in Korea using the lag correlated large scale predictors, based on the empirical orthogonal function (EOF) analysis and multiple linear regression model. The predictability of this model was also evaluated by cross-validation. Correlation between the predicted and the observed value obtained from the super ensemble model showed 0.73 in spring, 0.61 in summer, 0.69 in autumn and 0.75 in winter. The predictability of categorical forecasting was also evaluated based on the three classes such as above normal, near normal and below normal that are clearly defined in terms of a priori specified by threshold values. Categorical forecasting by the super ensemble model has a hit rate with a range from 0.42 to 0.74 in seasonal precipitation.

  • This study develops statistical models for the binary forecast of Asian dust days over South Korea in the winter season. For this study, we used three kinds of data; the rst one is the observed Asian dust days for a period of 31 years (1980 to 2010) as target values, the second one is four meteorological factors(near surface temperature, precipitation, snowfall, ground wind speed) in the source regions of Asian dust based on the NCEP reanalysis data and the third one is the large-scale climate indices. Four kinds of statistical models(multiple regression models, logistic regression models, decision trees, and support vector machines) are applied and compared based on skill scores(hit rate, probability of detection and false alarm rate).

  • An Integer-valued autoregressive integrated (INARI) model is introduced to eliminate stochastic trend and seasonality from time series of count data. This INARI extends the previous integer-valued ARMA model. We show that it is stationary and ergodic to establish asymptotic normality for conditional least squares estimator. Optimal estimating equations are used to reflect categorical and serial correlations arising from panel count data and variations arising from three random processes for obtaining observation into estimation. Under regularity conditions for martingale sequence, we show asymptotic normality for estimators from the estimating equations. Using cancer mortality data provided by the U.S. National Center for Health Statistics (NCHS), we apply our results to estimate the probability of cells classified by 4 causes of death and 6 age groups and to forecast death count of each cell. We also investigate impact of three random processes on estimation.

Long Range Forecast of Garlic Productivity over S. Korea Based on Genetic Algorithm and Global Climate Reanalysis Data (전지구 기후 재분석자료 및 인공지능을 활용한 남한의 마늘 생산량 장기예측)

  • This study developed a long-term prediction model for the potential yield of garlic based on a genetic algorithm (GA) by utilizing global climate reanalysis data. The GA is used for digging the inherent signals from global climate reanalysis data which are both directly and indirectly connected with the garlic yield potential. Our results indicate that both deterministic and probabilistic forecasts reasonably capture the inter-annual variability of crop yields with temporal correlation coefficients significant at 99% confidence level and superior categorical forecast skill with a hit rate of 93.3% for 2 × 2 and 73.3% for 3 × 3 contingency tables. Furthermore, the GA method, which considers linear and non-linear relationships between predictors and predictands, shows superiority of forecast skill in terms of both stability and skill scores compared with linear method. Since our result can predict the potential yield before the start of farming, it is expected to help establish a long-term plan to stabilize the demand and price of agricultural products and prepare countermeasures for possible problems in advance.
