Design of Global Port Logistics Network Model Based on Minimum Cost (최소비용 기반 글로벌 항만 물류네트워크 모델 구축)

  • This study is aimed to contribute in establishing new port policy by research and analysis in design of global port logistics network in the East Asia region. In order to build such port logistics network, 21 ports located in East Asia among the world's 50th largest ports were selected in this study. Furthermore, the amount of container cargo and the ports of call were analyzed to categorize the subject ports in East Asia. Finally, this study tries to find economic network between the base port in East Asia, EU or North America and feeder ports in terms of logistics cost. As a result, Singapore, Hong Kong, Shanghai, and Busan ports were found as the representative ports in the East Asia that may connect North America and Europe with the minimum logistics expenses. Therefore, to maintain the stable cargo volume in ports, Korea should promote not only the overseas terminal operation which links to the Singapore, Hong Kong, and Shanghai ports, but also establish the global port logistic network connecting the Busan port.

Study on the Effect of Density Ratio of Gas and Liquid in Sloshing Experiment (기체-액체 밀도차에 대한 슬로싱 충격압력의 실험적 고찰)

  • This paper presents the results of sloshing experiments having different fluids in model tanks with various density ratios. The experimental model consisting water and air at ambient, which has been commonly used, is not consistent in density ratio with that of an actual LNG cargo tank. Therefore, an advanced experimental scheme is developed to consider the same density ratio of LNG and NG by using a mixed gas of sulfur hexafluoride ($SF_6$) and nitrogen ($N_2$). For experimental observation, a two-dimensional model tank of 1/40 scale and a three-dimensional model tank of 1/50 scale have been manufactured and tested at various conditions. Two different fillings with various excitation frequencies under regular motions have been considered for the two-dimensional model tank, and three different filling levels under irregular motions have been imposed for the three-dimensional model tank. The density ratio between gas and liquid varies from the ratio of the ambient air and water to that of the actual LNG cargo container, and the different composition of gas is used for this variation. Based on the present experimental results, it is found that the decrease of sloshing pressure is predicted when the density ratio increases.

  • Inland transport becomes more and more important in connecting ports with inland. Therefore, studying on cargo flow from ports to regions has been active in progress by many researchers. However current statistical data of freight flow from origin locations to destination locations does not reflect the exact characteristics of freight flow. Also, they also do not reflect the characteristics of multimodal transport system in which cargos go through intermediate locations such as logistics center or inland container depot. In growing up the emergent need of rebuilding statistical data for freight flow from origin locations to destination locations, this paper will propose a freight flow model with logistics center and it will be verified by genetic algorithm through the simulation scenarios.

Analysis of the Construction Plan and Enforcement Condition of the Port Circular Highway for Cargo Transportation of the Pusan Port (부산항 물동량 처리를 위한 광역배후수송도로의 건설계획과 시행실태 분석)

  • Pusan the principal port of South Korea, has opened its door since 1876. Currently, the four-stage port construction project is under way to handle ever-growing marine transportation volume. While the port unloading capabilities are increasing the infrastructure to deal with all the transportation volume failed to catch up with them. Accordingly the city had to suffer from worst traffic congestion on due to the increasing container traffic volume causing logistical costs to rise. This study was designed to inspect the enforcement of infrastructure construction plan and suggest systematical and effective ways to improve the plan. The study focused on :\circled1The decision-making procedure, \circled2Financial resource for the plan, \circled3Effectiveness of the project enforcement, and \circled4Who will be in charge of the project. As a result from the study, these followings were suggested to improve the plan. First, Pusan Port Infrastructure consisting of (Inter-city Free way, Belt Highway and Outer Highway) should be immediately legally-regulation project. Second, the method to finance the project should be deter-mined and investment consultation among the central government the city government and private sector should be also made. Measures to make the central government budget allocation for the project mandatory should be discussed. Third, Effectiveness of the project can be doubled by gradually or partialyl opening the routes based on long-term or short-term operating plans. Fourth, The organizer of the project should be appointed, or a special task-force team in charge of the plan can be formed.

  • After the joining in the WTO of China, the container throughputs have begun to increase notably and Continuous developments of China ports are influencing operation and policy of Korea ports. At this point Pyeongtaek Dangjin port which has potency as China trading port confronts with turning point of port development as new port. To this, correct need grasping of North China shippers is important strategic element of PyeongTaek Dangjin Port activation. In this study, there is purpose to present Pyeongtaek Port's activation strategy by grasping customer needs executing questionnaire to China local company about Pyeongtaek Dangjin Port. As a research result, Pyeongtaek Dangjin Port possesses high geographical strength but has problems like development delay, tribe of various route, absence of marketing strategy. To solve this problem, this paper proposes expansion of port and logistics physical distribution equipment, improvement of services, foundation of joint logistics center, establishment of marketing organization etc. Namely, it may overcome only new port's limitation though develop to port of cargo creation style that is not simple cargo dependence style port.

  • Competition between ports around the world is intensifying to attract transshipment cargo. However, recently, there have been concerns about the departure of transshipment cargo volume at Busan Port, such as the lifting of the cabotage policy in China's shipping sector and the implementation of a safe fare system. In terms of operation, terminal congestion and vehicle waiting time are seriously occurring due to imbalance in the transshipment volume of each terminal and vehicles concentrated in a specific time period. In this paper, we propose a method of inter-terminal transportation (ITT) using buffer space to solve the problem caused by inefficient ITT systems and presented a mixed integer programming (MIP) for the problem. The effect of using the buffer space was analyzed for various work volumes and capacity fluctuation ranges by applying the terminal congestion pattern and ITT vehicle in/out pattern based on the Busan New Port data.

Suggestions for Improvement of Port Charge Discount Policies - focused on Ulsan Port

  • Korea is an import and export-oriented economy that relies on shipping transportation, and sea ports play an important role in national economic growth. To secure and maintain the competitiveness of these ports, hardware and software investments are required, but policy support can also be expected to have an effect. This study identified the irrationality of the system by exploratory analysis of the port facility fee discount system for Ulsan Port, an energy hub port, and suggested improvement measures to resolve it.This study analyzed the volume of Ulsan Port and the reduction of port facility usage fees for about 10 years and identified irrational factors that despite a special port for liquid cargo, a considerable reduction for container cargo is concentrated, and even because it was a passing ship, 100% reduction for entrance and clearance fees were provided to them, which could cause serious moral hazard.. As a way to improve the port facility charge discount system at Ulsan Port, this study proposed strengthening support for eco-friendly activities to support containers, adjusting the reduction rate for passing ships, or improving the reduction and exemption application process.

Forecasting Export & Import Container Cargoes using a Decision Tree Analysis (의사결정나무분석을 이용한 컨테이너 수출입 물동량 예측)

  • The of purpose of this study is to predict export and import container volumes using a Decision Tree analysis. Factors which can influence the volume of container cargo are selected as independent variables; producer price index, consumer price index, index of export volume, index of import volume, index of industrial production, and exchange rate(won/dollar). The period of analysis is from january 2002 to December 2011 and monthly data are used. In this study, CRT(Classification and Regression Trees) algorithm is used. The main findings are summarized as followings. First, when index of export volume is larger than 152.35, monthly export volume is predicted with 858,19TEU. However, when index of export volume is between 115.90 and 152.35, monthly export volume is predicted with 716,582TEU. Second, when index of import volume is larger than 134.60, monthly import volume is predicted with 869,227TEU. However, when index of export volume is between 116.20 and 134.60, monthly import volume is predicted with 738,724TEU.

  • Recently security is being an important issue in almost every field of industry. This situation has affected port logistics industry deeply. Ports are now leaving operational methods that only focus on productivity, and shifting to new ones which focus on safety and customer services on the basis of it. Thus a lot of companies and institutions have offered various solutions as this issue becomes more and more intense. Among them, most typical solutions involve installing special devices to ordinary containers to improve its security, such as CSD (Container Security Device) of GE (General Electric) and eSeal of Savi Networks. On the other hand, these devices focus only on international standards or technical implementation, and this causes inconvenience to actual users like cargo owners, sea carriers, or stevedoring companies. This is considered to be due to lack of sufficient consideration on user demands. This research uses QFD (Quality Function Deployment) method for deducting system requirements in order to solve the problems of previous security devices and to develop a security system that can not only reflect the demands of the users but also considers real-world conditions. According to the QFD results, a total of 21 system CTO's were deducted under 5 categories.

Evaluation of Shanghai New Port Development Plan (중국 상해 신항만 개발계획 평가)

  • China is expected to experience rapid increase in container traffic due to the joining to WTO and the fast economic growth. However, logistics-related infrastructure such as sea port is very poor and the capacity is lagging far behind the demand, resulting in transferring around 70% of import and export cargo volume at ports in adjoining countries such as Korea, Taiwan, Hong Kong and Japan. Recently, China announced a huge project of developing an offshore port consisting of 52 berths, 30km away from Shanghai with a connecting bridge. As such plan seems to have a significant impact on the port of Pusan which tries to be a Hub port in Far East Asia, we need to scrutinize the plan. This paper, therefore, tries to examine Shanghai New Port Plan, to evaluate the feasibility and potential competitiveness, and to analyze the impact on Pusan port. For this, we review the situation of major container ports in China and the flow pattern of container traffic to and from Pusan port. We then examine the feasibility of the proposed offshore port with respect to demand and supply for container terminal, weather condition, hinterland connection and resource of investment.
