It is quite true that the more Korean contractors receive overseas contracts, the more they need guarantees. The top market for them is the Middle East countries, consisting of more than the half of the total amount awarded last year and the trend is increasing as well. The problem, however, is that employers in these countries are reluctant to use international rules for guarantee such as URDG or ISP98 and easily make unfair callings. However, Korean contractors(applicants), especially small and medium sized enterprises(SMEs) tend to hurriedly enter a contract without looking into its contents as well as guarantees. They do not realize the importance of the guarantees until they receive callings from the employers(beneficiaries). Being independent from the underlying contracts, guarantee is the equivalent to cash in that it usually does not require any proof of demand when calling and the guarantor should make a payment within usually 5 business days after the request. It is often observed these days that several Korean SMEs go bankrupt due to liquidity risks after receiving unfair callings from employers in the Middle East countries. In retrospect, some cases could be obviated if contractors were a little more careful in checking the contents of a guarantee at the time of concluding a contract. For example, there is one case where the underlying contract includes a reduction clause in the Advance Payment bond and the guarantee does not have that clause. In the end, the Korean contractor had to take the whole burden of the bond amount though it had finished 81% of the project. Nobody could argue that contractors should take a full responsibility if they fail in their obligations. However, the employer's wrongful callings need to be prevented in the first place, if possible. As there shouldn't be a case where one party is at a disadvantage against the other like the case mentioned above, useful insight is being sought to minimize unfair calling risks for the benefit of the applicant. First, the applicant should carefully look into every detail of the potential guarantee before signing a contract, heeding especially that there is a reduction clause in the AP bond. Second, the governing principles for guarantee should be the ones that are internally used such as URDG758 that is objective in terms of callings given that, for example, it specifies that the requirement for a supporting statement when making a demand is a default rule. It is also recommended that the form of guarantees be the standard demand guarantee. Third, parties involved in issuing guarantees are advised to understand international rules for guarantee like URDG758 and ISP98 and to play a key role in guiding SME contractors in Korea so that they can protect themselves from possible wrongful callings, particularly from employers in the Middle East countries. I hope this study would give a wake-up call for Korean SMEs wishing to do business in the Middle East countries and remind them of the importance of guarantee itself and its governing principles.
A mobile device like ceil phone is the necessity of modern people, of ich con be easily connected to a wireless internet through such a mobile device. The demand for a wireless data communication is growing rapidly. However, agencies have not yet completed standardization of a markup language. Due to the development of the Mobile Device, agencies in this field have provided different data formats with each Mobile Device Platform. Traditionally, contents is hand-tailored to suit the target device. A key problem is that the characteristics and capabilities of the mobile device are too diverse to service the most suitable mobile contents. Because of these problems, the need for a re-usable document description language increases. In this paper, we defined Template file that is common data to service mobile devices. We proposed a method that could be an effective wireless web service though design and the implementation of the Call manager & the XSL Generator. In the methodology, when requesting a wireless internet service, a mobile device finds out markup language and a hardware specification of the mobile device through the Call Manager component supports. The XSL Generator component creates the XSL file dynamically that is the most suitable to a device. Finally, contents is serviced to each device by XSLT. It can generate a wireless page more easily by reusing the existing web contents through such course. Therefore, it can save the time and expense for generating a wireless page.

This paper is to estimate and analyze the price elasticities of demand for mobile calls. We used the data for the period from January 2000 to December 2005 on a monthly basis. Data used are call minutes to mobile-originating(ML+MM), tariff for dispatch of fixed and mobile calls($P_L,P_M$), income(Y), and subscriber for mobile(N). In order to provide robust estimates of price elasticities, we have used two different econometric models. One is a Dynamic model which includes a lagged dependent variable and so can differentiate between long-un and short-run price elasticities using the Generalized Method of Moments(GMM). The other is a Box-Cox transformation model which is one of the most useful methods. Box-Cox transformation model shows that elasticity changes with the lapse of time. The results are as follow : Not including the price indices for land-originating, the estimate is overestimated otherwise. In Box-Cox transformation case, price elasticity had been steadily declining. And this result shows that mobile services had been changed necessities increasingly in Korea.

This Study estimates the actual night traffic using the smart card data used by most of the public transportation users, and compares it with the current night bus routes by KT Telecom based on the night time call volume. In order to compare the current night bus and night trips evaluated by smart card data, we presented indicators related to the degree of matching, and estimated the volume of service currently provided. The unique approach of the study is that we chose subway station instead of bus stop for the unit of the study. Bus stops has their complexity in a way that stops with same name could belong to different administrative area depending on its direction. For this reason, we decided to use subway station and defined its adjacent administrative district as the scope of influence. Since night bus is the primary means of transportation during the late night, it is anticipated that they will be able to provide better service by calculating the actual traffic and selecting the routes.

In recent years, different models in data delivery have been explored in mobile computing systems. Particularly, there were a lot of research efforts in the periodic push model where the server repetitively disseminates information without explicit request. However, average waiting time per data operation highly depends on the length of a broadcast cycle and different access pattern among clients may deteriorate the response time considerably. In this case, clients are preferably willing to send a data request to the server explicitly through backchannel in order to obtain optimal response time. We call the broadcast model supporting backchannel as hybrid broadcast. In this paper, we devise a new transaction processing algorithm(O-PreH) in hybrid broadcast environments. The data objects which the server maintains are divided into Push_Data for periodic broadcasting and Pull_Data for on-demand processing. Clients tune in broadcast channel or demand the data of interests according to the data type. Periodic invalidation reports from the server support maintaining transactional consistency. If one or more conflicts are found, conflict orders are determined not to violate the consistency(pre-reordering) and then the remaining operations have to be executed pessimistically. Through extensive simulations, we demonstrate the improved throughput of the proposed algorithm.

ATM networks are widely deployed as the network that is capable of supporting multimedia services efficiently now. To date, a large portion of ATM connections, particularly in the WAN environment, have been of a permanent virtual circuits-requiring management intervention for set-up and tear-down. However, switched virtual circuits are required to support a range of desired characteristics on demand, to a reachable end user. To establish, maintain and release on-demand call/connections, the user-network interface(UNI) and node-node interface(NNI) signalling capabilities are required. Two protocols have been specified for NNI signalling within a public network: the broadband integrated-services user part(B-ISUP) protocol specified by the ITU-T, and the private network-network interface(PNNI) protocol specified by the ATM Forum. PNNI offers different type of internetwork or internodal interface from the traditional B-ISUP approach favored to date public network operators. In spite of its name, PNNI may find its place in network service provide networks as well as in private networks. Thus many public network operators and ATM equipment manufacturers are still unable to choose the NNI interface architecture of their system. In this paper, we survey the characteristics of the B-ISUP and PNNI protocols, and investigate the applicability issue of these specifications to the ATM-based Information Infra-Network of Korea. Analyzing the characteristics of the two protocols and clarifying the NNi requirements of the ATM-based Information Infra-Network of Korea, we propose that the B-ISUP protocol is more suitable than PNNI.
VTIS(Value-added Traffic Information System), among the sub-systems of ATIS, is an Advanced Traffic System which innovates efficiency and safety. And this system, having marketability and publicness, is very important. Moreover, This system offers definite traffic information according to the demand of specified users. And it is expected to produce additional spread effects because of high participation rate of private sector. However, the VTIS service media are varied and there are varied optimal Prices and payment methods according to each medium. Because of that, there needs the study on these problems or optimal criteria. But because existing studies were devoted to estimate the optimal route, the study toward the optimal price which was considered part of user and service use demand do not exist. Accordingly, we surveyed under imaginary alternative pricing scenarios and forecasted the use demand of VTIS by using Binary Logit model. Also, for the users who answered that they would use VTIS service in survey, we classified their use's behaviors as four categories and estimated the use ratio to each category by using Ordered Probit model. Last, using sensitivity analysis for results form above, we derived the optimal price that is 2800won in monthly. 145won in payment per call. Then, VTIS service use rate is respectively 65%, 75%.
The global financial crisis has exerted enormous impacts on the attainment of inflation target in Korea. The annual average CPI inflation was 3.3% during the targeting period of 2007-2009 and the target was $3.0{\pm}0.5%$. Thus Korea has succeeded in keeping annual average CPI inflation just below the upper limit of the 2007-2009 target under the global crisis. This paper intends to evaluate the performance of the inflation targeting system in Korea. First, it estimates the conventional call rate reaction equation under the global crisis and finds that the policy interest rates never reacted to expected inflation, output gap, and won/dollar exchange rate, as expected by theory. Second, it identifies the shock of global financial crisis into core and non-core, applying the structural VAR model. The core shock was defined to have no (medium- to) long-run impact on real output. The core shock was identified to have the character of the demand shock, since it has the positive impact on the inflation and output in the short run. The structural core inflation due to core shock was an attractor of headline inflation, not vice versa. Therefore, the structural core inflation that reflects the demand-side shock would be the better intermediate target for the final headline inflation target than the official core inflation that excludes the volatile inflation of agricultural and oil-related products. During the inflation targeting period of 2007-2009, the structural core inflation was more volatile than the official core inflation, because the global crisis has very large negative impacts on the domestic demand as well as the prices of agricultural and oil-related products. This paper shows that the negative core shock during the fourth quarter of 2008 was larger than that in the financial crisis in 1998. But the core shock turned into positive very quickly in 2009, as the Korean economy recovered very quickly from crisis. The volatile changes in structural core inflation suggests that the Bank of Korea barely managed to attain the 2007-2009 inflation target, owing to the very large negative impacts of the global financial crisis on the domestic demand. It also suggests that the rapid rise in core inflation with the rapid recovery of the Korean economy will lead to rapid rise in headline inflation.

For the preliminary stages of ship design it is necessary to develop a basic design, which specifies the main particulars of the vessel. based on the requirements given by the owner. An efficient design enables the shipyard to make a rough estimate of the construction costs and to put forward a favourable quote during the call for tenders. The parametric determination of the main particulars of the vessel involves the application of empirical formulae. These formulae have been created after detailed tests and research by maritime research institutions and researchers had been carried out. Here, the design of a medium sized Bulk Carrier (26000t dwt) with a service speed of 17 knots for carrying rice and rock phosphate has been illustrated. Medium sized Bulk Carriers (25,000t dwt - 50,000t dwt) are in steady demand among small shipping companies. They have a size advantage, in that port size restrictions do not affect their design tremendously. Nevertheless, structurally. they are one of the most difficult to build. During design, the rules of the maritime regulatory bodies were strictly adhered to.
