  • This study highlights the theme of human error emerging as a critical issue in the railroad industry, conducting exploratory research on the effects of health, cognition, and safety climates on safety behavior and accidents using an empirical method. The statistical results based on questionnaires received from 204 train drivers indicate that psychological fatigue, cognitive failure, and internal locus of control as individual variables and CEO philosophy and behavior of immediate boss as organizational variables have significant relationships with safety behavior, while cognitive failure, CEO philosophy, behavior of immediate boss, and education were found to be significant variables with respect to accidents. Furthermore, unsafe behavior such as mistakes and violations showed negative effects on near misses and responsibility accidents, respectively. Based on these results, effective alternatives and countermeasures needed to mitigate human error were posited.

  • An active policy role is suggested for collaboration that will enhance national level Science and Technology (S&T) capabilities. In contrast, some studies see a limited role of policy support for collaborative S&T research at the individual level (including research groups or institutional levels) due to their self-organizing nature. Two views on S&T collaboration look at different levels but existing research largely ignores the context of developing countries. This paper shows how S&T collaborations between Brazil and Korea have developed over the past two decades. The paper indicates the gaps between initiation and the actual establishment of collaborative research at national and individual levels, differences in the focus areas of research, differences in resources and project planning, and the nature of collaborations. Collaborative research activities at the national level were initiated before the individual level but activated later than the individual level; in addition, the focus areas of research were laid down earlier at the national level with individual collaborations focused on different areas. Project types remained different at each level (i.e. top-down and bottom-up) or with a slightly changing mix. This study suggests appropriate policy measures (such as the timely and effective information collection of activities at different levels and proactive coordination) that could reduce the gaps in the timing and alignment of research areas. This paper also alludes to an evolutionary model to develop S&T collaboration among developing countries.

  • This research presents development of real-time service primitive in MHS(Message Hanling system) supporting desk-top conferencing system. Desk-top conferencing system is one of the real-time GC(Group Communication) services. The complexity of modem society has led to the consequent need for real-time GC between a number of people in order to jointly handle tasks in business, government and other forms of organization. Despite the many different form of desk-top conferencing systems developed to date, there are still few systems in widespred no. One of the biggest hurdle preventing the widespred adoption of real-time GC is the lack of agreement on user-friendly interchange environments. In distributed office environments, the MHS is one of the most widely used service for information interchange. It is a standard of electronic mail system which is concerned mostly with asynchronous exchange of short notes. It is clear that additional functions on MHS are necessary in order to allow users to properly process their real-time group messages and provide them with important facilities as a communication infrastructure for real-time GC.

  • The function of officetel has been changed from office use to residential use since 1980s. The construction of officetel was relatively increased in 1991, has been decreased in the middle of the 1991, and has been increased after 1996. This paper is an empirical examination of officetel rent determinants in Seoul. Hedonic regression analysis provides the basic framework for this study. The major rent determinants are the preferable location of buildings, the ratio of private use area to the building area. residential use. The officetel rents are likely to increase at an increasingly rate with respect to these variables. The significant and positive determinants that impact rents is the building story height for the officetel for business use, and the ratio of private use area to the building area for the officetel for residential use.

  • The microstructural changes by hot extrusion of AZ31B magnesium alloy were observed, and the relation to the tensile property was examined. The tensile properties as oriented longitudinal(L), half transverse(HT) and long transverse(LT) to the extrusion direction were investigated at $20^{\circ}C,\;100^{\circ}C,\;200^{\circ}C,\;300^{\circ}C\;and\;400^{\circ}C$, respectively. As the results, many recrystallized small grains distributed uniformly in large banded microstructures formed along the extrusion direction. The grain size of as-extruded specimen was around $30\~150\;{\mu}m$. As increasing the test temperature the tensile and yield strength with respect to the angle between the axis of the tensile and the longitudinal direction in extrusion was decreased, but their elongation were increased and their deviation between L and LT specimens have disappeared from $300^{\circ}C$. This mechanical anisotropy was reduced at elevated temperatures and almost disappeared at $400^{\circ}C$. It was considered that the homogenization was occured by the recrystallization and the change of slip system was occurred during tensile test process in elevated temperatures.

  • In this study, the influence of heat treatment and Ca contents on the electrochemical behavior was investigated. Mg-Ca alloys, i.e., Mg-0.22wt%Ca, Mg-0.56wt%Ca, Mg-1.31wt%Ca are prepared by ingot metallurgy. As-cast Mg-Ca alloys exhibited better electrochemical properties than pure Mg. Especially, Mg-0.22wt%Ca alloy improves its anode efficiency up to 62% and lowers the OCP up to -1.72VSCE. Microstructure and XRD patterns of Mg-Ca alloys show that additive Ca element is mainly solid-solutioned. While, the others show the microstructure and XRD pattern with large $Mg_2Ca$ at grain boundary. To assess the effect of heat treatment on the as-cast Mg-alloy, the specimens were heat treated at $200^{\circ}C$ for 2 hours under $CO_2$ gas atmosphere. Although corrosion properties of Mg-Ca alloys are somewhat deteriorated by heat treatment at $200^{\circ}C$ Mg-0.22wt%Ca alloy with uniformly distributed nano-sized $Mg_2Ca$ phase in ${\alpha}$-Mg matrix show still better corrosion properties than pure Mg specimen.

  • The 7,993 cases of Survey Report of Fatal Industrial Accidents conducted jointly by the MEOL and the KOSHA for the recent seven years(2007-2013) were categorized according to personal and occupational characteristics, industry types, business sizes, job types, activities at the time accident, types of accidents, material agents(assailing materials), unsafe conditions, and unsafe acts. And it is found that among the 72.2 percent of fatal occupational accidents in the construction and manufacturing industries are caused by falling, sticking, bumping and being caught under objects & overturning. For this study, through the empirical analysis on causes of fatal industrial accidents, was used to identity high risk groups based on total data of 7,993 victims of occupational accidents. An annual fatal occupational injury (FOI) rate per 10,000 workers was about 0.47‱. The middle-aged group and the elderly group showed the highest FOI rates per 10,000 workers (0.73‱, 0.80‱), and the daily workers showed the highest FOI rate (1.46‱), and the craft and related trades workers showed the highest FOI rate (2.17‱). In case of industry type the mining industry (7.26‱) showed the highest FOI rate, followed by the sewerage, waste management, materials recovery and remediation activity industry (3.91‱) and the construction industry (2.71‱). The primary high risk target group that requires a strategy designed to reduce fatal occupation injuries caused by falling and bumping & contact(collision) is the construction industry, and the secondary high risk target group in the construction industry is classified as the equipment, machine operating and assembling workers in the construction industry, those aged 50 years old and above need the prevention measures against bumping & contact(collision) and being caught under an object & falling(objects), while those aged less than 50 years old need prevention measures against falling(persons).
