A Case Study on the Evaluation Framework of a New Service Model in the Public Sector: Focusing on the Mobile Application Project (공공기관 지원사업 선정평가 프레임워크 개발 및 적용: 모바일 앱 서비스 지원사업 선정사례 중심)

  • It is hard, but important to evaluate and select a new service model for the public sector, accompanying unexpectable risk. The purpose of this study is to build and develop the evaluation framework of public projects and to present a project evaluation system which is more rational and methodical. The evaluation framework has been developed by calculating the evaluation criteria and weights resulted from an interview with an expert group and Analytic Hierarchy Process(AHP). Moreover, market-oriented characteristics, technology-oriented characteristics, service development capabilities and policy-oriented characteristics were predominantly chosen as the evaluation items. The re-evaluation of the app development support programs was conducted to check the feasibility as an evaluation system influencing the performance of firms. The result of an evaluation system proposed by this study showed better evaluation performance than previous ones, better predicting the actual business performance. Currently, though the policies of the public sectors and support programs focus on the outcome and performance management, the result of this study shows the importance of project selections. Also, implications of the study are discussed.

  • A Project Financing (PF) is a form of project delivery system that is carried out for the purpose of trying to give help to the development of national economy and the construction industry in order attract private investment. However, in the case of Korea, many PF projects are only taking into account the aspect of maximizing development benefits, and the proliferation of PF results in project failure. In addition, the interruption of business has been one after another in the aftermath of the recent financial crisis. These major cause is the result of efforts to block the potential risk of objectively quantifying operations. Nowadays, PF risk analysis in terms of various factors is insufficient. The purpose of this study is to identify and quantify the extensive risk elements to classify the cause of affecting the success of the project PF study prior to propose a methodology for evaluating the integrity of the project PF based on this and to provide a quantitative system that can evaluate the business risk. This study identified the factors that affect the PF business success and failure and establish the metrics that can be quantified through existing research and expert interviews. Factors influencing the success of the PF obtained as a result of surveys and interviews in assessing the soundness of the PF development conditions in the future be able to take advantage of, as well as an objective assessment tool to be able to take advantage of the development is expected.

A Study on the Design of Non-working Days Process by Analyzing Business Information (업무정보 분석을 통한 작업불능일 산정 프로세스 설계에 관한 연구)

  • Construction projects consist of long-term on-site production, and most disciplines are featured by outdoor works. Therefore, when a process plan is established, non-working days are calculated and reflected in a process schedule to comply with the planned construction period. However, necessary information and working methods are different in the course of the work, so the method of calculation varies depending on persons even for the same site, and the result is also very different. Therefore, scientific and quantitative understanding of business information is needed. This study reconstructed non-working day estimation process by collecting and organizing the information necessary for non-working day estimation, and designed the demonstration screen based on the reconstructed process and verified through expert interview at each stage. As a result, it showed about 69% reduction of work time and reliability of 92% work information matrix, and 80% of the experts evaluated the systemization of the relevant work. This study is expected to improve the understanding of work and increase the efficiency of work performance, and the study on systemization in the future should be continued.

A Study on the Investment Determinants for Residential Real Estate Development by Investor Perspectives (주거용 부동산 개발을 위한 투자자 관점에 따른 의사결정 요인에 관한 연구)

  • This study analyzed the importance of factors according to the investor's perspective through a survey of residential real estate experts using AHP and fuzzy theory. Analysis results showed that rent, profitability, traffic accessibility, commercial and infrastructure, and financial regulation are important in common. By expert group, financial and credit groups cited profitability, rent, traffic accessibility, supply and tax benefits, construction and development groups cited traffic accessibility, rent, direct access, profitability, commercial area and infrastructure, and appraisal and evaluation groups cited rent, profitability, transportation accessibility, financial regulation and supply as the most important factors. This showed that it had a preference characteristic that was associated with work. In other words, it focuses most on the financial perspective in investment characteristics, and it values convenience such as accessibility to transportation and commercial districts and infrastructure as its location characteristics. In addition, it was found that easing financial regulations in the market is important to expand investment in real estate. This study aims to help the business feasibility analysis of residential property developers and rational decision-making of general investors who are consumers, taking into account the various perspectives of the expert group.

  • M&As are continuing to grow globally and are expected to increase in the future. With the fourth industrial revolution and the strengthening of neo-protection trade between countries, technology is cited as the core of national competitiveness, and the trend of M&A's increase, which is aimed at securing technology, is expected to continue. However, the risk of technology leakage, which is difficult to determine clearly illegally in the process of M&A, is still growing, and there is not enough prevention or response to this problem. the purpose of this paper was to divide the M&A process into seven stages and to ensure that important information of the enterprises during M&A between the countries and the domestic companies was not leaked unfairly, and each step analyzed the risk factors and causes of the leakage of important information in the M&A process and presented a risk-specific management plan for minimizing the leakage of important information based on the importance of the risk factors. Companies that pursue M&A in the future will reflect the M&A step-by-step risk and risk management measures derived based on case analysis and expert surveys. I hope to use risk management measures to help minimize unintentional leakage of important corporate information into the outside.

A Study on Strategic Management of Native Advertisement (네이티브 광고의 전략적 관리방안에 관한 연구)

  • In order to overcome the disadvantages of banner ad, pop-up ad, interstitial ad, which are existing web advertisement forms, native ad is actively utilized. Native advertising is considered to be a useful advertising technique in that it can reduce users' rejection and attract attention. However, in recent years, there have been a lot of fake news and fake contents that have turned articles or video contents into advertisements. The purpose of this study is to understand how firms can coordinate and control native advertisements in a rational way. For this analysis, we conducted a survey of 308 social media users using quota sampling method. As a result of the verification, it was found that the more negative the perception of the evaluation of the advertisement, the less the level of persuasion about the advertisement and the negative impact on the website where the advertisement is exposed. In addition, this study examined the influence of the negative stimulus factors on the qualitative performance of the firm. As a result, it was found that source non-expert had the highest effect on skepticism on ad. Also, platform overflow has a direct effect on the evaluation of the website as well as the negative evaluation of the advertisement. Moreover, this study provides concrete implications for the subdivision market by verifying the differences between the paths according to the level of website involvement.

A Proposal of New Policies for Improving the Performance Analysis on Government R&D Expenditure in ICT Industry (ICT 분야 국가연구개발사업에 대한 성과분석 개선을 위한 정책제언)

  • This paper proposes various policies for improving the process of performance analysis on R&D expenditure of the public funds in the Korean ICT industry. In order to do so, this paper figures out the present issues relating to performance indicators, methodologies for performance evaluation, release and comparison of evaluation results, follow-up study, integrated management system for performance analysis in ICT industry. In this paper, we suggest some new policies such as consulting an expert for improving performance indicators, maintaining the pre-determined performance indicators, introducing the qualitative performance indicators for measuring effectiveness, adopting the new methodologies reflecting R&D characteristics, introducing the new performance index for comparing annual performance, requiring follow-up study for major ICT R&D, introducing the independent and temporary organization for R&D performance analysis in ICT industry. In conclusion, these new policies will raise effectiveness and efficiency of the government R&D expenditure in ICT industry as well as strengthen the industry competitiveness.

An analysis of consumption behavior and consumption problem according to the digital convergence (디지털 융복합에 따른 소비행동과 소비문제)

  • The purpose of this study is to estimate convergence level of digital device and service and analyze group difference of consumption behavior and problem according to digital convergence level. The research method was survey with digital business expert and 343 samples. ANOVA research method was applied. The results of research are as follows. First, the study suggests that with a self-directed consuming attitude associated with both online and offline, there are the possibility to spread social problem which has unclear boundary, the possibility of intrusion into privacy through the network flow, and the matter of the credibility of information in convergence media. Second, since digital devices are important to connect consumers to the network, consumers have anxious dependence on the devices, which causes the fatigue of information to increase rapidly.

  • Midtown redevelopment project is intended for restoration of city's declining function and promoting the utilization of land, but several factors such as participants of different nature in the project, different expectation level from them, high land value accompanied by geographical location as a city and the demand for high density development, nature of business that requires long duration to complete and vast amount of fund contribute to complication of feasibility study. Due to these characteristics of midtown redevelopment project, consideration of various factors involved with it and reliable analysis are required but suggested complication of feasibility study is causing halt in project, preventing from launching it and delaying it. So, this study was undertaken to be a help to feasibility study of midtown redevelopment project by suggesting main elements that need to be dealt with analysing questionnaire survey result attained from related expert in this area and arranging total 45 factors essential to feasibility study for midtown redevelopment project that can be classified into 5 main category such as economic/financial factors, legal/institutional factors, market related factors, technical factors and conflict related factors through documental investigation, case study and interview with specialist concerned.

  • VE is one of the most effective and systematic tool available to achieve the required function at minimum cost and manage in many industrial fields. The purpose of the preparation phase VE job plan is to establish a cooperation system referring to groups for the successful implementation of VE, and to achieve a common objective to collect sufficient materials required in the analysis phase. The Quality Model is used to measure the requirement of shareholders(users and owners)in the project. It also offers a guideline on decision making when executing the function definition, function arrangement, function evaluation, and the idea evaluation of VE. However, the current the preparation phase business confirms that the required items of owners and users has not suggested definite goals and directions. This study analyzes the problems of current work in the preparation phase from case study, survey and interviews of experts. It then proposes a new process after understanding the required items of owners, users and experts.
