지방자치제에 따른 보건의료사업을 위한 보건소 모델개발연구 (Policy Development on Health Administration System in the Era of Local Autonomous Government)

  • As the WTO system launches through the agreement of Uruguay Round, the Government has to revise the office regulations or reform the system. Also, Integrating and Coordinating the like affair in health care (i. e., children's home, industry health, school health, health manpower, the administration of health center, the administration on food hygiene, health environmental education, and so on.) which is now scattered into some government departments like the Ministry of Labor, the Ministry of Education, the Ministry of Home Affairs, the Ministry of Agriculture, and the Ministry of Environment, the Government has to prevent unspecialty, inefficiency, inconsistency, and uneconomy. The Government has to review and adopt above suggested the Proposal 1),2),3),4) of the Health Centers on the basis of the local autonomy law and it will help the successive settlement of the local autonomy system in Korea. According to the suggested proposal, the Central Government mainly takes charge of the Macro affairs as hardware, and transfer the Micro affairs as software into the Local Governments to attempt the appropriate functional allocation. To achieve it successfully, the Central Government also has to do the financial support, manpower training and technical support, allocation of health care resources, direction and control, research and development and the health care plan on the macro level. Local Governments which divided into the wide local government and basic local government also have to do their best for health improvement of the community societies like plan of health care program, implementation of health care service program, taking charge of the affairs of health insurance, activation of community residents' participation and security of health care resources etc. To achieve this goal, the Government have to be more active and reformative, the related social and health agencies and educational agencies have to cooperate and support for the goals, and especially, the community residents have to participate actively and voluntarily, When all these conditions promote, local health care administration will be developed, and health level of community residents will be secured. And going one step forward, the country and people will be more healthy

AI의 수용의도에 관한 연구: 중소기업을 중심으로 (A Study on AI Adoption Intentions: Focused on Small Businesses)

  • 본 연구는 중소기업의 AI 도입 확대를 위한 수용요인을 분석하고 실무적, 정책적 시사점을 도출하는 것이다. 이를 위해 전국에 소재한 제조, 서비스, 정보통신 분야 등 다양한 업종의 중소기업 315명을 대상으로 AI 수용요인을 실증 분석하였다. UTAUT를 기반으로 의사결정 신뢰성, 지각된 인식, 정책지원, 교육훈련, 인지된 비용, 지각된 위험성, 시스템 복잡성의 영향력을 검증한 결과, 의사결정 신뢰성은 성과기대와 사회적 영향에 긍정적인 영향을, 지각된 인식은 성과기대와 노력기대에 긍정적인 영향을, 정책지원은 사회적 영향과 촉진조건에 긍정적 영향을 교육훈련은 노력기대 및 촉진조건에 긍정적인 영향을 미치는 것으로 나타났다. 인지된 비용은 사회적 영향과 촉진조건에 부정적 영향을 미치며 지각된 위험성은 성과기대와 사회적 영향에 부정적인 영향을 미쳤다. 시스템 복잡성은 노력기대에 부정적인 영향을 미쳤으나 촉진조건에는 영향을 미치지 않는 것으로 나타났다. 이러한 결과는 산업계의 AI 확산을 위한 기초 연구로 폭넓게 활용되고, 중소기업의 AI 도입을 촉진할 수 있도록 실무적, 정책적 시사점을 제공하기를 기대한다.

농어촌 독거노인 공동생활주거 실태조사 연구 - 충남지역 시범사업을 중심으로 - (Research on the Actual Condition of the Group Homes for the Elderly Living Alone In Farming and Fishing Villages - With Focus on Demonstration Projects in the Chungnam Region -)

  • Due to rapid decrease in population of farming and fishing villages and drain of young rural manpower to the cities, aging is being intensified, and the conditions of housing and welfare of elderly households are inadequate. Currently, group home is being discussed as part of specialized housing and welfare support policy for the people in the vulnerable class with poor self-supporting abilities such as the aged living alone in farming and fishing villages, and aged farming and fishing households. So the purpose of this research is to present the basic data for proposing the policy of supplying group home through examining the realities of housing and welfare of the people in the vulnerable class in farming and fishing villages. Survey was conducted on the 4 regions -Cheonan-si, Gongju-si, Yesan-gun, and Seosan-si - whose apartments were all occupied by the residents among the group homes for the elderly living alone in Chungcheongnam-do and the following results were derived from the analysis on the data collected from the survey. First, great effects can be attained at small costs by reorganizing and utilizing the public facilities that are unused or little used and the existing houses that are exposed to risks due to improper maintenance. Second, it can be pointed out that the residential environment of the vulnerable members of society was improved without impairing the existing village landscape. Third, housing welfare was enhanced without investing a large sum of money and the system to promptly cope with negligent accidents and emergency can be built and operated. Fourth, the cases promoted to solve the problems of the poor, unhygienic, and unsafe housing of the elderly and the vulnerable members of society were very positive and well worthy of being presented as planning direction of future group homes in farming and fishing villages. Finally, if they are operated entirely for free, it will cause the lack of the sense of ownership and the problems in securing the budget, so the ways of paying minimum individual housing expenses should be examined. The alternatives of housing welfare for the vulnerable members of farming and fishing villages are needed and the ways of constructive planning and researches should be continuously made. Also, the government's support policy should be actively promoted.

장애인복지비 지출의 파급효과 분석 (Analysis of the Spillover Effects of the Welfare for the disabled Capital Expenditures)

  • 사회복지관련 예산의 급격한 증가가 함께 사회복지관련 사업도 다양한 분야로 확대되고 있다. 이러한 시점에서 사회복지정책을 수행하는 정부 및 지자체에 의한 지원과 보조사업 추진의 당위성 및 논거를 명확히 할 필요가 있다고 사료되며, 본 연구는 후생경제학 입장에서 장애인복지관련 예산이 국가경제 및 지역경제에 미치는 경제적 효과를 살펴보았다. 장애인복지정책의 달성을 위한 예산 지출은 기업 및 개인의 소비행위를 연속적 및 직 간접적으로 파생시키게 되며, 본 연구에서는 산업연관분석을 이용하여 장애인복지예산의 경제적 효과로써 생산, 부가가치, 고용, 취업 등에 얼마나 기여하는가를 계량적으로 추정하여 제시하였다. 수도권 3개 지자체의 장애인복지관련 예산지출에 의해 연간 1조 3천억원의 생산을 유발시키며, 8,015.9억원의 직간접 부가가치를 파급시키는 것으로 분석되었다. 또한 17,673.2명의 고용 및 26,825.2명의 취업을 창출시키는 것으로 추정되었다. 본 연구 결과는 장애인 사회복지예산을 소비지출로 인식하는 사회분위기 속에서 사회적 논란 야기 및 재정압박 요인으로 작용하는 현시점에서 복지 분야에 대한 정부 및 지자체의 장애인복지정책에 의한 개입 지원 보조의 당위성 논의의 타당성은 결국 실증적인 분석을 통하여 뒷받침될 수 있느냐에 달려 있다고 사료되며, 본 연구는 이를 위한 기초적 연구로서의 역할이 기대된다. 또한 복지예산은 소멸성 지출이 아니며 우리나라 사회 경제에 다양한 영향을 파생시키는 중요한 산업임을 본 연구에서 확인할 수 있었으며, 지속적 연구를 통해 정책적 지원 및 사회적 합의가 필요하다.

의원의 특성에 따른 상병진단군의 분포에 대한 연구 (Chracteristics of Primary Health Practice and Diagnosis-Cluster Pattern in Health Insurance)

  • This study is designed to find out some intra-clinic factors affecting the content of practice provided by primary care physicians in Korea, and proposed factors in this study are characteristcs of each private clinc --- physician-related variables(age, sex, specialty), bfed-related variables for inpatient care, laboratory-related variables for precise diagnosis. We have tried to estimate the difference of disease entities cared by each primary care physician according to above factors by analyzin gdisease data claimed during one month(April, 1992) to National Federation of Medical Insurance. The diagnosis codes by ICD-9 in the research disease data were reclassified to 'diagnosis clusters' by virtue of clinical similarities for effective analyses. We have converted frequent-tsing ICD-9 codes to 86 diagnosis clusters, which incorporated 97.4 percents of all ambulatory visits to private clinics. This result means proposed diagnosis-cluster method is effective tool for analysis of the content of ambulatory medical care carried out by primary care physicians. Comparisons and analyses of multiple diagnosis-clusters made on the basis of presented factors were done and the results were as follows; - Major factors affecting the difference between diagnosis-cluster pattern by each variables were phyusician's age, sex, specialty and bed counts of each private clinic for inpatient care and the size of laboratories of each clinic. - Middle aged(30th to 40th) group physicians are providing more comprehensive care than 20th or above 50th aged groups. Male physicians are more adequate for comprehensive care than female physicians, because woman-doctors are providing narrow-spectrum care. The content of practice of obstetricians and gynecologists shows much difference from primary medical practice, and they cannot be included in primary care physician, this study suggested. Pediatricians are also providing short-spectum acre, and nearly all visits to pediatricians were incorporated only 2-3 diagnosis-clusters. General surgeons' practices are very similar to general practioners' or family physicians' practices, the means they are providing primary care rather than special surgical care. And small number of beds(under 5 beds) and only basic(2-3 sorts of)diagnostic apparatuses are sufficient for primary physicians' clinic to carry out primary care. In conclusion, to reinforce primary care department in Korea, there must be support with health policy to expand office-based primary care practice-- with small number of beds for inpatient care and only basic laboratories-- provided by general practitioner of family physician.

우리나라 적정규모학교 정책 수립을 위한 기초 조사 연구 - 서울시 소규모 초등학교를 중심으로 - (A basic research on the number of elementary school students for the proper school size policy in Korea - Focusing on small elementary school in Seoul -)

  • 본 연구는 서울시 교육청의 학교수용계획 수립의 대한 기초자료를 제공하고자 2018년 10월 서울시 전체 11개 지원청 25개 구 607개 초등학교를 대상으로 최근 30년간의 재학생수 증감추세를 조사 분석하였으며, 특히 53개 서울시 소규모학교에 초점을 맞추어 8개 학교수용계획요소와 재학생수 증감추세와의 상관성 유무를 조사 분석하였다. 주요 연구결과는 다음과 같다. 첫째, '학교설립정책'이 단기적 요법이 아니라 중장기적인 예측 가능한 지속가능한 정책이 될 수 있도록 하여야 할 것이다. 둘째, 8개 요소중 '노후단독주택밀지역과 공간적 고립지역 위치' 등에서는 매우 높은 상관성이 있는 것으로 보인다. 셋째, '소규모 아파트단지 밀집'이나, '임대아파트단지 소재' 또한 상관성이 높아 보인다. 넷째, '공동통학구역, 아파트단지 재건축, 상업업무지역 연접' 등의 계획요소도 어느 정도 상관성이 있는 것으로 보인다. 따라서 이에 대한 추가적인 연구가 필요할 것으로 판단된다.

고령1인 및 고령부부가구수의 예측에 관한 연구 - 경상북도를 중심으로 - (A Study on the Estimation of the Number of the Household for the Elderly Living Alone and Living with Spouse Only - Cases in Gyeongsangbuk-Do -)

  • Research outcome shows the following: 1. Estimation by the year 2015 on the number of the aged people and on the number of the household of living alone and living with spouse only, per age-cohort by 5 years, per basic self-govern-ins local groups and the city of Daegu. The result is supposed to serve as meaningful basic material in building up future policies in many areas for the aged people living in their homes. 2. Estimation varies according to the areas and the age-cohorts. In urban areas, increase of the numbers of the households of the aged people living alone and living with spouse only is estimated in every age-cohort. In rural areas, variance between two age-groups, old-old and young-old, is observed. Both of the numbers of the households for the aged living alone and the aged living with spouse only have increased continuously by the year 2005. But the hither-to increase tendency is estimated to reverse itself to a decrease starting from the younger within the young-old age group, and the ratio of the old-old age-group in rural population will sharply increase starting from the year 2005. Such increase in the number of the aged people in need of the housing and the social support requires the increasing policy consideration for the issue of housing for the aged living in their homes. In spite of the decreasing tendency in the number of the aged people living alone and living with spouse only in rural areas, still there will continue to be more number of such households than in urban area for the time being. The government of Gyeongsangbuk-Do should pay more consideration to the old-old aged living alone and living with spouse only in rural areas, while being prepared for the sharply increasing households for the aged living alone and living with spouse only in urban areas.

원예종묘산업의 현황과 발전전망 (Present Status and Prospects of Horticultural Seed Industry)

  • The horticultural seed industry has made great progress in the last fifty years of its history after the independence of this country. The industry has accomplished self-sufficiency in major vegetable seeds and has even gained international competitive edge in certain crop seeds, particularly in hybrid cultivar development. However, the industry is facing a crisis at present coming from excessive competition among the domestic seed companies as well as the foreign currency crisis of the country. Several major seed companies have already been acquired by multinational corporations. Many people in the country as well as agriculturists are concerned about this situation. Although it is true that the industry is undergoing hard times, this crisis can be turned into a chance for making new progress depending on the joint efforts of the groups responsible, i.e., private companies, public institutions, and policy makers. Therefore, we have to turn this crisis into an opportunity for self-reform and progress. We should not be discouraged or give up. We Propose some ideas for the Progress of the seed industry. Public institutions and policy makers should do such things in cooperation as 1) training human resources for future breeders, 2) securing a wide range of genetic resources and improvement of the management system, 3) basic science research including biotechnology, 4) releasing breeding stocks from germplasm enhancement through use of exotic accessions, 5) support for breeding region- or use-specific cultivars, and 6) collection of foreign agricultural information for breeding cultivars for overseas markets. Eventually the responsible group for the final development of commercial cultivars, production, sales and management is private companies. Therefore, private companies also should have to do their best to develop competitive cultivars with a missionary spirit and endeavor for both domestic and overseas markets in cooperation with public institutions. Management based on competition, professionalism and rationalism is also urged. We are going to conclude with optimism that we can make a new vault of progress once the private and public sectors closely cooperate for the development of Korean horticultural seed industry by overcoming this crisis.

토픽모델링과 인용 분석에 기반한 의료기기 산업의 기술융합 유형 연구 (Research on the type of technology convergence in the medical device industry based on topic modeling and citation analysis)

  • 4차 산업혁명의 변화 속에서 새로운 성장 동력을 확보하기 위해 융합기술의 중요성이 강조되면서 다양한 형태로의 산업 융합이 이루어지고 있다. 산업 융합은 다수 동인에 의해 여러 형태로 발현되기 때문에 이러한 융합의 특성을 파악하고 흐름을 이해한다면 효과적인 융합 정책을 수립하고 추진할 수 있을 것이다. 이에 본 연구는 특허정보를 활용하여 이종 분야 간 지식의 흐름을 분석하여 기술의 융합 형태를 유형화하고 유형별 특성을 파악하는 것을 목적으로 한다. 이를 위해 첫째, 특허문서의 토픽모델링을 통해 핵심 융합 기술분야를 도출한다. 둘째, 해당 기술분야를 구성하는 이종기술별 특허 건수와 이들 간 특허 인용 분석을 통해 융합과정에서의 지식의 규모와 흐름을 파악한다. 마지막으로, 지식의 규모와 흐름에 따라 융합의 유형을 상생융합, 부분융합, 흡수융합으로 구분하고, 해당 기술분야가 어떠한 유형에 속하는지 판단하고자 한다. 제안된 접근법은 이종 기술간 융합이 활발한 의료기기 산업을 대상으로 사례연구를 수행하여 활용 가능성을 검토하였다. 연구 결과는 향후 기업에서 융합 기반의 신사업 기회 창출이나 정부 등 여러 기관에서 융합을 토대로 한 정책 마련 시 기초자료로서 유용하게 활용될 것으로 기대한다.

빅데이터 기반 공동선 증진을 위한 미래교육 방향성 탐색 연구 (A Study on Exploring Direction for Future Education for the Common Good Based on Big Data)

  • 본 연구는 빅데이터와 키워드 네트워크 분석을 통해 공동선 증진을 위한 미래교육 방향을 탐색함으로써 미래교육의 방향성 제안에 대한 기초자료를 제공하는 것을 목적으로 한다. Textom에서 제공하는 빅데이터를 기반으로 '미래교육 + 공통선'이라는 키워드로 데이터를 수집한 후 키워드 네트워크 분석을 수행했다. 연구결과 '공익', '사회', 'KAIST 미래경고', '대책', '연구', '미래교육', '정치' 등이 공동선을 위한 미래교육의 사회적 인식에서 공통 키워드인 것으로 나타났다. 이번 연구결과는 공동선 증진을 위한 미래교육에 대한 사회적 인식이 인간, 물리적 환경, 사회적 대응, 학문적 관심, 교육정책, 교육계획 및 관련 변수와 밀접한 관련이 있음을 시사한다. 이와 같은 결과를 바탕으로 공동선 증진을 위한 미래교육의 방향성 제안을 위한 기초자료 마련에 의미 있는 시사점을 제시하였다.
