Application of Hemeroby for Environmental Assessment with Environmental Planning - Focused on the Case“LG Village”- (Hemeroby를 이용한 자연환경평가 및 환경계획 - LG 빌리지의 사례를 중심으로 -)

  • It is common in foreign countries to make a compensative plan for environmental destruction which is caused by development action even in where development is permitted. But, in Korea, environmental plan was regarded as just meeting the legal standard of green area in site development. This study focused on the case of university project, LG village plan, is to evaluate the environment of the site using Hemeroby and suggested restoration plan in compensation for the destructive. The site was a huge development area of apartment located in Suwon. First of all, we evaluated the site using Hemeroby and compared this with LG village plan. Then, we made a compensative plan for the environmental destruction which was not compensated in LG village plan. The results were as follows; $\beta$-/$\alpha$-euhemeroby of the Site was 80.1% before the development and, after the development, $\beta$-/$\alpha$-euhemeroby of the site dropped to 43.7% and meta-hemeroby increased from 56.3% to 17%. Therefore, we could accept the buildings of LG village development plan and suggested a compensative plan with which we could raise $\beta$-/$\alpha$-euhemeroby like restoring the river, greening parking-lots and rooftops, revegetating cut slope.

Constructability Analysis in Aged-Housing Remodeling Demolition Work for Maximizing Waste Recycling (폐기물 재활용성 향상을 위한 리모델링 철거공사의 시공성 평가 및 사례적용)

  • From now on, the aged apartment or house is expected to increase rapidly. So, we have to build a process of remodeling and develop the new technique. Demolition work is needed for systematic plan and management. However, contractors of the remodeling project established a rough plan and did not consider recycling wastes, safety of workers and structural stability of building. Therefore, we need a step to develop a assessment system, verify and make specified. This paper evaluated how much improve on construction speed, work efficiency, intensity of work and influence with another process comparing the existing method with the new demolition method. The qualitative and quantitative assessment system are developed with these output. The case study was carried out experimental group and control group, based on developed assessment system, which have the same condition. The existing method was made up of 3 steps- 1)Demolish windows, doors and iron goods, 2)Demolish indoor and outdoor walls, 3)Drop the waste. The new demolition method was made up of 5 steps- 1)Demolish windows, doors and iron goods, 2)Demolish the ceiling and wall's finishing materials, 3)Demolish the floor's finishing materials, 4)Demolish indoor and outdoor walls, 5)Drop the waste. Work time, idle time, the character of a work unit are analyzed by mock-up test. This study's output is expected to establish a systematic process of new demolition method and based on the maximizing waste recycling work in our construction industry.

Levying Garage Option on Car Buyers (Jejusi Case Studies and the Way to Success) (제주시 차고지증명제 사례소개와 성공을 위한 방안 연구)

  • The purpose of this study is to introduce the Levying Garage Option on Car Buyers which has become operative firstly in Korea, and to suggest the way to activate the system, hearing the view of Jeju residents with positive and negative function of parking. Levying Garage Option on Car Buyer is the system to apply a law for establishing garages to all of vehicles. Especially this is proposed to correct the disorder of Local street night parking, to improve the fine view of street, and to recover the original function of street to residents. To make this system successful there should be separate solutions at the densely built up area as a result of survey. This study conduct the Logistic Regression Analysis for and against the system. If the more residents approve the system, we should concern about the several solutions such as easing the distance between the garage and street, regulating, and special plan for an apartment house, etc. The suggestions are as follows. First, the policy needs to ease the distance between the garage and street gradually. Second, the Jeju government need to offer the residents the incentive such as reduce or exempt the tax and make them establish the private parking lot with supplying the low interest loan. Third, there should be connected with the project to break up the fences of their houses.

  • It has recently become a major concern for us contemplating could regain the advantage with a 'village' concept of the traditional in a modern city. The village community recovery project which is one of the flagship projects of seoul is being actively conducted with the aim to form a network between residents and have even appeared positive results. Among the many efforts to recover community, spatial approach may be one solution. To secure a space for people to easily access, may bring about a small but significant effect. Community Space with high visual accessibility has a large effect as a space of communication and exchange of residents. Socio-economic efforts to restore the community has a limit. In some cases of poor village, Spatial relationship network was found to be a large influence on the formation of the socio-economic relations network. It is important to understand how people lived and formed a relationship within the space of traditional forms and space disappeared from rapid social change process. The community recovery efforts are needed through research and experiments for the residential network can reflect the spatial characteristics.

  • Currently, reconstruction and remodeling are conducted to improve the performance of aged housing. Recently reconstruction has caused many problems such as wastes generation, wasting resources and real estate speculation, remodeling is drawing attention. Accordingly, remodeling business for aged housings gradually increasing, but the use of scheduling method not considering characteristics of remodeling deters construction in some construction types. Especially, in case of dismantling construction, the dismantling is delayed since the scheduling method not considering characteristics of remodeling is used. In case of remodeling, dismantling construction is ahead of other processes, if the dismantling construction is delayed, whole construction will be delayed and if speedy construction is conducted, the costs for remodeling will increase. Furthermore, existing remodeling for aged housing has been for rahmen(crossbeam and pillar) structure apartments, but since most apartments to be remodeled are wall-slab structure where dismantling takes a lot of weight, it is highly possible the dismantling construction is delayed. Thus, this paper is to establish scheduling method for the dismantling construction reflecting characteristic of remodeling to prevent delay of dismantling construction for remodeling of aged housing with wall-slab structure.

Productivity Analysis of Reinforced Concrete Works and Tower Crane Working Ratio for High-rise Apartment Buildings (초고층 공동주택 RC 공사의 생산성 및 타워크레인 가동율 분석)

  • The productivity of rebar-work and form-work was analyzed with data collected from an actual high-rise construction project, and the actual utilization rates of three tower cranes were also investigated. It was found that the average productivity of the form-work increased from 12.00~8.71(㎡/man·day) in the underground and above-ground/lower-floor to 11.94~20.73(㎡/man·day) in the standard floor. Comparing the productivity of core area to outer, the former was found to be about 11% higher. Moreover, the rebar-work productivity of the outer area(1.12 ton/man·day) was approximately 9.6% higher than that of the core area for the standard floor. The average utilization rates of three TC were surveyed to be about 63.49%, and it was revealed that rainy weather(6.1%), strong winds(6.1%), holidays(17.8%), TC lifting work(5.8%), and other failures and repairs(0.07%) were the causes of non-operation. These research results are expected to be beneficial data in planning and managing the process of high-rise RC construction works in the future.

A Study on the Characteristics of Projects Following the Promotion of Private Park Special Projects (민간공원특례사업의 추진에 따른 사업특성에 관한 연구)

  • This study was conducted to examine and analyze local governments, park status, project characteristics, and the implementation in detail for private park special projects across the country as a means of responding to the sunsetting of urban parks. As a result of the analysis, first, the private park special project, was found to be mainly implemented in cities with a population of more than 100,000, so there was a limit to the application on military installations or in local small cities. Therefore, rather than applying the special system collectively, it was judged that institutional flexibility, considering the characteristics and size of local government, was needed. Second, the current special projects by the park creation donation collection method shows monotonous development centered on apartment houses, so it is necessary to diversify the development by introducing a park preservation method that purchases and donates park sites. Third, it was found that the area standard needs to be eased to less than 50,000m2 to include parks with high utilization and good accessibility in urban areas of large cities, as the type and area of parks are limited. Fourth, most special projects are mountain parks, which are feared to damage the natural terrain and skyline, so separate ordinances should be established and applied, and development approaches should be made to allow nature and parks to coexist with the setting of detailed building guidelines for each type of facility. The guidelines should include, first, after the nationwide private park special projects are completed, standards for appropriate returns for similar projects should be established, institutional standards such as the recovery of excess profits should be established, and environmental reviews should be conducted. Second, it was found that local governments should institutionalize the composition of private consultations to promote the efficient management of projects through a cooperative system, and third, a roadmap for maintenance after the donation of special parks should be established.

Network Planning on the Open Spaces in Geumho-dong, Seoul (서울 금호동 오픈스페이스 네트워크 계획)

  • Geumho-dong, Seoul, a redeveloped residential area, is located in the foothills of Mt. Eungbong. The geographical undulation, the composition of a large apartment complex, and the partial implementation of the redevelopment project have caused the severe physical and social disconnections in this area. In order to recover functioning in the disconnected community, this study pays attention to the regeneration of the open spaces as an everyday place and in the form a network system among those open spaces. Various types of the open spaces are classified into points or faces, 'bases' and linear 'paths' analyze the network status. More than half of the open space have connecting-distance of 500m or more. Furthermore, many areas are not even included in the service-area of the open spaces. Analysis of the connectivity and integration value using the axial map has carried out to check weak linkages and to choose the sections where additional bases are required. In addition, to improve the quality of the bases and the paths, a field investigation is conducted and problems are diagnosed. The network planning of the open spaces in Geumho-dong is established, ensuring the quality and quantity of bases and paths. The plan includes the construction of an additional major base in the central area and six secondary bases in other parts, and comes up with ways to improve the environment of underdeveloped secondary bases. In the neighborhood parks at Mt. Daehyun areas, the major path are added, and the environment of the paths is improved in certain areas. Because of the network planning, the connecting-distances between bases are reduced significantly, the connectivity and integration value of the area are increased, and the service areas of the open spaces cover the whole area properly. Although this study has some limitations such as the needs for the legal and institutional supports and difficulties of a quantitative indexing process, its significance lies in the suggestion of a more reasonable and practical plan for the overall network system by defining complex types of open spaces simply and clearly and by examining the organic relationships quantitatively and qualitatively.

A Study on the Characteristics of Ecosystem Change and Management in Urban Wetland - Focusing on the Dunchon-Dong Ecological and Scenery Conservation Area, Seoul - (도시 습지 자연생태계 변화 특성 및 관리방안 연구 - 서울시 둔촌동 생태·경관보전지역을 대상으로 -)

  • The present study has monitored the changes in the biodiversity of Dunchon-Dong ecological and landscape conservation area after the restoration of the wetland, identified and analyzed the threats to the ecosystem, and presented a management plan accordingly. In this area which was forests and rice paddies in the past, apartment reconstruction is currently underway, with some hinterland forests and wetlands remaining. When we look into the change in the floras, the total number of species was 193 in 2000 before the restoration, it decreased from 2004 to 2006, and as of 2019, it was 149, showing an increasing trend. The result of comparing the species that emerged before and after the restoration showed an increase in Cyperaceae herbs such as Carex maximowiczii and Carex dispalata growing in wetland areas within forests and Schoenoplectiella juncoides and Schoenoplectus tabernaemontani growing in areas within wetlands where shallow water is maintained. As a result of analyzing the change in the area ratio of each type of extant vegetation, the wetland native herbs formed the power at the highest ratio after the restoration. The change in the power of the wetland native herbs was on an increasing trend until 2007, after which it decreased much in 2010 and then gradually increased, showing values of 26.6% in 2000, 44.6% in 2002, 49.0% in 2005, 53.3% in 2007, 28.7% in 2010, and 37.3% in 2019. The cause of the decrease in 2010 was judged to be due to the vegetation management conducted to secure open water and remove organic matter in freshwater reservoirs. The amphibia which emerged from 2000 to 2019 was a total of 9 species including Hynobius leeshii, Bufo gargarizans, Kaloula borealis, and Rana uenoi. As a result of the changes in the emerging wild birds, the species diversity index before the restoration was 0.9922 in 2000, and the species diversity index after the restoration gradually increased to 1.2449 in 2005, 1.2467 in 2010, and 2.2631 in 2019. The amphibia and wild birds inhibiting in the Dunchon-Dong forest and wetland were judged to have increased through continuous wetland maintenance such as naturalized plant removal management, native plant maintenance, and open water securing management. For the ecosystem preservation management of the Dunchon-Dong ecological and landscape conservation area, it was suggested to minimize the impact of the Dunchon-Dong reconstruction project, reorganize the indiscriminate access roads adjacent to the wetland, and reorganize the main entrance to the wetland. For ecosystem restoration management, systematic restoration and ecological buffer planting were suggested to be carried out at the time of construction fence demolition.
