A Study on Industrial Development Direction at Transitional Periods of Industrial Structure in Chungcheongbuk-do Region (산업구조 전환기 충북지역 산업의 발전방향)

  • This paper aims to clarify the change in industrial structure and industry itself, and makes suggestions for the industrial development direction at transitional periods in the Chungcheongbuk-do(province) region. Because profits of regional gross production in Chungcheongbuk-do region flow out of the region, basic industries must be brought up. For this phenomenon, main manufacturing must be developed for the industrial power of the next generation of high added values that combined with digital industry; the petrochemistry, semiconductor industry as major type of industry, and automobile industry as minor type of industry. Also for supporting industry, education service, health and welfare, research and development services that are knowledge-based service industries in Chungcheongbuk-do region, must be formated the network among corporations and constructed regional innovation system linked with educational institutions, precision chemistry industry and biology technology as major type of industry, and precision machinery and tools industry as minor type of industry.

Regional Innovation Policy and Venturing Clusters in Japan

  • This paper reviews regional innovation policy in Japan. 'Technopolis' policy, the first technology-based regional development policy in the world, was implemented in Japan. Nonetheless, technology-based regional endogenous development did not occur. Then, regional technology transfer was pursued. In order to make use of universities and public research institutes in a region for development, university-industry collaboration and cross-over, such as university spin-offs, were promoted. Within this background, new technology-based regional development policies have been introduced based on a cluster approach. These policies are the knowledge cluster Initiative and the industrial cluster program. However, existing companies have difficulty in carrying out innovation. This paper argues that a cluster to create new start-ups that carry out innovation is also needed and explains a new concept of venturing cluster. Based on this new cluster concept, this paper analyzes the situation of Sapporo in Japan, where many university spin-offs are being created in the biotechnology field.

Determinants of economic impact of regional regeneration program (지역재생사업 파급효과의 결정요인)

  • The purpose of this paper is to identify the determinants of spillover effects of regional regeneration projects. This finds that the effects are positively determined by population sizes of regions and degree of industrial specialization of regeneration related industries. In particular, the improvement of accessibility through the development of transportation infrastructure facilities can contribute to increases of economic impacts of regeneration projects of high-income regions on the lagged regions. Microeconomic approaches and dynamic modelling need to be integrated for this impact analysis as further research fields.

  • This paper seeks to Produce a typology of enterprise-support services. Drawing upon this typology, this study will attempt to identify the status quo of the government enterprise-support services system and also examine the demand for and supply of these services according to regional differences and industrial characteristics (old versus new). Based on results of the survey taken in the Seoul software industry cluster especially around the Seocho, Gangnam-Gu, the Daejeon ICT industry cluster and the Gumi electronics industry cluster, it can be said that the demand for and supply of enterprise-support services are differentiated by the nature of an industry, the characteristics of a region and the growth stage of a firm. Finally, some policy suggestions will be addressed.

  • The Material·Part·Equipment industry is mostly an industry centered on small and medium-sized enterprises (SMEs) and is an important industry for revitalizing the local economy, which is the source of manufacturing competitiveness. In this study, we tried to derive the implications necessary for the development of the Material·Part·Equipment industries by analyzing the competitiveness of the Material·Part·Equipment industries in the Chungcheong region. To this end, we analyzed the industrial development stage and competitiveness of each region (Daejeon, Sejong, Chungnam, and Chungbuk) based on business scale factor, industrial growth rate, industrial specialization, and regional competitiveness for the Material·Part·Equipment industries in the Chungcheong region. Using data such as the number of employees, the number of businesses, and the amount of production in 2014 and 2019, significant industrial groups by region were identified considering the level of industrial specialization and regional competitiveness. In addition, by identifying the positions of these significant industrial groups in the stage of industrial development, suggestions for the development of the Material·Part·Equipment industries in the Chungcheong region were presented.

  • This paper aims to evaluate the regional development model related regional cooperative system, especially, with the governmental-educational-industrial mutual cooperative establishment plan for regional development to propose the basic direction pursued by engineering colleges, regional development policy and policy of science and technology. It proceeds through the analysis of the distinctive qualities of modern scientific technique and the system to pursue it's policy, and the study of the necessity and concepts of regional cooperative system. For this, the present condition and main issues regarding the cooperative research system among the government, education and industry complex such as the regional consortium projects and the regional cooperative research center etc, are analyzed and examined. Besides these, questionnaire survey method for experts on regional development is used concerning the regional cooperating system, their ongoing cooperative research, main issues and the roles of the mutual cooperative system. In conclusion, it proposed evaluating methods for solidifying cooperation and development of mutual relations between regional development and regional cooperative system.

  • The rural development business policy of our country is seeking to change the existing top-down development method to the bottom-up development one. As residents' participation in village development is being focused, residents competence has come to be considered important. Thus, this study classified the village type by investigating resources of the target villages in Chungcheongnam-do through a rural forum, and examined education needs targeting the residents of the villages through a survey. The preferred the types, of education according to the types of farm villages were examined. It is needed to raise the efficiency of enhancing village development competence by regarding execution of the priority of competence enhancing education as a practical strategy. This also can be used as the baseline data for rural catchment typing research.

  • As the industrial paradigm shifts and the manufacturing industry declines, many changes also take place in the region as well. In this regard, interest in industrial heritage as a facet of cultural heritage is on the increase. In this paper, the meaning of regional 'cultural contents' as industrial heritage is investigated within the scope of specific region. It is meant to move beyond the viewpoint of considering industrial heritage as only relating to industrial machinery and relevant landmarks from the past. The concept of industrial heritage is established more clearly through the review policy and case study analysis of existing research; the analysis is conducted to investigate the characteristics associated with it, and then to explore how best to utilize it. In particular, this paper attempts to focus on how it operates within these parameters using a spatio-temporal context as much as possible, and concentrating on the recognition and experience of the subject of industrial heritage as being traceable through human story. This research is based on the case of 'Sapporo' which focuses on modern history based on historical importance, and the 'Cheongju' case study, which contrasts the former by focusing on urban regeneration using a spatial lens. This paper identifies the possibility of regional development through the examination of past identity and diversity in the present, and highlights the features that could be linked to future usability and development. In addition, it proposes the possibility that the cycle of regional development could change in the process of the different stages of territorialization, de-territorialization and re-territorialization.

The Strategies and Outcomes of Welsh Development Agency for Attracting Companies (영국 웨일스개발청의 기업유치 전략과 성과)

  • This paper examines the regional economic development policies of the Welsh Development Agency for attracting companies from the perspective of industrial location theory. The Welsh Development Agency has succeeded in attracting domestic or international capital, as a core actor for the regional economic development, and responded to the changing business environment and to the specific and various needs of the investors. The analysis of the Welsh case provides an important theoretical and practical implications. First, the Welsh case shows the importance of the role of the public sectors for the regional economic development. As the behavioral approach and the industrial location theory argue, the attraction of domestic or international capital led to the regional economic development. Second, the effective activities for attracting capital played an important role in the development. The quality and quantity of the information, in the industrial location theory, and the capacity of the business groups, in the behavioral approach, are significant factors of the development. Third, incentives by the Agency are also important. This finding not only supports the classical location model based on the cost and profits, but also the behavioral approach. Finally, the Welsh case could not succeeded in gaining regional economic competitiveness, even though attracting companies, by disregarding the industrial specialization strategy at the local level. This implies that we need to build industrial clusters. In sum, the behavioral approach has significant implications to the understanding of the public policies for attracting companies.

Regional Change and Location of Industrial Complex: A Case of Yeochon National Industrial Complex of Korea (공업단지의 입지와 지역변화에 관한 연구: 여천산단을 사례로)

  • The purpose of this study is concerned with the relationship between the location of industrial complex and regional changes. Yeochon National Industrial Complex(YNIC) was dedicated as an industrial site in 1967 according to a part of the Korean government's plan of developing for heavey chemical industry. Yeochun city has been changed with location and establishment of YNIC since 1969. The establishment of YNIC have influence upon the increase of population and employment, urban development, and growth of regional economy within research areas including of Yeochun city, Yeochun county, and Yeosu city. In addition, with the establishment of YNIC, the regional economical structure was progressed from farm and fishery oriented sector to manufacturing oriented sector, thus the petrochemical business related companies hold a majority among regional manufacturing structure. We used the shift-share analysis and regional growth rate differential analysis in order to examine the characteristics revealed in the transformation of employment and industrial structure. The petrochemical related manufacturing and construction industries provided a great influence on the growth of regional employment.
