Research on utilizing global R&D funding database to plan convergence R&D project: Exploring convergence R&D related to the coastal inundation (융합 R&D 기획을 위한 글로벌 연구개발 과제 정보 체계 활용: 해안 침수 관련 융합 R&D 탐색을 중심으로)

  • The paradigm of convergence R&D is shifting from the convergence of technologies to the convergence of solutions to solve the complex problems of scientific and social development. On the other hand, it is prevalent that there is a lack of convergence in our research field. Although Korea has invested heavily in fusion research and development, Korea has mainly focused on the application and development of technology, so failed to plan convergence R&D in line with the new paradigm. Therefore, in this study, we searched for convergence R&D area that is being done to solve social problems, and tried to make use of data-driven objective methods. For this purpose, we used the investment information of global R&D projects that had no retrospective properties and derived the convergence R&D area related to coastal flooding.

  • The process of managing the results of national R&D projects, which are aimed at strengthening national competitiveness has been ineffective so far. The existing structure for managing the results of national R&D projects have largely been relying on just strong and managing the result of each project and not on the utilization and expansion of the results for further application. We aim at developing a system that would exceed the current system which heavily relies on a passive paradigm of management and circulation of technology. Through the newly developed system, we look forward to achieve the major goals of R&D, such as cutting down the expenses, increasing the margin improving the technology and expanding the influence of the research to other areas from through improving the system as well as the process for managing R&D projects.

Collecting Method and Implementation of Search Management System for R&D Projects in Korean Medicine Field (한의학 연구개발과제 수집 방법 및 검색 관리 시스템 구축)

  • Objectives: Several domestic search systems for research projects providing capabilities of searching and managing the research information based on metadata have been completed, although they cannot search projects for specific domains such as the Oriental Medicine field. Therefore, in this paper we propose an effective method for collecting and refining information of research projects in the oriental medicine field. We also design and implement a search management system based on the collected information. Methods: We chose three search elements and defined the collecting process for research projects. The collected information was refined to enhance the quality of results. Then, the search management system was implemented by Adobe Flex. Results: We were able to collect 1,688 research projects in the oriental medicine field. We also implemented the search management system, which provides the functionalities of search and management such as input, update, delete, spreadsheet import/export of R&D projects, user management and access control. Conclusions: The collected information and the search management system will be used in a project analysis system which will be constructed in the future. The project analysis system could help to analyze trends in oriental medicine research as well as construct a technical roadmap.

  • EVMS(Earned Value Management System) is a project management method for analysis of current state of project and estimation of future state by the periodic tracking of schedule and value that activated by the project manager of government and contractor. Some countries, such as U.S.A and Austria, require the use of an EVMS for all major defense R&D project and many cases have proved that EVMS ensures that cost, schedule, and technical aspects of the contract are truly integrated and estimated, and actual progress of the project can be identified. However, the recent implementation of EVMS on Korean defense R&D project has shown number of challenges. In this paper, we defind the cancept of EVMS and analyzed EVMS implementation m order to conduct their problem.

  • This study analyzes the business performance of research and development(R&D) and especially studies the effect of technology management activity and technology innovation competency on commercialization performance. According to previous studies, the technology management activity can be composed of technological innovativeness, analysis of market, R&D method, and appropriateness for commercialization plan. Also, the technology innovation can be divided into patent, R&D manpower, R&D investment ratio, production capability, and marketing capability. On the result of the analysis, all the components of technology management activity are positively related with commercialization performance. In case of technology innovation competency, however, only production and marketing capabilities have influence on the business performance. Especially, marketing capability controls the effect of technology management activities on the commercialization performance. Consequently, technology management is very important activity for SMEs to succeed commercialization and SMEs should collaborate with production and marketing departments from the early stage of R&D.

  • Recently the discussion on broadcasting and telecommunications convergence has been actively advanced, the convergence service which pulls down the guard of broadcasting and telecommunications industries is already embodied from the market. We need to clearly define a broadcasting and telecommunications convergence in order to develop promising convergence technologies based on future demands for broadcasting and telecommunications convergence. In this study, we consider both broadcasting and telecommunications as 'services-centered industries' and suggest new R&D project selection criteria. This could be used to present a new direction in R&D project management.

  • This research focused on the major determinants for the technology roadmap utilization of the R&D project after the adoption of the technology roadmap in the R&D intensive organization. The study was performed based on both theoretical study and qualitative case study approaches. The results of this study are summarized as in cases where the R&D project team has higher organizational capability - specifically, relation and research capability, even more technology roadmap is used. In terms of the needs of times, this study regarding the technology roadmap utilization is anticipated to be a good reference for the R&D-oriented organizations and technology-related studies in coming years.

  • This paper presents the case study of the CE by collaborative system and proposes a model of the CM group for the cable supported bridge. The cable supported bridges have a large project scale and need a high level of construction method. Therefore an advanced construction management system is required for successful completion of project. The construction management (CM) group which control design management, construction plan, subcontract, technical support and R&D is organized for the cable supported bridge project. The CM group established a collaborative system with construction site and drew an effective management of cost, process, quality, safety for each project. Furthermore, the CM group established the procedure of construction management based on the construction engineering (CE) items and performed the project management on the construction phase. Efficiency of cost reduction and site control is maximized by using a collaborative system.

  • It is generally recommended to use EVM as an efficient means for measuring project performance and progress so that the EVMS user could manage his project successfully. In spite of it's favorable intention, most project participants think it as a heavy load or a sub practiced job with low responsibility. Especially in a weapon system R&D project, the manager should consider a possibility to change plans in the middle of the project because of uncertainty coming from properties of the R&D project. Even though there are lots of variables triggering unpredictable troubles in EVM application, EVM still could be a valuable project health indicator. In this paper we introduce a case study of EVM application for weapon system development project. Furthermore, we suggest several solutions for the issues occurring in utilizing EVM.

Project Experience and its Impact on Project Performance (프로젝트 경험이 프로젝트 성과에 미치는 영향)

  • The assignment of exploration on individuals provides challenging work environments, while it generates high levels of complexity. On the other hand, the assignment of exploitation on individuals offers less challenging work environments, while it makes low levels of complexity. Give the characteristics of exploration and exploitation, I argue that the assignments of both exploration and exploitation create the favorable work environments to individuals. Developed hypotheses were tested using a logit regression from a sample of 168 project managers in a R&D center. I found that a manager who experienced exploitation project(s) is positively related to higher performance in exploitation project(s). In addition, a manager who experienced both exploitation and exploration projects are found to be positively associated with higher project performance.
