A Study on Agricultural Interchange for Forming Community - focus on agricultural products contracting cultivation in Kaesong industrial complex - (지역사회 공동체 형성을 위한 농업교류에 관한 연구 - 개성공단 농산물 계약재배를 중심으로 -)

  • This study aimed to present the policy scheme for agricultural interchange forming community group with North Korea through counterplot providing our agricultural products to Korean labor who advanced Kaesong industrial complex and North Korean workers. Trying to promote agricultural products contracting cultivation for forming community group as follows; First, we must understand North Korean political system. Second, on occasion to contract cultivation about limited items, we will drive to consult item and agricultural output with the Ministry of National Unification before contracting with North Korea. Third, dealing with contraction in the concrete. Finally, it must be supported by government and international level.

  • Japan is very similar with Korea in aspect of decreasing population of rural areas and increasing demand of urbanites' migrating to rural areas. Therefore, government ministries of Japan including Ministry of Agriculture, Forestry and Fisheries have performed policies for popularizing stay in rural area and rural in-migration as a new lifestyle since the early 2000s. The purpose of this study is to find implication for rural repopulation in Korea though reviewing Japan's policy for urban-rural interchange. In Japan, demand of urban-rural interchange was segmented by the length and purpose of stay, and the policy was made by the way of meeting the needs of each segmented group. After two cases of policy implementation in Kochi and Fukushima prefecture were studied, a few implications were discussed. For rural repopulation, comprehensive vision and strategy of urban-rural interchange including from rural tourism to rural inmigration and diverse programs for satisfying various kinds of demand of urban-rural interchange need to be developed.

  • This study examined the present condition and characteristics, spatial composition of the Atarasimura through field studies about the Atarasimura of Miyashiro, Saitama pref. in Japan. The results of this study are as follows. First, Atarasimura is the citizen farm of Miyashiro which promotes regional activation, community consciousness and the interchange of residents. Second, cultivation area and the miscellaneous scrub transforms the area into a park-like one, protecting a natural environment and making a beautiful landscape. Atarasimura is expected to enhance the studying effect of the children and young people. Third, the direct sale of agricultural products leads to the increase of income and resident employment opportunities. Fourth, the plan of future regional facilities must be made within a legal system and a systematic program for region making. In addition, the system of rational participation and cooperation between administration and local residents is important.

The Institutional Refining of the Agricultural Extension system After the Localization (농촌지도공무원 지방직 전환 이후 제도개선 과제)

  • In January 1997, there was a change in agricultural extension system enrolling the provincial and county level extension personnel in local government. They were previously enrolled in central government. Even though the extension agents' status were secured, but there were some complaints from the extension personnels until now. The purpose of this study was to examine the possibility to improve the extension service after the change. Some of the tasks for improvements from the change were as follows; 1) Revision of the laws related to rural development to protect against side effects on the localization, 2) Revision of the provisions to interchange personnels between the central and local extension service, 3) Provisions for organizing county level agricultural extension committee, and 4) Central government's support for the personnel expenses of local extension agents. Though there were such several improvements, some extension personnel still raise objection to the change as following; (1) the right of personnel management mandated partially from the chief of local government to the chief of the extension office, (2) substantial raising of the extension agents' pay, and 3) promotion in rank of extension educators.

The Impact of the Relationships among the Motivation, Benefits and Satisfaction derived from Rural Outdoor Recreation for Urban Residents (도시민의 농촌 야외여가활동의 동기, 여가혜택과 만족간의 영향 관계)

  • This study was performed to identify the tendency and benefits of outdoor recreation in rural areas. The preferences and importance of the benefits of outdoor recreation activities in rural areas were simultaneously compared and analyzed through the discussion of a four quadrants portfolio map using importance-performance analysis. The social benefits in quadrant i had the characteristics of 'sharing nice experiences with others', 'having contact/interchange with others', 'colleagueship/helping each other', 'being together with friends', and 'making new friends.' These social benefit types were perceived as very important characteristics, but the real level of achievement was rather low. Thus it seems necessary, in the process of program development, to apply the social benefit types to the characteristics of the participants. The experience of nature and relaxation benefits in quadrant ii had the characteristics of 'relaxation and recreation', 'understanding nature', 'nature experience', 'getting away from everyday life', and 'experiencing new things.' These benefits and experience of nature were regarded as very important characteristics by the participants in outdoor recreation and, at the same time, their real achievements were highly recognized, thus they seemed to be proper types for the goals involved in developing an outdoor recreation activity program in rural areas. The personal and challenge benefits in quadrant iv had the characteristics of 'training of mental ability', 'improvement of self-esteem', 'fitness', 'increase in determination', 'possible danger', 'achievement', 'excitement', and 'adventure.' These benefits had less importance to the participants, but had relatively high achievement, thus it might be important to make further suggestions for the direction of development according to the participants' tendency, seasons and facilities.

Utilizing SPOT-5 Satellite Data for Present State Analysis of Irrigation Reservoirs of the Yeseong River Basin (예성강 유역의 저수지 현황 분석을 위한 SPOT-5 위성자료의 이용)

  • In order to prepare the interchange between and the unification of North and South Korea, it is needed to establish the development direction of irrigation reservoirs and formulate technological and political directions for preparing effectively against the demand of agricultural countermeasure information like the analysis of rural comprehensive development projects and the present state of agricultural land of North Korea. The purpose of this research is to construct the database of agricultural productive infrastructures and analyze the present state of irrigation reservoirs of the Yeseong River Basin in North Korea using SPOT-5 satellite imagery. As a result of the research, we were able to not only design classification items but establish method and precedure for producing thematic maps related agricultural productive infrastructure without on-site survey by analyzing present condition related to agricultural water of the basin. And we intend to provide basic data for analyzing suitabile locations of irrigation reservoirs in the basin by performing basin extraction, volume evaluation of the existing reservoirs, scale cultivative lands, benefit area fo the reservoirs, and the existing agricultural water system. In addition, we were able to understand the problem and limit in constructing the database related agricultural productive facilities.

A Study on the Resources Analysis and Applicability for Green Tourism Development (녹색관광 자원유형분석 및 국내 적용가능성 연구)

  • This study is aimed to define and classify GREEN TOURISM (GT) resources as the basis for rural sustainable development, and to analyze the current conditions of GT and applicable resources in Korea. For these purposes, a field survey about 24 rural villages in Japan and Korea is applied, accompanied by a questionnaire survey of 30 specialists, as well as a literature review. The results of this study are summarized as follows. The concept of GT has 3 important points: interchange between rural and urban residents, staying in villages, and residents' participation. GT resource are divided into 4 types: Agricultural, Ecological, Historical and Living resources in a space and activity program. In addition, the GT resources in Japan are more quantitatively abundant than in Korea, but Korean agricultural and ecological resources were more abundant relatively. According to the several methods above, 18 space and 14 activity programs were classified. Lastly, this study analyzed the applicable 32 Korean resources using the specialists' questionnaire survey. Among the space resources, ecological landscape, farm produce, farm-land, water, and historical landscape have higher applicability, but the applicability of sports, event, commemoration, and divine space are lower. Among the activity programs, farm produce, animal, plant, food&beverage, and living appliance have higher applicability.

  • This study was carried out aiming to provide information and enhance the satisfaction of real-time smartphones users on Rural Amenity Resources Information Services. For this purpose, domestic and international discussions and surveys on technology developments and expert analysis smartphone technology were reviewed. And empirical data were collected from 600 people through structured questionnaires including smart-phone experience, smartphone usage behavior, the required content, service items, service quality, Through this information, the content of rural amenity resources, how to take advantage of smart phones. Service Plan and developed, and a rural village locations to target mobile phone technology, the content was established. Through the preference analysis of the collected data, we designed the contents of rural amenity resources information based on smart-phone. It will be helpful to enhance the interchange between urban and rural such as farmer's market and rural tourism.

A Study on Public Rental Housing Policies and Rural Housing Projects in Japan (일본의 임대주택제도 및 농촌주택사업에 관한 연구)

  • To ensure the revitalization of rural communities with viable levels of population, various agricultural policies are needed. Attaining this goal demands a comprehensive plan to improve rural housing conditions in general, along with more proactive policies dealing with existing rural housing problems by providing public housing options. The purpose of this paper is to suggest a set of base data which can provide direction when proposing prospective housing policies which comply the peculiar and changing needs of rural communities. To establish the base data, the study reviewed all the relevant issues, requirements and resources in the course of developing rural housing regulations and policies. Some municipal organizations have implemented independent housing programs for returning farmers. They provide one-stop service corners to provide returning farmers comprehensive counseling and information about employment, child-rearing and education, housing, and etc. in their municipals. Agricultural housing projects nowadays focus on promoting voluntary establishments of local communities by providing comprehensive plans for public housing, idyllic housing and other interchange facilities. Recent trends on housing project take into consideration both residential areas and their surrounding landscapes at minimum investment possible. The efficient investment of regional housing development lies in the simultaneous consideration on both the construction and operation and management of housing development from beginning to end.

The Planning Techniques and Layout Models of Sustainable Rural Villages (환경친화.자원절약형 농촌마을 계획기술 및 배치모델 연구)

  • This study intends to select the planning techniques and develop the layouts of environmentally friendly rural villages. As the results of this study, the planning techniques of rural villages are as follows: (1) Development of agricultural technology(organic farming), (2) Environmentally friendly layout considering natural energy, conservation of natural landscape and ecosystem, and sewage and rainwater, (3) Community restoration considering joint work, economic interchange between urban people and rural residents, and unity of rural resident's opinion, and (4) Activation of rural tourism considering satisfaction of tourists, conservation of ecological and cultural resources, and resident's income increasement. According to these 4 techniques, this study also developed 4 general models: (1) land-use and flow, (2) green and blue networks, (3) networks of ecological and cultural resources, and (4) finally residential model, divided rural villages into 2 types. Therefore when we develop a countryside, we can apply to these models, considering the current ecological and cultural resources conditions.
