A STUDY ON THE CHUMSUNGDAE'S FIGURES AND FUNCTIONS (첨성대 수치와 역할에 대한 연구)

  • Chumsungdae is an ancient astronomical observatory whose main role was doing 'chunmoon'. It was administrate by a royal advisory agency on state affairs. The observers observed the heaven on the observatory platform, recorded peculiar events, and watched and interpreted the signs displayed in the heaven. Chumsungdae is an stonemasonry which represents almanac principles with its peculiar shapes and the numbers of strata and stones. The numbers were thoroughly invented to match exactly the almanac constants. Chumsungdae is comprised largely of three main parts, namely the square base, the stratified cylindrical body, and the top #-shaped stonework, and the total number of stones is 404. The number of the strata (27) and the height of the cylindrical body (27 尺) stand for the days in a sidereal month (27.3 days), which implies that the motion of the Moon with respect to the stars was given more priority than to the Sun at that time of geocentricism. And the cylindrical body was thoroughly designed to consist of 365 stones, which is of course the number of days in a solar year. In addition, there are 12 strata each under and above the south entrance and this in sum makes the 24 divisions of the year. Also there is 182 stones below the 13th stratum and this represents the number of days in the winter ~ summer solstice period, and the rest 183 stones the vice versa. The #-shaped top stonework was aligned in such a way that one of the diagonals points the direction of sunrise on the winter solstice. The square base also layed with the same manner. The south entrance was built 16 degrees SE, and the upright direction of the right pillar stone coincides with the meridian circle. This was a kind of built-in standard meridian circle facilitating the observations. In a symbolic sense, Chumsungdae was thought as the tunnel reaching the heaven, where the observers wished to be enlightened with the signs and inspirations in need. With the craftsmanship and skill, the builder reinforced the stratified cylindrical body with two sets of #-shaped beam stones, piercing at a right angle at 19th ~ 20th and 25th ~ 26th strata. Likewise, by placing the double #-shaped stonework with 8 beam stones on the platform of the observatory, both the stability of the stonemasonry and a guard rail for the nightly observers were securely provided.

  • In the past, the main function of land use categorization was merely used for basic data for taxation purpose, but recently land use categorization is used as important reference data in various ways, including administrative affairs, national land plan, land development, city maintenance as well as private transactions of land, in addition to the provision for assessment data. In the future, it can be expected to broaden its own functions. For expansion of the function of land use, we need to reconsider categories of land use from a perspective of individual laws and regulations actually regulating land use from a perspective of demand. In order to resolve any discrepancy between actual land use and land use on official books, the ultimate method of resolution is to study the current state of actual use of land and reflect them on official books, but it is also necessary to prevent any confusion of national people by unifying various categories of land adopted by the regulatory acts related to land. In addition, if the same administrative regulations are applied to different land use under the current laws, it is necessary to include them in the land of the same category. This study proposes to establish a new category for securing systematic consistency of the current categories of land use under the integrated cadastral act with other land laws and regulations.

A Comparative Study of the Korean, Japanese and Manchurian Railway Policy during the Japan Colonial Period (한국, 일본, 만주의 철도현황 비교연구 -1920년대 중반 일제강점기를 중심으로-)

  • At the end of the 19th and in the early 20th centuries, Japan, Korea, and Manchuria, and areas throughout East Asia, suffered a number of cycles of growth and development, for which the railway was a very important development tool and was closely associated with national policy. East Asian affairs, especially at the time, seemed very important to the continent, and their influence on the advance of this remarkable era was especially prominent in Japan. In the midst of this period, the national railway may have evolved under national policy and railway policy and under a variety of organizations and persons of influence. In this paper, we have tried to find the similarities and differences among the three countries that built the East Asia Railway; we consider the characteristics of the East Asia Railway from the perspectives of these three countries. Comparing the characteristics of the three country's railways, first, Japan had the motives of continental expansion and modernization in its pursuit of the railway; in Korea, the railway played the role of a continental rail link; and in Manchuria there was a tendency to pursue direct domination of the railway. Second, the Japanese applied their railway model to Korea; the Korean railway may have been in operation, but it was an extension of the railway of Japan. The railway in Manchuria showed a similar pattern to that which can be found in the state of Asian domination of Europe ; Japan showed aspects of dominance over the railway because it had experience running a private railway.

Future Development of Republic of Korea NCAGS (한국형 선박통제의 발전방향에 관한 연구)

  • Through this research, the current state of naval coordination and guidance of shipping is reviewed whereupon which a suggestion is made for a novel role which satisfies the needs of the people and the country asked of the Navy. Taking into consideration the dynamic security environment, the developing relationship between the two nations on the Korean peninsula, and the influence that the Republic of Korea has on maritime security, it is made more urgent that the Navy takes a proactive course of action in terms of naval coordination and guidance of shipping. The current form of Korean naval coordination and guidance of shipping is adapted from the logical and flexible concepts of NCAPS and NCAGS and is one of many tasks that the Republic of Korea Navy must perform. However, when the Republic of Korea Navy develops blue-water capabilities with the ambitions of protecting its people and their way of life, naval coordination and guidance of shipping could potentially become one of the primary functions of the Republic of Korea Navy that the it must champion. Already, there are indications that foreign navies are, through many developments and commitment towards naval coordination and guidance of shipping, protecting its people and states' interests wherever is necessary. In the case of Chile, its Navy has taken the helm of naval coordination and guidance of shipping and has integrated various maritime organizations including the coast guard and the National Customs Service for the sake of maintaining regional maritime security, showing immediate force if necessary. Presently, as the Republic of Korea Navy looks to be a global naval power, it is important that a reprioritization of the Navy's mission is undertaken, all the while sustaining military readiness posture on the Northern Limit Line. It cannot be any more emphasized how crucial thorough military readiness posture is as a natural stance against the enemy. That being said, contributing towards international maritime security is consistent with the nation's standing. It is a fact that maritime security has been conceptualized and developed merely as a study within the Ministry of Maritime Affairs and Fisheries, the Republic of Korea Navy, and other governmental organizations, forces, and academia. Naval cooperation and guidance of shipping suggested by this research as a practical operational field is a concrete solution to what once was an abstract concept. To stand firm on its status as a maritime nation, the Republic of Korea must establish a Maritime Security Organization within its Navy and develop the appropriate doctrines. Attaining experts, developing doctrines, and cultivating the capability to deploy maritime forces will allow for the Republic of Korea to execute a primary role in keeping international maritime security and naval coordination and guidance of shipping. To fully achieve its latent potential necessitates the Republic of Korea Navy to expedite the introduction of naval coordination and guidance of shipping concepts and to establish the appropriate doctrines, operation plans, and organizations.

Geographical Characteristics and Patients' Determinants of Online Referrals : A Case Study of Choongbook, Korea (온라인 협진에 대한 지리적 특성과 환자의 결정에 관한 연구 : 충청북도 사례를 중심으로)

  • This study employs qualitative approaches to examining geographical characteristics and patients' determinants of online referrals in terms of regionalization. In this light, I conducted interviews with 20 patients receiving online referrals in Choongbook, Korea, and investigated their behaviors regarding these referrals between July and August 2009. I found that many patients who suffered from various levels of illness preferred tertiary care centers outside of Choongbook and did not enjoy their experience with the local medical institutions as the online referral service sites. This result might be because patients choose online referrals for psychological considerations such as quality and level of health care services, personal stakes in online referral service sites, acceptability and credibility of good tertiary care centers, and easy access to and use of medical institutions. Meanwhile, immediate benefits with regard to the technological value of online referrals, such as convenience, utility, and original purpose associated with regionalization, did not influence patients' decision-making. Therefore, the social and public networks affiliated with online referrals plus the effect of Korean medical laws play hostage to private decisions made by citizens, who prefer high-level medical institutions. Accordingly, the technological contribution of online referrals does not halt the outflow of patients from local, tertiary care centers. Especially, the existing health care system and patients' behaviors are deeply related to referrals in the online system. To protect regionalization, the improvement of health care services from the present state of affairs is required.

Demolition Cost Estimation of Small-size Rental Housing based on the Quantity per Unit Method (원가계산방식에 의한 다가구임대주택 해체공사비 예측)

  • This study is aiming at estimating the demolition cost of deterioration housing by the rational method in order to provide for the demolition and new build project of the rental multi-family housing of LH. We investigated the actual state of demolition construction and work process of small size housing, and analysed an actual condition of estimation for the demolition cost through an advice by the expert of construction cost estimate. Furthermore, the 'estimation standard for the predetermined amount', 'estimation standard for the disposal cost of construction wastes' and precedent studies in public construction work were considered. As one of results in this study, cost accounting system, breakdown system and construction cost for the demolition work based on the standard of estimate were proposed and the predetermined amount of demolition construction for the multi-family housing with 2 or 3 floors could be produced by them. Eventually, It is estimated that the demolition cost per a multi-family housing is about 18,331,000(won) and 104,000(won) per floorage($m^2$). To the details, the result indicated that the direct demolition cost needs about 14,339,000(won) per a multi-family housing and the consignment disposal cost of wastes needs 3,992,000(won) per one. The results of the study will be used as the fundamental data to estimate the project cost in the phase of budget establishment for demolition and new build project of the deteriorated rental multi-family housings, and also cost accounting system of demolition construction and breakdown system are expect to be used effectively at the ordering of public construction work.

Improving Assessment of External Environment for Green Standard for Energy & Environmental Design Certification according to Climate Change (기후변화에 따른 녹색건축인증제도의 외부환경 평가항목 개선방향 연구)

  • In 1990s, as the extreme weather events according to the global warming climate change are occurred frequently all around the world and the scale of the damage increases, the developed countries are promoting various policies for reducing greenhouse gas emissions setting the goal of greenhouse gas reduction with the level of State and local government. Especially for the greenhouse gas reduction of buildings and the inducement of eco-friendly design, the green certification system is strengthened with the assessment of energy and greenhouse management, and recently, according to the policy change of climate and energy, the certification system expanded from the buildings to the level of city and district is piloted. So this research is to understand the main contents and the assessment system of domestic green building certification system implemented in March 2013 in response to the policy change of climate and energy and to suggest the basic data for the improvement of present domestic greenhouse certification standard through the analysis of actual certification and the main case analysis of international green certification system. Recently in developed countries, in 1990s, for the reduction of building's greenhouse gas emission and the inducement of eco-friendly design, from the building of LEED, BREEAM, DGNB to the level of city and district such as LEED Neighborhood Development, BREEAM Communities, DGNB Stadtquartiere, the system is expanded and piloted. On the contrary, as for the domestic standard of green building certification system, the distribution ratio according to the assessment items in each category consists of the assessment system based on the buildings, and just the simple adjustment of some items and the improvement of weighted value are performed. Actually, as a result of selecting the 30 districts of apartment housing with the most certification performance by use among the 49 buildings certified by Institute of Land & Housing from December 2014 to July 2016 and analyzing the assessment score, the certification level is determined by the sectors of high distribution like indoor environment and energy not by the ineffective sector of external environment with low distribution so this system has a limitation to perform the practical means for the policy change of climate and energy. Thus for the national green building certification standards, the assessment system in the sector of external environment is to complemented and furthermore, reflecting domestic reality, through the introduction of certification system and the assessment system with the level of city and district, this system should be improved to meet the international certification standard.

Defining an Architectural Pattern for the Software Based Simulators in Consideration of Modifiability and Interoperability (변경가능성과 상호운영성을 고려한 소프트웨어 기반 시뮬레이터 아키텍처 패턴의 정의)

  • Simulation is the imitation of some real thing, state of affairs, or process. The act of simulating something generally entails identifying certain key characteristics or behaviors of a selected physical or abstract system. And a simulator is the software or hardware tool that performs simulation tasks. When developing a simulator, the non-functional requirements such as modifiability, interoperability, and extendability should be required. However, existing studies about the simulator development focus not on such non-functional requirements but on the methodologies to build the simulation model. In this paper, we suggest the new architectural pattern for the software based simulator in consideration of such non-functional requirements. In order to define the architectural pattern, we identify the essential elements of the simulators, define relationships between them, and design the architectural structure with the elements to accommodate such non-functional requirements. According to the proposed pattern we can solve the simulation problems to combine the various simulation model components. The pattern guarantees modifiability by reconstructing the simulation model, also guarantees interoperability and extendability by adding various interfaces to the simulation model and by keeping the consistent interfacing mechanism between the simulation model components. The suggested architectural pattern can be used as the reference architecture of the simulator systems that will be developed in future.

A Study of System and Practices of the Old Age Pension in North Korea (북한 년로년금의 제도와 실태에 관한 연구)

  • This paper analyzes the consistency and the discrepancy between system and practices of the old age pension(Nyunronyungeum) in North Korea. The literature review is conducted to analyze the system. Specifically, the North Korean law and North Korean dictionaries were carefully examined. The interviews with 25 North Korean refugees were conducted to grasp the exact state of the old age pension in North Korea. Major findings are as follows: the consistency between system and practices of the old age pension in North Korea is identified only certain portions of that. Beneficiaries(blue-collar workers, white-collar workers, farmers, soldiers, and employees in foreign-invested enterprises), contribution periods, earning-related schemes, the totalization of periods of coverage(workplace transitions), the absence of double benefits and early retirement pension, and the delivery system around Civic Service offices(Dong offices) are confirmed by complete consistency. Preservation age, variations in the implementation of the pension system by region, and premium of the old age pension are confirmed by partial consistency. The length of service, the labor regulation, lump-sum payment, and double dipping are confirmed by discrepancies. It's important that this study brings about a better understanding the old age pension in North Korea through various original texts of North Korea and interviews with refugees. The results of this study are expected to contribute to the policy production for the age income security system after the unification and to the spread of unification perspectives.

The Formation and Development of the Archival System in the Primorskii Krai of the Russian Federation (러시아 연해변강주(沿海邊疆州)에서의 기록관리업무의 성립과 발전)

  • This paper aims to research the historical development of the archival systems in the Primorskii Krai of the Russian Federation. The history of the archives in this region might be divided into the three periods. The first period extended from the territorial acquisition of the Far East to 1938, when the international situation reached the crisis. From then to the end of the Second World War the history of the archives of the Primorskii Krai underwent the second period. The third period has ranged from 1945 to the present day. As the imperialistic countries, including England, Germany and Russia, claimed and conquered the lands in China in the last decade of the nineteenth century, the Russian government was forced to produce a lot of records, which resulted in the establishment of the several archival institutions in the Far East region. Although the Soviet government issued "Decree On the Reorganization and Centralization of Archival Affairs in the Russian Socialist Federated Soviet Republic" in 1918, the political turmoils prevented the Primorskii region from constructing the archival system. However, A. P. Georgievskii and his colleagues made desperate efforts to arrange the archival administration. Thanks to their struggles, the Far Eastern Republic, a buffer state, which existed from April 6, 1920 to November 14, 1922, passed the autonomous regulation, which defined the organization of the committee for the archival administration in the Primorskii region. The Primorskii Krai Archive originated from the committee. As the international situation became aggravated in the East Asia, the Soviet government made a decision to evacuate the records from the Far East region to the western Siberian cities like Tomsk, Omsk and Minusinsk. It was on August 1943 that the Central National Archive of the Far East of RSFSR was established in Tomsk. After the end of the Second World War, the main archival institutions of the Primorskii Krai, that is, the Central National Archive of the Far East of RSFSR and the Primoskii Krai Archive have played an important role in the archival administration in this region. The archivists have not only prepared the catalogues, but also proceeded the descriptions of the archival collections. Furthermore, the archival institutions of the Primorskii Krai have published a series of archives and contributed to the development of the archival system in the Far East of the Russian Federation. It might be concluded that the archives of the Primorskii Krai, reaching were the products of the desperate efforts which the archivists of this region made from the 19th century to the present day, regardless of the political changes.
