The article defines the hypothesis of the research, it is an assumption that the process of forming ICT competence will be effective if: theoretically substantiated, developed and practically implemented a structural and functional model for the formation of ICT competence, taking into account interdisciplinary integration, the pedagogical conditions that contribute to the formation of ICT competence have been determined: interdisciplinary integration as the basis for building an interdisciplinary course, the content of which is aimed at the formation of ICT competence.

The article highlights the features of professional activity teacher on the basis of tolerance, the content and types of this phenomenon are stated, the value bases of education of tolerance in students are substantiated, psychological, culturological and communicative aspects of pedagogical tolerance of the teacher are considered. Methodical recommendations on self-training of the teacher, tolerant interaction with subjects of educational process are included.

Incentive/Disincentive (I/D) contract is designed for minimizing any disruption of traffic flow in road construction projects. I/D contracting projects have been evaluated with regard to time and cost performance in various states, more than 35 states. However, construction project managers and planners have little understanding of the project factors that affect the project time and cost performance of highway construction projects using I/D regulations. Therefore, the purpose of this research is to find factors that affect I/D project success or failure to improve the decision-making process for the implementation of I/D projects. In order to achieve the objectives of this research, the researchers collected I/D road construction project data from FDOT and performed evaluation for each collected project. Then, project data analysis to identify key factors that affect I/D project performance was performed. In conclusion, five significant factors for project time performance and six significant factors for project cost perfornace were identified and summarized.

The main purpose of the study is to analyze the current state of the organization's information security system in the context of COVID-19 on the basis of public-private partnership. The development of public-private interaction in information security is one of the priorities of the state policy of many estates. Among the priorities of public-private partnership in cybersecurity and information security, there is an expansion of interaction between government agencies and private scientific institutions, public associations and volunteer organizations, including in training, as well as increasing the digital literacy of citizens and the security culture in cyberspace. As a result of the study, the foundations of the organization's information security system in the context of COVID 19 were formed on the basis of public-private partnership.

The article analyzes the regulations of current criminal law, which ensures the protection and protection of information relations, offers the optimal model of the system of norms of the Criminal Code of Ukraine, which establishes liability for violation of information. The subject of the article is protected information, which should include information or data, the procedure for access to and distribution of which, regardless of the method of submission, storage or organization, are subject to legal regulation in accordance with laws and regulations. For the purposes of criminal law, information as an object of criminal law protection should be classified on the following grounds: depending on the content: personal or family secrets; information constituting a state secret; data included in the official secret; information that constitutes a professional secret; information that constitutes a commercial, tax, banking secret, and, depending on the medium - documented and undocumented.

대한민국헌법 제82조에 따라 대통령이 문서로 하는 국법상 행위에 국무총리와 '관계' 국무위원이 부서(副署) 하는 제도는 대통령의 독단 방지와 국무회의 구성원들이 연대 책임을 지는 중요한 의미가 있다. 그러나 '관계' 국무위원의 부서행위가 헌법 규정과 달리 운영되고 있다. 이는 국무위원으로 보하지 않는 처와 행정위원회 등 일부 중앙행정기관의 사무에 대하여는 법령상 부여된 업무와 무관한 행정자치부장관이 "정부조직법" 제34조 제2항을 근거로 형식적으로 부서토록 한 법제처 지침을 따르기 때문이다. 따라서 이 논문은 '관계' 국무위원의 부서제도를 헌법 취지에 맞게 내실화하기 위하여, 국무위원이 맡지 않는 중앙행정기관 사무와 관련된 부서(副署)의 경우 행정자치부장관이 획일적으로 대신할 것이 아니라 업무 내용과 가장 밀접한 국무위원이 부서를 하도록 '관계' 국무위원의 결정 기준, 절차, 권한과 책임, 부서의 효력 등을 "법령 등 공포에 관한 법률 시행령"으로 만드는 방안을 제안하였다.

Background: A need arises to efficiently control health expenditure for medical aid due to a sharp increase in medical aid expenditure. This study experimently analyzes the impact of physician behavior on medical use for medical aid beneficiaries using supplier induced demand (SID) theory. Methods: This study looks into analyze SID effect using expenditure factor analysis of medical aid for the years between 2003 and 2010 in comparison with health insurance. Moreover, this study analyzes the existence and scale of SID using econometrics modeling with panel data on 16 cities and provinces's health expenditure data for medical aid from 2003 1/4 to 2010 4/4. Results: This study finds that the growth rate of visit days per capita and treatment amount per visit days for medical aid is higher than health insurance. Furthermore, the result of econometrics modeling analysis shows the existence of SID in general hospital, hospital, clinic, oriental clinic. Conclusion: In order to efficiently control expenditure for medical aid, it is required to reinforce macro polices such as the introduction of 'target management' and micro policies such as the strengthen of management on medical institutes in the perspective of suppliers as well as regulations of demanders.

이 논문은 무엇보다도 '아카이브 정의'(archival justice)의 개념적 이론적 관점을 정립하고 국가 통치 폭력의 피해당사자들을 주축으로 한 진실화해위 아카이브의 체계적 재구성을 고민한다. 이는 국내 기록학계에서 집단 기억을 구현할 수 있는 기록관리 프레임의 부재가 진실화해위원회 아카이브라는 집단 기억의 장을 또다시 기존의 지배체제 중심적이고 공공 아카이브 등의 주류 시스템에 그대로 병합되는 영역으로 남겨두는 상황을 초래할 수 있다는 문제의식에서 비롯한다. 다음으로 이 글은 기존의 집단기억 복원에 대한 제도적 정책적 접근법과 달리 인문학적인 이론 프레임을 접목함으로써 과거사 기록화의 이론적 지평을 확장하고자 한다. 이 두 가지 주요 목적을 위해서, 이 논문은 먼저 과거사위원회 아카이브 구축에 있어 피해당사자가 중심이 되는 아카이브 구축을 '아카이브 정의'로 보고, 이에 입각한 아카이브 구축을 위한 이론적 프레임을 '후기식민주의 아카이브'와 '공동체 아카이브'의 최근 이론적 논의들에서 추출해낸다. 이어서 이들 지적 자원에 기반하여 과거사위원회 아카이브의 현실 상황을 비판적으로 성찰하고자 한다. 즉 피해 당사자 중심의 동시대적 기록관리 모델링을 제안하고 있다.

Tilletia laevis Kuhn (syn. Tilletia foetida (Wallr.) Liro.) causes wheat common bunt, which is one of the most devastating plant diseases in the world. Common bunt can result in a reduction of 80% or even a total loss of wheat production. In this study, the characteristics of T. laevis infection in compatible wheat plants were defined based on the combination of scanning electron microscopy, transmission electron microscopy and laser scanning confocal microscopy. We found T. laevis could lead to the abnormal growth of wheat tissues and cells, such as leakage of chloroplasts, deformities, disordered arrangements of mesophyll cells and also thickening of the cell wall of mesophyll cells in leaf tissue. What's more, T. laevis teliospores were found in the roots, stems, flag leaves, and glumes of infected wheat plants instead of just in the ovaries, as previously reported. The abnormal characteristics caused by T. laevis may be used for early detection of this pathogen instead of molecular markers in addition to providing theoretical insights into T. laevis and wheat interactions for breeding of common bunt resistance.
