전기통신의 국제협력의 증진방향 (The Promotive Direction of the International Cooperation in Telecommunication)

  • Nowadays , The function of telecommunication contributes to maintaining the peace of the world, and the internetional cooperation in the communication field can not be emphasized too much. The pioneers in telecommunication field devoted their lives to the Infinite love for humanity. However, the modern communication system in our country was initiated, in the later part of the Lee-Dynasty, not for the international cooperation but for the invasive avarices of the neighbouring nations such as Japan and China. The true internationaL cooprration should be based on the love of humanity and the peace of the world such as the pionreers. This paper proposes to resoarch the historic process of initiation and development of the international organs relating to telecommunication as well as the intenational elecomunication network. Finally, I will make the foIlowing suggestions for the promotive direction of the true international coonperation, 1. Intensification of the radio administrative power 2. Promotion of the international cooperation on the man-power and economy in telecommunication field. 3. Establishment and Adjustment of the research institutes Of telecommunication. 4. Establishment of the world telecommunication network for world-wide peace

  • 최근의 정보통신기술의 급격한 발전으로 인해 향후 도시를 건설할 때 도시운영 및 관리뿐만 아니라 도시민들이 향유할 각종 서비스에 정보통신기술 변화를 반영하여야 할 것이다. 행정중심복합도시를 건설하기 위해서도 이러한 정보기술의 변화를 전망하고, 이를 구현하기 위한 추진방안이 모색되어야 한다. 행정중심복합도시는 과거의 전형적인 도시개발방식에서 탈피하고, 새로운 방식과 모델을 도입하여 21세기의 모범적인 도시를 건설하는 것이 필요하다. 그리고 IT의 비약적인 발전에 따라 도시의 물리적 거리와 시간에 구애받지 않고 무한한 정보를 매체로 새로운 도시공간으로 구현되어야 한다. 또한 이러한 정보기술의 발전을 통해 행정중심복합도시의 가치를 높이고 새로운 비즈니스 기회를 창출할 필요가 있다. 이를 위해 본 연구에서는 u-행복도시의 비전을 '사람과 자연과 기술이 하나되는 세계제일의 지능정보도시'로 정의하고 이러한 비전을 토대로 행적 효율과 시민 편익이 제고되는 전자 행정중심 도시, 자연과 인간이 함께 하는 지능형 환경 도시, 시민 안전을 도모하는 첨단정보관리 도시, 사람과 사물이 연결되는 정보 네트워크 도시에 대한 구현방안을 모색하였다.

Data envelopment analyses on evaluating efficiencies of satellite communication and broadcasting R&D outcomes in Korea

  • Traditionally R&D evaluation has been performed by experts who can understand the contents of the study area very well. Recently extensive application of quantitative evaluation methods have been attempted for introducing the administrative management system that poses greater importance on records and results. More objective reviews on the R&D outcomes are called for gaining public supports. In this paper a bibliometrical analysis is to be performed to evaluate satellite communication and broadcasting public R&D outcomes for last 7 years. Data envelopment analysis method is selected for evaluating the efficiencies of multiple outputs (papers, patents, royalties, technology transfers) where multiple inputs (number of researchers and R&D expenses) are given. R&D outcomes from 22 research institutes are being compared and satellite communication and broadcasting R&D efforts turn out to be highly efficient.

지방행정혁신 확산을 위한 부서간의 협력증진에 관한 정책적 연구 (A Study of Policy on the Win-Win Strategy of the Department for the Largest Local Administration Innovation)

  • The purpose of this paper is to find an appropriate policy for local government innovation step by step. In order to accomplish this purpose, we considered the characteristics and situation of Gumi city. Specifically, we analyzed the win-win strategy of the department for the largest local administration innovation. Finally, we found that the chief executive's leadership and other strategies such as the adjustment of the innovation propulsion system are key factors. Also, Managing the resistance to change appeared during the process of local administrative innovation is important. The failure of the policy for local government innovation is caused by the failure to manage the resistance. Thus, for government innovation to succeed, correct information provision, comprehensive participation of public officials and effective management of resistance is necessary.

과학기술혁신본부와 정책조정 방식 변화 (The Office of Science and Technology Innovation and its Implications for Policy Coordination)

  • The Office of Science and Technology Innovation (OSTI) was created by a different method of organizational change from that of precedent administrative reforms. According to results of the new method, the OSTI case can be widely applied to other ministries as an alternative model for governmental reform. The theory part introduced two approaches of organizational reform, namely structural approach which focuses on the level of hierarchial authority and process approach which emphasizes the flow of information/expertise in organizational operation. It also discussed various ways of understanding for S&T policy coordination. After this, the paper reviewed details of the OSTI reform with special reference to implications for the mode of S&T policy coordination. It concludes that the OSTI may offer an opportunity to strengthen the coordination mechanism of the process approach.

  • In this study, we wanted to investigate and analyze the current status of international joint research conducted on researchers who have actually conducted or are doing international joint research and to identify difficulties in promoting international joint research based on this study and propose ways to promote future international joint research. As a result, autonomy of research subjects needs to be guaranteed for the revitalization of international joint research, establishment of international joint research guidelines and contract legal infrastructure, simplification and unification of administrative work system and supplementation of performance-related regulations will be necessary.

  • 대학에서는 전산자원의 활용도를 높이기 위해 주전산기, 워크스테이션, 퍼스날컴퓨터등 다수의 전산자원을 LAN으로 연결하여 사용한다. 그러나 관리, 보안상의 이유로 대부분의 행정용 응용프로그램들은 주전산기에 집중되어 있어, 설계로 단시간에 전교학생이 수강신청을 하여야 하는 온라인 수강신청시스템과 같은 응용프로그램은 주전산기에 막대한 과부하를 초래하여 많은 문제점이 있다. 본 논문에서는 연구를 위하여 Y대학을 모델로 하여 온라인 수강신청시스템을 분산처리 대상업무로 선정하여 모델 대학환경에 가장 적합한 분산처리 방법으로 IBM SNA의 LU6.2링크를 통한 APPC를 제안하고, 온라인 수강등록 시스템을 클라이언트/서버 모델로 재설계하여, 주전산기는 화일의 입출력을 담당하는 화일서버로 워크스테이션은 처리를 담당하는 클라이언트로 구현한다. 적용실험을 통하여 분산처리 전보다 응답시간이 현저하게 향상되었음을 보인다.

북한이탈의사 교육: 서울의료원에서의 경험을 중심으로 (Medical Education for North Korean Defector Physicians: Experience at the Seoul Medical Center)

  • As North Korea passed from the Devotion (Jeongseong) movement to the black market (Jangmadang) system, the medical service system in that country was effectively destroyed. North Korean physicians who have successfully defected to South Korea (North Korean defector physicians, NKDPs) have experienced socio-economic hardships on their way to becoming incorporated into the South Korean medical system due to different medico- social cultures, different (English-based) medical terminology, and the clinical knowledge gap between North and South Korea. Since 2009, we have operated programs at the Seoul Medical Center to help NKDPs prepare for the South Korean medical licensing examination. These programs consist of clinical education at the medical center, personal mentoring, arrangement of educational programs at the medical college, mock tests at the consortium, and administrative aid. Looking forward, we hope to achieve the following: 1) More systematic support plans are needed involving medical education experts, field physicians, and experts on reunification. 2) An evaluation of defector physicians' current medical knowledge may provide information about the areas where supplementary education is most needed and the standards for certificating licenses. 3) In the short term, a customized glossary should be developed to assist defector physicians prepare for the examination. 4) To secure internships and residencies is the most important issue for further sustained training of NKDP physicians to become good clinicians after certification. Hopefully, this short report on the current ongoing educational course will lead to more extensive discussion.

교육시설물 BTL 사업의 유지관리 시스템 모듈 개발 (Development of Maintenance Management System Module in BTL Project for Educational Facilities)

  • BTL 사업 대상 중 교육시설물은 교육인적자원부에 따르면 2007년까지 3개년에 걸쳐 13조원 이상 규모의 BTL 민간투자 사업을 발주하기로 하는 등 교육시설물의 건설은 국내 공공시설물 건설 사업에서 큰 비중을 점하고 있다. 본 연구에서는 교육시설물 BTL 사업의 비용 항목 중 운영관리비에 해당되는 위생관리비 산정 방법을 제시하였다. 또한 이를 바탕으로 유지관리 시스템의 주요 모듈을 개발하고, 개발된 모델의 타당성을 입증하기 위해 대안별 비용의 비교 분석을 실시하였다.

학교급식지원센터 사례 연구 (A Case Study of School Meal Service Support Centers)

  • The system of School Meal Service Support Centers was established to support the supply of high-quality food ingredients for school meal services when the School Meal Service Act was amended in 2006. A case study was conducted to examine the operating effects, success factors, and major obstacles of a School Meal Service Support Center which was highly evaluated for its operational efficiency and customer satisfaction. Qualitative data were collected from eight stakeholders (two individuals each from the center, farms, schools, and distributors) through in-depth interviews in July 2013 and analyzed by using the thematic analysis method. The successful operation of the center helped to stabilize income and price among the stakeholders, increase ingredient quality, increase school meal reliability, reduce costs, and promote the consumption of agricultural products. Success factors were identified as the center director's commitment and insights, and the competitive operating system including fair operations, rational pricing, liberal consumer choice, total quality management, and partnerships with distributors. Major obstacles included a lack of diversity in supplied ingredients and a lack of administrative and financial support form the local government. The results can be used as baseline information to vitalize the system of School Meal Service Support Centers and increase the quality of school meal services.
