This study made a nationwide metropolitan region map on the basis of disaster vulnerability and administrative boundary, and based on it, it divided small-sized regions and constructed disaster history of each region. For the disaster vulnerability, the study wrote slope, aspect, curvature, wetness index, and drainage density, compared and analyzed regions with disaster and geomorphic elements to distinct the factor with high correlations, and based on it, it divided small-sized regions for forecasting and warning system of middle regions(Gangwon province, Chungchung province, and Jeolla province). Through the method, Gangwon region were divided into 4 small-sized regions, Chungchung into 5 small-sized regions, and Jeolla into 6 small-sized regions.

Nowadays, The function of telecommunication contributes to maintaining the peace of the world, and the international cooperation in the communication field can not be emphasized too much. The pioneers in telecommunication field dvoted their lives to the infinite love for humanity. However, the modern communication system in our country was initiated, in the later part of the Lee-Dynasty, not for the international cooperation but for the invasive avarices of the neighbouring nations such as Japan and China. The true international cooperation should be based on the love of humanity and the peace of the world such as the pioneers'. This paper proposes to resarch the historic process of initiation and development of the international organs relating to telecommunication as well as the international telecommunication network. Finally, I will make the following suggestions for the promotive direction of the true international cooperation. 1. Intensification of the radio administrative power. 2. Promotion of the international cooperation on the man-power and economy in telecommunication field. 3. Establishment and adjustment of research institutes of telecommunication. 4. Promotion of space communications. 5. Establishment of the world telecommunication network for world-wide peace.

사회가 고도의 정보화 사회로 발전됨에 따라 효율적인 국토관리를 유지하고 발전시키기 위해 국가지리정보체계에 관한 관심이 고조되고 있고 산ㆍ학ㆍ연에서 연구가 활발히 진행되고 있다. 국내외를 막론하고 각 국에서는 21세기에는 국토관리를 디지털화하고 있다. 행정자치부에서는 지적도면전산화사업을 2005년에 완료를 목표로 추진하고 있으며, 건설교통부의 지형도전산화사업은 완료단계에 있다. 또한 가스, 전기, 통신 등의 시설물관리를 위해 수치지적도를 필요로 하는 기관에서는 독자적으로 지적도 수치화작업을 추진하고 있다. 본 연구에서는 국가지리정보체계의 일환으로 지적도면 및 지형도전산화사업의 추진현황을 파악하고 지적정보와 지형공간정보 관리의 이원화로 불편을 겪고 있는 문제점을 도출하여 연계ㆍ활용 및 개선방향을 심도 있게 파악하고 분석하여 단계적 해결방안을 제시함으로써 지적정보와 지형공간정보를 연계하여 효율적으로 이용할 수 있는 방안을 제시하였으며, 행정업무 및 국민의 일상생활에까지 지적과 지형공간자료의 연계를 통한 행정의 효율성 및 국민편익에 유익한 결론을 얻을 수 있었다.

이 연구는 도서관 경영패러다임 및 기법 변화의 후속연구이다. 1980년대부터 주요 선진국은 사회변동에 따른 경영 및 행정패러다임의 변화에 주목하여 신공공경영이론을 행정개혁과 경영혁신의 사상적 원천 및 전략적 수법으로 채택하였는데. 그 이유는 무엇이며 구체적인 실천수단이 도서관의 경영개혁과 관리운영에 어떻게 적용되어 경영형태를 변용시키는 지에 대하여 분석하였다. 특히 공공도서관을 중심으로 아웃소싱, 위탁경영 및 지정관리자제도, 민간자금 활용사업을 집중적으로 논급하고 제언하였다.

Smart lighting systems have become increasingly popular in several public sectors because of trends toward urbanization and intelligent technologies. In this study, we designed and implemented a web application platform to explore and monitor data acquired from lighting devices at Thammasat University (Rangsit Campus, Thailand). The platform provides a convenient interface for administrative and operative staff to monitor, control, and collect data from sensors installed on campus in real time for creating geographically specific big data. Platform development focuses on both back- and front-end applications to allow a seamless process for recording and displaying data from interconnected devices. Responsible persons can interact with devices and acquire data effortlessly, minimizing workforce and human error. The collected data were analyzed using an exploratory data analysis process. Missing data behavior caused by system outages was also investigated.

본 논문은 최근 이메일을 통한 사이버 위협이 나날이 증가함에 따라 사용자 편의성이 아닌 정보보호관점에서 이메일 서비스를 운영하기 위한 정책을 제안하고자 한다. 이를 위해 최근 이메일을 통한 사이버 위협 동향과 이에 따른 기술적·관리적·운영적 정보보호조치에 대해 알아보고 향후 이메일이 지향해야할 정책을 제안하였다.

This study is to analyze the implications of effective learning in a ubiquitous environment. Research proceeded according to the multiple case study analysis method. This paper is one result of the Korean case study to examine the effectiveness of and satisfaction with u-learning. We will introduce necessary conditions for effective learning in a ubiquitous environment. Each condition was elicited through the case study, and the analyzing framework was classified into hardware related to infra structure; software such as learning contents, teaching-learning activity and support, and class management; human-ware related to learner and teacher; system-ware as an education system, and administrative supporting.

최근 국가연구개발사업의 관리에 있어 법령 개정과 국정과제 제시 등을 통하여 연구자 중심의 국가연구개발사업 관리제도 구축에 대한 관심이 집중되고 있으나 연구자들이 주목할만한 제도를 구축했다고 하기에는 미흡하다. 본 연구에서는 연구자 중심 국가연구개발사업관리를 위하여 국가연구개발사업 인력 신고제를 통한 국가연구자등록 코드번호 제도를 제안하였다. 이와함께 이를 구현하는 국가연구자등록코드시스템을 모색해보았다. 이 제안을 통하여 국가적 경력 관리를 통한 개인정보보호 강화를 이룰수 있으며, 연구자의 참여도를 자연스럽게 높임으로써 행정 업무 경감, 성과물 검증 간소화, 조 분 평 통계 품질 향상을 기대할수 있다.

환경부는 2006년에 국토환경성평가지도, 생태자연도, 토지피복지도 등 전국단위 국토환경지리정보 구축을 완료하였다. 이제는 국토환경지리정보의 복합적인 특성을 감안한 고도화 전략이 필요한 시점이다. 이에 본 연구에서는 국토환경지리정보 여건분석과 정보화 추세를 반영하여 국토환경지리정보의 고도화 전략을 수립하였다. 국토환경지리정보는 2차 자료 특성과 단위 업무별 또는 단위 부서별로 분산되어 관리되는 특성이 있다. 이에 따라 국토환경지리정보에 기반한 정책수립 지원과 복합적인 정보가 필요한 수요자들의 요구를 충족시켜 주기 위해서는 행정업무처리 위주의 정보체계에서 의사결정지원 중심으로 정보체계를 전환하여야 한다. 이에 본 연구에서는 국토환경지리정보 고도화의 비전을 "국토환경지리정보 고도화를 통한 지속가능한 국토관리체계 구현"으로 설정하였다. 비전을 달성하기 위한 목표로는 지식기반의 전략적 지리정보 구축, 고객중심의 투명한 정보공개 기반 마련, 확장 통합형 국토환경지리정보 구축, 국토환경지리정보에 기반한 환경행정 실현, 국토환경지리정보 활용도 극대화 효율적 국토환경관리 업무프로세스 지원으로 설정하였다. 비전과 목표를 달성하기 위한 실행방안으로 정보의 신뢰성을 검증할 수 있는 품질관리프로그램의 개발, 환경정보 통합제공체계 구축, 정보수집, 시스템 구축, 시스템 활용, 시스템 관리측면에서 법제도 정비방안, 업무프로세스, 인력 및 조직, 법 제도, 정보기술 부문의 운영관리 방안을 제시하였다. 본 연구는 그동안 국토환경지리정보의 양적 팽창 위주에서 진일보하여 질적인 신뢰성을 확보할 수 있는 정책적 전환계기로 활용될 수 있다. 그러나 본 연구에서 도출한 고도화 전략이 모든 국토환경지리정보와 환경행정 현황을 반영하였다고는 할 수 없다. 따라서 향후에 본 연구에서 도출한 결과를 실제 환경행정에 적용하기 위해서는 국토환경지리정보에 대한 체계적인 범주화, 관련자 면담 등을 포함한 보다 본격적인 논의가 필요하다.

본 연구에서는 일정-비용 통합모델 기반의 공사 진척도 관리에 있어서 현장작업에 대한 품질검사 프로세스를 연계한 진척도 측정모델을 제시하였다. 이를 위해 1)품질검사 프로세스, 2)진척도 측정매개, 3)계층구조화된 공정표, 4)진척도 측정매개와 연계된 품질검사 대상의 네 가지를 모델의 핵심영역으로 정의하고, 각 영역에 대한 정보요소들을 분석하였다. 그 결과를 토대로 각 영역 간에 서로 연관성을 가지고 품질검사의 계획과 실행 결과가 진척도 측정에 활용될 수 있도록 정보요소들을 구성하는 프로세스 모델들을 제시하였으며, 이를 반영한 정보시스템을 구현하여 원자력 발전소 건설공사에 적용하였다. 시스템 운영을 통한 모델의 효용성을 검증한 결과, 품질검사 프로세스의 온라인화를 통한 정보소통의 효율성 향상 및 기존 오프라인 방식에서 발생하던 현장 간접경비의 절감효과 뿐만 아니라, 발주자와 계약자가 모두 인정할 수 있는 객관적인 진척도 정보를 신속하게 획득할 수 있는 효과가 있는 것으로 확인되었다.
