Dilemma of Data Driven Technology Regulation : Applying Principal-agent Model on Tracking and Profiling Cases in Korea (데이터 기반 기술규제의 딜레마 : 국내 트래킹·프로파일링 사례에 대한 주인-대리인 모델의 적용)

  • This study analyzes the regulatory issues of stakeholders, the firm, the government, and the individual, in the data industry using the principal-agent theory. While the importance of data driven economy is increasing rapidly, policy regulations and restrictions to use data impede the growth of data industry. We applied descriptive case analysis methodology using principal-agent theory. From our analysis, we found several meaningful results. First, key policy actors in data industry are data firms and the government among stakeholders. Second, two major concerns are that firms frequently invade personal privacy and the global companies obtain monopolistic power in data industry. This paper finally suggests policy and strategy in response to regulatory issues. The government should activate the domestic agent system for the supervision of global companies and increase data protection. Companies need to address discriminatory regulatory environments and expand legal data usage standards. Finally, individuals must embody an active behavior of consent.

  • Mobile agent is one of the good technologies for overcoming network load and latency in distributed applications, and it may be a promising way of base technology of distributed applications because of its high adaptability for various network environments. In this paper, a mobile agent programming system, called HUMAN, is designed and implemented efficient use in various distributed applications based on mobile agents. HUMAN supports such high level utilities as file searhing, addressing by groups of nodes, storing path information, storing search information, and thus it gives us high easiness in agent-based programming. And it provides various itinerary modes and flexible reply modes for easy adaptation to given network environment. It also provides a management server for registering and active agents. Thus it can be efficiently applied for such varous distributed applications as searching distributed information, remote control, and file sharing in networks. A simple electronic commerce system is designed is designed and implemented as a HUMAN based illustrative application.

  • Modern day networks are increasingly moving towards peer to peer architecture where routing tasks will not be limited to some dedicated routers, but instead all computers in a network will take part in some routing task. Since there are no specialized routers, each node performs some routing tasks and information passes from one neighbouring node to another, not in the form of dumb data, but as intelligent virtual agents or active code that performs some tasks by executing at intermediate nodes in its itinerary. The mobile agents can run, and they are free to d other tasks as the agent will take care of the routing tasks. The mobile agents because of their inherent 'intelligence'are better able to execute complex routing tasks and handle unexpected situations as compared to traditional routing techniques. In a modern day dynamic network users get connected frequently, change neighbours and disconnect at a rapid pace. There can be unexpected link failure as well. The mobile agent based routing system should be able to react to these situations in a fact and efficient manner so that information regarding change in topology propagates quickly and at the same time the network should not get burdened with traffic. We intend to build such a system.

  • For the purpose of applying to micro-actuator, thermal properties and displacement of electrostrictive polyurethane(PU) elastomers have been measured. In order to understand an effect of PU component, crosslinking agent are controlled by 0.5 wt% and 1 wt%. DMPA and anther chain extenders were used. PU sample that chain extenders are DMPA is added NaOH for comprehension of effect of ionic groups. The deposited electrode sire on PU films is equal to acrylic holder size when the displacement was measured. Dynamic response according to frequency, displacement and recovery time according to PU thickness were measured. 1 wt% crosslinking agent contents PU samples have higher displacement and lower recovery time than 0.5 wt% crosslinking agent contents PU. If the PU thickness is increased, the actuating voltage for generating of same displacement is increased, too.

  • Lithium-ion batteries have used the layered $LiCoO_2$ materials as cathodes, but Co is relatively toxic and expensive. In this regard, the spinel $LiMn_2O_4$ has become appealing because manganese is inexpensive and environmentally benign. In general, cathodes for lithium ion batteries include carbon as a conductive agent that provides electron transfer between the active material and the current collector. In this work, we selected Acetylene Black and Super P Black as conducting agents, and then carried out comparative investigation for the performances of the cells using different conducting agents with different particle size. As a consequence, Li/$LiMn_2O_4$ cells with Super P Black show better electrochemical performances than those with Acetylene Black.

Performance Evaluation of Reinforcement Learning Algorithm for Control of Smart TMD (스마트 TMD 제어를 위한 강화학습 알고리즘 성능 검토)

  • A smart tuned mass damper (TMD) is widely studied for seismic response reduction of various structures. Control algorithm is the most important factor for control performance of a smart TMD. This study used a Deep Deterministic Policy Gradient (DDPG) among reinforcement learning techniques to develop a control algorithm for a smart TMD. A magnetorheological (MR) damper was used to make the smart TMD. A single mass model with the smart TMD was employed to make a reinforcement learning environment. Time history analysis simulations of the example structure subject to artificial seismic load were performed in the reinforcement learning process. Critic of policy network and actor of value network for DDPG agent were constructed. The action of DDPG agent was selected as the command voltage sent to the MR damper. Reward for the DDPG action was calculated by using displacement and velocity responses of the main mass. Groundhook control algorithm was used as a comparative control algorithm. After 10,000 episode training of the DDPG agent model with proper hyper-parameters, the semi-active control algorithm for control of seismic responses of the example structure with the smart TMD was developed. The simulation results presented that the developed DDPG model can provide effective control algorithms for smart TMD for reduction of seismic responses.

  • In this paper we investigate the role that warfare played In the formation of the network of alliances between sites that are associated with the formation of the state in the Valley of Oaxaca, Mexico. A model of state formation proposed by Marcos and Flannery (1996) is used as the basis for an agent-based simulation model. Agents reside in sites and their actions are constrained by knowledge extracted from the Oaxaca Surface Archaeological Survey (Kowalewski 1989). The simulation is run with two different sets of constraint rules for the agents. The first set is based upon the raw data collected in the surface survey. This represents a total of 79 sites and constitutes a minimal level of warfare (raiding) in the Valley. The other site represents the generalization of these constraints to sites with similar locational characteristics. This set corresponds to 987 sites and represents a much more active role for warfare in the Valley. The rules were produced by a data mining technique, Decision Trees, guided by Genetic Algorithms. Simulations were run using the two different rule sets and compared with each other and the archaeological data for the Valley. The results strongly suggest that warfare was a necessary process in the aggregations of resources needed to support the emergence of the state in the Valley.

  • EtOAc soluble part of MeOH extract of Anemarrhena asphodeloides rhizome was evaluated for the cytotoxicity against the five kinds of human tumor cell lines (A-549, SK-OV-3, SK-MEL-2, XF498 and HCT15) in vitro. Bioassay-guided fractionation of EtOAc soluble part led to the isolation of active compound which was identified as timosaponin A-III showed potent cytotoxic activity, but its genin, sarsasapogenin, did not show cell growth inhibition.

  • Mechanical solderless chip packaging with small gold bumps or metal balls has increased in the electronic devices. The preparation of conductive particles (5~7 $\mu\textrm{m}$ diamiter) by electroless nickel plating have been investigated. Generally, batch type electroless plating is applied to provide conductivity on the nonconductors. Since the surface areas of particles are much larger than the bulk substrate, accordingly the electroless plating bath becomes unstable. Thus, we applied the continuous dropping method for the preparation of conductive particles. The uniform coverage of deposited nickel on the particles was obtained by using ammonium acetate as a complexing agent, and surface coverage is further improved without coagulation of particles by the surface active agent treatment before enter the plating bath.
