In Korea, the System of search and rescue in water have came into force on the basis of the Korea Life Saving and Rescue Act. 1961. But It's a premodern administration law which is not fit for an international system of the search and rescue and become disconnected with reality in Korea. Recently the marine casualties occur frequently in Korea coastal area, therefore, we need to amend the 1961 Act. The amendment which is carried out by the Korea Maritime Police Agency is a provision to receive International convention(SAR, 1979). The amendment of this Act will give a epoch-making change to Korean policy of the life-saving and rescue, security to marine safety and contribution to National positon on system of "Search and Rescue". In this thesis, I propose a development scheme to be conductive to original task on "Search and Rescue" of International Convention in Korea Life Saving and Rescue Act(Amendment, 1994).t(Amendment, 1994).

According to Urban Railroad Act, trains can be operated only after they take The Urban Transit Performance Test. There has been Performance Tests for the trains which has been manufactured since 2000, but it is nearly impossible to utilize the Performance Test results other than the original purpose due to the fact that they are not organized in detail, In addition, test steps have difficulty using the former test results. Thus, test results must be computerized and made into database to make the best use of them and to carry out efficient and dependable tests. For this purpose, this paper analyzes the task and the procedure of the performance test on trains. On the basis of the analysis results, this paper checks the availability of the computerized information and the possibility of improving the task concerned

Late talkers are young children who are delayed in their expressive language skills despite normal nonverbal cognitive ability, adequate hearing and typical personality development. The purpose of this study is to investigate the sentence interpretation strategies used by Korean-speaking late talkers and age-matched normal children. Nine late talkers and nine normal children matched by age at 30-35months were participated in this study. 27 simple noun-noun-verb(NNV) sentences were generated by factorial combination of case-marker [nominal case-marker on the first noun and accusative on the second (C1), accusative on the first noun and nominative on the second (C2), and no case markers on both nouns (C0)], and animacy of the nouns [animate-inanimate(AI), inanimate-animate(IA), animate-animate(AA)]. All the children were asked to "act out" their interpretation of the given sentence. For each type of sentences the percentage of choices of the first noun as the agent was calculated. The results of group (2) ${\times}$ animacy(3) ${\times}$ case-marker(3) mixed ANOVA showed a significant main effect for 'animacy', 'case marker' and 'group(2) ${\times}$ case-marker (3)'. The late talkers relied on semantic (animacy) cues in their interpretation of the sentences, while the normal peers utilized both animacy and grammatical morpheme (case-marker) cues. The results indicated that the late-talkers' comprehension skills were also delayed.

The construction work to establish a safety management plan should be carried out Design for Safety(DFS) task by the designers from May 2016 according to the amendment of the Construction Technology Promotion Act. However, designers lack experience in construction work and lack of information on safety accidents, so it is not easy to predict a disaster that may occur during the construction phase. Therefore, the purpose of this study is to provide information about disasters that can occur in each construction work in order to enable designers to efficiently perform DFS task in the design phase. In this study, the construction work was classified by work unit and the disaster risk assessment was conducted using the Failure Mode and Effect Analysis technique. The disaster information by work unit analyzed in this study can be used to provide designers with an alternative to prevent disasters at the design stage. Disaster information by work unit of apartment construction can be used by designers to prepare an alternative for disaster prevention at the design stage.

There have been constant requests for urgently recruiting professionals in the archives to establish archival management systems by reflecting public institutional feature as well as reinforcing expertise and independence of them. However, it is true that some even adequate professional manpower haven't been secured at each level of public institutions due to ambiguous standards for the placement of professionals in the field of records management followed by the current [Public Records Management Act]. Thereupon, this study is to create records management task model for the archival management institutions with the workload of records management induced by the model, and to present reasonable scale of workforce to deal with the assignment. Moreover, here is shown which professional staff should be allocated for better efficiency and systems to carry out the task of records management in each relevant institution.

This paper focuses on the function of suicidal images in the history of art including literature. Death has been romanticized or repoliticized into an existential act of defiance and rebellion in literary works, so questions remain about the correlation between literary suicide and the essence of suicide. Although Jacques Ranciere insists that the order of art contrasts with the order of common people whose acts and gestures can express either their specific purposes nor the rationalities of their frustration, literary suicide reflects the outside life of readers. In fact, images of suicide produces the order of things about the real world. William Shakespeare's Hamlet handled two oppositional self-murder significantly. As Ron M. Brown pointed out, Hamlet, by choosing confrontation, seeks out an end which is voluntary, thus he avoids self-destruction and feels triumph of heroic fashion. Ophelia's self-chosen death stems from loss, frailty and the disintegration of reason, which demeans the act and diminishes her from the tragic to the pathetic(16). In the $19^{th}$ century, the resurrection of Ophelia acted as the context for later periods where life itself is fictionalized from the differing periods of network of signifier and texts. Finally, in Ophelia's case, fiction became life(Brown 285). Her suicidal image was fixed in the Victorian Culture whose visual discourse was strikingly similar to that of the men. Likewise, the ambiguities of the suicide became intertwined with the social, cultural issues of a certain period, and the paradigm of suicide was conformed to the changing needs of successive generations. However, if literary art understands that a European culture grappled with the almost impossible task and coming to terms with this strangest and most persistent of phenomena, it will be able to focus on of the multi-layered suicide by recognizing the inherent instability of the verbal sign which cannot reveal the design and grammar of truth.

A team of operators is required for nuclear power plant operation, and communication between the operators is an important aspect of the team's ability to successfully carry out tasks. It has been difficult to evaluate the quality of this communication though, and as the relationship between communication quality and team performance has yet to be clarified, it has not been applied to most human reliability analysis (HRA) methodologies. This study investigates the relationship between the quality of communication and team performance using data from a full-scope training simulator of a digital main control room (MCR). Two important characteristics of communication were considered to determine quality: each operator's ability to self-confirm the status of a given task in a digital MCR, and the type of communication, as divided into 1-way, 2-way, and 3-way between operators. To measure team performance, the concept of an unsafe act was employed, which is defined as a human error that has the potential to negatively affect plant safety. Analysis results showed that the communication quality and team performance were related to each other. With this more clearly defined relationship, the results of this study can be applied to related performance shaping factors to improve HRA.

For the introduction of the electricity of the special design and supervision system to Protect the faulty-workmanship of the electricity equipment and to reserve the electricity safety, last 1995 "Electricity Technology Management Act" were carried out enactment. March 2002, we introduced the pre-Qualification system that is selected the competent company about the electricity design and supervision service over so much capacity which is ordered by the Public institution such as the nation, local autonomous entity, government investment institute and so on. December 2005, the electricity equipment over so much capacity was taken the housing construction plan's approval by the housing act in case, the municipal or district governor with the authority to approve who selected the electricity supervision company according to the pre-Qualification system. Due to the introduction of the system, we could expect the rights and interests increase of the consumer by eradicating dumping of the close relationship between supervision company and the builder, reduction and concurrent position of the supervisor, according to confirm the quality of the electricity equipment and electricity safety. In spite of introducing of the system, the problems occured as reducing the electricity designer's task range compared with different field, modifing the supervisor's rank system rationally, because of researching about the electricity design and supervision technique lacks. Also, KEEA(Korea Electric Engineers Association) manage the caller of the electricity design and supervisor(company or people), but the problems occured as opening to the public about the curler management, introducing automatic bidding system and We need the solution plan about this. Consequently, we consider the present situation of the domestic and outside and problem about the electricity design and supervision system in this paper, try to present rational operation plan through this.

Quantitative rise and This study carried out qualitative research by utilizing NVivo 10 focusing on the contents of mass media such as newspaper or internet on the presidential security service up to the Park Geun-hye government from the 3rd Republic of Korea, which was established the presidential security service. The aim is to present opinion so that the presidential security organization can strengthen capability and function within the governmental organization down the road based on the contents of categories, which were elicited through this. First, there is a need of solidifying the internal stability with the expansion in the activity sphere of organization and of externally approaching the public with removing sense of difference caused by offering personal protection only to some of the privileged class in the meantime. Second, it is the foundation of a reason related to crime in a cause for Discharge by Authority pertinent to "law on security for president and others" in Article 10 in order to prevent a criminal act of having abused the task characteristic and the position superiority or an external pressure act related to intervention in rights. Third, there is a need of making it recognized as very important organization with putting differentiation from other organizations of the government by providing the disciplinary level more strictly than "disciplinary order on public officials" based on particularity and importance dubbed presidential security service along with correspondingly applying "disciplinary order on public officials" in Article 31 in accordance with "enforcement ordinance of law on security for president and others" in terms of service negligence and false-information report in relation to task performance.

In swarm robot systems, each robot must act by itself according to the its states and environments, and if necessary, must cooperate with other robots in order to carry out a given task. Therefore it is essential that each robot has both learning and evolution ability to adapt the dynamic environments. In this paper, reinforcement learning method with SVM based on structural risk minimization and distributed genetic algorithms is proposed for behavior learning and evolution of collective autonomous mobile robots. By distributed genetic algorithm exchanging the chromosome acquired under different environments by communication each robot can improve its behavior ability. Specially, in order to improve the performance of evolution, selective crossover using the characteristic of reinforcement learning that basis of SVM is adopted in this paper.
