Research Trends about the Child Care Center Accreditation System in Korea (보육시설 평가인증제에 대한 연구 동향 분석)

  • The purpose of this study is to analyze the research trends about the child care center accreditation system in Korea which has been practiced relatively recently. To solve the research problems, 68 pieces of master's theses, doctoral dissertations, and journal articles were analyzed. The results of this study are as follows: First, since 2005 when the research about the child care center accreditation system was first applied, the number of research has increased dramatically over the year 2006 and 2007. Also, majority of the research was done mostly in the region of Seoul and Gyeonggi-do compared to other regions. Second, the child care center accreditation system administration was the most frequently researched topic, followed by the evaluation on the child care center accreditation system, and the general understanding and recognition of the child care center accreditation system. Third, quantitative method was used most frequently to research the child care center accreditation system, and literature review and qualitative method were used relatively less. Most of the research subjects were the child care center directors and teachers. The sample size of the research was relatively big, and most of the survey were either made by the researcher or were modified and adjusted from the previously used survey questions according to the present research. Most of the data analysis of quantitative study were done with descriptive statistics, and with t-test, chi-square, and ANOVA and there was only one done with correlation analysis.

Awareness of Evaluative Accrediation System of the Heads and Teachers in Childcare Centers (보육시설 평가인증에 대한 보육시설장과 보육교사의 인식)

  • This study was intended to analyze whether there would be difference in awareness of the Evaluative Accreditation System(the administrative procedures of Evaluative Accreditation, the effect of Evaluative Accreditation, and the preferred public support types for encouraging participation in Evaluative Accreditation) between child-care directors and teachers, and among the types of child-care centers. The questionnaires were administrated to 168 child-care directors and 423 child-care teachers in Gyeonggido. Data analyses were conducted by descriptive statistics, the chi-test and the t-test. The main results were as follows. First, there was significant difference in awareness of the administrative procedures of Evaluative Accreditation among the types of child-care centers. Second, there was difference in awareness of the effect of Evaluative Accreditation on child-care service areas between child-care center directors and teachers, and among the types of child-care centers in terms of child-care services. Third, in terms of the preferred public support for the encouragement of participation in Evaluative Accreditation, there was difference between child-care center directors and teachers, and among the types of child-care centers.

Effects of the Child Care Accreditation System : Successful Experiences of Participants (평가인증에 참여한 보육시설 종사자들의 경험을 통해 본 보육시설 평가인증제도의 효과)

  • This study analyzed the influences of child care accreditation system on the participants' successful experiences. Analysis of 20 protocols made by the participants showed three dimensions of effects (1) reinforcement of their speciality within the field of childcare, (2) psychological satisfaction; e.g. self-confidence and self-fulfillment, and (3) positive perspectives on child care accreditation. Conclusions were that child care accreditation is an effective system as long as it helps the participants achieve successful experiences. These data will be useful for understanding and publicity of the recently established child care accreditation system. Future research on this subject is needed not only to activate childcare study but also to contribute towards acceptance of the new system.

The Study of Parents' Perception on Accreditation System of Public Type Child Care Centers (공공형 어린이집 공인 인증제도에 대한 부모의 인식 연구)

  • This research surveyed parents' perception on the accreditation system of public type child care centers with 202 parents of 7 public type child care centers in K-province. The results were as follows. First, concerning the necessity of the accreditation system of public type child care centers, high necessity was shown. Second, concerning the influence of the accreditation system on child care center selection, positive responses were shown. Third, the concerning level of perception on the accreditation system of public type child care centers, parents had focused on only the tuition of child care centers. The conclusion was that publicity activities are necessary for parents to understand the goal and role of public type child care centers and to have social concern on it through the various media. The parents' opinion of public type child care centers should be surveyed and is reflected on the accreditation system of public type child care centers for increasing the choices on the public type child care centers.

The Directors' Recognition for the Accreditation System of Child Care Programs (보육시설 평가 인증제도에 관한 시설장의 인식 연구)

  • This research was conducted to develop recommendations for the accreditation system of child care programs in Korea. To assist families in choosing the best child care for their children and to promote excellence in child care settings, an accreditation system of child care programs is necessary. The survey subjects were 262 public, private and corporation child care directors in Seoul, Kyonggi, and Inchon areas. The findings showed that 79.8% of the directors agreed with accreditation systems but they strongly insisted that the necessary time to apply must be well considered with 65.6% of the directors responding that $1{\sim}3\;years$ later was a good time to apply and 37.4% choosing the child care environment as the major area that should be evaluated among the 7 indices of the accreditation system. Most directors were in favor of 7 areas as the indices of accreditation systems while more educated and early childhood education majored directors were more affirmative of the accreditation system.

Performance Evaluation and Suggestions Based on the 2013 Child Care Center Accreditation System (2013년도 어린이집 평가인증 운영체계 개선에 따른 성과평가와 개선안)

  • This study aims to examine the effects of the main eight items amended in the 2013 child care center accreditation system and to provide suggestions. The participants in the study were 200 child care center teachers and staff; 150 professionals consisting of public officials in charge of child care, members for the accreditation committee, and inspectors at the site; and 144 parents. They participated in an on-line questionnaire survey conducted during the end of February, 2014. The survey questions regarding the eight changed items were the same to all the three participating groups, and three more questions were asked to child care center teachers and staff. The collected data were analyzed with frequencies and percentages to present general recognition level. For a group comparison, analysis of variance was first performed among 3 professional groups, all of which has the same size. When there was not a statistically significant difference among the three groups, the second analysis of variance was done among three groups of professionals including the three groups, teachers and staff, and parents. The results showed that there were differences in recognition among the groups regarding each changed item in the 2013 child care center accreditation system, but overall, the groups evaluated the main amendments positively and the changes were considered appropriate and necessary. However, it was found that in-depth reviews are needed of procedure unification to check the basics to require legal compliance; management of unaccredited centers such as valid period reduction and no accreditation, or limit for re-accreditation application; and the burdens of child care centers about surprise visits and notice of inspection dates in advance.

Working Mothers' Perception and Demand on Child Care Policy and Institution Supporting the Working Mothers (취업모의 자녀양육지원제도에 대한 인식 및 요구)

  • This study surveyed the perception and demand for the child care policy and child care service of working mothers with children under age 6. The subjects were 266 working mothers in Seoul and Kyoung-Gi Province. Data were collected with the questionnaire method and analyzed by spss-win program, including median, mode, mean, standard deviation, and t-test. The result of this study can be summarized as follows. (1) The working mothers considered both parents have the responsibility on child care and strongly demanded the national support on child care. (2) The working mothers prefered own mother and relatives to child care center as a carer of infants and toddlers, but prefered child care center for children age 3-5. (3) The working mothers demanded the increase of finantial support for family and child care center. (4) The working mothers focused on 'the security and care Program' and focused next on 'diet and health care program' in child care service. (5) The working mothers did not nearly know about the accreditation system of child care centers. This results suggest that the national and social support for child care service is an essential part in promoting children's and the working mothers' welfare.

Childcare Teacher's Perception of the Accreditation System Based on Accreditation Experience -Focused on the Second Accreditation Index of Childcare Centers- (보육교사의 평가인증 경험에 따른 평가인증제에 대한 인식비교 -2차 평가인증지표를 중심으로-)

  • The purpose of this study was to examine the perception of the childcare teachers regarding accreditation procedures and feasibility of the second accreditation index according their past participation in the accreditation process. The objects were 193 childcare teachers working at child care centers that were accredited using the initial accreditation index. The collected data was analyzed using frequency, percentile, $X^2$, and t-test. The major findings are as follows: First, childcare teachers without accreditation experience perceived 'continuing education of child care center directors and teachers' to be the most important for quality maintenance after successful accreditation. In contrast, childcare teachers with accreditation experience placed the most importance on 'childcare teachers' motivation and continuing enrollment'. Second, childcare teachers with accreditation experience perceived higher feasibility in the subcategories of 'art activity materials' in the category of child care environment, 'providing operation policies and information of child care teachers', 'care for children', and 'employment contract' in the operation & management category, 'sanitary management of food, cooking and feeding', 'care of sick or injured child', 'health management of children and childcare teachers', 'snacks for children' in the category of health and nutrition and 'safe procedures for handing over children' in the category of safety. In general, childcare teachers with accreditation experience perceived higher feasibility of the second accreditation index in all categories.

The Impact of Child Care Type on Infant's Developmental Outcome: Focusing on the Care Type of at Home Nurturing and Daycare Center (영아기 돌봄유형이 영아발달수준에 미치는 영향에 관한 연구: 가정내 돌봄과 어린이집 돌봄의 비교를 중심으로)

  • The purpose of this study was to investigate the effect of child care type on infant's developmental outcomes assessed by K-ASQ, focusing on the child-centric role of nurture policy. For this, this study categorized child care type into types including home nurturing, child care center, and subtypes of each category. The findings of multiple regression analysis using the first-third wave data of Panel Study of Korean Children(PSKC) are as follows. First, the child care center experience had rather positive effect on the development of all abilities in the infants comparing to home nurturing. Second, the time of attending child care center was differently related to the development of motor, communication, and personal-social skill in infanthood. Finally, the accreditation of child care showed a difference only in terms of social development of infants. In conclusion, even if the experience of using child care center has positive impact on infant's developmental level, it is still in need of improving service quality such as reinforcing accreditation system.

Self-Evaluation of the Quality of Center-Based Infant/Toddler Care (영아보육 프로그램의 질적 수준에 대한 보육시설의 자체평가)

  • This research aimed to analyze the quality of center-based infant/toddler programs in Korea. Scale for infant and toddler programs divide accreditation standards into 4 areas(physical environment, curriculum, health care, management system) with 60 standards. Standards can be divided into basic criteria and general criteria. The subjects are 149 day care centers(44 infant day care centers and 105 day care centers), and raters(teachers or principal) assessed the quality of each item on a 5-point Likert scale. The results of this study are as follows: 1) Self-evaluation result have marked 3.67 as average(range : 2.32~4.90), which barely meets basic criteria level. 2) Physical environment area has received worst score(3.41) and Health care area has received best score(3.92). 3) Each standard's score indicate the quality of infant/toddler care program: Feed care(4.29), Affectionate teacher-infant interaction(4.14) were highly rated while Nature environment/anmal/plant(2.75) and Teacher's facilities(2.74) were rated low. 4) Some variation factors showed differences in the qualitative level; number of child, education level of principal.
