Analysis on the Accessibility of the Primary Medical Facilities in Jinju City (진주시 1차 의료시설의 접근성 분석)

  • Current medical delivery system in Korea has been distinguished into three types; primary medical facilities, secondary facilities, and tertiary facilities since 1989. This system prevents the waste of medical resources along with the maintenance of balance according to the medical treatment subjects. However, it is inevitable that the imbalance of the medical services among regions has been generated due to the concentration of the medical facilities on large cities. In this regard, this study attempted to evaluate the quality of the primary medical services, emphasizing accessibility and convenience targeting Jinju city, a small and medium-sized city, based on the distribution characteristics of the space. The study results show that cohesion index about the spatial distribution of the primary care facilities was 0~0.25. It conducted a correlation analysis between the location of the hospitals and users, based on the study results. Finally, it is demonstrated the correlation between the location of the hospitals and users tended to be low, while, the cohesion of the Oriental medicine clinics was high in other treatment subjects, and the accessibility to the Oriental medicine clinics was the highest because most Oriental medicine clinics were distributed to the places where users were many. However, on account that the locations of the medical facilities and users were varied in other treatment subjects except for the Oriental medicine clinics, problems were generated in terms of the accessibility. Therefore, it is judged that the preparation of the measures to improve the selection of lots in consideration of users, who use the primary medical services, is required.

  • Recently, demands with practical applications using high resolution imagery are increasing, according to addressing new sensor data. Since late 1990s, attempts for application to transportation problems of satellite imagery data have been intensively carried out in US, and these kinds of studies are being categorized into the name of RS-T(remote sensing in transportation). Further, this study is also linked with GIS-T(GIS for transportation), being in the matured stage, and then it contributes to wide uses of remotely sensed imagery. In this study, RS-T is briefly summarized. Later, in order to apply urban transportation analysis with satellite imagery as ancillary data, implementation, as prototyped extension program, for extraction of gravity-typed accessibility indices of transportation geography is performed in the ArcView-GIS environment. It is thought that applied results by two models among implemented models in this study can be utilized to characterize transportation accessibility in a region and to apply as useful statistics related to urban transportation status for regional transportation planning, if time series data are used.

  • This study aims to explore the direction of readjustment of rural areas, considering the community. Therefore, it classified the types of 37 Myeon units from 4 communities with higher aging index among rural communities in Jeonnam according to the degree of central functions and population and examined the residents' awareness of community space. As a result, The space used as a social activity for each type is as follows. First of all, the type of decline in the decline of the central index, which reduces transportation conditions, is welfare center (culture center). Second, the central index is high, but there is a low degree of access to the center of the middle and low levels of the population, and the local autonomous center and marketplace, respectively. Third, the low level of access to the central index and the higher center is Nonghyup. Fourth, the decline type with low center index and low accessibility to superior center and low population was the elderly community. Additionally, the types with higher center index on the awareness of community included solidarity and neighbor relationship, and those with lower center index were influenced by cooperation and community awareness for community activation.

Assessing Community Resilience in Rural Regions Using the Analytic Hierarchy Process Method (AHP 기법을 이용한 농촌 커뮤니티 리질리언스 지표 도출 연구)

  • The purpose of this study is to introduce the concept of community resilience to rural society and build an index suitable for the reality of rural areas. Furthermore, by calculating the importance of evaluation factors, it was attempted to present priorities and alternatives for each evaluation factor. By stratifying the derived indicators, a survey was conducted targeting 20 researchers, practitioners, and public officials, three groups of experts working in rural areas who were well aware of the realities and problems of rural areas. In the survey, a pairwise comparison was performed to compare factors 1:1 to calculate the importance, and for rational and consistent decision-making, decisions were made in the 9-grade section. Using the collected data, consistency analysis that can evaluate reliability in the decision-making process and the relative weight of evaluation factors were calculated through AHP analysis. As a result of the analysis, as a result of examining the priority of final importance by summarizing the importance of all evaluation factors, 'Income creation using resources' > 'Population Characteristics' > 'Tolerance' > 'External Support' > 'Social Accessibility' > 'Physical Accessibility' > 'Community Competence' > 'Infrastructure' > 'Leader Competence' > 'Natural Environment' was derived in the order. In the study dealing with urban community resilience indicators, social aspects such as citizen participation, public-private cooperation, and governance were presented as the most important requirements, but this study differs in that the 'income creation' factor is derived as the most important factor. This can be seen through the change in the income difference between rural and urban areas. The income structure of rural areas has changed rapidly, and it is now reaching a very poor level, so it is necessary to prepare alternatives to 'income creation' in the case of rural areas. Unlike urban indicators, 'population characteristics' and 'tolerance' were also derived as important indicators of rural society. However, there are currently no alternatives to supplement the vulnerability by strengthening the resilience of rural communities. Based on the priority indicators derived from the study, we tried to suggest alternatives necessary for rural continuity in the future so that they can be supplemented step by step.

Is Compact Urban Spatial Structure Effective for Public Transportation Mode? (컴팩트형 공간구조가 대중교통수단의 이용활성화에 보다 효과적인가?)

  • The purpose of this study was to find the characteristics of travel behavior and accessibility in terms of spatial structure. We analyzed travel behaviors and accessibility using a mode choice model and the Complementary Accessibility Index(CAI). The urban spatial structures that were compared were a compact city (CC) versus a sprawled city (SC), and high residential density districts (HD) versus low residential density districts (LD). First, CC and HDs residents had a shorter commuting distance than the CC and LDs residents. Second, behavior models showed that the use of Private cars for commuting in SCs was found to be greater than private car use in CCs, and that public transportation modes would be encouraged in CCs. Third, changes associated with the time and cost of commuting by private car generally affect the demand for public transportation modes in the CC. Also, analysis of cross elasticity suggests that changes of subway travel time affect the demand for buses very elastically. Fourth, the CAI of SC and LD were superior to the CC and HD even though the SC inefficient urban forms in terms of spatial structure. So, the spatial distribution of population density was also found to be an important factor affecting accessibility and energy savings.

Syntax-based Accessibility for 3D Indoor Spaces (3차원 내부공간에서의Syntax기반의 접근성 산출)

  • Recently 3D GIS and its applications are getting attention increasingly as various ubiquitous-related techniques for 3D spaces are being developed. Although they call for quantitative measures such as accessibility, most accessibilityrelated studies are limited to 2D networks, not 3D indoor space levels. In this paper, we develop an accessibility index applicable to 3D models. We first examine the theory of Space Syntax which has been developed and used to measure the connectivity or relationships between spatial segments in urban or architectural environments. Then, we expand the principle to a more general form so it can be applied to both street and indoor space levels. We incorporate different types of impedances in moving between places including distances, turns and transfers between floors into the traditional Space Syntax that measures the spatial depths solely based on the structural forms. Finally, we illustrate the use of the proposed measure comparatively using a campus building.

Classification of Healthcare Decline and Analysis on the Healthcare Outcomes (우리나라 도시별 의료쇠퇴 유형과 건강결과 분석)

  • [Purpose] This study aims to classify of healthcare decline and analyze the corresponding health outcomes among cities in Korea. In pursuing the above, this paper gives the particular attention to draw policy implications. [Methodology/Approach] Public healthcare data of 81 cities between 2014 and 2015 was obtained from the National Medical Center of Korea. A matrix analysis, t-test, ANOVA and multivariate regression were applied. [Findings] The study results indicated that declining cities tend to have the most healthcare resources, compared to growing or maintaining cities. However, accessibility to healthcare appeared to be lower in declining cities. Based on the classification of cities on healthcare decline, 42 out of 81 cities were categorized as a maintain/improvement group, while 39 cities were characterized as decline/depression. The group with a decline/depression type has significantly more healthcare facilities than maintain/improvement type. In contrast, maintain/improvement cities indicated lower incidence of morbidity and mortality than decline/depression cities. Lastly, according to the multivariate regression analysis for the healthcare outcomes by the type of healthcare decline, incidence of morbidity and mortality tended to decrease as the number of healthcare workers, the proportion of people who have healthcare accessibility, and the Timely Relevance Index increased regardless of the number of medical facilities including hospital beds and special beds. [Practical Implications] In conclusion, focusing on the improvement of healthcare accessibility as well as staffing, rather than expanding facilities is essential to set the healthcare policies.

  • The purpose of this paper is to search the factors which influence the distribution of commercial function. Commercial function plays the most important role in determining urban spacial structure. The location of commercial function is influenced by topography, accessibility, population, and urban policy. Due to the lack of formal data these factors have not been studed to the full. But GIS makes it possible to conduct researches in analyzing these factors. The results are : (1) The index of employment density connects with topography, population, accessibility and urban policy. (2) The location of commercial function is influenced by these factors (3) GIS is a useful tool in analyzing urban spacial structure.

  • This study typified the rural centers with myeon locations in Hwasun-gun which showed comprehensive and various class types through settlement class structure analysis. It is also for establishing the awareness of strengthening functions and facilities of the centers and the directions of strengthening it. Subjects of the study could be classified into three types including base type (Neungju-myeon), general type (Nam-myeon) and decline type (Dongbok-myeon) through the analysis of settlement class structure. Neungju-myeon location as the base type could function as the myeon location by itself and tended to serve education, health and welfare functions through the strengthening of central living functions. Nam-myeon location as the general type required sports facilities management based on the vicinity and accessibility to the senior's welfare functions. Dongbok-myeon location as the decline type required the accessibility to public health facilities and the security of vicinity to the facilities because of its high population of the aged.

  • This study aims to evaluate the status of Korean healthcare among Organization for Economic Cooperation and Development countries and to monitor the trend of health care status since 2000. The position value for relative comparison (PARC) index was selected to gauge the level of healthcare status in demand, supply, accessibility, quality, and cost as per healthcare policy aspects. The Mann-Kendall test was conducted to allocate healthcare status of Korea since 2000. The PARC values indicate strength and weakness of Korean healthcare system by the mathematical comparisons. Korea positioned higher in demand, supply, accessibility, and quality. Yet, there are shortages in human resources and primary care. In conclusion, we suggest utilizing this study provides evidence to prioritize health care problems that can lead to establishing healthcare policy.
