In this study, we investigated the problems of existing e-journal subscriptions caused by open access of e-journals faced by university libraries. To solve these problems, we proposed an operational model for open access based subscription. The proposed operational model, which adapts the four concepts of subscription model, system, policy, and operation interpreted according to reality, applies open access on the premise of rational subscription of electronic journals. The proposed operational model was constructed based on national support, comprehensive operation, open access based model, and cooperation system. In particular, it emphasized the need for stable and continuous access to scholarly information through national support policy. The proposed operational model can be used as a basic data for the realization and research of open access in the domestic environment.

Due to advances in wireless communications and portable terminals, any-time, any-where, and any-device Internet access is possible. In particular, Internet access in moving vehicles is an emerging and challenging issue. Even though a variety studies have been conduced for vehicular networks, little attention is paid to vehicular Wi-Fi networks where a Wi-Fi access point (AP) is installed at the vehicle and the AP is connected to an external base station (BS). In this paper, we conduct a measurement study on the uplink and downlink throughput for Internet access in vehicular Wi-Fi networks. We consider diverse network environments: high-speed train, car, and subway. Measurement results demonstrate that current Internet access in vehicular Wi-Fi networks are not satisfactory for interactive multimedia applications. Therefore, in-depth study on resource management in vehicular Wi-Fi networks is strongly required.

This paper studied on the open access to public funded research articles in Korea. The 18% of articles published in the journals of the Korea Research Foundation was the output of research that received public fund. The field of engineering science had the most number of public funded articles and the most frequently supported funding agency was the KRF. But most of the public funded articles in Korea has been serviced through the commercial DBs, whereas the small number of articles serviced freely through the Korea Research Memory and NTIS. This paper proposed that the KRF will have to develop the open access policy focus on the engineering science.

The ownership of scholarly communication, i.e. copyright is very important to solve the problem of access to many academic journals in network environment. The purpose of this article is to give a conceptual model for the open access based scholarly communication. The main point of this model is for the authors of research paper to retain copyright on their works and to license the work whenever it is reproduced or redistributed for non-profit use with academic purpose. And library have to construct full text journal databases under this open access license.

The Conditional Access System is a complete system for ensuring that broadcasting services be accessible to only those who are entitled to receive them. Secure key management and efficient delivery mechanism are very important design factors to this system. In this paper, we propose secure and efficient protocols which would be well fitted to a Pay TV system including the satellite DMB. Further. by applying our protocol to the existing conditional access system, we propose a new system that properly enables the control of conditional access to the Pay TV in satellite DMB environment.

In this paper, we show that the SIDMA(Self-organized Time Division Multiple Access) protocol using aviation surveillance data link now, designs to the ICAO DO 9816 documentation sequence. This protocol makes use of the VDL(VHF Data Link) Mode 4 and UAT(Universal Access Transceiver) system's MAC(Media Access Control) layer. We make sure of the simulation result and implementation of STDMA protocol program in accompany with the ICAO documentation sequence. This program operates the slot allocation and reservation with report rate when protocol transmits data and calculates slot address.

The purpose of this study is to examine current issues in theories and practices of bibliographic organization of and access to the Web resources. and find out how to apply them to libraries in Korea. Literature reviews and case studies of five major academic Libraries in Korea as well as United State were conducted to describe and analyze patterns of actual bibliographic organization and access. Libraries definitely vary in how to organize or integrate bibliographic records of Web resources into OPAC and how they provide access to electronic journals and selected Web sites. Academic libraries in Korea are expected to collect more systematically and comprehensively Web resources of high quality and establish strategic plans for building reliable Web resource collection.

Open access journal has been one of the major academic information sources for researcherscharacterizing itself as free resource. Recently, as competition among academic information service provides becomes intense, open access journal also needs to enhance its service and expand information service function. This study aims to propose service features for next generation service of open access journals by analyzing service features of leading journal database services. As a result, four service features are suggested such as journal article components and multimedia features, expanded searching features, social service features and mobile information service.

Purpose: This study started with the question of how to use Virtual Reality (VR) contents as a part of the non-face-to-face education tool that has recently attracted attention. Methods: In this paper, the use of VR contents as an educational tool is explained as a process of 'new media access dimension'. The question was explored on why Virtual Reality (or Augmented Reality) contents are not used as educational tools in the educational field. Results: As a result, the lack of 'material access' such as devices and infrastructure affects 'motivational access' approach stage, which is the previous stage. Again, it has a negative effect on literacy, which is 'skill access' approach stage. As it was found that it was not circulating to the level of "motive-material-skill-usage", it was discussed that it was taking a different step from the past adoption process of ICT and smart media. Conclusion: Based on this, it is believed that immersive content will contribute to arousing interest that can be applied and spread in the educational field, and it is also thought that it will be possible to derive academic interest in the educational effect according to the characteristics of immersive content such as VR.

In high education, knowledge is the very important resource and output. Knowledge management is the art of creating additional value from academic knowledge assets. The e-community is the network community, newly created by information communication technology, and the critical place that share and transfer people's the various knowledge and thinking and the effective space that can apply knowledge management. If we construct a convenient and useful e-community in our university, we will be able to increase the student's intellectual needs, and create new knowledge. Web-portal will promote the activity of e-community providing easy to access and personalized web circumstance. The emergence of Internet and Web access to all university services will force institutions to rethik everything. We should reconfigure our academic environment in order to adapt information technology and educational change, and must do change management based on their structure and culture.
