Case Study on the Effect of Living Cost Reduction Through Welfare Services and Programs Based on Low-Income Household Types (저소득 가구 유형별 복지서비스를 통한 생활비 절감효과에 관한 사례조사 연구)

  • The purpose of this study was to identify the effect of living cost reduction through social welfare services and programs and to suggest the further ways of saving living cost for low-income households. For the research purpose, low-income household type was divided into three representative groups such as senior household, household with school-aged children, and household with the disabled based on the literature review. Four case households which live in permanent rental apartment in Seoul were selected as research subjects. During March 14~April 10, 2010, each household was interviewed to examine the details of monthly income and expenditure structure and types of welfare services receiving. Although some differences exist among cases, there was a definite living cost reduction effect through welfare services and programs from 12% to 150%. Household with school-aged children required diversified education programs corresponding to the children's age. Meanwhile, households including senior and the disabled indicated the necessity of convenient transportation system.

  • Observation of the effects of a handset subsidy on the mobile telecommunication industry has revealed two different aspects. The activation of various mobile services and the handset market, has led to the rapid acceleration of the related technological development, which is a desirable result, while rising prices and the overspending of related resources are undesirable. A great deal of research has been conducted to assess both desirable and undesirable factors using qualitative methods. However, quantitative studies into the effects of a handset subsidy are rare. In this study, we consider the positive and negative effects on consumer welfare of a change in demand and prices brought about by a handset subsidy. Then, we quantitatively compare the positive and negative effects and analyze their direct effects on consumer welfare.

A Qualitative study on Daily Life Experiences of Korean Elderly Welfare Recipients: Focused on Time and Space on Daily lives (국민기초생활보장 수급노인의 일상생활 경험에 대한 질적 사례연구 - 시간과 공간적 맥락을 중심으로)

  • The purpose of the present study was to examine daily lives of elderly welfare recipients and their experiences with social welfare services. Researchers collected and analyzed data through individual interviews with 11 elderly welfare recipients. A major theme in the time context was "Daily lives enduring physical and mental sufferings alone and mismatches of social welfare services": 'Starting same tedious days: trading diligent work for basic living assistance', 'Forced ritual of having meals', 'Struggle with depressing night: not attentive welfare services at closing hours', 'Welfare services suspended in holidays', 'Mind and body withered by economic hardship in winter', 'Social support for enduring weary lives'. In the space context, a major themes was "Inadequate welfare services and social interaction in the context of social isolation": 'Unhygienic and unsafe living environment', 'Hiding places: spending tedious days in vacant lots', 'Community welfare centers useful only for healthy elderly', 'Differences and similarities of elderly in urban and rural areas', 'Receiving restricted medical services at hospitals', 'Hard-to-reach public institutions', 'ambivalence about living as welfare recipients'. Based on the findings, the researchers proposed implications for policy and practice to improve elderly welfare recipients' quality of life.

Analysis of Housing Welfare Service Situation and Demands for Improvement in Cheongju through Interviews of Housing Welfare Field Specialists in Public and Private Sectors (공공과 민간 주거복지 현장전문가 인터뷰를 통한 청주시 주거복지서비스 실태 및 개선요구 분석)

  • This study aimed to explore housing welfare service situation in City of Cheongju, Chungbuk, and assess demands for the service improvement through interviews of public and private field specialists in order to seek practical implications for enhancement of housing welfare policy and system in Cheongju. In December 2016, a series of personal and focus group interviews using semi-structured questionnaires were conducted to total 10 specialists who were currently providing and housing services. Major findings and implications are as follow. (1) City's own housing survey and database construction are in need for development and implementation of housing welfare service programs serving local needs effectively and efficiently. (2) The field specialists perceived importance of realignment of service system and to establishment of the Cheongju housing welfare center as a control tower of the services. (3) It is required to provide various opportunities to strengthen the specialists' competence through education, training and networking and to arrange persons in charge of housing programs in every community-level self-government. (4) The specialists showed their strong interests in introduction of diverse housing welfare services and programs.

The Effect of integrated health and welfare services on the control of medical use and medical expenses in Korean Veteran's Hospitals (보훈병원 통합의료복지서비스가 의료이용과 의료비 절감에 미치는 효과 분석)

  • This study aims to examine the effect of integrated health and welfare(IHW) services on medical use and medical expenses in Korean Veteran Hospitals. Data on the volume of medical use and medical expenses were collected from two patient groups of 5 Veterans' Hospitals: the beneficiary group who has received IHW services and the non-beneficiary group who has not. Each group was composed of 265 patients respectively. The results of the study revealed that the volume of home nursing services, home rehabilitation services, ambulatory services have increased significantly, whereas the average length of stay, number of using emergency services, and average medical expenses have decreased after receiving integrated health services in the beneficiary group. In contrast, the non-beneficiary group showed much more increase both in the volume of inpatient and outpatient services, as well as the average medical expenses, compared to those of the beneficiary group. This results imply that the provision of IHW services have positive impacts on the enhancing the effectiveness of the medical resources utilization for the veteran patients.

The Effect of Welfare Recognition on the Utilization of Social Services and the Satisfaction of Social Welfare Policies for the Elderly (노인의 복지인식이 사회서비스 이용과 사회복지정책 만족도에 미치는 영향)

  • This study analyzed how elderly people's perception of social welfare affects social welfare service and social welfare policy satisfaction by paying attention to the use of social welfare services and satisfaction with social welfare policies. In order to achieve this research goal, 465 people aged 60 or older who completed responses to the additional survey were collected and analyzed as research targets based on data from the Korea Welfare Panel, which is accumulated by the Korea Institute for Health and Social Affairs and Seoul National University's Social Welfare Research Institute. The results of this study are as follows. First, "Awareness of welfare for the elderly (recognition of welfare expenditure, recognition of welfare targets, recognition of welfare tax increases)" was found to have a negative impact on "use of social services." Second, "Awareness of welfare for the elderly (recognition of welfare expenditure, recognition of welfare targets, recognition of welfare tax increases)" was found to have a negative impact on "satisfaction with social welfare policies." Third, the impact of the recognition of welfare for the elderly on the use of social services was found to be different according to the demographic characteristics (education level, income level, educational background, gender). Fourth, according to the "population statistical characteristics (education level, income level, educational background, gender)" the impact of the recognition of welfare for the elderly on the satisfaction of social welfare policy was shown to be different. The implications of this study are that we looked at multi-dimensional welfare awareness and social service use experience together as factors affecting social welfare policy satisfaction. In other words, it is meaningful that the government focused on welfare awareness based on individual values and subjective perceptions as an influence on social welfare policy satisfaction, and sought practical alternatives to welfare policies and welfare sites by examining whether the experience of using social services in relation to welfare awareness and social welfare policy satisfaction among the elderly.

A Study of Factors Affecting on the Preference of the elderly's Mental Health Services Utilization in Rural Areas - Application of Andersen and Newman's Model - (Andersen과 Newman 모델에 근거한 농어촌 지역 노인의 정신건강서비스 이용의향에 관한 연구)

  • This study examined the factors affecting the preference for the elderly's mental health services utilization in rural areas. A behavior model developed by Andersen and Newman provided an analytical framework to determine the factors affecting service utilization preferences among 335 elderly people as research subjects. The authors found that the preferences for mental health service utilization were significantly related to the level of education, living alone, presence of grandchildren, participation in social activities, and recognition about the services. Based on the findings, this study suggests that more mental health services for the elderly in rural areas be further developed and strengthened. Also, the elderly who lives alone and lives with grandchildren should have a priority in policy consideration. Multiple approaches are suggested to increase the awareness of mental health services and participation social activities for those older people.

Analysis of satisfaction with the service user senior center Focused on senior welfare center Gangseo-gu & Eunpyong-gu (노인복지시설 이용자의 서비스 만족도 분석 은평구·강서구 노인복지시설을 중심으로)

  • This study, continuing education programs and elderly welfare center in order to verify the source of satisfaction perceived elderly welfare center services for the elderly aged 60 or over to use the various welfare services for elderly, distribute the questionnaire with the permission of the welfare centers, utilizing a material portion 175. This study used PASW 18.0 program on the collected data and for data analysis, detailed statistical analysis methods used were t-test and One-way ANOVA. Gender were observed in higher overall satisfaction of a man, granted a high degree of satisfaction lower age, education elementary school, at least university graduates, found that satisfaction is high. In health, become clear that the more satisfied the more you health, spending money a month it became clear that the more satisfied the elderly to be used about 300,000 won to 500,000 won use period found that the elderly were more satisfied if less than one year and more than three years. In the region, Gangseo-gu is found to be slightly higher overall satisfaction with services than the Eunpyong-gu.

Development of Diagnosis System about Services and Infrastructure for Rural Welfare and Culture (농촌 복지·문화 서비스 및 인프라 진단체계 개발)

  • This study developed diagnostic system to understand the level of welfare cultural service and infrastructure in rural areas. The applicability was reviewed through the Delphi survey and the sample survey of 60 villages. The diagnostic indicators consist of three areas: the demand area, supply area, and delivery area. The demand area consists of 8 indicators, 25 indicators for welfare services and infrastructure (healthcare, social welfare) and 32 indicators for cultural services and infrastructure (culture, education, leisure sports). The service delivery area was divided into service supply area access and traffic accessibility (public transport use status and rural transport model status) by each indicator. A diagnostic system was applied to 60 villages. Services and infrastructure for rural welfare and culture were supplied more in the Si area than Gun area. The delivery area was easier to access the Gun area than Si area. In the case of traffic access, public transportation was more frequently used in the Si area than Gun area, and the rural transportation model was found to have a relatively large amount in the Gun area compared to Si area. The diagnosis system about services and infrastructure for rural welfare and culture will provide information necessary for establishment and decision making of regional development policy taking into account characteristics of rural areas in the future.

Effect of the use of social services by the elderly with disabilities on life satisfaction: Focusing on the moderating effect of less support. (장애 노인의 사회서비스 이용이 삶의 만족도에 미치는 영향: 사회적 지지의 조절효과)

  • The purpose of this study is to analyze the moderating effect of social support on the effect of the use of social services by the elderly with disabilities on life satisfaction.To this end, the 15th data of the Korean Welfare Panel 2020 were used to verify the characteristics, correlation, and multiple regression analysis of variables related to life satisfaction. The SPSS WIN 25.0 program was used. The survey subjects extracted 684 elderly people with disabilities aged 65 or older, and the use of welfare services was divided into income Service, health Service, home welfare Service, and social participation Service, and the analysis results are as follows. First, it was found that the experience of using welfare services for the elderly with disabilities had a positive (+) effect on life satisfaction. Second, social support showed a moderating effect on the effect of using welfare services for the elderly with disabilities on life satisfaction. Through these results, the necessity of practical intervention measures and development of various programs in social welfare policies that can improve the quality of welfare services for the elderly with disabilities and increase life satisfaction through various social support was suggested.
