  • On January 1, 2020, the liquor tax for beer and takju was reorganized from the ad valorem tax to the specific tax. The purpose of the reorganization of the liquor tax announced by the National Tax Service is to improve the quality of the liquor and to resolve unreasonable discrimination between domestic and imported liquor. However, it is necessary to determine whether the National Tax Service's standard for levying the liquor tax is appropriate for the purpose. In this study, the change in the liquor industry is estimated due to the reorganization of the liquor tax using Hicks net price elasticity. In addition, the specific tax for each of the liquors and the alcohol content derived from the social cost minimization model is compared. The main findings are as follows. First, when the liquor tax of beer and takju is converted to the specific tax, social costs increase, and social welfare decrease. Second, if all the liquors are converted to the specific tax, social costs decrease. Third, when comparing specific tax by each of the liquors and the alcohol content according to the social cost minimization model, The specific tax by alcohol content can be considered more appropriate in terms of social cost and the stakeholders in the liquor industry.

  • Purpose: The purpose of this study is to empirically evaluate the unintended welfare losses induced by paid sick leave, examine the severity of the unintended moral hazard loss caused by paid sick leave, and evaluate how much moral hazard cost society can accept to obtain paid sick leave benefits. Research Design, Data and Methodology: We examine the Medical Expenditure Panel Survey data collected in 2013 and 2014 by employing a panel probit analysis to control for individual heterogeneity. Results: The estimation result shows that the probability of absence due to paid sick leave increases from 4.91% to 7.84%. Among them, excluding the probability of increasing absence from 1.29% to 2.69% due to the actual disease, the probability of absence due to the moral hazard was estimated to be 2.41% to 6.49% in the proposed models. Based on the result, if we evaluate the increase in absence caused by moral hazard as a social cost, the estimated cost is approximately $174 to $297 per worker per year. Conclusion: Considering these expected costs, our society can obtain the access benefit from paid sick leave if we are willing to accept the moral hazard cost.

It was found that the patients chose the public health clinic for its low medical cost. the welfare center for its proximity as well as for its low medical cost. and the general hospital for its quality medical services Also. the study has shown that the prescription of drugs was the major service provided by the public health clinic whereas the blood pressure measurement. the prescription of drugs. and family planning were the primary service offered by the welfare center. Drug prescription and blood pressure measurement were two of the most important services by the general hospital. 3. It was shown that the knowledge of hypertension was highnest at the welfare center whereas the management of hypertension was highest at the public health clinic. Based on above results and considering the chronic nature. it is believed that family awareness of the illness was one of the most important aspects for effective management of the hypertension for the elderly patients. • This study analyzed the recognition types of the economic burden for cancer treatment and the characteristics of each recognition type by employing Q methodology. For this study, we determined the final 45 Q statements by conducting literature surveys, internet searches and in-depth interviews. The P samples are 35 people of cancer patients, their family members, and experts. The Q statements were classified according to the forced normal distribution method and the collected data was analyzed using the PC QUANL program. For the analysis results, we extracted four recognition types on the economic burden of cancer treatment, and we named them 'uncertain anxiety', 'acceptance by family burden', 'object to challenge with active response' and 'insurance preparation', depending on their characteristics. The results of this study can be used as a basis for preparing the clinical intervention plan and the policies for cancer patients and the families involved in the fields of medicine, nursing and social welfare.

  • Although the NutriPlus program has shown considerable evidence of enhancing users' nutritional status, the budget does not cover all eligible mothers and children. This study aimed to conduct a cost-benefit analysis of the NutriPlus program to assess its economic efficiency. 53 families with 79 users in the NutriPlus program at Daejeon Dong-gu Health Center participated in this study with informed consent. The costs and benefits were estimated from both the administrator's and users' perspectives. We converted the time cost into Korean currency based on the minimum wage in 2014. The value of nutrition education and service (B2), estimated by contingency valuation method (CVM), was counted as an economic benefit. 6 families (11.3%) were recipients of national medical care and 22 families (41.5%) paid 10% of the food package cost by themselves. The total cost was \7,450,167 and the total benefit was \12,402,239. The budget for the health center (C1+C2+C3+C4) was \5,984,381 a month. Time and transportation cost for receiving nutrition education (C6) differed significantly according to the economic status of families. Household food consumption increase (C4-B4) was 40,379 in the poverty group, which was four times more than in the other groups. The net benefit (B-C) was \4,852,172 and the B/C ratio was 1.66. Therefore, the NutriPlus program is beneficial in the economic aspect as well as in the nutritional aspect. If the enhancement of nutritional status was also considered, the total benefit would be even higher. These results confirm the legitimacy of a secure budget for the NutriPlus program. And we suggest expanding its budget to cover more eligible individuals to improve people's health and welfare.

  • The current benefit expenditure of National Pension Scheme is comparatively small, as it stands in the early stage in reference to the historical development. On the other hand, the current contribution rate of National Pension is set up beyond which is sufficient to cover the current benefit expenditure. Therefore, National Pension makes big surplus every year such that the size of accumulated fund increases very fast. Nevertheless, the apprehension of financial instability of National Pension prevails these days. If so, is it really well-grounded? In terms of the method of financing. public pension schemes of most of all nations in the world are based on pay-as you go or partial funding. Under these financing methods, financial soundness fundamentally depends on the power that the government is able to impose the burden which is equivalent to benefit expenditure and the attitude of the public which represents whether they will admit it or not. Under this perspective, the judgement of financial soundness of public pension can not be made arithmetically and technically only on the basis of the balance between receipts and expenditure but should be accomplished considering the very complex and diverse aspects. In these context, this paper defines what the financial soundness of public pension means specifically and presents the objective indices which help judge it, that is, implicit debt, cost rate, summarized cost rate, pension expenditure as percentage of GDP, and fund rate. Then, applying the indices, this paper analyzes the long-term financial situation of National Pension empirically and evaluates its financial soundness in exploratory perspective.

  • Based on social welfare maximum theory, the optimal scale of power plants entering generation power market being is researched. A static non-cooperative game model for short-term optimization of power plants with different cost is presented. And the equilibrium solutions and the total social welfare are obtained. According to principle of maximum social welfare selection, the optimization model is solved, optimal number of power plants entering the market is determined. The optimization results can not only increase the customer surplus and improve power production efficiency, but also sustain normal profits of power plants and scale economy of power production, and the waste of resource can also be avoided. At last, case results show that the proposed model is efficient.

  • Recently, the digital healthcare technologies including non-invasive diagnostics based on Internet of Things (IOT) are getting attention. Human exhaled breath contains a variety of volatile organic compounds (VOCs), which can provide information of malfunctions of the body and presence of a specific disease. Detection of VOCs in exhaled breath using gas sensors are easy to use, safe, and cost-effective. However, accurate diagnosis of diseases is challenging because changes in concentration of VOCs are extremely small and lots of body factors directly or indirectly influence to the conditions. To overcome the limitations, highly selective nanosensors and artificial intelligent electronic nose (E-nose) systems have been mainly researched in recent decades. This review provides brief reviews of the recent studies for diabetes and lung cancer diagnosis using nanosensors and E-nose systems.
