  • This study is a part of "Early Warning Service for Weather Risk Management in Climate-smart Agriculture", describes the delivery techniques from 840 catchment scale weather warning information using 150 counties unit special weather report(alarm, warning) released from KMA(Korea Meteorological Administration) and chronic weather warning information based on daily weather data from 76 synoptic stations. Catchment weather hazard warning service express a sequential risk index map generated by countries report occurs and report grade(alarm, warning) convert to catchment scale using zonal summarizing method. Additional services were chronic weather warning service at crop growth and accumulated more than 4 weeks, based on an unsuitable weather conditions, representing a relative risk compared to its catchment climatological normal conditions (normal distribution ) in addition to special weather report. Service provided by a real-time catchment scale map overlaid with VWORLD open platform operated by Ministry of Land, Infrastructure and Transport. Also provide a foundation for weather risk information to inform individual farmers to farm located within the catchment zone warning occur.

  • This technical note describes about the base stages of technology implementation for establishing "Early Warning System for Weather Hazard Management in Climate-smart Agriculture" to national onsite service. First of all, a special weather report service at catchment was represented sequential risk of 810 units of catchment by spatial statistical methods to existing 150 counties units special weather report released in KMA. The second, chronic hazard alarm service based on daily data of 76 Synoptic stations was monitor about 810 Catchment of mid-long term lapse weather and represented as a relative risk index chronic hazard risk of this time in preparation for the climatological normal conditions in the same period. Finally, we establish the foundation for delivering individually calculated field specific in hazard risk about volunteer farmer of early warning service demonstration area in seomjin downstream watershed. These three types of information were built a near real-time map service on the VWORLD background map of Ministry of Land as superposed layers nationwide catchment and demonstration areas within the farm unit weather hazard.

  • Recently, weather information is getting closer to our real life, and it is a very important factor especially in the transportation field. Although the damage caused by the abnormal climate changes around the world has been gradually increased and the correlation between the road risk and the possibility of traffic accidents is very high, the domestic research has been performed at the level of basic research. The Purpose of this study is to develop a risk map for the road hazard forecasting service of weather situation by linking real - time weather information and traffic information based on accident analysis data by weather factors. So, we have developed a collection and analysis about related data, processing, applying prediction models in various weather conditions and a method to provide the road hazard map for national highways and provincial roads on a web map. As a result, the road hazard map proposed in this study can be expected to be useful for road managers and users through online and mobile services in the future. In addition, information that can support safe autonomous driving by continuously archiving and providing a risk map database so as to anticipate and preemptively prepare for the risk due to meteorological factors in the autonomous driving vehicle, which is a key factor of the 4th Industrial Revolution, and this map can be expected to be fully utilized.

  • The local area weather information is very important element to estimate where the air-pollutant will flow. But the existing NBC hazard prediction model does not consider the local area weather information. So, in this paper, we present SN-HPM that uses the local area wether information to perform more accurate and reliable estimate, and embody it to program.

  • This research was performed to evaluate the decay hazard for exterior above-ground wood in Korea. The Scheffer index (decay hazard index) was determined using the climate data of 72 different locations obtained from the website of Korea Meteorological Administration (KMA), and the wood decay hazard map was created. Jeju, Seogwipo, Gwangju, and Jeonju showing above 65 of Scheffer index values were considered to be high decay hazard zones. The rest showed the values in the range between 35 and 65, meaning the moderate decay hazard zones. However, the annual Scheffer indexes largely varied, which suggests that many moderate decay zones could turn into high decay regions with the climate change. Especially, considering that Korean weather tends to turn into the weather of subtropical region, the decay hazard of Korea seems to have high possibility to be gradually increased.

  • A new numerical weather prediction and dispersion model, the Operational Multi-scale Environment model with Grid Adaptivity(OMEGA) including an embedded Atmospheric Dispersion Model(ADM), is introduced as a next generation atmospheric simulation system for real-time hazard predictions, such as severe weather or the transport of hazardous release. OMEGA is based on an unstructured grid that can facilitate a continuously varying horizontal grid resolution ranging from 100 km down to 1 km and a vertical resolution from 20 -30 meters in the boundary layer to 1 km in the free atmosphere. OMEGA is also naturally scale spanning and time. In particular, the unstructured grid cells in the horizontal dimension can increase the local resolution to better capture the topography or important physical features of the atmospheric circulation and cloud dynamics. This means the OMEGA can readily adapt its grid to a stationary surface, terrain features, or dynamic features in an evolving weather pattern. While adaptive numerical techniques have yet to be extensively applied in atmospheric models, the OMEGA model is the first to exploit the adaptive nature of an unstructured gridding technique for atmospheric simulation and real-time hazard prediction. The purpose of this paper is to provide a detailed description of the OMEGA model, the OMEGA system, and a detailed comparison of OMEGA forecast results with observed data.

  • This study analyzes weather derivatives as an alternative risk management tool to stabilize farm revenue to complement the existing crop insurance program which suffers from asymmetric information problems such as adverse selection, moral hazard, and verifiability. We estimated apple yield functions to observe the relationship between yields and weather indices such as temperature and precipitation. Based on the estimated yield functions we designed weather futures and options products underlying temperature and precipitation, and calculated the prices of futures and options by two different approaches, historical distribution and Monte Carlo simulation. We found that weather futures and options stabilize farm revenue based on the estimated four risk indicators: Coefficient of Variation, Value at Risk, Certainty Equivalence, and Risk Premium. As a result, weather derivatives could be considered as a potential farm risk management tool through studying more in legal and institutional strategies and developing various derivatives products.

  • Private companies are increasingly required to take more substantial actions on climate change. This study introduces the principle and cases of climate (physical) risk estimation for 11 private companies in Korea. Climate risk is defined as the product of three major determinants: hazard, exposure, and vulnerability. Hazard is the intensity or frequency of weather phenomena that can cause disasters. Vulnerability can be reflected in the function that explains the relationship between past weather records and loss records. The final climate risk is calculated by multiplying the function by the exposure, which is defined as the area or value of the target area exposed to the climate. Future climate risk is estimated by applying future exposure to estimated future hazard using climate model scenarios or statistical trends based on weather data. The estimated climate risks are developed into three types according to the demand of private companies: i) climate risk for financial portfolio management, ii) climate risk for port logistics management, iii) climate risk for supply chain management. We hope that this study will contribute to the establishment of the climate risk management system in the Korean industrial sector as a whole.

  • To improve the practicality of 'Early warning service about agrometeorological weather hazards' and operation efficiency to deliver site-specific about a lot of land unit possibility of weather hazard occurrence with the suitable counterplan to farmer, site-specific early warning service system that was built at the National Academy of Agricultural Science in Korea passed some of the error supplementation and service's stabilization stage during operation period for trial services from October 2014 to March 2015. Field service system covered about 470 volunteered farmer and 950 lots in Seomjin river downstream areas (part of Gwangyang-si, Hadong-gun, Gurye-gun). This system (Two track system) consists of early warning system (a lot of land unit) to inform farmer by individual text message and dispersal prior alert system that can see the jurisdiction's situation of local government. Individual text message about Seomjin river downstream that is our first study area was launched since $2^{nd}$ March 2015, and online site (http://www.agmet.kr) started business since April 2015. Service offers currently information of farm weather, farm weather hazard, nationwide weather risk and special weather alert, also our system will consistently expand the service target area and contents and improve the service quality until 2017 when our study finished. To prevent crops damage that was caused by crisis situation like farm weather and weather damage offer prior alert about agrometeorological weather harzard to volunteered farmer, thereby our study expects to help the reduction of farm's damage caused by weather derivatives.

  • The weather hazard by worldwide global warming rapidly increases year by year, and the damage becomes also enormous. especially, the damage by the random local severe rain in Korea is conspicuous. The forecast is difficult, because the random local severe rain arises by the complicated mechanism. However, local weather field in the Honam district where the weather hazard arises well is accurately grasped, and the systems that predict the local severe rain early are necessary. The purpose of this research is development of radar data assimilation observed at Jindo S-band radar. The accurate observational data assimilation system is required for meteorological numerical prediction of the region scale. Diagnostic analysis system LAPS(Local Analysis and Prediction System) developed by US FSL(Forecast Systems Laboratory) is adopted assimilation system of the Honam district forecasting system.
