  • This research was performed to supplement the previous research about the driving rain index (DRI) for Korea determined by using daily weather data for 30 years. The average annual driving rain index (AADRI) was calculated from the hourly weather data, and the magnitude of DRI was investigated according to wind directions. The hourly climate data were obtained from the Korea Meteorological Administration (KMA) for the period 2009 to 2017. Of 82 locations investigated, seven were classified into regions where the level of exposure of walls to rain was high. The result showed quite a difference from the previous results, in which no high exposure regions were observed. Since the hourly-based and the daily-based annual driving rain index (ADRI) values showed only a slight difference, the result may be explained by the length of the periods used in both studies. The change of DRI according to wind directions showed that there was a certain range of wind directions in which driving rain easily approached building walls. It suggests that the consideration of wind directions with high DRI would be useful to develop a good design of wooden buildings from the point of wood preservation and maintenance.

  • This study was conducted to develop a forest fire occurrence model using meteorological characteristics for the practical purpose of forecasting forest fire danger. Forest fire in South Korea is highly influenced by humidity, wind speed, and temperature. To effectively forecast forest fire occurrence, we need to develop a forest fire danger rating model using weather factors associated with forest fire. Forest fore occurrence patterns were investigated statistically to develop a forest fire danger rating index using time series weather data sets collected from 8 meteorological observation centers. The data sets were for 5 years from 1997 through 2001. Development of the forest fire occurrence probability model used a logistic regression function with forest fire occurrence data and meteorological variables. An eight-province probability model by was developed. The meteorological variables that emerged as affective to forest fire occurrence are effective humidity, wind speed, and temperature. A forest fire occurrence danger rating index of through 10 was developed as a function of daily weather index (DWI).

  • PURPOSES : This study investigates the effect on concrete pavement accordance with the curing methods in cool weather and supports the best method in the field. METHODS : Two field tests evaluated the curing methods of concrete pavement in cool weather. Firstly, five curing methods were tested, including normal curing compound, black curing compound, bubble sheet, curing mat, and curing mat covered with vinyl. Concrete maturity was compared from temperature data. Secondly, normal curing compound and curing mat with vinyl, which showed the best performance, were compared in terms of maturity and join condition index. RESULTS:From the field tests, it is an evident that curing mat with vinyl accelerated the concrete strength. Therefore, it is possible to conduct saw-cut works in cool weather, which minimizes damage on concrete at joint. CONCLUSIONS : For concrete pavement in cool weather, using curing mat with vinyl as the curing method could overcome the strength delay. Therefore, strength and durability problems on concrete at joint due to cool weather would be fewer in the future.

  • The electric power industry throughout the world is undergoing considerable changes from the vertically integrated utility structure to the deregulated market. However, the deregulated electricity market is operated with respect to theory of economical efficiency, and therefore, the system operator requires data with fast contingency ranking for security of the bulk power system. This paper presents fast calculation method for determining contingency ranking using the weather dependant probabilistic risk index(PRI). The probabilistic risk index can be classified into normal weather and adverse weather. This paper proposes calculation method using the probabilistic risk index in determining contingency ranking requiring for security under the deregulated electricity market.

  • The main objective of this research is to develop a hydroclimate drought index (HCDI) using the gridded climate data inputs in a Variable Infiltration Capacity (VIC) modeling platform. Typical drought indices, including, Standardized Precipitation Index (SPI), Standardized Precipitation Evapotranspiration Index (SPEI), and Self-calibrated Palmer Drought Severity Index (SC-PDSI) in South Korea are also used and compared. Inverse Distance Weighting (IDW) method is applied to create the gridded climate data from 56 ground weather stations using topographic information between weather stations and the respective grid cell ($12km{\times}12km$). R statistical software packages are used to visualize HCDI in Google Earth. Skill score (SS) are computed to evaluate the drought predictability based on water information derived from the observed reservoir storage and the ground weather stations. The study indicates that the proposed HCDI with the gridded climate data input is promising in the sense that it can help us to predict potential drought extents and to mitigate its impacts in a changing climate. The longer term drought prediction (e.g., 9 and 12 month) capability, in particular, shows higher SS so that it can be used for climate-driven future droughts.
