A Study on Improving Pricing Criteria for Post-Construction Evaluation (건설공사 사후평가 용역대가기준 개선방안)

  • In 2000, post-construction evaluation was introduced for the purposes to evaluate demand, cost, and construction period of public construction projects and to reduce errors of public order agencies. However, pricing guide of post-construction evaluation has not been established, which becomes a cause of quality degradation of post-construction service and conflict occurrence. This study suggests the pricing guide in the form of percentage of construction cost method and cost plus fee method based on data of post-construction evaluation. This study investigates the construction costs and service costs for post-construction evaluation and conducts the comparative analysis of 'percentage of construction cost method' and 'cost plus fee method.' The analysis result shows 'cost plus fee method' is more accuracy than 'percentage of construction cost method.' In particular, cost plus fee method includes various correction coefficients, such as distance, area, and integration, in order to reflect the project characteristics of each infrastructure, and suggests linear construction (roads, railways), nonlinear construction I (housing and industry complex), and nonlinear construction II (airports, seaports, dams, water and sewage).

  • Air voids in hardened concrete have an important influence on concrete durability such as freeze-thaw resistance, surface scaling resistance, and water permeability, and they have been characterized by spacing factor Linear traverse and point count methods in ASTM standard have been used in estimating an air void system in hardened concrete. However, these methods require lots of time and efforts, further they are not repeatable. Image analysis method could be utilized In estimating an air void systems in hardened concrete with a developments of microscope, digital camera and computer program. The purpose of this study was to develope image analysis method and provide a guideline by comparing the results from ASTM method and image analysis method. The concerns were at air void content and diameter distribution, air voids system as well as spacing factors. The experimental variables included air content by air entrained agent (0, 0.01, $0.03\%$) and depth of specimen (top, middle, bottom). The result showed that it was possible to calculate spacing factor using image analysis technique, as well as air content, air diameter distribution, and air structure. This study also contributed in developing an reasonable and repeatable image analysis method.

  • Freiburg, as the German Capital of the Environment, is well known to Koreans, and relationships with Korean cities are deeply extended. This study attempts to grasp the features of the historical and cultural environment in Freiburg's old town center pedestrian district through the investigation of the historical value of environmental elements and the way they are transmitted along with the components of city identity. Through the literature studies confirms that. The main canal in Freiburg, called Gewerbeknale, is valued both for its existence during the city construction period and for being an infrastructure to supply water to the Bachle(small urban canal) and Brunnen(fountain). In spite of a recipient environment in the middle of the 19th century, the traditional mosaic pavement has a new value as an mediator between citizens and the environment through the adaptations that have occurred in the city. This study has verified the dialectical repetition of crisis and conquest through the historical succession of environmental elements. The historical continuance of environmental elements has a strong influence on the acquisition of sameness and Individuality in city identity factors. The result of this study recommends the historical value of environmental elements that have survived in the urban environment, and verifies the necessity of a concrete strategy for preservation and related practical efforts.

  • The sustainable operation and development of ports is a key industry for Korea's national economy. It is increasingly more important to resolve conflicts with local communities due to port environmental problems such as air pollution, water pollution, noise and ecosystem destruction while securing port competitiveness through infrastructure expansion. In case of the Busan New Port development project in Korea, construction has been temporally suspended due to conflict with local fishermen over marine sand mining for construction. A primary reason for this is the absence and limitation of qualitative port environmental impact assessment methodologies in Korea. This includes the current investigation of fisheries damaged by ports. Therefore, the main purpose of this study is to propose economic valuation methods for assessing environmental impacts that are essential for efficient port environmental management and for sustainable port operation and development in Korea. To do this, this study examines the overall port environmental problems and their effects (damages) through the analysis of environmental policies and case studies of domestic and overseas ports. Then economic valuation methods are suggested for total economic values (TEV) of damaged environmental goods and services. Among the proposed methods, Habitat Equivalency Analysis (HEA), as a more scientific data based method, was applied to estimate marine ecosystem service damages from the designation of Busan New Port Anchorages. Finally, based on the study results, more efficient port environmental management will be achieved through the institutional adoption of the proposed economic impact assessment methods for port environmental damages.

The Study on Aspects of Representing Tradition in the Winners of Landscape Competitions of Land Development Projects through the Comparative Analysis between the Original Designs and the Constructions (택지개발사업 조경설계공모 당선안과 조성 현장 비교를 통해 본 전통 재현의 양상)

  • In order to search for the reasonable planning directions for representing traditional landscape, this study conducted the comparative analysis of the designs on the panels and their constructions from both winners of "The Landscape Design Competitions for City Infrastructure of Minlak(2) District in Uijeongbu" and "The Design Competition for Dongtan(2) District Land Development Phase 1". The representing targets and views, the composition and placement of representing space, the design of representing facilities and landscape planting were examined based on the text, master plans, elevations and cross sections, diagrams, images, and perspective drawings proposed from the competition panels. Then, the landscape constructions were reviewed. The results are as follows: First, the types of the representing targets and views are the agricultural landscape, as the local landscape of target area, which are divided into the life space of a traditional village, the traditional water space, and the traditional culture. Second, as to the composition and placement of representing space, the traditional theme spaces are formulated considering the surrounding land use and the local cultural heritage. However, some spaces were changed to the exercise space or convenient facility spaces required in a neighborhood park. Third, in the case of the representing facilities, a round island in the square pond, a traditional pavilion and Hwagye(terraced flower bed) were made without the facilities designed creatively. Fourth, the application of traditional planting techniques was focused on planting trees in the village forest on an island in the square pond and on Hwagye. Fifth, the traditional representing work has gradually advanced with the selection of subject and experimental facility designs based on the professional references. Sixth, the choice of the realizable subject, the expertise for information analysis and the creative design of the traditional facility are required in the future.

Study of the Long-Term Behavior Characteristics of Roadbed on Concrete Track of High-speed Railway (고속철도 콘크리트 궤도상 토공노반의 장기거동 특성 연구)

  • This study examined the long-term behavior of a roadbed using high-speed railway concrete track and roadbed measurement data and evaluated the long-term performance of the track and roadbed. Recently, high-speed railway track type has been adopted as a concrete slab. On the other hand, the concrete track is vulnerable to roadbed settlement. In the case of gravel tracks, it is easy to restore the original state by maintenance even if the roadbed settles. On the other hand, in the case of the concrete track, if excessive settlement of the roadbed occurs, cracks are generated continuously on the slabs and sleepers, resulting in greatly reduced usability. For this reason, it is difficult to restore the original state only by partial maintenance. In this paper, a long-term performance evaluation was carried out on a concrete track during operation by monitoring the measurement data of sensors buried from the beginning of construction for approximately 3 years after the high-speed railway opened. Performance evaluation methods include a performance evaluation of track/roadbed when the train passes, long-term track and roadbed performance evaluation, analysis of the track/roadbed effect on long-term settlement and analysis of the factors influencing long-term settlement. The trail response of KTX-Sancheon was greatest in the track/roadbed performance evaluation by train. The results of the long-term track and roadbed performance evaluation were measured within the standard values. The track and roadbed performance impact assessment with long-term settlement was strongly related to TCL settlement. The influences of the water content and groundwater level were verified by analyzing the external factors of long-term settlement. Through such a method, the stability of a track/roadbed can be secured.

A Study on Improvement Measures for the Design Documents Delivery System in Public Road Construction Projects (공공 도로건설사업에서의 설계도서 납품체계 개선방안에 관한 연구)

  • PURPOSES : This study aims to survey and analyze the status of the design and completion documents output delivery system in public construction projects in order to assess the problems of the Ministry of Land, Infrastructure and Transport (MOLIT)'s electronic delivery system, with a focus on roads and rivers, and to offer improvement measures. METHODS : This study first surveys and analyzes laws and existing study trends with regard to the design and completion documents output delivery system in public construction projects. It further analyzes the status of the output delivery system in public construction projects, including roads, rivers, expressways, water resources, and railroads. In addition, a comparative analysis of the current electronic delivery system of MOLIT and Korea Expressway Corporation in the road field is conducted, and the problems and improvement measures for MOLIT's electronic output delivery system are presented. This study seeks to analyze problems and prepare improvement measures with regard to road and river public construction projects, as ordered by MOLIT's five regional offices. RESULTS : This study sought to prepare the electronic output delivery system with regard to public construction projects and present the analysis of its major problems and improvement measures in four categories: "the preparation of electronic design documents output delivery system improvement measures including inspection and delivery," "preparation of guidelines, systems, etc., concerning electronic design documents," "preparation of improvement measures for the construction project management system and electronic design document support tools", and "linking of MOLIT's electronic output delivery system with relevant agencies and the expansion thereof to local governments." CONCLUSIONS : This study analyzed the current status and problems of the MOLIT's electronic output delivery system in the field of road and river construction projects, and presented corresponding improvement measures. This study is expected to address the problems of the MOLIT's electronic output delivery system, and to provide the foundation for the preparation of an efficient electronic output delivery system for design and completion documents. In addition, this study is expected to boost the quality and utilization of the electronic design documents output, and to exchange, share, and link construction information among relevant agencies so as to prepare the foundation for sharing construction information.

High Throughput-compatible Screening of Anti-oxidative Substances by Insect Extract Library (약용곤충추출물 라이브러리를 이용한 항산화 활성의 초고속 검색)

  • Oxidant stress is well-known for a pivotal parameter related to neuro-inflammatory diseases including Alzheimer's disease, Parkinson's disease, and ALS (Lou Gehrig's disease). In order to effectively screen for anti-inflammatory agents, we first established the infrastructure of high throughput screening for anti-oxidant agents from medicinal insect library extracted with water, methanol, ethanol, and dimethyl sulfoxide. By the screening system, we found that Tenodera angustipennis Saussure, Pyrocoela rupa Olivier and Papilio maackii Mntris had strong anti-oxidant activity. Moreover, Tenodera angustipennis Saussure and Tenodera aridifolia (Stoll) exhibited protection effects of cellular damage by treatment of an oxidant hydrogen peroxide. Together, the results suggest that some selected hits could be a potential agent against neuro-inflammation, although the in vivo studies should be clearly tested.

  • Cyber penetration attacks can not only damage cyber space but can attack entire infrastructure such as electricity, gas, water, and nuclear power, which can cause enormous damage to the lives of the people. Also, cyber space has already been defined as the fifth battlefield, and strategic responses are very important. Most of recent cyber attacks are caused by malicious code, and since the number is more than 1.6 million per day, automated analysis technology to cope with a large amount of malicious code is very important. However, it is difficult to deal with malicious code encryption, obfuscation and packing, and the dynamic analysis technique is not limited to the performance requirements of dynamic analysis but also to the virtual There is a limit in coping with environment avoiding technology. In this paper, we propose a machine learning based malicious code analysis technique which improve the weakness of the detection performance of existing analysis technology while maintaining the light and high-speed analysis performance applicable to commercial endpoints. The results of this study show that 99.13% accuracy, 99.26% precision and 99.09% recall analysis performance of 71,000 normal file and malicious code in commercial environment and analysis time in PC environment can be analyzed more than 5 per second, and it can be operated independently in the endpoint environment and it is considered that it works in complementary form in operation in conjunction with existing antivirus technology and static and dynamic analysis technology. It is also expected to be used as a core element of EDR technology and malware variant analysis.
