A Study on Development of Management Targets and Evaluation of Target Achievement for Non-point Source Pollution Management in Saemangeum Watershed (새만금 비점오염원 관리지역에서의 목표설정 및 달성도 평가방법론 연구)

  • In this study, methods using LDC (Load Duration Curve) and watershed model were suggested to develope management targets and evaluate target achievement for non-point source pollution management considering watershed and runoff characteristics and possibility for achievement of target. These methods were applied for Saemangeum watershed which was designated as nonpoint source pollution management area recently. Flow duration interval of 5 to 40% was selected as flow range for management considering runoff characteristics and TP was selected as indicator for management. Management targets were developed based on scenarios for non-point source pollutant reduction of management priority areas using LDC method and HSPF model which was calibrated using 4 years data (2009~2012). In the scenario of LID, road sweeping and 50% reduction in CSOs and untreated sewage at Jeonju A20 and 30% reduction in fertilizer and 50% in livestock NPS at Mankyung C03, Dongjin A14 and KobuA14, management targets for Mangyung bridge, Dongjin bridge, Jeonju stream and Gunpo bridge were developed as TP 0.38, 0.18, 0.64 and 0.16 mg/L respectively. When TP loads at the target stations were assumed to have been reduced by a certain percentage (10%), management targets for those target stations were developed as TP 0.35, 0.17, 0.60 and 0.15 mg/L respectively. The result of this study is expected to be used as reference material for management master plan, implementation plan and implementation assessment for non-point source management area.

A Study on the Role of the Commune's Cooperation in the French New Town Development and Management System (프랑스 신도시개발 및 관리에서 꼬뮌협력체에 관한 연구)

  • In France, there are many forms of organizations based on the intercommunal solidarity for city development and management. The purpose of the collaboration among Communes is to achieve high quality and well-equipped service-delivery system through co-operation of public services needed grand finances : water supply and sewage system and waste disposal system etc. The cooperation among French Communes and its effects, even though these were owing to the existing French local administration system, continued throughout regional co-management and social co-development process. This study suggested some characteristics and implications of the collaborative-style French new-town development and management organizations focused on the EPA, SAN and CA. First, the role of developmental corporation like EPA and its collaborative structure of decision-making are meaningful, because in these ways many related Communes could share a goal of new town development. Second, the way of new town corporation (SAN) is important in the sense of enabling the Communes to collaborate with each others while maintaining autonomy, so those are not simply state-directed objects, which was very difficult in the former French local administration system. Finally, transforming to CA (Communautes d'agglomeration:city community), EPA as an intercommunal corporation is possible to extend its purpose to the domain of regional planning including new town and periphery areas and change its position to a subject which can practice Commune's sustainable development according to stages of city's development and maturity. The most important implication of this study on urban development in Korea is that administrative consultative council or association among local governments and related authorities need to be established and effectively operate because multi-stakeholders could share a goal of urban development and management through that.

Evaluation and Improvement Measures on the Status of the Installation and Operation of Facilities for Recycling Food Waste into Resources (음식물 자원화시설의 설치·운영에 대한 일반현황의 평가 및 개선 방안)

  • This research sought to determine the status of the installation and operation of domestic public resource-making facilities of resource-making facilities and come up with corresponding improvement measures. Currently compost is most numerous set-up out of facilties already established ever since, then the rest of them are feeds, anaerobic degradation, sewage combination, and combination of compost and feeds in order. As such, food waste is processed more into compost than into feeds, presumably because relevant facilities, which were originally designed for processing into feeds, were converted into composting facilities due to little demand for the processed feeds. The finding says that many related firms had yet to register their businesses in accordance with feeds and fertilizers management laws, and that food waste resources-making facilities used various basic facilities but few of them treated food waste in linkage with leaching water, bad odors, and energy. Some of current facilities were found to be 7 years old and thus outdated. Due to lack of skilled operational manpower, many facilities had less than 300 days of normal operation yearly, and some needed minor and serious repairs periodically. In overall facilities, 87% of the planned food waste was rolled in, thus requiring measures to treat the whole planned volume. For costs of resource-making facilities, some with a capacity of below 50 tons topped 100 million won, and facilities with a capacity of over 50 tons required less installation costs. Overall, installation costs ranged from 10 million to 20 million, and to 200 million won per ton, and this suggests a need to establish the installation cost calculation criteria, as well as to reshape the facility criteria. With operating costs varying greatly according to the size and treatment methods of facilities, the finding indicates a need to rationalize the operating costs, and to plan appropriate-size installation and operation of facilities to ensure economic operation.

The Business Model & Feasibility Analysis of the Han-Ok Residential Housing Block (한옥주거단지 사업모델구상 및 타당성 분석)

  • This study is to derive a project model based on potential demand for Korean-style houses, focusing on new town detached housing sites that LH supplies and to test validity of the derived model and to present the direction and supply methods of the projects. The existing high-class new town Korean-style housing developments that have been considered were found to have little business value due to problems in choice of location and discordance of demand, so 6 types of projects were established through the methods of changes in planned scale, combined use, and subdivision of plot of land based on the results of survey. The type that has the highest business value among the project models was block-type multifamily houses, and this can be interpreted as the increase in total construction area leading to increase inrevenues of allotment sales due to economies of scale. The feasibility of mass housing model in which small-scale Korean-style houses are combined with amenities was found to be high, and if the same project conditions as those of the block-type multifamily houses are applied, the business value of the Korean-style tenement houses was found to be high. Besides, the high-class housing models within block-type detached housing areas are typical projects that the private sector generally promotes, and the construction cost was found to be most expensive with 910 million won per house. In order to enhance the business value of the Korean-style housing development, collectivization such as choice of location, diversification of demand classes, optimization of house sizes, and combination of uses is needed. And in order to adopt Korean-style houses in the detached housing sites, the adjustments and division of the existing planned plots are needed, and the strategies to cope with new demand through supplying Korean-style housing types of sites can be suggested. Also breaking away from the existing uniform residential development methods, the development method through supplying original land that is natural land not yet developed besides basic infrastructures (main roads and water and sewage) can be considered, and as the construction of more than 1~2 stories building is impossible due to the structure of Korean-style house roof and furniture. So it can be suggested that original land in the form of hilly land is considered to be most suitable to large-scale development projects.

Characteristics of Benthic Environment and Polychaete Communities of Gamak Bay, Korea (가막만의 저서환경과 다모류군집 특성)

  • This study was carried out to investigate spatio-temporal variations of benthic environment and macrobenthic polychaete communities in Gamak Bay where excessive organic matters from untreated sewage effluents and fish and shellfish farming activities have been accumulated in certain regions. Such environmental variables as sediment composition, organic content, acid volatile sulfide and dissolved oxygen content etc. were measured and polychaete specimens were taken in September 1999 and February 2000. In September 1999, organic contents were up to three times higher in the northwestern part of the bay and the area closed to Gukdong harbor than in the rest of the bay. In particular, benthic environment of the northwestern part of the bay was extremely deteriorated by the occurrence of hypoxia and highly concentrated sulfide. Of 28 stations investigated in summer, 5 stations located in the northwestern part were azoic. In the rest of the stations, a total of 119 polychaete species were sampled with a mean density of 900 $ind./m^2$. While species richness was higher in the entrance and central part of the bay where water exchanges with open sea were relatively active, density was higher in the moderately enriched stations neighbouring Gukdong harbor and fish farms where such potential indicators of organic pollution as Aphelochaeta monilaris, Lumbrineris longifolia were largely dominant. In February 2000, a total of 81 polychaete species appeared with a mean density of 2,802 $ind./m^2$ from 12 stations sampled in winter. Azoic areas were recolonized by Capitella capitata, Pseudopolydora paucibranchiata and Dipolydora socialis which showed maximum density in the innermost station. On the other hand, the rest of the stations were dominated by Euchone alicaudata and Praxillella affinis. The configuration of the stations sampled in summer and winter on the multidimensional scaling plots reflected the position of each stations within the bay in which there were great differences in organic content, sulfide concentration and oxygen content rather than in sediment composition. Therefore, heterogeneities in polychaete community structure in Gamak Bay were primarily influenced by the degree of the disturbance depending on the position within the bay.

Characteristics of Non-point Pollutants Discharge in a Small Agricultural Watershed during Farming Season (영농기 농촌 소유역의 비점오염물질 유출 특성)

  • This study was conducted to identify the characteristics of non-point pollutants discharge in a small agricultural watershed during farming season. for this purpose, the Neoungchon watershed in Goesangun was selected as a typical agricultural area. Runoff and water quality data in the stream, the domestic sewage and the precipitation of the watershed were analyzed periodically from June 1 to November 6 in 2004 and pollutant loads were estimated. As a result the mean concentrations of BOD, SS, TN and TP in the stream were 3.0, 76.7, 8.7, 0.16 mg/L in rainy season and 2.4, 10.0, 3.5, 0.11 mg/L in dry season respectively. Daily discharge of non-point pollutant occurred above of 95% in rainy period. Measured pollutant loads in the watershed were $26.63kg/km^2/day$ of T-N and $0.62kg/km^2/day$ of T-P, within the range of other research results. Effluent loads based on guideline of total pollutant to stream management of MOE (Ministry of Environment) were less than delivery loads since the guideline could not reflect the agricultural practices, geomorphic and meteorological characteristics in an agricultural watershed.

Management Plan and Analysis of the Characteristics of Naturalized Plants by Ecological Restoration of Gaeumjeong Stream, Changwon-si (창원시 가음정천의 생태복원에 따른 귀화식물 특성 분석과 관리방안)

  • This study was carried out to present raw data on managing the restored urban stream by studying the naturalized plants distributed in Gaeumjeong Stream, Changwon-si, Gyeongsangnam-do, Korea. The results were as follows. The numbers of naturalized plants were summarized as 45 taxa including 17 families, 36 genera, 43 species and 2 varieties. The invasive alien plants were 2 taxa including Ambrosia artemisiifolia and Lactuca sativa. The following summarizes the attributes of the naturalized plants. Most of the plants commonly originated from Europe and North America. The 5 naturalized degree that was widely distributed and had many individual was the most common. Until 1921, after the opening of 1 period was the most common in the introduced period. Section 12 had the highest NI at 41.9%, and the lowest, at 20.5%, in sections 9 and 19 were analyzed. Section 1 had the highest UI at 6.2%, whereas, the lowest, at 2.5%, was calculated in sections 19 and 20. Section 2 showed the highest DI at 16.7%. The first results of the analysis of the causes for the invasion of naturalized plants on the riverside and waterways, and physical factors and maintenance are directly affected. Second, sewage, muddy water and sediment deposits this naturalized plant caused by a chemical factor. Third, it is thought that invasive alien plants are irregular as it happens in biological factor. The proposed management plan naturalized plants, the first, disturbance caused by species management is a young object is removed immediately before flowering scape to eliminate or suppress the propagation of physical methods will be needed. Second, the fact that the national spread of native plant species and planting management does not provide space for the growth is very important. Third, agricultural land is disturbed by agricultural practices by interfering with the action of naturalized plants because the source of the river should be prohibited in agriculture. In the future, if we studied the naturalized plants distributed in restored streams located in Changwon-si, the characteristics of change in the ecosystem impact is expected to be beneficial.

A Study on the Evaluation Criteria for Reconstruction Charge Allocation (재건축부담금 배분을 위한 지자체 평가기준 연구)

  • This paper aims at examining the indices and their weights for the evaluation of local government to allocate reconstruction charge and reviewing the availability of them simulating local governments' evaluation. There has been no specific evaluation criteria existed, while central government has to allocate the reconstruction charge to local governments by the provision 3 of Restitution of Housing Reconstruction Gains Act. The results as follows : According to a survey on evaluation indices weight and AHP analysis, the weight of 'the housing welfare improve effort' is the highest with 25.1% among 5 upper-classification indices. Following this, each weight of 'housing welfare conditions(22.7%)', 'housing SOC establishment(22.5%)', 'the achievement and planning on reconstruction charge use(15.8%)', and 'housing sector achievement such as Bogeumjari(13.9%)' are ranked. Meanwhile, Among 16 lower-classification indices, 'the rate of minimum housing standard households(11.5%)', 'public rental housing supply(8.9%)', 'reconstruction charge use achievement(8.3%)', 'reconstruction charge use planning submit(7.5%)', and 'rate of water and sewage(6.3%)' hold high rank. The analysis results show the weight of 'housing sector achievement such as Bogeumjari' on the existing provisions should be decreased(30%${\rightarrow}$13.9%) as others' weight has to be slightly increased. According to the result of the simulation, Jeonbuk, Gyeongbuk, Jeonnam, Jeju, Gyeonggi received higher scores in the comprehensive evaluation, while Daejeon, Seoul, Incheon, Daegu and Gwangju, where the housing conditions are relatively good, received lower scores. These results of the analysis correspond with the direction of reconstruction charges allocation and indicate that the evaluation criteria used in this simulation is acceptable.

Evaluating the Removal Efficiency of Organic Compounds and Nitrogen Depending on Loading Rate in Wastewater Treatment from Fisheries Processing Plant Using an Entrapped Mixed Microbial Cell Technique (미생물 강제포획기술을 이용한 수산물 가공공장 폐수처리에서 부하율에 따른 유기물 및 질소의 제거 효율성 평가)

  • In this study, the feasibility of simultaneous removal of organic materials and nitrogen in the waste-water from fisheries processing plant was evaluated using entrapped mixed microbial cell technique(EMMC) process. The experiment was performed using activated sludge from municipal sewage treatment plant which was immobilized with gel matrix by cellulose triacetate. It was found that the stable operation at the treatment system which is composed of anoxic and oxic tank, was possible when the organic and nitrogen loading rates were increased stepwise. The organic and nitrogen loading rates were applied from 0.65 to $1.72kgCOD/m^3/d$ and from 0.119 to $0.317kgT-N/m^3$ with four steps, respectively. The maximum nitrogen loading rate which could satisfy the regulated effluent standard of nitrogen concentration, was $0.3kgT-N/m^3/d$. The removal efficiency of total nitrogen was decreased apparently as increasing nitrogen loading rates, whereas the removal efficiency of ammonium nitrogen was effective at the all tested nitrogen loading rates. Therefore, it was concluded that nitrification was efficient at the system. Nitrate removal efficiency ranged from 98.62% to 99.51%, whereas the nitrification efficiency at the oxic tank ranged 94.0% to 96.9% at the tested loading rates. The removal efficiencies of chemical oxygen demand(COD) and those of total nitrogen at the entire system ranged from 94.2% to 96.6% and 73.4% to 83.4%, respectively.

Local Environments of Li in the Interlayer of Clay Minerals at Room and High Temperatures (상온 및 고온에서 점토광물 층간의 Li 환경)

  • We used $^6Li$ and $^7Li$ MAS NMR to investigate the fate and local environments of Li in the interlayer of clay minerals such as hectorite, Woming-montmorillonite, beidellite, and lepidollite at room and high ($250^{\circ}C$) temperature. Although $^6Li$ NMR spectra show narrower peaks than those of $^7Li$ NMR, S/N ratio is low and there are no obvious differences in chemical shifts suggesting that it is difficult to apply $^6Li$ NMR to have information on the local environments of Li in the clay interlayers. $^7Li$ NMR spectra, however, show changes in the peak width and quadrupole patterns providing information on the local environments of Li in the interlayer even though changes in the chemical shift are not observed. In montmorillonite, two different local environments of Li are observed; one has a narrow peak with typical quadrupole patterns whereas another has a broad peak without those of the patterns. Changes in the peak width is also observed from broad to narrow in the $^7Li$ NMR spectra for beidellite but not for hectorite at high temperature. Our results suggest that the peak width change in the broad peak is attributed to the coordination changes in the water molecules around Li which is tightly bonded on the basal oxygen of Si tetrahedra as inner-sphere complexes. The narrow peak in montmorillnoite can be assigned to the Li bended as outer-sphere complexes.
