대도시 음시물쓰레기 재활용 방안 평가 (The Assessment of Recyc1ing of Garbage Discharged from Metropolitan City)

  • Community residents are tend to evade waste treatment facilities such as waste landfills, waste incinerators. Therefore, decision-makers of waste management are concerned about the reduction and recycling of food garbage. As a treatment alternative of food garbage which consists of 30% of municipal waste, producing compost and feed stuff from food garbage is environmentally amenable. In considering the characteristics of food garbage are putrid and high moisturized, methods of landfilling and incineration for food garbage are environmentally inadequate. For the institutionalization of food garbage recycling, separate discharge, establishment of collection system, securing of market for compost and feed stuff manufactured from food garbage, and tax and financial incentives for food garbage recycling facilities are necessary.

음식물쓰레기 퇴비화시설의 설치 및 운영 현황분석 및 개선방안 (Analysis and Improvement Measures on the Status of the Installation and Operation of Facilities for Recycling Food Waste into Compost)

  • 본 연구는 우리나라에 설치된 공공자원화시설 중에서 일처리용량이 0.5톤 이상인 자원화시설 중 가장 많은 분포를 보이는 퇴비화시설을 중심으로 설치 및 운영상황에 대하여 정밀진단하고 개선방안을 도출하기 위하여 수행되었다. 음식물쓰레기의 반입량을 월평균 및 년 평균값으로 조사한 결과, 월 평균값이 1,101.7톤/일, 년평균값이 930.9톤/일으로 평균계획용량 1,270.9톤/일에 상당량 미달되는 것으로 나타났다. 퇴비화시설의 입지조건도 공장등록이 불가능한 지역에 위치하여 허가를 득하지 못한 경우가 많았다. 퇴비화시설의 가동정지되는 주된 고장원인 기기는 발효시설과 파쇄시설로 나타났으며, 금속류 이물질유입은 파쇄시설의 고장이 주된 원인으로서 고장 및 부식에 대비한 설계가 요구된다. 초기함수율은 50~60%의 수분함량을 지키고 있는 것을 확인 되었으나, 톱밥, 음식물쓰레기, 반송퇴비가 적정하게 혼합되어 초기조건을 만족시킬 필요성이 있는 것으로 조사되었다. 발효시설의 체류시간은 부숙시설 15일, 후부숙조는 21일로서 최소기준이 설정되어 있으나, 일부 시설이 조건을 만족시키지 못하고 있는 것으로부터 시설의 종류에 따라서는 분해에 더 많은 시간이 소요됨으로 시설의 특징을 초기에 잘 파악하여 체류시간을 결정할 필요성이 있다. 퇴비화에 있어서 미생물 산화열에 의하여 발효조가 운영되어 경제성이 확보되어야 하나, 조사에 응한 25개소 중에서 14개소가 발효조에 어떠한 형태이던지 가온을 하고 있는 것으로 조사되었다. 이들 가온 시설은 역으로 미생물의 성장을 억제하여 퇴비화반응을 저해될 수 있는 것으로부터, 퇴비화에 있어서 미생물산화열을 이용하여 가능한 수분을 증발시키는 것을 기본으로 설계되어야 한다. 퇴비의 생산량을 발효조에 투입되는 음식물쓰레기와 부재료의 1일 평균 투입량이 22.8톤이었으며 퇴비로 생산된 량은 7.3톤/일로서 감량율이 68%를 보였다. 생산된 퇴비의 성상을 색상, 분해열의 잔류여부, 냄새 등으로 양질의 여부를 판단한 결과, 퇴비화 시설의 50% 정도는 퇴비화공정이 적정 설치, 운영이 되지 못했다는 것이 밝혀졌다. 생산된 퇴비가 토양에 건전한 형태로 제조되어야 할 것이다.

  • Korean government plans to establish large-scale horticulture facility complexes using reclaimed land in order to improve the national competitiveness of agriculture at the government level. One of the most significant problems arising from the establishment of those large-scale horticulture facilities is that these facilities still largely depend on a fossil fuel and they require 24 h a day heating during the winter season in order to provide the necessary breeding conditions for greenhouse crops. These facilities show large energy consumption due to the use of coverings with large heat transmission coefficients such as vinyl and glass during heating in the winter season. This study investigated the applicability of waste heat from power plant for large-scale horticulture facilities by evaluating the waste heat water temperature, heat loss and energy saving performance as a function of distance between power plant and greenhouse. As a result, utilizing power plant waste heat can reduce the energy consumption by around 85% compared to the conventional gas boiler, regardless of the distance between power plant and greenhouse.

폐기물처리시설 입지선정에 따른 사례연구 (A Case Study for Site Selection of the Waste Treatment Facilities)

  • This study is to investigate the present condition of waste disposal establishment and to analysis problems which could be produced at location selection formalities of waste disposal establishment. It proposed building methods of waste disposal establishment to lead spontaneous participation of local resident according to case analysis of waste disposal establishment. There are research results; i) Opposition of inhabitants was the majority of reason at the business abandonment or delay of waste disposal establishment. Therefore agreement formation course with local inhabitants is most important position. ii) Many estimate have been needed for waste disposal establishment, but support estimate of government was 30-50% that is really low compare with other environmental establishment. So that it need to increase of government estimate. iii) Location collection is carried out based on law and final collected location must be executed without delay of relation business as soon as possible. iv) Standard of location collection has to divide into small, middle and large size and to apply with same rule according to divided location. v) It must be change public subscription before and location selection after and maintain continuance of information offer to local inhabitants and offered information. vi) after building of waste disposal establishment for solving distrust of waste disposal establishment. It must be planed and carried on useful support countermeasure to local inhabitants in actuality.

Numerical Modelling of Radionuclide Migration for the Underground Silo at Near-Field

  • To ensure the safety of disposal facilities for radioactive waste, it is essential to quantitatively evaluate the performance of the waste disposal facilities by using safety assessment models. This paper addresses the development of the safety assessment model for the underground silo of Wolseong Low-and Immediate-Level Waste (LILW) disposal facility in Korea. As the simulated result, the nuclides diffused from the waste were kept inside the silo without the leakage of those while the integrity of the concrete is maintained. After the degradation of concrete, radionuclides migrate in the same direction as the groundwater flow by mainly advection mechanism. The release of radionuclides has a positive linear relationship with a half-life in the range of medium half-life. Additionally, the solidified waste form delays and reduces the migration of radionuclides through the interaction between the nuclides and the solidified medium. Herein, the phenomenon of this delay was implemented with the mass transfer coefficient of the flux node at numerical modeling. The solidification effects, which are delaying and reducing the leakage of nuclides, were maintained the integrity of the nuclides. This effect was decreased by increasing the half-life and the mass transfer coefficient of radionuclides.

서울시 생활폐기물 적환장 운영실태 분석 및 제언 (Review and Suggestion for Waste Transfer Stations in Seoul)

  • 서울시 25개 자치구가 운영하는 생활폐기물 적환시설을 대상으로 시설의 기능, 지역 친화성, 규범 순응성 등의 3개 영역에 대해 현황을 분석하고 개선방안을 모색하였다. 65개 적환장 중 46개소는 매일 반출이 필요한 대량폐기물을, 19개소는 3~30일 범위에서 체류 후 반출되는 소량폐기물을 다루었다. 57%의 시설이 주거지역과 상업지역에 설치되어 있었다. 또한 57%의 적환장은 나대지 위에 장비만 두고서 적환작업을 하였다. 79%의 적환장은 재활용선별장 같은 시설과 근접하지 않고 독립적으로 존재했다. 도시계획법의 의한 환경기초시설로 지정된 경우는 17%에 불과했고, 폐기물관리법의 규정대로 허가받은 수집 운반업자가 운영하는 적환장은 31% 수준이었다. 적환장은 그 역할에서 시설 최적화, 자원화 확대 같은 정부의 폐기물관리 정책과 부합하였으나 주거지역이나 상업지역 같은 도심에 입지하기에는 환경대책이 미흡하고 규범과 불일치하는 면이 있었다. 앞으로 적환장이 도심의 환경기초시설로 자리매김하려면 건물 밀폐화, 기능의 종합화 등의 과제를 풀어야 한다.

Sales Energy Promotion Efficiency and Policy Utilization Plan for Energy Facilities

  • Purpose: The purpose of this study is to enhance sales promotion efficiency for using solid refuse fuel facilities. Renewable energy technology using Solid Refuse Fuel (SRF) is an economic efficiency technology that recovers waste by burning various wastes. A survey on the pollutants discharged from the solid fuels facilities was investigated so that the SRF facilities could be expanded, distributed and reflected in the policy. Research design, data, and methodology: In this study, 9 business sites using SRF and Bio-SRF as main raw materials were investigated for 2 years. The characteristics of target business sites such as the type of fuel used, combustion method, combustion temperature, daily fuel consumption and environmental prevention facilities were studied. Results: The average pollution & ammonia concentration of Bio-SRF facilities was found to be 88.15% higher than that of SRF facilities. But the average acetaldehyde concentration of SRF facilities was found to be 88.15% higher than that of Bio-SRF facilities. Conclusions: The main issue is how much electric power generation using combustible materials affects air pollution. The waste recycling law provides the standard value according to the fuel property, but there is a considerable gap with the mixed fuel. Therefore, for efficient utilization of facilities using solid fuel products, additional research is needed to improve the distribution structure of exhaust pollutants is needed.
