  • This study is conducted to find out the problems of the public food waste recycling facility operation and its improvement. In order to save the national budget by analyzing plans to expand including operation rate for the food waste recycling facility, the alternative ways are suggested. The result can be as follows: Policy switch is required not only to save budget and stable disposal of food waste but also to promote resource recycling rather than expanding public facilities. In order to change the policy for stable and eco-friendly disposal of food waste, it is necessary to adopt semipublic system that prevent the decline of the rate of operation of private resource recycling facility. Furthermore, it is required to prepare both qualified technologies of public resource recycling and the ways of profitability secure.

  • Solid animal wastes in Japan are treated mainly by composting. The composting process under controlled conditions is able to convert the wastes into high-quality organic fertilizer. Various types of composting facilities with/without forced aeration and turning device are available. Characterization of the maturing process during composting was studied, to improve the quality of compost and to make the degree of maturity. Recycling of animal wastes as compost without any environmental pollution will be closely related to the development of sustainable agriculture with organic fertilizer in Japan.

  • What I would like to expect about this mater is that Korea would develop unique techniques of the waste water which are most suitable to social and other relevant conditions of that country, not entirely following models of sewerage construction of U.S.A. or European countries or Japan. Some cements will be made in the followings: (1) The investigation for the diffusion of seperated simple public sewerag, not the large scale sewerage treatment plant. (2) The plan for non-mixed treatment of lining waste water and industrial waste water. (3) Suggestion for "a man of ability" at the university education to cultivate a technologist of facilities and the elemental watchman at the sewerage maintenance.

  • In the past, MSW (Municipal Solid Waste) disposal was typically done by recycling, incineration, or landfilling. In South Korea prior to the late 1950's, land burial was usually accomplished by disposal in an open dump. Currently, with increasing concerns and environmental recognition, MSW disposal and landfilling is more restricted. MSW landfill facilities have been developed with certain design and construction specifications. However, these methods have a space for improvement. MSW landfill facilities follow a step wise approach of design, construction, operation and closure management after use in agreement with established environmental and sanitary standards. This study intends to give a technical guidance for installation and consideration of newly established MSW landfill facilities, and also provide an establishment and regular inspection of MSW landfill facilities.

  • When the decommissioning of South Korea nuclear power plants is promoted in earnest with the permanent shutdown of Kori Unit 1 in 2017, a large amount of various types of radioactive waste will be generated. For minimal generation and safe management of decommissioning waste, the waste should be made by appropriate classification of the dismantling waste characteristics in accordance with physical, chemical and radiological characteristics to meet the acceptance criteria of disposal facilities. Replacing the preliminary inspection at the site for the compliance of the waste acceptance criteria (WAC) of medium and low-level radioactive waste with the generator's own radioactive waste certification program (WCP), from the perspective of disposal, the optimization of waste management at the national level contributes to the efficient availability of disposal, such as the processing of non-conforming radioactive wastes at the site. To this end, it is important to evaluate radioactivity in each system and area such as nuclear reactors before decommissioning is carried out in earnest, and the prior removal of harmful wastes is important. From waste collection to waste disposal, decommissioning waste should be managed at each stage in consideration of the acceptance criteria of disposal facilities to minimize the generation of non-conforming waste.

  • Since the import ban of plastic waste in China has been enforced, plastic wastes were not properly collected and recycled in Korea. Hence, the management strategies for plastic waste in Korea should be improved by examining the regulations and policy in developed countries such as United States, Japan, EU and United Kingdom. The management strategy for the recycling cycle should be implemented to expand the labeling system of separation and discharge, reduce the consumption of plastic products, automate the separation and sorting method in recycling facilities, and improve the economical efficiency of the recycling cycle. The concept of residual waste (secondary waste) in the material flow analysis should be implemented to identify the shortage point in the plastic waste stream. Finally, the cooperation with international communities is required for a transboundary movement of plastic waste, which includes participation at the working group of international standards to recycle plastic waste.

Repurposing a Spent Nuclear Fuel Cask for Disposal of Solid Intermediate Level Radioactive Waste From Decommissioning of a Nuclear Power Plant in Korea

  • Operating and decommissioning nuclear power plants generates radioactive waste. This radioactive waste can be categorized into several different levels, for example, low, intermediate, and high, according to the regulations. Currently, low and intermediate-level waste are stored in conventional 200-liter drums to be disposed. However, in Korea, the disposal of intermediate-level radioactive waste is virtually impossible as there are no available facilities. Furthermore, large-sized intermediate-level radioactive waste, such as reactor internals from decommissioning, need to be segmented into smaller sizes so they can be adequately stored in the conventional drums. This segmentation process requires additional costs and also produces secondary waste. Therefore, this paper suggests repurposing the no-longer-used spent nuclear fuel casks. The casks are larger in size than the conventional drums, thus requiring less segmentation of waste. Furthermore, the safety requirements of the spent nuclear fuel casks are severer than those of the drums. Hence, repurposed spent nuclear fuel casks could better address potential risks such as dropping, submerging, or a fire. In addition, the spent nuclear fuel casks need to be disposed in compliance with the regulations for low level radioactive waste. This cost may be avoided by repurposing the casks.

  • This study includes the fundamental planning of the sectoral management technology in energy distribution system so that the industry itself would be willing to participate for the effective energy conservation in its own sector. Furthermore guidlines for the effective energy management techniques have been presented by first analyzing the energy consumption structures, the energy loss problems, the energy conservation status and the technology demands, and second classifying, according to the energy distribution system, the energy source management, the energy generation & conversion facilities, the energy transportation & storage facilities, the energy consumming facilities and the waste energy management, etc. in the industrial sector.
