  • 베트남 경제가 날개를 달고 있다. 베트남의 2006년 GDP 성장률은 8.2%를 달성함으로써 2년 연속 8%대 성장을 이어가고 외국인 직접 투자액은 100억 달러를 넘어섰다. 2005년 외국인이 직접 투자한 금액이 58억 달러였음을 감안할 때 비약적으로 성장한 수치다. 마침내 베트남은 지난해 11월 세계무역기구(WTO)에 가입했다. 베트남의 WTO 가입 의미와 부동산 시장에 미치는 영향과 전망에 대해 알아본다.

  • With agreement from the US, EU, and other countries, China joined in WTO(World Trade Organization) on December 1, 2001. So it is expected that Korea will not expand bilateral trade but also face severe competition with China for world and Chinese market. After Chinese accession to WTO, the aspect of Korean companies may be considered to be reduced the aspect of opportunity and risk by half, Accordingly, Korean domestic companies have to search countermeasures optimized to get global competition by considering the aspect of opportunity and risk Therefore, the purpose of this study Is to review the potential possibility of China as a world market and to provide countermeasures for major Korean domestic industries.

  • The objective of this study was to estimate the quantitative loss of the consumer surplus due to the tariffs on clothing imports during the WTO starting periods. For 1984-1996, the import price elasticity of the clothing was estimated from the regression of pet capita clothing imports on Per capita GNP, import price index and domestic producer price index. Then the quantitative losses of the consumer surplus in clothing were obtained from the simplified formula for 1990-1995. In spite of the decrease in textiles St clothing tariff rates, consumer costs were increasing, which was caused by the tremendous increase in clothing imports during the same period. The loss of the consumer surplus was 7131 billion wonts in 1995, which accounted for 6.4% of the total clothing expenditure.

  • The Korean dairy sector has experienced the negative impact with the market liberalization for dairy products as a result of the UR Agreement on Agriculture. Futhermore the current WTO DDA agricultural negotiation seems to make the greater negative impact on the Korean dairy sector. It is because that the ongoing negotiations on agriculture will likely result in further reductions of domestic support as well as reduction of tariffs and expansion of the market access. Therefore it's time for us to prepare the effective measures coping with the movement of the further dairy market liberalization. The main purpose of the study is to summarize and illustrate some of the major issues in the current WTO negotiation on agriculture. Also the paper presents some policy implications and missions so as to minimize the negative impacts of agricultural trade liberalization on the Korean dairy sector.

  • As global trade system transferred GATT into WTO, the harmonization of technological standards, certification, construction, testing is the trend of world. This drift is based on WTO / TBT agreement coming. In effect after 12th, April, 1979. For Korea, the distribution system has a strong resemblance to American system so that engineers are confused in adopting standards. IEC60364 and NEC are in part similar but unconvertible because IEC 60364 originated from Europe while NEC originated from USA. This thesis deals with the fundamental elements of electrical safety system with comparing IEC 60364 with NEC. It serves as a guide how to apply standards when engineers select electrical installations.

  • Electronic commerce facilitates trade and lower transaction cost can help firms make use of the opportunities of globalization of production and markets. Electronic commerce has broad implications for future trade. These implications include the effect on trade policy making and enforcement. And it is important to ensure that the present and future trading system de jure and de facto allows electronic commerce to realize its potentials as an alternative or a complement to conventional trade. The comprehensive work program had been implemented to examine all trade-related issues relating to global electronic commerce before the Seattle 3rd Ministerial Conference which was suspended. In general, Member countries recognized the need to ensure that electronic commerce in all its forms is conducted in full conformity with WTO principles and rules. But, there are still major issues to be solved such as access to relevant electronic systems, competition policy in telecomnunications services, WTO provisions relating to the protection of IPRs, the clarification of a number of key concepts and definitions, etc.

  • This paper draws implications on the ship finance of the Korean ECAs for shipbuilding industry from the perspective of WTO ASCM through studying the trade disputes on export credits. In consideration of the underwriting practice on the case-by-case basis, the ECAs' law regimes and their ship finance programs as such would be judged not conferring a benefit. The ship finance of international commercial banks could be treated as a market benchmark for the purpose of determining the existence of benefit in the ECA ship finance. The ECAs share securities with international commercial banks for the same exposure to the risks in a syndicate. Therefore, WTO DSB would rule that the ECA ship finance confers no benefit for individual transactions. The items (j) and (k-1) of ASCM Annex I are not allowed to interpret a contrario.

  • There is no doubt that electronic commerce facilitates international trade and lower transaction cost and help firms make the best of the opportunities of market access. The comprehensive programs had been implemented to provide better electronic commerce environments by international organizations such as OECD, UNCITRAL, APEC and etc. Especially, WTO plays the most important role to implement efficient forms and rules on electronic commerce after Seattle 3rd Ministerial Conference. Member countries recognize the need to conduct the electronic commerce in compliance with the principles and rules of WTO. However, there are many issues to be solved such as the clarifications of concepts and definitions, the possibility of adaptation of technological neutrality In GATS, the Imposition of taxation in electronic commerce transactions and the methods of protecting copyright as well as trademark. The Implementation of concrete forms and rules of electronic commerce in the WTO will be influential to international trade as the member countries have to adapt them In their transactions. Considering that further discussion will be continued in GATS, we need to analyze the problems and strategies for electronic commerce.

A Study on Measures in the Tourism Service Sector of WTO Service Negotiations (관광서비스 부문 WTO 서비스 협상 동향과 우리나라의 대응방안)

  • The WTO(World Trade Organization) meetings for service negotiations started in February in 2000. Since then, the member countries have discussed the tourism sector and their expectations and methods of liberalization, based on the proposals they have submitted. The Republic of Korea had already opened hotels and restaurants, travel agencies and tour operator services, and tourist guide services, preceding of WTO service negotiations. However, to comply with the terms of the negotiations, the domestic laws and systems related to tourism should be analyzed according to their adherence to the principles of GATS(General Agreement on Trade in Services), which include market access and national treatment. Thus, the purposes of this study were two-fold: first, regarding the two basic principles of GATS(market access and national treatment), the articles of the administrative laws relating to tourism were examined. Second, proposals from the tourism sectors in the US, Canada, Dominique, EC, Switzerland, and Japan were also summarized and reviewed. Proper responses to service negotiations were proposed based on the results of this analysis. As a result, I can support the GATS classification(w/120) of tourism and the liberalization of tourism in other WTO member countries. I can also support the elimination of obstacles such as economic need tests and nationality requirement. 'Others' category should be considered more carefully according to the competitiveness of the given industry.

WTO GATS and Disputes on Trade in Service (WTO GATS 협정과 서비스 분쟁)

  • Trade in service, which deals with intangible product, is distinguished from trade of goods for tangible product. The current multilateral service trade is based on GATS which includes MFN, securing the predictability as well as transparency of related service rules, specific commitment basis market access national treatment. Recently the WTO service disputes are increasing according to the frequent filing complaints against the regulation of service trade in China. The rules of GATS are not as strict as those of GATT. The commitment schedules, which were materialized between members, gets binding effect through the obligatory provisions of GATS. The GATS is inseparable relation with the Appendix of finance, of telecommunication, and of air transport, with the schedules of commitment of member states, and with the reference paper to the 4th protocol. GATS article XIV which is the general exception of GATS has a similar structure of GATT article XX. Based on the possibility of filing to the WTO, there is a need to examine whether the whole rules, regulation, and policy international trade in service of Korea perfectly macthed with the GATS. Korea with poor resources should take up the more positive attitude for the opening of international service market. According to the reciprocal aspects of concession, if Korea doesn't open a service market, the other WTO member country wouldn't allow Korea to access the their market as well as national treatment.
