Alternative Policy on Attrition Propensities of Travel Voucher (여행바우처 이탈에 관한 정책적 대안 연구)

  • Travel voucher for low-income or social disadvantaged groups forms a part of social policies in Korea. The policy can not only provide an opportunity of travel experiences for the socially weak, but also enhance their family capital and social capital. Thus, the travel voucher policy can be beneficial for the participants and their society. However, little research evidence of its evaluation and challenges/benefits exists. In practice, one of the biggest problems is an attrition of travel voucher winners which is to decrease a cost-effect of the travel voucher policy and to increase unnecessary waste of both the federal and human resources. Thus more research is needed to answer the questions why some of winners abandon to go to travel by the voucher, and who is the seceder? In this context, the study empirically examines the attrition propensity for the winners of 2011 Seoul travel voucher from 1,632 respondents and second data from Korea Tourism Organization. This research found that total education years of travel voucher winners have a significant effect on using their voucher. Implications and alternative policies for government policy makers and administrators are discussed by the analyzed results.

  • This study intended to analyze whether the system of voucher system, which was introduced as a policy tool to expand social services, was dependent or evolving through the research methodology of historical institutionalism. The voucher system is being introduced to emphasize the user's focus in the existing supplier-centered service provision system, but problems with the existing system have been found so far. We found that despite the shift in welfare paradigm from the remaining welfare supply to universal welfare in the past, the company was partially following the existing supplier-centered social service system. However, We found that new instruments for establishing legal systems and the path evolution factors are now being developed and matured within the voucher system. In other words, it was possible to predict that the voucher system would become more positive and mature in the future through logical changes in the system. Based on the results of the analysis of the voucher system, policy suggestions for policy values and objectives that were initially oriented toward the system were presented.

  • After Forest Service formed a forest welfare service system by life cycle in 2008, they established a variety of policy for promoting welfare of the people. In Forest welfare service plan(2013~2017) which recently the forest service department established to along with government's welfare policy, they introduce forest welfare service voucher linked to National welfare system to provide forest welfare actively to disadvantaged citizen. The purpose of this study is to setup a direction of forest voucher system, and to make strategies of forest welfare service voucher by research existing voucher system of government. A study conducts a qualitative research by use grounded theory without a quantitative research, because there is not a lot of similar cases with forest welfare service voucher. The subject of this study is experts of National Park Authority 's voucher management, forest service's Nature recreation management and relevant researcher institution. The research is conducted by interviewing the subject and by using grounded theory analysis. After processing an opening coding, categorization of opening coding, and axis coding, induce a direction of the forest welfare service voucher system.

  • This study is to test some expected performances coming from the introduction child care electronic voucher system, and suggest some policy implications. At first, this study established causal model on the expected performances of child care electronic voucher system, and then tested it through structural equation model on the base of survey. Survey was made through sampling employees of child care facilities in Gwangju Metropolitan City. This study showed that the expected effects of child care electronic voucher system are significant. This study suggested some implications basing on this analytical results.

Determinants of Housing-Cost Burden among Subsidized Households - A Comparative Study between Public Housing Residents and Housing Choice Voucher Recipients - (주거복지정책 유형별 주거비 부담수준 결정요인 분석 - 공공임대주택 거주가구와 주거급여 수급가구의 비교연구 -)

  • The government has implemented housing welfare policy to ease low-income households' housing-cost burden and improve their quality of life. However, public housing residents and housing choice voucher recipients still show a high level of housing-cost burden. In this regard, this study aims to provide policy implications for current housing welfare policy by analyzing and comparing the factors that determine both subsidized and unsubsidized households' housing-cost burden. For the empirical analysis, this study uses "2017 Korea Housing Survey" and divides groups into public housing residents, housing choice voucher recipients, and unsubsidized low-income renters. We compared the level of housing-cost burden by employing t-test and chi-squared analyses and the factors affecting the housing-cost burden by employing logistic regression analyses between the three groups. According to the empirical analysis, the housing cost is the most burdensome for the housing choice voucher recipients group, followed by the unsubsidized low-income renters and public housing residents. In addition, the factors affecting housing-cost burden are different between the three groups. In case of public housing residents, housing characteristics usually affect the housing-cost burden. For housing choice voucher recipients and unsubsidized low-income renters, both housing and household characteristics influence the housing-cost burden. Looking at the detailed factors, except for the housing tenure and regional average rents that are common factors for all groups, the amount of deposit is an important factor for public housing residents, and household employment status is an important factor for both housing choice voucher recipients and unsubsidized low-income renters. The policy implications of this study are as follows: First, it is necessary to review the blind spot of the current housing welfare policy. Second, a comprehensive review of the housing choice voucher program is required. Third, it is necessary to make policy efforts to ease the level of housing-cost burden for renters. Fourth, a program is needed for those public housing residents who need a deposit support. Fifth, there should be further assistance with public housing for the poorest people.

  • Forest service government has been prepared a Forest welfare voucher service system base on published law on th Promotion Welfare Forest. The purpose of this research is study on domestic situation and set on direction of voucher service before started it. In particular, voucher service will be implemented to Forest service government's recreation facilities area, awareness of voucher service system of its users and operators need to be reveal, and also other government's similar voucher operator's opinions also investigate. From those results, it find out introduction factors of forest welfare services voucher system. Recognition investigating survey result shows that the ordinary people are interested in programs, the forest recreation experts are interested in 'Construction and utilization of forest infrastructure', other voucher's experts are interested in 'Training', and ordinary people are interested in 'voucher programs'. So each respondents' results are different in important factors of introducing welfare service voucher system.

  • The importance of voucher service evaluation is increasing with the expansion of voucher, but the previous studies on performance evaluation could not reflect the characteristics of voucher. But there is no study on the factors affecting voucher performance. Thus, this study focuses on the empirical analysis of voucher program performance and analysed the factors affecting voucher satisfaction. Data used in this study is collected form 70 social service agencies that deliver voucher service and 1445 service users in Community-Development voucher service in Community Service Investment Program. The methods applied in this study are Hierarchial Linear Model(HLM) using service user variables(level 1) and service agency variables(level 2). These variables are extracted from the previous studies on performance of social welfare service and voucher service. The findings show that user's satisfaction is influenced by level 1 variables such as sex, need and also influenced by level 2 variables of service type and area* organization type. On these analysis, this study gives policy implication.

A Policy Implementation Analysis on the Care Voucher for the Aged -Focusing on Choice and Competition- (노인돌보미바우처 정책집행분석 -선택과 경쟁은 실현되는가?-)

  • As a case study in the field of policy implementation research, this study focuses on how the logic of consumer choice and provider competition operates on the front line of policy processing. To find the implementation process of the program, 39 interview data were analyzed, including voucher users, care workers, social workers in 4 agencies and local public officers in one of the district in Seoul, and relevant officials from the Ministry for Health, Welfare and Family affairs and the Center for Social Service Management. The main results are as follows: In the level of policy implementation, user choice and competition, which was the main logic behind the implementation of the voucher program, did not occur as expected by policy makers. Instead of user choosing his/her provider, it was found that the providers were choosing its users. Secondly, the case study found that providers have formed a caucus which allocated the local users equally amongst the providers. In this process, local public officers have supported the meeting by providing them with a list of users. Such results may be interpreted as a habitual execution from the tradition of supply-side subsidy, rather than the way of implementation in the market system. Thirdly, although voucher users could not choose their preferred agency in the first stage of service, some other choices exists so that users may choose their preferred care-giver and time for service. Finally, the change of agency and care-giver in the way of delivering services were observed.

  • The number of people with disabilities is increasing recently in Korea, in particular the proportion of children with disabilities is approximately above 5%. While there are many studies focusing on satisfaction of payment policy due to increased concern about children with disabilities, the studies on comparison and the effect factor of user satisfaction depending on the cash and voucher are not sufficient. Based on the need to recognize and research this issue, the ultimate goal of this study is to lead to implications for the payment policy by investigating user satisfaction depending on the type of payment of policy on children with disabilities. The result that analyzes the effect of general characteristics on user satisfaction shows that in case of in-cash, children and the degree of disability affect user satisfaction. In the case of voucher, the gender of parents, the degree of disability and the average income affect it. The implication of this study suggests practical implication and policy implication. Implications of the study is that provide a customized service considering general characteristics. Second, It needs to extend the range of amount of payment of in-cash. Third, extend and pay the amount of in-cash, and the service of voucher. Fourth, provide low-income group(including public aid recipients and near poverty group) with voucher to ease financial burden.

  • The role of female farmers is getting more important in decreasing of farmhouses, lack of young farmer, feminization and aging of farming population. In reality, female farmers have done two things of housework and farming. They have lived in the low level of welfare and cultural activities. The purpose of this study is to analyze the implementation and operation situations of the women farmers' happiness voucher policy in Chungnam, in order to suggest development measures. The results of this analysis are as follows: First, female farmers had high awareness and satisfaction for the happiness voucher. Second, they were not satisfied with selectable terms. Third, there was a limit to use the full amount due to low accessibility in rural areas. Fourth, the subsidy scale and the self-burden fee was not appropriate.
