This paper is aimed to design for qualification structure and developing Vocational Education and Training Program of Water Treatment Plant Operator. Also job analysis was performed by the experts of education and related field though Developing A Curriculum(DACUM). The qualification structure and developing Vocational Education and Training Program of Water Treatment Plant Operator was designed and policy suggestions are made for the substantiality and activity to the government. This study is performed expert interview and job analysis The results are presented the summaries of job definitions, job models, areas of vocation activities, curriculum for education and training and guidelines for making questions in examinations.

The study reviewed the properness of a present job field with 26 items so that the classification system of the national technical qualification can meet the needs of the industrial structure and the technical changes of the 21st century. In addition, it aimed not only to improve the efficiency and effectiveness of the management and operation of the national technical qualification system but to design a new classification system of the job field to stimulate qualification holders' employment. For the purpose of this study, materials and data relevant to the national technical qualification system were comprehensively collected and analyzed. Besides, a new job field with 13 job items was proposed in this study on a basis of the collective advice of experts on the properness of the job field in the national technical qualification system.

Due to developments in information technology and ensuing changes in the concept of time and space, the significance of national boundaries has been weakened, bringing to attention the heightened competition among nations. In order to respond to these transformations, the Korean government is increasing its efforts to raise the authenticity of the National Technology Qualification System(NTQS) by closely linking NTQS testing method and procedure to practical knowledge and skills in the industry field. This initiative is based on the recognition that the human resources development is a crucial factor in determining a nation's competitiveness. This study aimed, first of all, to diagnose the problems directly and indirectly affecting the testing method in the current NTQS. And then, differentiated solutions according to grade and improvements in the testing infrastructure were suggested. The ultimate purpose was to provide a blueprint for enhancing national competitiveness through increased authenticity and efficiency of the NTQS. Research methods applied during this study include: the collection and review of qualification-related literature; a series of conferences with leading experts; interviews with vocational educators and researchers from qualification-related institutes; a survey of national qualification holders from a variety of professions and industries; and participatory observation at qualification exam centers. This research suggested policy recommendations as follows; First, measures to improve for testing method of professional engineer Second, measures to improve for testing method of Master craftsman Third, measures to improve for testing method of Engineer, Industrial Engineer, Craftsman Fourth, plans for the establishment of operation system for a computerized testing Fifth, institutional perspective on establishing qualification infrastructure Sixth, operational perspective on establishing qualification infrastructure

This research was to survey and analyze the recognition about combination indication subject of secondary school teacher's certificate in the vocation high school. The conclusion through this research results are as follows, First, The satisfaction of qualification training about combination indication subject was a general positive response(77.5%), but there was partly negative response(5.2%). Second, The efficiency of qualification training curriculum was positive response(62%), the high response(77.7%) was the fisheries affiliate. It was probably good because of simulation of ship sailing about practice curriculum. Third, The need of qualification training on combination indication subject for vocational high school teacher was positive response(81%), but negative response(3.4%)

The purpose of this study is to prepare a plan to activate vocational training through a company-customized qualification system that meets the needs of the industry and responds promptly to changes in the external environment and trends. The BRIDGE 3.0 model was presented as Establishment of qualification system based on education and training result certification, a customized qualification operation system based on local companies by setting the qualification system as a strategy centered on companies that are consumers. To this end, the current status and limitations of vocational competency development projects, the current status and limitations of the domestic qualification system, government policies related to vocational competency development, FGI of corporate personnel managers, surveys of personnel managers of SME, expert advice.

This study aims at understanding the current situation of quality assurance on technical qualification that can take the initiative in developing human resources in a technical field and exploring a scheme for improvement. To achieve this goal. the method of quality assurance was examined, the current situation, problems and needs on technical qualification, and foreign cases on the method of quality assurance were analyzed. Based on this. the study proposed the methods of quality assurance on technical qualification and operating system and a follow-up program on technical qualification items. The collection and analysis of the relevant materials, a survey targeting qualification holders and personnel managers in industries as respondents, expert consultations, face-to-face interviews of experts and qualification holders in the technical industry to reflect their opinions were applied for the methodology of the study.

This study was conducted to examine the remuneration curriculum of vocational ability development training teachers and instructors and to examine ways to apply micro credentials. To this end, the current status of the remuneration curriculum of vocational ability development training instructors and instructors at K University's Competency Education Development Institute, the characteristics of micro credentials, and the possibility of linking the remuneration curriculum to micro credentials are as follows. First, most of the recognition of digital certificates was positive for digital certificates such as digital credit, digital badge issuance, and recognition of the recognized qualification process of maintenance education when completing the training course. In addition, as a method of applying micro credentials to conservative education, various cases were proposed to benefit from conservative education, systematization and grading of the qualification process, and credit of the qualification process. Second, as an institutional supplement to enhance the utilization of conservative education using micro credentials, the need to expand NCS-based major conservative education, provide efficient learning contents and learning methods, and set minimum completion time. In addition, the most common response as a way to improve the understanding of teachers and instructors in vocational ability development training was the micro credential promotion plan. Third, in the role of conservative education institutions and vocational ability development training instructors and instructors, conservative education institutions mention maintaining educational quality the most, and active participation was the role of vocational ability development training instructors. Through this study, it is expected to establish a vocational training environment that can enhance expertise and provide a practical portfolio of practical competency history by linking the remuneration curriculum of vocational competency development training instructors and micro credentials.

The vocational competency development training teacher must complete the training course for the training of vocational competency development training instructor and get the qualification of the vocational competency development training teacher from the Ministry of Employment & Labor with the criteria set by the Presidential Decree. Therefore, it can be said that H_university 's educational performance, which is the only vocational competency development training teacher in Korea and that plays a role of mass production in the labor market, has a great influence on vocational competency development training. The purpose of this study is to identify the problems through the analysis of actual condition of vocational competency development training education based on CIPP model, Furthermore, it was aimed to suggest improvement plan of qualification training education. In order to accomplish the purpose of the research, the present situation of the training course for the vocational competency development training teacher training students was grasped. And We conducted a survey to draw out the improvement plan and utilized the results of 173 copies. We conducted interviews by selecting eight subjects for in-depth analysis and Understand the details of the results of the surveys conducted. As a result of the study, positive responses were obtained from the educational objectives and educational resources in the context factors. On the other hand, there were negative opinions about the curriculum reflecting the learner and social needs. In the input factors, positive opinions were derived from the educational objectives and training requirements. However, there were many negative opinions about the achievement of the learner's educational goals. In addition, there were many negative opinions of online contents education. In the process factors, positive evaluation was high in class related part, learner attendance management, and institutional support. However, negative opinions were drawn on the comprehensive evaluation of qualification training period, and the learner's burden due to lack of learning period appeared to be the main reason. In the factor of calculation, Positive opinions were derived from the applicability of the business curriculum for training courses for training teachers who are in charge of education and training in industry occupations. However, there were negative opinions such as learning time, concentration of learning, and communication of instructors. Based on the results of the study, suggestions for improving the operation of vocational competency training teacher qualification training are as follows. First, it is necessary to flexibly manage the training schedule for the weekly training course for vocational competency development training teachers. Second, it is necessary to seek to improve the online education curriculum centered on consumers. Third, it is necessary to seek access to qualification training for local residents. Fourth, pre - education support for qualified applicants is required. Finally, follow-up care of qualified trainees is necessary.

The purpose of this paper is to develop the qualification system of instructional designer in e-Learning field in order to provide e-learning experts for industry. The shortage of human resources is a serious problem in the e-learning industry. The following set of objectives were formulated to fulfill the study purpose. First, analyze the present situations and suggestions of the e-learning expert. Second, to analyze current states of private qualification administration/qualification administration authorization in e-learning field. Third, analyze the needs of universities and companies in e-learning qualification administration. Finally, based on the above three objectives, the study developed the practical qualification system, job analysis, methods and questions for an examination of e-learning instructional designer.
