The subjects were all 81,377 people, 57,454 of them were arranged to community-based services. The link program was more necessary among the missed subjects rather than the arranged people due to the need for physical or psychological assistance. By the result of the survey to the local government employees, 59.5% of subjects responded their proportion of link service was over 10% and under 20%, and 54.3% of them responded their job boundary are not clear. Major type of linking was notification the subject list to local government, 91.4%; proportion of periodical notification on the status of their service link were 57.1%, only 7.1% were followed to manage after the link. Difficult factors at the link process were pointed out the overload by other side work, deficiency of resources, rigidity of priority of link, and so on. Considering these results, to vitalize the community-based services to the non-eligible people, it may be essential the active participation of the subjects, construction of parts working in coordination among the institutions including NHIC, local governments, and service providers; development of various services for maintenance or promotion of the non-eligible peoples' health and functional status; and active participation of institutions from the third sector, and so on.

  • University spinoff is a type of high-quality tech-startup that has high level of growth potential and ripple effects. Thus, the Korean government has been making continuous efforts to vitalize university spinoffs. However, existing legislation does not take into account clear definition of university spinoff as well as conflict of interests among its main agents (university, professor, graduate student, etc.). As a result, there exist various types of conflict of interests related to the university spinoff in Korea and that hinder activating university spinoffs. In this study, therefore, we reviewed studies of university spinoff and clarified types of conflict of interests related to university spinoff. • Globalization of consumption, expansion of cross border e-trade, increase use of internet and mobile have led to rapid growth of world e-commerce particularly in Asia and emerging markets. Impacted by Korean wave, online export is continuously increasing, yet Korea is experiencing severe e-commerce trade imbalance. Export growth rate and ratio of Korean small companies are relatively low from OECD member countries. Therefore, Korean government is currently emphasizing on vitalization of online export to China to resolve trade imbalance and to increase export of small companies. To propose detail measures to vitalize online export to China, this study is focused on export customs clearance procedure of Korea and import customs clearance procedure of China in view of online export company. Also suggested countermeasure plan and analysis for the new tax revision plan related to e-commerce which implemented on April 8th 2016. This study have grouped countermeasure plan by short term plan of firms and long term plan of the government. As for the short-term countermeasure plan for firms, first, comparison analysis of tax rate on products is need to decide type of e-commerce strategy; second, if planning to start e-commerce business to China, sales possibility and certification check is necessary; third, through preparation of customs clearance document is needed; last in order to obtain price competitiveness, new logistics strategy and packing development is required. As for the long-term countermeasure plan for the government, I have suggested cooperated bonded logistics service for small businesses and operation plan of show room for promising Korean products.

  • The purpose of this paper is to suggest field-oriented policy of regional innovation support system. To accomplish this purpose, we examined the status quo of technical support ,performance satisfaction of consumers and practical issues. The key factors influencing core technical innovation of small and medium firms are development fund, R&D employees, experimental instrument, technical information, protection of intellectual property, subcontracting and so on. To make sure of practical effect, therefore, it would rather necessary to implement policy support linking government and supporting means on the ground of needs of small and medium firms than specific method such as funding.

  • This paper proposes how to develop the EC(Electronic Commerce) for industrial-related items, which has not been tried yet in EC areas. Usually industrial design derives an idea and concept for a new product from the needs of end-users and manufacturers. Then this product is developed through the design process such as idea-sketch, rendering, and design modeling mock-up. The purpose of this paper is to vitalize the trade for some items which are necessary for the design process and are intermediate products. That is, the idea and concept from the needs and seeds can be dealt with as one item. Furthermore, the idea-sketch and rendering materializing from the idea can be an item also. By doing so, excellent design items which could be thrown away in the middle of the process can be made into valuable commodities. Then we can specify the role of Designer, Manufacturer, and End-User as a buyer or a seller.
