마을숲 보전 사업에 대한 마을 주민의 참여가능성 -남원시 2개 마을의 경우 (Villagers' Participation in Conservation of Village Woodlands -Two cases of Namwon City, Korea)

  • 이 연구는 마을 주민이 마을숲 보전 사업에 참여할 가능성에 영향을 미치는 인자를 분석하는 데 목적이 있다. 성별, 연령, 출신지, 부의 수준, 마을숲 이용 빈도, 마을조직 대표 경험과 같은 주민들의 사회경제적 특성이 마을숲 보전 사업 참여가능성에 영향을 줄 것이라고 예상하였다. 설문조사를 통해 마을숲이 존재하는 두 마을에서 각각 52명, 41명의 응답을 얻을 수 있었으며, 순서화 로짓 모형을 이용하여 수집된 자료를 분석하였다. A마을에서는 마을숲 이용 빈도가 높은 사람일수록 마을숲 보전 사업 참여가능성이 높게 나타났으며, B마을에서는 그 마을에서 태어나고 마을조직 대표 경험이 있는 사람일수록 마을숲 보전 사업 참여가능성이 높게 나타났다. 주민들의 마을숲 보전 사업 참여가능성에 영향을 미치는 요인이 마을별로 다르게 나타난 이유는 마을숲 소유권으로 인한 마을 주민들의 마을숲 이용 현황과 마을숲 문화의 유무에 따라 마을숲 가치를 이해하고 있는 주민의 비율이 서로 달랐기 때문으로 판단된다. 따라서 마을숲 보전 사업에 주민들의 참여를 유도하기 위해서는 마을숲의 이용권한을 지역 주민들에게 부여하고, 마을숲을 활용한 문화행사나 교육사업 등을 통하여 마을숲에 대한 주민들의 이해도를 높이는 것이 필요하다.

금산군 생활권 마을습지 기능평가 및 현명한 이용 전략 연구 (A Study on Wise Use and Function Assessments of the Geumsan-gun Village Wetlands)

  • This study was carried out to propose the functional assessment and a wise use strategy on the ecologically valuable 'village wetlands' distributed in living area in Geumsan gun, Chungnam province, Korea. The targets of the functional evaluation were 24 wetlands, selected from 123 village wetlands, where villages and agricultural lands or core ecosystems are located within living area near the wetland and wetlands with historical and cultural significance. The functional evaluation was carried out by RAM (Rapid Assessment Model) and the conservation strategies were suggested. As a result of the functional evaluation, 9 wetlands were rated 'high' (2 'absolute conservation' and 7 'conservation' strategies), 14 wetlands were rated 'medium' ('enhancement' strategies), and one wetland was rated 'low' ('restore or enhancement' strategy). In consideration of the results of the functional evaluation, interviews with village residents, and historic meaning, 6 important village wetlands were selected that require additional management strategies, such as conservation, enhancement, and restoration. 2 wetlands were from "absolute conservation" strategy and 4 wetlands derived from "conservation" and "enhancement" strategy wetlands in consideration of the ecological connectivity of wetlands, the use of surrounding land, and the function as a biological habitat. The wise use and conservation strategy was specifically proposed respectively.

  • This paper intends to analyze, present the problems in operating of conservation of the historic villages in Korea, in oder to improve the procedure and methods of restoration construction. Improvments are as follows. 1. Recognizing of historic village as cultural heritages to dewellers, 2. Understading of village to administraor and investigator, 3. Forming of mutual agreements with dewellers, 4. Establishing Conservation Act and making delibration organization in order to repair and restorate, 5. Minimalizing of inconvenences of dewellers. 6. Recognition of the individual specialities of the building in construction, and constructions, repairments, restorations in priceples of conservation. 7. Establishing the permission criterion, and managing by the Conservation Act.

혼불문학권역 농촌마을종합개발사업에 관한 연구 - 마을의 문화유산 보존 및 정비를 중심으로 - (A Study on the Conservation and Reuse of Cultural Heritage focused on Rural Settlements Honbul Village, Namwon City)

  • This paper is aimed to clarify the conservation and reuse of historic areas in modern ages, especially focused rural settlement Honbul village, Namwon city. Honbul village has modern historic areas as well as the korean traditional head houses, and so many narratives. There are old Seodo station building and the other facilities centered on these areas. And so this paper is to conserve and reuse not only this station but also traditional head house as modern cultural assets for revitalizing Honbul village. This study has been done by the field survey and interviews on the basis of the blueprint and its conditions. Through these modern historic areas, it would be for visitors experiencing the sustanable living condition from now on, excellent landscape of Honbul village. And also development of agricultural products and brand naturally increase incomes of farm families, and finally it will go far toward solving the rural problems.

경관보전직불제사업의 실태분석 및 개선방안 (The Status and Improvement Proposal of the Direct Payment Program for Rural Landscape Conservation)

  • The purpose of this study is evaluate the direct payment program for rural landscape conservation and deduce facts to improve. This research is composed with a survey on local government officials and farmers joined this program, and used monitering in selected 41 zones. According to the surveys, this program showed a positive contribution to the effects: village harmony, visitors increase, village income. However, It's contribute in short term objectives, but has not yet reach the ultimate goal such as regional development through visitors and village income. We found some problems in the monitering, on the agreement with farmers, range of village activities, operating AgriX program, etc. Finally, we suggest some proposals ; 1) to redefine the aims and range for the program, 2) to clarify a village action program, 3) to strength the admission procedure, 4) to designate district based on landscape resources survey.

천안시 마을습지 인벤토리구축 및 보전전략 (Village Wetlands Inventory and Conservation Strategy in Cheonan)

  • This study was conducted to establish inventory and propose conservation strategy of 'village wetlands' in Cheonan. As results, the village wetlands are defined as such places as palustrine wetland, village embankment, agricultural reservoir or small reservoirs located in or near the village and related to everyday life or farming. Firstly 791 provisional village wetlands were identified in Cheonan by using Arc-GIS 10.1, then 104 wetlands were defined as village wetlands and listed the inventory of Cheonan Village Wetlands after being validated through their area (greater than $1,000m^2$), satellite images, Korea Land Information System, land use map, land coverage map and field survey. Finally the 49 wetlands were selected for detailed surveying, and function assessment. As the result of the wetland function assessments, 11 wetlands were found to have 'high' wetland function (conservation) 30 wetlands were 'average' (enhancement) and 8 wetlands were 'low' (restoration or enhancement). Enhancing biodiversity and ecosystem services through ecological management of wetlands in Cheonan and connecting with an ecological network were proposed.

민속마을 보존정비 가이드라인 설정에 관한 연구 - 제주 성읍마을의 문화재구역 내 가옥을 중심으로 - (A Study on the Establishment of Guidelines on the Conservation and Maintenance of Folk Village - Focused on the Houses in Cultural Heritage Zione of the Jeju Seongeup Village -)

  • Among Korea's national folk cultural heritage, eight villages have been designated, and 37 years have passed since Hahoe Village was first designated in 1984. All eight villages have been constantly inhabited by residents from the past to the present, so the cultural value of inferring the lives of our ancestors in the past is very high. However, due to the inconvenience of the settlement environment in existing houses due to changes in the living environment, buildings such as various residential facilities and warehouses have been installed and expanded without permission, losing the original cultural property landscape and building. In addition, complaints and conflicts from residents are accumulating due to the poor living environment in the village. Therefore, this study intends to present guidelines for conservation and maintenance that can embrace changes in resident's housing and living environment, based on the 'maintenance of original form', the grand principle of the Cultural Properties Protection Law about the Jeju Seongeup Village. In particular, the maintenance plan is largely subdivided into legalization, demolition, expansion and reconstruction, and detailed standards for each item and examples applied are proposed. Through this, it aims to become basic data on the starting point of realistic improvement measures for cultural properties and residents to coexist.

정주형 역사경관 보전에 대한 주민과 방문객의 인식 연구 - 산청 남사마을과 함양 개평마을을 대상으로 - (A Study on Perception of Conservation of Settlement Historical Landscape - Focused on the village in Sancheong and Hamyang -)

  • Historical and cultural heritage provides a clue to reflect on the life of the era. Views of traditional village are the thing which can show us the life style and value of our ancestors and must be conserved as the values and traditional culture. Traditional village that has the historical value and descended to this day by adapting to environmental and social changes with the strong continuity is a part of the value of the residents' life and should be conserved with the physical environment, community and quality of the inhabitants' life. Therefore, this study is to analysis the difference of perception and the cause regarding conservation of the historical landscape and how the landscape influences on the residents and visitors. Based on those things, this study is to ultimately introspect importance of the residents' participation and meaning of the difference of perception about conservation of the historical landscape.

GIS를 이용한 아산시 마을습지 인벤토리 구축 및 관리 방안 연구 (A Study on Development of Village Wetlands Inventory Using GIS and Establishment of Management Methods in Asan City, Korea)

  • This study was conducted to establish an inventory and propose conservation strategies for 'village wetlands' in Asan city, Korea, using GIS. As results, the village wetlands are defined as such places as 'palustrine' wetland, village embankment, agricultural reservoir or small reservoirs located in or near the village and related to everyday life or farming. Firstly 807 provisional village wetlands(draft) were identified in Asan by using Arc-GIS 10.1, then 196 wetlands(final) were defined finally as village wetlands and listed the inventory of Asan Village Wetlands after being validated through office works and field survey. The office works analyzed minimum area(greater than $625m^2$), satellite images, the Korea Land Information System, land use map and land coverage map. To evaluate the function and conservation values, the 37 wetlands were selected for detailed surveying and function assessment based on the following criteria : 1) doubled code both wetland and reservoir at digital map, 2) located less than 100m from village and 3) ecologically connected to such ecological resources as seaside mudflats, mountains and green area and ecological passages for small size wildlifes. As the result of the wetland function assessments by the RAM method, 7 wetlands were found to have 'high' wetland function (conservation) 18 wetlands were 'medium' (enhancement) and 12 wetlands were 'low' (restoration or enhancement). Enhancing biodiversity and ecosystem services through ecological management of wetlands in Asan and connecting with the Ecological Natural Degree were proposed.

낙동정맥 내 OECM 적용 가능 지역 발굴을 위한 마을 특성과 서식지 질 비교 (Comparison between village characteristics and habitat quality to application OECM in Nakdong-Jeongmaek)

  • The Jeongmaeks are Korea's unique forest space recognition system that diverged from the Baekdudaegan. The Jeongmaeks are easily exposed to pressure because it is adjacent to the living area. Among them, Nakdong-Jeongmaek has high biodiversity, but damage is accelerating. According to the Convention on Biological Diversity (CBD) in 2022, the target is to expand the area of terrestrial and marine protected areas to 30% of national territory by 2030. As of September 2023, the area of terrestrial protected areas in South Korea is only 16.97% of the country's territory. This is due in part to the high proportion of private forests in the region, which makes it difficult to establish protected areas. Therefore, there is a need to establish Other Effective Area-based Conservation Measure (OECMs), which pursue complex and effective conservation that considers multiple values, as an alternative to protected areas. This study aims to identify areas suitable for OECM and to provide opinions on the establishment of appropriate management plans for each value using SOM and InVEST Habitat Quality model. This study evaluated the habitat quality of 206 villages located within 1km of the Nakdong-Jeongmaek and compared the characteristics of villages classified by SOM. As a result, the habitat quality was 0.867 for Tourism village (ClusterIV), 0.838 for Conservation village (ClusterVI), 0.835 for Mixed village (ClusterI), 0.796 for Production (ClusterV), 0.731 for Rural village (ClusterIII) and 0.625 for Urban village (ClusterII). When the distribution was identified through statistical analysis, the Kruskal-Wallis test showed that the distributions were not identical, with a p-value of 1.53e-08. Dunn's test showed a difference between Tourism, Conservation and Rural, Urban village. However, Mixed village was overestimated due to the lack of villages and the small area included in the study area. Moreover, Conservation village was somewhat under-evaluated in the analysis due to the use of a single weight for protected areas. It is necessary to perform additional reinforcement of the value evaluation of Jeongmaeks by conducting Forest Resource Survey and the National Natural Environment Survey. Therefore, we believe that sufficient validity for the establishment of OECMs in the Nakdong-Jeongmaek can be provided by addressing these limitations and conducting additional research.
