농촌계획 관점에서 본 국토계획법의 개선방안 (A Discussion on the National Land Planning and Use Act from the Rural Planning of View)

  • Through the fast economic growth since the 1960s, Korea has experienced various problems on land such as urban sprawl, the rapid increase in land prices, land speculation, privatization of the betterment, and so on. To prevent such problems and to enhance harmonious development and conservation, the National Land Planning and Use Act(NLPUA) was established in 2003. The NLPUA which was revised and combined two existing planning laws i.e. the National Land Use Management Act and Urban Planning Act, has an eye to preventing disorderly spatial development, to pursuing environmentally friendly spatial planning, and to following up planned development in non-urbanized area like rural area. This study aims to discuss what should be considered the pending issues after the application of the NLPUA in rural area. On the basis of reviewing the NLPUA in a viewpoint of the rural planning, this study suggests some improvement policy such as considering various rural conditions, securing excellent agricultural land, applying the District Plan II system effectively, reorganizing the planning administrative, and so on.

경기도 토지이용규제 현황과 문제점 고찰 (A Case Study on the Status and Problems of Regulations of Land Use in Gyeonggi-do)

  • Purpose: Laws and regulations of land use are enormous, and the appliance of regulations is overlapped redundantly. Therefore, there are many problems such as time consuming in the process, limiting individual property rights, and interrupting enterprises' economic activities. This study will discuss problems of redundant regulations of land use and its improvement by figuring out current regulations of land use in Gyeonggi-do, one of provinces which applies the most various regulations of land use. Method: This study reviews laws on national land-use planning system and characteristics of land-use regulation in Korea. The extent of the review is limited to "framework act on the regulation of land use" with categories of national land, urban planing, architecture, etc. Through case studies in Gyeonggi-do, the status and problems of redundant regulations of land use are defined. For example, it is overlapped in "Seoul Metropolitan Area Readjustment Planning Act", Development Restriction Zone, Paldang Special District, and so on. It is mainly referred to 2015 Gyeonggi-do land-use restriction map. Result: First, Gyeonggi-do confronts many problems related to the development restrictions and the financial increasement for environmental management by redundant regulations. The development restrictions include supplying additional land for industrial use, relocating colleges, and height limitation relating to military facilities. Second, in order to organize redundant regulations, it is required to combine similar regulations and adjust through communication system among other departments. Third, regulations should consider unique local condition of each district. Lastly, efficient application of regulations is necessary so as to maximize the function of land, protect individual property rights, and stimulate local development.

토지 관리를 위한 토지 정보시스템의 응용에 관한 연구 (A Study on the Application of Land Information System for the Land Management)

  • This study is concerned with the effective of aspects of utility management and land management, the accuracy of data, the structure of cross reference file of data and the perpetual preservation of data management through a drawing of computer and database, when land and utility information of the application of Land Information System is made on the computer. It will be shown that the present system of land management is inadequate in various contexts and occure in difficult problems of use, as presented in this paper, computer alternatives to these difficulties is efficiently managed and conveniently used land utility management. The ultimate goal is provided the necessary information of various areas as the presented land management operation is builted a drawing of computer and database construction through the computer.

Solution of Noise-Vibration Problems of Urban Public Housing Adjacent to Railway

  • Constructing urban public housing built adjacent railway site has the noise and vibration problem coming from operation of trains. Thus, anti-vibration plans utilizing anti-vibration pads must be established to minimize the impact of train noise and vibration from the tunnels on the residents of the public housing. Under various difficulties and expectation from the citizens, many efforts were taken to satisfy the amenity requirements on noise and vibration for the residential area. As a results, it can be recognized that amenity standards can be satisfied. But great caution is required to prepare ourselves for various situations that might occur during construction, especially considering that the relevant railroads are still under operation.

모듈러주택 품질관리를 위한 BIM 적용 방안 (BIM Application Method for the Quality Management of Modular Houses)

  • The recent paradigm shift in the construction industry has led to a growing demand for industrial construction. In particular, interest in modular housing, one of the areas of industrialization architecture, is soaring. Modular housing is a construction method for completing a building by transporting factory-built modules to the site and assembling them. However, modular housing in Korea has various problems such as errors in design books, lack of factory drawings, and lack of on-site construction plans. BIM is a tool for accumulating, producing and managing various information through 3D models and is a solution to solve various problems of modular housing. In this study, problems of modular housing and BIM utilization of modular housing were presented as ways to ensure the quality of modular housing. Therefore, this study analyzed the problems that are occurring in the construction process of modular housing. And, to address the problem of modular housing, BIM utilization measures were proposed for each modular process step. However, the application of BIM in domestic modular project is currently being carried out in pilot research project. Because of this, the BIM utilize method for modular housing is limited based on the BIM use for general projects and the examples for some modular pilot projects.

耕地整理事業의 推進 基本方向에 관한 調査硏究 -農村整備를 中心으로- (Study on the Basic Ways for Propulsion of Land Consolidation Project -Laying Stress on Rural Integral Development)

  • Many problems were found out the remarkable unbalance between paddy fields and up-land areas, or between plain and mountainous areas, unreasonable establishing of land consolidaton boundaries without consideration of rural development, lower leverl of construction technology of the roads and canals for agricultral use ad operation and maintenance of them by human power far apart from the ages of high technology, high information and free internationalisation, and too slow progress to overcome the weak agricultural circumstances etc. through the survey in the past executed land consolidation projects. The basic ways for solution of these problems for propulsion of land consolidation project through investigation are summarized as follows : 1. Land consolidation project should be executed to the direction of balanced regional development, laying stress on the upland and mountainous areas in order to carry out the agriculture effectively. 2. the acreage of land consolidation project to be conducted anually should be increased to overcome the serious underdeveloped agricultural development. 3. It should be developed to the way in accordance with the order of land use from the view point of rural integral development including the rural readjustment. 4. The level of the structures of road and canal, the size of standard lot and the grouping of land substitution should be to incraese the productivity of land and labour more than ever and reached to a degree in cope with the age of industrialization, information and free internationalisation. 5. The level of the management of agricultural water use and the maintenace of the various facilities should be developed to be automatization, remote control, central control and information processing instead human work. 6. Land substitution should take a measure of grouping method in accordance with the agricultural plan and farming organization, which can overcome high industrialized society in place of the substition by origin land. 7. Land consolidation project should be planned in order to fulfil a conservative function of ecosystem and resources together with improvement of land and labour productivity.

토지정보화 방법론의 개발에 관한 연구 (A Study on Development of Land Informatization Methodology)

  • 토지정보화 방법론은 정보시스템 개발 방법론의 과정을 따르면서 토지정보의 구축 및 관리, 활용에 특화된 토지정보화와 관련된 시스템의 개발에 적용할 수 있는 방법론이다. 따라서 정보시스템의 구축 방법론의 이해와 토지정보화에 대한 특수한 상황의 이해가 필요하다. 본 연구에서는 토지정보화에 대한 이해를 높이기 위하여 기존의 토지정보시스템들에 대한 다양한 분석을 시도하였고, 기초 방법론으로는 EA기반의 참조모형 및 컴포넌트 기반의 방법론을 활용하고 있다. 더불어 토지정보화 과정 중에 발생할 수 있는 다양한 문제나 이슈사항, 단계별로 수행하여야 하는 문제 등을 제시하여 방법론 세부항목으로 구성함으로서 토지정보화 방법론의 특수성을 최대한 살릴 수 있도록 구축하였다.

토지적성평가의 운용방법에 관한 실증적 연구 (An Experimental Study on the Applied Method for Land Suitability Assessment)

  • 본 연구에서는 도시관리계획 중 도시계획시설의 설치를 위한 평가체계 II를 중심으로 토지적성평가 제도를 보다효과적으로 수행할 수 있는 개선방안을 강구하기 위하여 사례연구를 수행하고 평가수행과정에서 나타나는 문제점의 합리적인 기술적 제도적 개선방안을 강구하였는데, 적성평가 결과인 종합적성 값은 개발적성등급으로 평가되어 도시관리계획을 입안할 수 있는 것으로 분석되었다. 현재의 토지적성평가 수행방식은 지역여건을 반영할 수 있다는 원칙은 있지만, 이에 대한 구체적인 평가방법이나 명확한 기준의 부재와 원자료의 전산화 및 전문인력이 부족한 상황으로, 지역적 특수상황을 반영할 수 있는 평가요인이 적성등급의 판정에 상당한 영향을 줄 수 있는 요인임을 감안하여 지역간 개발격차나 지역여건의 차이를 평가지표에 반영할 수 있는 실행적 방안의 마련이 필요하다.

A Study on the Introduction of Urban Agriculture to Permanently Rental Apartment Complexes

  • Urban agriculture is drawing people's attention along with environmental problems and recent changes in population and society such as the expansion of the aged, and various related discussions are going on for expanding the base. The purpose of this study was to suggest the application of urban agriculture in the permanently rental apartment complex to build a social welfare. Aiming at the introduction of urban agriculture in permanently rental apartment complexes, this study presented the roles and necessities of urban agriculture in response to environmental changes at home and overseas, explained the current state of permanently leased apartment complexes, estimated the land area usable for urban agriculture in existing complexes, and proposed strategies for the introduction of urban agriculture.

간척지의 토지이용 현상과 문제점 파악 및 발전방향 - 충남, 전북, 전남 지역 지자체 및 한국농어촌공사 지사 대상 설문조사 - (The Status, Problems, and the Direction of Development of Land Use in Reclaimed Land - Survey for Local Governments and the KRC Branch in Chungnam, Jeonbuk, and Jeonnam Province -)

  • The purpose of this study was to determine the problems of reclamation sites and the prospects of farming in reclamation areas seen by local governments and the KRC branches in Chungnam, Jeonbuk, and Jeonnam provinces. A mail survey method was used. The survey items were set for 15 items regarding the reclamation site situation, problems, and prospects. Seventy-five copies of the questionnaire were distributed to the local government, and 90 copies were sent to the KRC 165 copies in total. In response to the questionnaire, 72 recipients of the local governments responded, showing a 96% response rate, and 74 (82.2%) of the KRC responded. The overall response rate was 88.5%. The opinions on the rental method of the reclaimed land were found to differ according to the geographic conditions of the reclaimed land, the construction conditions, and the time. Regarding the survey on crops preferred for cultivation, rice was highest in both local governments (61%) and KRC (46%). When cultivating field crops in reclaimed land, 56% of local governments and 57% of KRC considered salinity as the most problematic or resolvable problem. Regarding growing other field crops in reclaimed land, salt and drainage problems were recognized as the biggest obstacles in all reclaimed land. As for technologies that need to be applied first for the future agriculture of reclamation land, KRC responded with automatic water management (48%) and local governments responded with unmanned agricultural machinery (32%). In order to diversify the land use in the reclamation area, it is necessary to reduce salt damage and ensure systematic maintenance, employing, for example, automatic water management facilities and drainage improvement methods. The results of this study can set a land use direction for reclamation sites and provide useful information for use in various forms.
