  • This article describes a methodology for evaluating huge aerospace R&D investments using the real options pricing method. Option pricing has been proposed as a useful approach for modeling investment in R&D. Two important features of R&D investments are that an R&D project takes time to complete and that the outcome of R&D investments is highly uncertain. This makes the analysis of R&D investments difficult. Traditional tools for project evaluation, like IRR or the NPV, are inadequate for coping with the high uncertainty. Hence, In this article I propose a log-transformed binomal lattice method, and it will show that option pricing might be an adequate framework for evaluating such types of aerospace investments.

A Study on the Estimation of the Value of Tourists' WTP by Payment Method: Focusing on the Gangwon State

  • Purpose - This study estimated the value of tourists' willingness to pay (WTP) to develop and promote regional tourism and minimize external effects using the contingent valuation method (CVM). Design/methodology/approach - To reduce exaggeration bias, a major issue of CVM, a pilot survey was conducted to categorize bid value. Additionally, the payment method was divided into a tourism fund and tourism taxes, and the respondents' answers were reaffirmed in two stages. Findings - As a result of the analysis, the tourists' WTP was estimated to be 5,132 KRW (3.60 USD) for the tourism fund and 1,036 KRW (0.73 USD) for tourism taxes. Research implications or Originality - The results of this study provide implications for securing financial resources and establishing policies in Gangwon province, which promotes special self-governing.

  • 본 연구는 한강 수계의 수변경관 및 생태계의 보전 가치를 이중양분선택법에 의한 조건부 가치평가법 (Contingent Valuation Method, CVM)을 사용하여 추정하였다. 음이 아닌 지불의사를 구하기 위해 지수지불의사 모형을 사용하였는데 이 모형이 특히 이중양분선택법에서 매우 중요한 것으로 분석되었다. 한강수계권역의 경관 및 생태계 보전에 대한 총 지불의사는 연간 약 7,055억원으로 추정되었다. 이는 한강 등 수계권역의 수변경관 및 생태계 보전을 위하여 필요한 예산규모가 더욱 확대될 필요성이 있음을 시사한다고 해석된다.

과실 병해충에 대한 공적방제조치의 가치분석 (Economic Valuation of Official Management for Invasive Insects and Diseases in Fruits)

  • The objective of this study is to estimate the economic value of official management and control for invasive insects and diseases in fruits. The direct and indirect effect of this control measure can be the changes in price of fruits and related goods, changes in export volume of domestic fruits, changes in total volume of fruit production, and reduce the risk in food safety. The contingent valuation method with the single-bounded dichotomous choice is employed to estimate each household's willingness-to-pay (WTP) to maintain official management and control measures. The total number of sample consists 2,050 respondents between the ages of 19-60 years, and the survey is conducted using Web-based survey. The estimated results for mean WTP is 5,443won per month per household. Therefore, the total economic value of official management and control on fruit in Korea is estimated to be approximately 94.4 billion won per month.

Economic Valuation of Food E-labels for Restaurant Offerings

  • Purpose: This study explores the potential use of food e-labels for restaurants to solve the current inadequacies in food labeling within the restaurant sector. Additionally, the study examines the feasibility and scalability of implementing e-labels for food labeling purposes, investigates consumers' perceptions of e-labels for restaurant offerings, and assesses the value of implementing e-labels. Research design, data and methodology: The value of food e-labels was estimated using the contingent valuation method. Samples were selected from the survey, considering the distribution of population, using stratified sampling method. In the survey, respondents were provided with information explaining the food e-label and were asked whether they would accept the proposed amount for food e-labeling. Results: Estimation results revealed that the individual demographic factors of the respondents significantly influenced their willingness to pay (WTP), along with their food purchasing behavior and the degree of food labeling checking. Based on the estimated results, WTP was calculated to be 2,624 KRW. Conclusions: The study findings can serve as a reference for related businesses and policies, suggesting the need for further research and detailed discussions. To activate food e-labeling, promotion and education are essential complements to mere regulatory implementation.

Development of an Overseas Real Estate Valuation Model Considering Changes in Population Structure

  • Purpose - Aging and fewer economically active people have challenged the assumption of continuous population increases. A new real estate valuation methodology reflecting changes in population structure is thus needed. Research design, data, and methodology - The relationship between demographic change and changes in real estate prices is analyzed using ordinary least squares (OLS) to estimate the parameters, and a population structure change (PSC)-Binomial Option Model is developed to assess the volatility of the estimated parameters. Results based on Seoul and Shanghai data are compared. Results - Results of the DCF method indicate that investing in Seoul is better than investing in Shanghai, but the binomial option indicates the opposite. The PSC-binomial option model, reflecting changes in population structure, yields higher values (24.6 million won in Seoul and 43.3 million won in Shanghai) than those given by the binomial option model. Conclusions - This study indicates that applying changes in population structure to existing research, such as in the binomial option model, represents a more accurate real estate valuation method. Results demonstrate that the new model is more accurate than existing models such as the DCF or binomial option.

조건부 가치 설문조사를 통한 대기 오염에 대한 서울 시민의 인식 변화 조사 (Contingent Valuation Survey on Changes in Citizens' Perception on Atmospheric Pollution in Seoul, Korea)

  • A valuation of air pollution is critical for relevant policy-making for the public and research direction. This study conducted a willingness-to-pay (WTP) survey using contingent valuation method (CVM) in Seoul Korea. In detail, this study puts an emphasis on its temporal changes referred on two surveys conducted in 2014 and 2019. In reference to the previous studies in 2002, our survey indicated that the public awareness of air pollution and interests on its sources and solutions increased noticeably. Our survey showed that WTP increased significantly from 2588 to 4827 and 8240 Korean Won $month^{-1}$ in 2002, 2014, and 2019, respectively. Moreover, the percentage of respondents to pay the WTP also increased from 48% to 68% and 79% in 2002, 2014, and 2019, respectively. Our analysis based on the number of Google search on particulate matters (PMs) strongly suggests that such the noticeable increases of the public attention to air pollution is well accorded with the moment of the announcement of a standard for ultra-fine particles and the start of PM prediction in late 2013. But the Google search rate grew about 16.7 times in 2009 compared to 2014, which is much larger than the growth rate of interest and WTP between 2014 and 2019. Our results shed light on policy decision for the right person in the right place on the right time in the era of air pollution.

국방 핵심기술의 성숙도(Readiness Level)평가를 활용한 국방기술가치평가 방안 연구 (A Study on the Evaluation Method of Defense Technology Valuation Using the Readability Level Assessment of Core National Defense Technology)

  • 본 연구는 다양한 기술의 융합과 체계통합기술이 고도로 복잡하게 요구되는 국방기술을 이해하고, 분야별 특성이 반영된 가치평가방법을 제안하고자 한다. 가치평가 대상 무기체계의 기술 수준의 척도, 기술 간의 통합(체계통합기술)척도, 제조준비 및 성숙도 척도를 측정요소별 항목에 맞추어 측정하여 시스템성숙도를 확인하고, 시스템의 성숙도를 활용한 핵심기술의 계량적인 가치예측모형의 틀을 제시하고자 한다. 국방기술의 가치를 기술분야별 특성을 고려하여 이에 맞는 가치평가방법을 제안하는 연구이다. 각 분야의 역량있는 기술전문가들에 의해 분야별 기술적인 특성이 반영된 평가 기준에 따라 평가되고, 전체 시스템의 완성도를 정량적인 수치로 표현할 수 있는 시스템성숙도(SRL)를 활용하여 국방기술가치를 평가하는 방안을 제안한다.
