As abnormal climate phenomena occur more frequently due to climate change, damage which results from meteorological disaster increases accordingly and its scale and variety are becoming wider. This paper draws out planning and design elements and application techniques to build cities more adaptive to climate change from urban development cases in US and Europe. An urban model is suggested, that enables built environment to be more resilient to risks caused by climate change is applicable to urban development projects in practice.
With environmental problems and pollutions accumulated by continuous towns or cities developments events, it is becoming necessary to develop in consideration of environmental effects. This consensus leads to prepare a plan system and instrument for ecological city development, which can be a series of planning indicators. To develope a series of process for environmental friendly development, this study has three main goals as follows; development of policies and programs for environmental friendly development, suggestion of environmental friendly urban design models and standards, development of planning indicators and design guidelines Korean land use plan is operated by both zoning system and detailed plan system. But the available kinds of zoning type are too limited to apply to various and vernacular places. In addition to, the detailed plan is understood to be another regulation which constricts the freedom of building right. Landscape planning is performed on condition detail investigation of existent state of nature and local characteristic, and Investigation of Planning for afforestation is more detailed than that of Landscape planning. In the basis of methodology of landscape planning and planning for afforestation, Plan for Environmentally Friendly Urban Habitation Model was developed. Plan for Environmentally Friendly Urban Habitation Model was applicable for state of land use planning. Site was selected Chuk-chun in city yang-in, taking the circumstances into consideration. So landscape planning correspond to land use planning was made out. Adjustment of Land use planning and Landscape planning was very important. Undergoing this process, Plan for Environmentally Friendly Urban Habitation Model was performed.
The modernistic rationalism which thinks much of the mathematical rationality and economic efficiency is widely spread in Korea economic planning, urban planning, urban transportation planning, and the like. As a result the demands to humanity, amanity, and so on have been disregarded in the name of rationality in urban spatial organization, the typical examples, one of the pedestrian space. The urban regeneration is differentiated from other private operations by its public characters, which is the basis of public support. This character demands verification of the adequacy for public finance support by monitoring urban regeneration planning and operation. Therefore, this study aims to show the monitoring indicators and its application in legal system for urban regeneration through the examination of foreign countries cases. London, San Francisco, and France urbanism regulation and planning system show the measure for introducing urban regeneration monitoring system into korean urbanism institution. This study is significant by suggesting the circulation structure of urban regeneration by linking planning, operations and monitoring phases. The monitoring system permits improvement of urban regeneration by clarifying objects and ameliorating efficiency by continuos observation and application of its evaluation.

Urban parks and open spaces provide the community residents with the most easily accessible source for outdoor recreation, contributing also to the improvement of quality of natural environment in urban area. The demands of urban residents' for more and better green area are ever-increasing. However, the level of most urban open spaces which are easily accessible for residents are not satisfactory to meet the residents' demand in availability and in quality as well. Most existing urban open spaces are simply built of green areas only or have been developed in almost identical design with little consideration for individual uniqueness of the site. When developing neighbourhood parks in urban housing complexes, for example, little consideration is being given to topographical conditions, interrelation with the adjacent green area, or viability of the urban ecosystem. In many cases, urban park development projects are being done with serious negligence of natural properties of the site, by even destroying existing healthy woodlands. for instance. The objectives of this study are; -To survey on the domestic and the overseas cases of regulatory systems, development status and planning methods for urban open space. -To identify underlying issues of residental park developments in urban housing projects and establish appropriate improvement measures thereof, by studing and analyzing current-use data of developed urban parks and management status thereof. -To establish improved standards for urban open space planning, by integrating above surveys and studies, and recommendation for revision of related legislation is also presented to implement these standards.

This paper aims to make an empirical comparison between the rural landscape planning and the urban landscape planning. The research method is a contents analysis about Jeollannamdo-province Landscape Base Plan and Suncheon-city Urban Landscape Plans, and Gaerangyi Village Rural Landscape Plan out of total 111 cases of Rural Landscape Plans. The findings are as followings: firstly, the only 14 villages out of 45 villages had the province-unit landscape base plan, the city/gun-unit urban landscape plan, and the rural landscape plan in sequence periods. Secondly, it was found that the Gaerangyi Village Rural Landscape Plan was relatively coordinated with the Jeollanam Province's Landscape Base Plan, but the former was not relatively coordinated with the Suncheon City Urban Landscape Plan. Thirdly, three hierarchical discordance may drive from the difference of applicable acts and authorities concerned. However, in Suncheon City, a rural-urban integrating city, both an urban landscape plan excluding rural regions and a rural landscape plan excessively emphasizing a rural village's unique characteristics, while its administrative district is unclear are hard to be seen as a good plan fully containing Suncheon-city's full identity.
Planning activity is complex process assuming the term "complexity" as a group of elements interconnected each other. The common knowledge about city planning underlines its main aim as: figuring the present, imaging the future, governing every day the territory and the way people use and live it at different scales. When considering the strength of technological opportunities and the spreading of ICT and IoT devices within everyday life, that mean within the life of cities, the complex nature of the urban system increases with the intensification of information and their connections. Recent orientations about urban and regional planning try to carry the discipline to a more flexible approach in respect to the hyperdeterminant role of direct technical applications. This passage is a fundamental aspect considering the faster and faster modifications of social and economic assets at the global and local scale. At the same time, the "environment question" became more and more relevant at the worldwide scale within the 2015 UN 2030 Agenda for Sustainable Development. Another relevant aspect about the recent urban planning orientations regards the role of the different subjects that are part of the planning process. Approaching the government of smart cities means to define how every subject, with different roles (public or private), could enrich the knowledge of the functioning of the "urban machine" and the awareness of participation of people and city users in the quality of urban life. In the paper author starts defining recent approaches in urban planning, then the nature of the city as a complex system is analyzed from the point of view of planners and of the different subjects that act in the city. Then the smart city is introduced as a further level of complexity and finally author propose the basic element of a Planning Support System.

In order to improve the urban thermal environment, efforts are being made to increase green areas in cities that include park construction, planting, and green roofing. Among these efforts, urban parks play an important role not only in improving the urban thermal environment, but also in terms of ecosystem services (serving as resting places for citizens, providing cleaner air quality, reducing noise, etc.). Therefore, the purpose of this study is to suggest planning and management guidelines for urban parks that are effective in improving the thermal environment, by analyzing the urban surface temperature reduction performance of urban parks. To do this, first, land surface temperature was calculated by using Landsat 8 images. Second, the PCI (Park Cool Island) index was calculated to identify the temperature reduction performance of urban parks. Third, the characteristics of parks (area, shape, vegetation) and the surrounding spatial characteristics (land cover, building-related variables, etc.) were identified. Finally, the relationship between the PCI indices (PCI scale, PCI effect, PCI intensity) and the characteristics of the parks and their surroundings were analyzed. The results revealed that the parks consisting of a larger area, simple shape, and higher tree coverage ratio had increased PCI performance, and were advantageous for improving the urban thermal environment. Meanwhile, PCI performance was found to have decreased in areas with a higher impermeable area ratio and building coverage ratio. The outcomes of this study can be used to identify priority areas for planning and management of urban parks and can also be utilized as planning and management guidelines for improving urban thermal environment.
Purpose: The purpose of this study is to explain the pivotal role of the travel forecasting process in urban transportation planning. This study emphasizes the use of travel forecasting models to anticipate future traffic. Method: This study examines the methodology used in urban travel demand modeling within transportation planning, specifically focusing on the Urban Transportation Modeling System (UTMS). UTMS is designed to predict various aspects of urban transportation, including quantities, temporal patterns, origin-destination pairs, modal preferences, and optimal routes in metropolitan areas. By analyzing UTMS and its operational framework, this research aims to enhance an understanding of contemporary urban travel demand modeling practices and their implications for transportation planning and urban mobility management. Result: The result of this study provides a nuanced understanding of travel dynamics, emphasizing the influence of variables such as average income, household size, and vehicle ownership on travel patterns. Furthermore, the attraction model highlights specific areas of significance, elucidating the role of retail locations, non-retail areas, and other locales in shaping the observed dynamics of transportation. Conclusion: The study methodically addressed urban travel dynamics in a four-ward area, employing a comprehensive modeling approach involving trip generation, attraction, distribution, modal split, and assignment. The findings, such as the prevalence of motorbikes as the primary mode of transportation and the impact of adjusted traffic patterns on reduced travel times, offer valuable insights for urban planners and policymakers in optimizing transportation networks. These insights can inform strategic decisions to enhance efficiency and sustainability in urban mobility planning.
