Types and Resilience Characteristics of Urban Disaster Prevention Design (도시방재디자인의 유형과 리질리언스 특성)

  • Recently, urban environments are changing due to climate change and urbanization. Because of these, Urban disasters occur frequently. To solve this situation, the architects and urban planners have been presenting urban disaster prevention design, and the concepts of resilience are utilized in urban disaster prevention design. In this study, we analyzed the cases of urban disaster prevention design presented by architects and urban planners, and grasped the types and resilience characteristics of urban disaster prevention design. Further, the direction of urban disaster prevention design was proposed in the point of sustainability.

  • Recently, as a part of measures against large-scale natural disasters in Korea, disaster prevention matters are strengthened in urban planning. With the introduction of the disaster vulnerability analysis system, plans for disaster prevention are being reinforced in urban planning. However, there are many problems to be solved at the stage of operation and practical application of the law. When disasters occur, we are focusing on response and recovery plans. Therefore, it is not enough to construct a comprehensive disaster prevention system to prevent disasters in advance. The established disaster prevention plan is difficult to plan management centered on disaster prevention due to factors such as economic efficiency, convenience, and comfort. This study is a basic study for supporting disaster prevention mitigation plan. For this purpose, the analysis of the actual situation of disaster prevention plan at home and abroad and improvement plan were derived. ased on these improvement plans, we have developed a method to apply the element technology of urban design to the test bed to reduce sediment disaster. The test bed was investigated and examined in the disaster hazard area of Busan and Seongnam city. And the defense technology is applied to the selected site, and the basis of the disaster prevention plan and design is proposed. If the proven techniques are reflected from the urban planning stage, it will be possible to contribute to the mitigation of sediment disaster caused by the city.

The Concept and Functional Objectives of the Urban Resilience for Disaster Management (재난관리를 위한 도시 방재력(Urban Resilience) 개념 및 기능적 목표설정)

  • Resilience has been suggested as a new paradigm of disaster management which reduces losses against disasters under the uncertain circumstances. The purpose of this study is to define the concept and to set up the objectives of urban resilience for disaster management. The common concept and components of resilience were analyzed by examining recent studies on resilience. The resilience was defined as "a capacity of physical and social urban elements adapting and recovering against disaster for better condition" and the five objectives of resilience - Robustness, Redundancy, Resourcefulness, Rapidity, and Regional Competency - were derived from the review of literatures. The major disasters and accidents were analyzed focused on those objectives. The concept and objectives of urban resilience could be used as a guidance for disaster prevention planning and disaster management processes.

Study on Urban Policies toward the Effective Disaster Prevention (실효성 있는 재해예방형 도시계획을 위한 개선방향 고찰)

  • This study aims to contribute to urban policy for more effective disaster prevention, as abnormal natural disasters are becoming more frequent. Up to now, the urban plan for disaster prevention in Korea merely includes basic principles and necessities of measures as an early stage. Furthermore, there are difficulties to make specific programs because the legal system, technical instruments, and financial supports are not sufficient. Therefore, this study figures out problems in the current plan related to urban prevention after analyzing the legal system and practices. Resulting from case studies in developed countries, the study draws significant implications, as follows: enhancing legally binding force; improving the procedures for the programs; establising technical infrastructure. It first suggests a way for the urban policy for disaster prevention by considering our local features comprehensively. It then defines the roles of central, local governemnts and research institutions, and the procedure for urban disaster prevention planning building on the individual roles. This study concludes that an emphasis should be placed on institutional tools necessary to publish technical guideline and establish the system so that urban planners more easily access to disaster risk information.

  • The flood or inundation that occur in high-density city can paralyze urban functions and cause a lot of casualties. In this study, to minimize the damage, the disaster mitigating urban design techniques for the divided basin as disaster occurring point, disaster vulnerable site, urban responding region are applied. First of all, to do this, it is necessary to verify the effectiveness of urban design techniques by simulating them. Therefore, in this paper, the applicability of urban runoff models used in domestic disaster reduction study was investigated to analyze the outflow decrease efficiency of urban design techniques. As the reviewing results, the limitations of the lumped models such as FFC2Q and XP-SWMM are presented.

Introducing a New Urban Utility Index Concept that Combines Urban Growth and Disasters

  • The objective of this study is to introduce the urban utility concept that combines urban growth and urban disasters in the aspect of a conceptual theory. While many studies focused on the dollar amount damaged from a disaster, it requires adding not just building damages or human body losses but also the quality of life satisfaction. An issue in measuring the quality of life satisfaction needs to introduce a proper mode quantifying it. This study introduces the urban utility change in measuring the negative impacts of a disaster on urban life, which has been rarely investigated. To identify urban utility, urban flooding that is a cross-sectoral agenda and important to both developed and developing countries was adopted to respond to its increased frequency and damages, encouraging governments to focus on flood control policies. By combining a literature review on urban utility and urban growth, this study defined the urban utility concept as a net benefit of a resident with earnings subtracting housing and commuting costs. The theoretical study also explained that urban utility and its components dynamically change as per urban growth and disasters that even reversely affect urban growth. Because the urban utility can be one of the useful indices to appreciate the relationship between a disaster and urban growth, it is highly expected to apply for similar disaster impacts on urban areas, including COVID-19 and various global warming issues.

A Study of Safety Evaluation Based on the Road closure Simulation, and on the Isolation Risk in Times of Disaster (재해시 위험가능성과 도로폐쇄시뮬레이션에 의한 방재안전성에 관한 연구 - 일본 오이타현 사이키시를 대상으로 -)

  • In recent years, the scale of damage from disasters such as earthquakes and large-scale fires and floods that are occurring in Korea is increasing. Accordingly, interest in urban disaster prevention that combines living infrastructure such as roads and parks is boosting, and it is urgent to prepare measures to reduce the damage scale of local cities. The purpose of this study is to derive implications for disaster prevention measures in areas where disaster prevention safety of local cities is weak through examples of disaster prevention safety of local cities in case of disaster. To this end, this study analyzed the regional characteristics, current status, and disaster prevention problems of regional cities in Japan, and selected disaster-vulnerable areas, and considered the distance relationship between disaster prevention bases through road network analysis. In addition, road closure simulation using ArcGIS Network Analyst was conducted to analyze disaster prevention safety in the area. As a result, the situation of the village which has a high possibility of isolation by natural disasters was grasped in advance. Through this, the suburbs confirmed the necessity of supplementing the disaster prevention function through transportation maintenance such as forest roads, and it was found that the city needs to prepare a risk management system. Furthermore, this study suggests the need for research on areas with a high possibility of isolation, especially in areas where disaster prevention functions are weak in local cities in case of disaster, and shows countermeasures for disaster prevention measures and resident education.

Does Urbanization Indeed Increase Disaster Damages? - Lessons from Gyeonggi Province, South Korea (도시화가 자연재해를 늘리는가? - 경기도 사례를 중심으로)

  • This study empirically investigates whether urbanization triggers urban disaster damages in the metropolitan areas of Korea by applying panel data analysis. Issues are approached with respect to the perspective that increased natural disaster damages are closely related with urbanization. This paper describes the conceptual framework of disaster management to understand the factors that determine urban disaster damages in Korea. This study used a simplified model with some key factors for analysis, because flood damage factors in urban areas are too diverse, and a full understanding of every cause is not feasible. The results indicate that urbanization does not necessarily lead to increasing urban disaster damages and if properly managed, urbanization can actually reduce urban disaster damage.

  • Due to urbanization and industrialization, urban and rural areas show differences in various characteristics such as population structure, economic level and infrastructure, but disaster safety measures do not reflect these characteristics. In this study, the theoretical review on the disaster environments of urban and rural areas was carried out, and the survey of consciousness on disaster and safety(unstructured elements, structured elements, personel elements, environmental elements) targeting the idents was carried out in order to investigate the consciousness of residents in urban and rural areas for disaster safety. Also based on the survey result, the matters to be reflected when establishing a regional disaster management plan in future were drawn.

Obliquely incident earthquake for soil-structure interaction in layered half space

  • The earthquake input is required when the soil-structure interaction (SSI) analysis is performed by the direct finite element method. In this paper, the earthquake is considered as the obliquely incident plane body wave arising from the truncated linearly elastic layered half space. An earthquake input method is developed for the time-domain three-dimensional SSI analysis. It consists of a new site response analysis method for free field and the viscous-spring artificial boundary condition for scattered field. The proposed earthquake input method can be implemented in the process of building finite element model of commercial software. It can result in the highly accurate solution by using a relatively small SSI model. The initial condition is considered for the nonlinear SSI analysis. The Daikai subway station is analyzed as an example. The effectiveness of the proposed earthquake input method is verified. The effect of the obliquely incident earthquake is studied.
