서울 관악산 대기 중의 $SF_6$에 관한 연구 (Atmospheric Sulfur Hexafluoride $(SF_6)$ near the Kwanak Mountain, Seoul)

  • Sulfur hexafluoride ($SF_6$), man-made compound, has been paid attention as a potent greenhouse gas. After Kyoto Pototcol on Climate Change in 1997, nations established the policy aimed at minimizing release of $SF_6$ to atmosphere. We have developed and operated an automatic analytical system for monitoring atmospheric $SF_6$ using gas chromatography with electron capture detector (GC-ECD) and packed separate-column. Here, we report and discuss 4-month record of atmospheric $SF_6$ concentrations monitored at Seoul National University (SNU) pilot station near the Kwanak Mountain, Seoul. Most of observed $SF_6$ concentrations were excessively high compared with Northern Hemisphere (NH) background trend obtained from National Oceanic and Atmospheric Administration (NOAA) Earth System Research Laboratory (ESRL) monitoring stations. And the observed $SF_6$ showed extremely wide variability ranging from 4.6 pptv to $1.1{\times}10^3$ pptv, which may be affected by local sources placed nearby. Simultaneous wind data with $SF_6$ measurements show that relatively high values of $SF_6$ correspond to weak wind as well as southerly. There are many engineering installations to the south of the station. The regional value of the atmospheric $SF_6$ estimated from the data selection by wind conditions is about 6.8 pptv. This value, which is similar to concentrations of urban areas, is higher than NH background concentration.

Estimating Transportation-Related Greenhouse Gas Emissions in the Port of Busan, S. Korea

  • The port of Busan is the fifth busiest container port in the world in terms of total mass of 20-foot equivalent units transported. Yet no attempts have been made to estimate the greenhouse gas (GHG) emissions from the port of Busan by accounting for all port-related activities of the various transportation modes. With these challenges in mind, this study estimates the first activity-based GHG emissions inventory in the port of Busan, which consists of four transportation modes: marine vessels, cargo-handling equipment, heavy-duty trucks, and railroad locomotives. The estimation results based on the most recent and complete port-related activity data are as follows. First, the average annual transportation GHG emission in the port of Busan during the analysis period from 2000 to 2007 was 802 Gg $CO_2$-eq, with a lower value of 773 Gg $CO_2$-eq and an upper value of 813 Gg $CO_2$-eq. Second, the increase in the transportation-related GHG emissions in the port of Busan during the analysis period can be systematically explained by the amount of cargo handled ($R^2$=0.98). Third, about 64% of total GHG emissions in the port of Busan were from marine vessels because more than 40% of all maritime containerized trade flows in the port were transshipment traffic. Fourth, approximately 22% of the total GHG emissions in the port of Busan were from on-road or railroad vehicles, which transport cargo to and from the port of Busan. Finally, the remaining 14% of total GHG emissions were from the cargo handling equipment, such as cranes, yard tractors, and reach stackers.

트램 설계시 LID 기법 적용을 통한 환경편익 증대 방안 (Enhanced Method for Environmental Benefit via Application of Low Impact Development (LID) Technique in Tram Design)

  • 트램 건설시 LID 기법 적용에 따른 환경편익 증대 방안으로 경제성 평가에서 온실가스 저감에 따른 환경편익을 계량화하였다. 또한 LID 기법 중 침투형 투수블록 적용에 따른 도시물순환 효과를 정책성 분석시 사업특수 평가항목으로 선택할 수 있는지 여부에 대한 가능성에 대해서도 검토하였다. 투수잔디블록의 사용에 따른 콘크리트 궤도 대비 탄소배출 비율은 잔디 피복율(100%, 50% 화강석, 50% HDPE)에 따라 각각 -184.7%, -127.3%, -116.3%로 산출되었으며, 투수블록의 경우에는 화강석 및 HDPE 각각 30.1%, 52.5%로 산출되었다. 침투형 투수블록을 적용할 경우 강우강도 90mm/hr까지 저수가 가능한 것으로 나타났으며(저수율 94.3%), 도시물순환 시스템으로써 효과가 있을 것으로 판단된다. 결과적으로 트램건설시 LID 기법 적용으로 환경편익의 증대가 기대되며 추후 AHP 분석에서 정책적 요소로도 다루어질 필요가 있다.

협의 사례 분석을 통한 에너지사용계획 검토기준 재설정 연구 (A Study on the Reset of Examination Criteria for Energy Use Plan through Consultation Case Analysis)

  • The Consultation about Energy Use Plan is prescribed by the Energy Use Rationalization Act. In order to reset Examination Criteria for Energy Use Plan, consultation case analysis from 2001 to 2010 were carried out and National Energy Master Plan was reviewed. This study proposes that Examination Criteria for Energy Use Plan be should divided into Urban & Tourism complex development project and Industrial complex development project for the prevention of civil complain. Also predicts that effect of energy savings calculated by Reset Examination Criteria on $1^{ST}$ energy demand BAU at 2030 is 2.2%, effect of new & renewable energy utilization at 2030 is 3% and the rate of $CO_2$ reduction to greenhouse gas emission BAU at 2020 is 1.1%.

Bim-based Life Cycle Assessment of Embodied Energy and Environmental Impacts of High-rise Buildings: A Literature Review

  • Today 55 percent of the population in the world lives in urban areas which is expected to increase to 68 percent by the year 2050. In the cities, high-rise buildings as symbols of the modern cityscape are dominating the skylines, but the data to demonstrate their embodied energy and environmental impacts are scarce, compared to low- or mid-rise buildings. Reducing the embodied energy and environmental impacts of buildings is critical as about 42 percent of primary energy use and 39 percent of the global greenhouse gas (GHG) emissions come from the building sector. However, it is an overlooked area in embodied energy and environmental impacts of high-rise buildings. Life cycle assessment (LCA) is a widely used tool to quantify the embodied energy and environmental impacts of the building sector. LCA combined with Building Information Modeling (BIM) can simplify data acquisition of the building as well as provide both tools with feedback. Several studies recognize that the integration of BIM and LCA can simplify data acquisition of the building as well as provide tools with feedback. This article provides an overview of literature on BIM-based of embodied energy and environmental impacts of high-rise buildings. It also compares with different LCA methodologies. Finally, major strategies to reduce embodied energy and environmental impacts of high-rise buildings, research limitations and trends in the field are covered.

저탄소 도시계획의 단계별 평가지표 설정 및 적용 연구 -도시계획 수립, 설계 및 운영, 유지·관리 단계를 중심으로- (The application and development of the Evaluation Indicators in accordance with the Planning Stages of Low-Carbon City -in relevance with the stage of urban planning establishment, design and operation of urban structure, management and maintenance-)

  • 현재 전 세계적으로 도시에서 발생하는 다량의 온실가스로 인한 기후변화 문제가 증가하고 있다. 이러한 기후변화 문제를 해결하기 위해서는 궁극적으로 도시가 저탄소 구조로 변화되어야하며 계획을 수립하는 초기 단계부터 도시구조의 설계 및 운영, 유지 관리단계로 이어지는 도시계획의 전 과정이 통합적으로 고려되어야만 한다. 이에 본 연구는 저탄소 도시계획을 수립하는 초기 단계에서 유지 관리의 전 과정을 평가할 수 있는 방안을 모색하였으며 이를 적용한 사례분석을 통하여 평가결과를 도출하고자 하였다. 이를 위해 단계를 3단계로 구분하고 단계별로 8개 부문, 30개의 세부평가지표를 도출하였으며 이를 바탕으로 국 내외의 선진사례의 적용 실태분석과 관련 전문가들의 설문을 통한 평가결과를 도출하였다. 그 결과 국내의 저탄소 도시계획 수준을 향상시키기 위해서는 도시계획 수립단계에서 정책 및 제도적 장치가 마련되어 지역적 특색에 맞는 계획의 도입이 이루어져야 한다. 또한 설계 및 운영 단계에서는 이를 구체화 시켜 실행할 수 있는 다양한 접근방법이 필요하며, 유지 관리단계에서는 다양한 이해관계자들의 참여와 관리방안이 요구됨을 알 수 있었다.

경기도 대기질 개선 정책의 온실가스 동시 저감 및 그에 따른 공편익 효과 분석 (Greenhouse Gas Reduction by Air Quality Management Policy in Gyeonggi-do and Its Co-benefit Analysis)

  • In recent years, national and local government's air quality management and climate change adaptation policy has been significantly strengthened. The measures in the two policies may be in a relationship of trade-off or synergy to each other. Greenhouse gases and air pollutants are mostly emitted from the same sources of using considerable amounts of fossil fuels. Co-benefits, in which either measure has a positive effect on the other, may be maximized by reducing the social costs and by consolidating the objectives of the various policies. In this study, the co-benefits were examined by empirically analyzing the effects of air pollutants and greenhouse gas emission reduction, social cost, and cost effectiveness between the two policies. Of the total 80 projects, the next 12 projects generated co-benefits. They are 1) extend restriction area of solid fuel use, 2) expand subsidy of low-$NO_x$ burner, 3) supply hybrid-vehicles, 4) supply electric-vehicles, 5) supply hydrogen fuel cell vehicles, 6) engine retrofit, 7) scrappage of old car, 8) low emission zone, 9) transportation demand management, 10) supply land-based electric of ship, 11) switching anthracite to clean fuel in private sector, 12) expand regional combined-energy supply. The benefits of air pollutants and greenhouse gas-related measures were an annual average of KRW 2,705.4 billion. The social benefits of the transportation demand management were the highest at an annual average of KRW 890.7 billion, and followed by scrappage of old cars and expand regional combined-energy supply. When the social benefits and the annual investment budgets are compared, the cost effectiveness ratio is estimated to be about 3.8. Overall, the reduction of air pollutants caused by the air quality management policy of Gyeonggi-do resulted in an annual average of KRW 4,790.2 billion. In the point sources management sector, the added value of $CO_2$ reduction increased by 4.8% to KRW 1,062.8 billion, while the mobile sources management sector increased by 3.6% to KRW 3,414.1 billion. If social benefits from $CO_2$ reduction are added, the annual average will increase by 7.2% to KRW 5,135.4 billion. The urban and energy management sectors have shown that social benefits increase more than twice as much as the benefits of $CO_2$ reduction. This result implies that more intensive promotion of these measures are needed. This study has significance in that it presents the results of the empirical analysis of the co-benefits generated between the similar policies in the air quality management and the climate change policy which are currently being promoted in Gyeonggi-do. This study suggested that the method of analyzing the policy effect among the main policies in the climate atmospheric policy is established and the effectiveness and priority of the major policies can be evaluated through the policy correlation analysis based on the co-benefits. It is expected that it could be a basis for evaluation the efficiency of the climate change adaptation and air quality management policies implemented by the national and local governments in the future.

DEA모형을 이용한 지역별 친환경주택단지계획 요소에 따른 온실가스 감축 효율성 분석 (Efficiency Analysis of Greenhouse Gas Reduction according to Local Eco-friendly Housing Development Planned Element Using DEA Models)

  • 본 연구는 주택단지계획에서 친환경적인 요소의 효율성분석에 관한 실증적 연구의 부족함을 인지하고 전국 시도별 주택단지를 대상으로 녹색건축설계요소와 정책의 투입에 따른 온실가스 저감량 산출의 효율성을 분석하여, 온실가스 배출 저감을 위한 주택단지의 설계요소 및 정책의 활성화 방안을 제시하고자 한다. 또한 지금까지 조직의 성과를 평가하는데 효과적인 기법으로 인정받고 있는 DEA의 모형을 전국 지역별 친환경주택단지 계획요소와 제도에 적용해 보았다. 연구의 결과, 16개의 지역별 친환경주택단지 CCR 효율성이 1인 지역은 5개로 서울특별시, 인천광역시, 울산광역시, 충청남도, 경상남도였고 나머지 11개의 지역은 비효율적인 것으로 분석되었다. 또한 각각의 비효율적 지역은 효율성 점수에 따라서 준거집단과의 비교를 통해 각 변수별로 달성해야 하는 비율, 측정량이 다르게 도출되었기 때문에 지역별 특성을 드러내어주고 있다. 둘째로, 건축적, 물리적 요인뿐만 아니라 제도적, 외부 환경적 요인 또한 친환경 건축의 온실가스 배출에 영향을 미치고 있으며, 가중치 점수 또한 높게 나왔다. 하지만 그 가중치 수치가 주택품질우수단지 비율에는 미치지 못하는 변수들이 다소 있었기 때문에 아직은 개별 건축물 위주의 평가가 중요하게 여겨진다고 할 수 있다. 따라서 향후 건축물 외에도 운영제도와 외부 환경적 요소에도 많은 관심을 기울여야 할 것을 시사해준다.

  • o Korea consumed total 198.5 million TOE and the portion of crude oil n was 100.4 million TOE in 2002 which marked the 10th largest energy consuming country and ranks the $4^{th}$ crude oil consumer in the world. o Industries consumed 51.5% of the total energy and 93% of industrial energy was used at the manufacturing industries such as steel, textile, chemical, food and beverage, pulp and paper, and timber industries, which lead to energy intensive industries numbered 110,000. o Also Korea ranks the $10^{th}$ greenhouse gas emission countries of the world (134.9 million TC) which may cause Korean industries to suffer severely during the implementation of United Nations Framework Convention on Climate Change (UNFCCC). o Therefore, the target of the study is to develop a model for the analysis and design of industrial complex by integration of the energy usage and environmental problems. o The research work contents are as followings: -Analysis of Korea energy consumption -Concept of the integration of energy and environment problems - Basic concept of industrial complex planning - Case study (1) - Recommendation and conclusion

저탄소도시 구현을 위한 전략수립에 관한 연구 (A Study on Strategy for Embodiment of Low Carbon City)

  • The purpose of this study is to propose strategies for reducing greenhouse gas emissions on urban areas. This study is made up GHG emission estimation and emission prospect methods, setting of GHG reduction target, GHG reduction plan formulation and feasibility assessment. The significance of this study is as follows. First, this study provides the local government for the overall frame of low carbon strategies. Second, this study contribute to establishment of GHG emission reduction strategies in the local autonomy by providing GHG emission estimation and setting reduction target which is essential elements of reduction strategy. Third, we organize a reduction element for low carbon city embodiment and showed the way to assessment the reduction effect of these elements quantitatively.
